[PASSED] Commemoration of Spring Day

Almost two years ago NationStates changed in a huge way with the advent of the Frontiers and Strongholds update. They made a splash with the creation of the first successful frontier, The Wellspring, a region that our forces quickly mobilized to take over and for 12 glorious hours, we had more than half the spawns in the game. The community that would go on to be created there would be led and fostered by many of our best and brightest, before taking on an identity all its own. We recognized this later that September with the Treaty of the Northern Wells, our alliance between our region and The Wellspring. One thing we did not recognize, however, was a little cultural nugget in the treaty itself, a promise that is yet unfulfilled:

Treaty of The Northern Wells:
3. The signatories shall establish a joint date of celebration, to commemorate the capture of The Wellspring and the establishment of its community, to be known as Spring Day.

To date, nearly two years after The Wellspring was created and over a year and half after the treaty was ratified, this commemoration still has not happened. I would like to rectify this mistake now.

Commemoration of Spring Day:
1. Chapter 9 of the Legal Code is amended as follows:
Section 9.2: Celebration Days:
7. Spring Day will be observed on the nineteenth of April, to commemorate the capture of The Wellspring and the establishment of its community.
8. Flag Day will be observed on the twenty-sixth of April, to commemorate the adoption of the flag of The North Pacific.
9. Democracy Day will be observed on the seventh of July, to recognizes the day the Constitution was ratified, and honor the Constitution, Bill of Rights, and Legal Code of The North Pacific.
10. Delegates' Day will be observed on the ninth of September, to acknowledge the hard work of delegates past and present and praise their great contributions to the region.
11. NationStates Day will be observed on the thirteenth of November, to celebrate the establishment of NationStates and provide an opportunity to extend fellowship throughout the NationStates communities.
12. Celebration Days may be observed by regional events, festivals, games, contests, or other activities designed to evoke the spirit of the holiday.
13. The Delegate may proclaim additional one-time Celebration Days during the year as desired.

One line adding the holiday to our list, per a treaty we already signed. An unfinished promise to our friends in The Wellspring, one that they are establishing on their end as well. A joint holiday celebrated by two regions recognizing their shared roots and cultural heritage is something I am unfamiliar with in this game, and I would like to see us realize it. Naturally, an explicit holiday is also an unofficial mandate to make an effort to plan something culturally and a natural way for us to celebrate and have fun together on an annual basis. This seems like a no brainer to me, and a nice dose of positivity and optimism in a time that suddenly seems to be lacking both. I would like to give you all a chance to see this, to remember the treaty and this provision, and share your own thoughts before calling it to a vote this weekend. After all, April 19 is not that far away.

One last note: why April 19? Aside from the fact its the date both regions agreed upon, it is also the first day that the region was actually captured in most time zones in the world. April 18 is when The Wellspring was created, at minor update, but it was captured at major, and that is when its new existence truly began.
 
The establishment of this holiday has been one of the current administration’s targets, and I’m pleased to see our efforts on this front come to fruition. Needless to say, this has my full support.
 
Given the simplicity of this proposal, I would like to request the Speaker schedule a vote, and suspend the formal debate period. Please be aware of the timing when scheduling this vote, we should have enough time for a normal length vote provided the vote begin quickly enough. Thanks!

I don't care about the fact that we're treaty-bound to do this. It was a bad clause to include in the treaty. The Wellspring is not a TNP territory. Celebration days should remain relevant and specific to events within The North Pacific. I'm glad I'm not the only one voting Nay on this.
