Safety And Security Of WA Personnel

The World Assembly (WA),

Acknowledging the importance of international cooperation and tolerance;

Commending the efforts of international diplomatic organisations such as the WA for their promotion of international goodwill;

Stressing the need for assurances of safety and security for the furtherance of these activities;

Understanding that this assembly has previously mandated the security of WA facilities but has not laid out specifications for how these services should be sourced and maintained;

Believing that such arrangements should be managed by an authority directly accountable to the WA;

The WA hereby enacts as follows:
  1. Definitions and declarations.
    1. “OSS” means the WA Office for Security and Safety (OSS), which is hereby established as a committee of the WA.
    2. “Officer” means any individual employed by the OSS whose role is related to providing security, but is not a member of the OSS.
    3. “Personnel” means any individual whose role involves the use of WA facilities but is not an OSS Officer.

  2. Staffing.
    1. OSS Officers are required to maintain residence in the immediate area surrounding the applicable WA facility, such that they are able to respond to changing security circumstances without significant delay.
    2. OSS Officers must be of suitable physical and psychological competence and will be subject to routine assessments to ensure their continued compliance.
    3. OSS is responsible for setting any further recruitment standards and selecting Officers.

  3. Officer duties.
    1. OSS Officers will maintain a presence at all WA facilities, as required by each facility's size, population, and risk of terrorist activity.
    2. OSS Officers have the authority to remove any person from a WA facility by force should they present an imminent risk to personnel safety.
    3. OSS Officers have the authority to detain any person in a WA facility should they commit an offence under local law and refer that individual to local law enforcement.
    4. OSS Officers have the authority to neutralise or terminate any person in a WA facility who purposefully poses a risk to life.
    5. OSS Officers will screen all entrants into a WA facility for and dispose of items that put personnel's safety at risk.

  4. Building compliance.
    1. OSS will ensure that all WA facilities are equipped with suitable security systems as it determines to be necessary, which include but are not limited to CCTV, X-ray screening and anti-terrorism structures.
    2. OSS will complete an annual inspection of all WA facilities to determine their compliance with security standards and highlight any risks to personnel safety.
    3. Should the OSS conclude that personnel safety cannot be ensured, it may require the temporary closure of any WA facility to make necessary improvements to its security.

  5. Emergencies.
    1. Should the OSS receive intelligence from local authorities or its Officers of an imminent risk to life in a WA facility, it may establish a state of emergency.
    2. In a state of emergency at a WA facility:
      1. No entrance is permitted, excepting local law enforcement and OSS Officers,
      2. Personnel will be evacuated unless otherwise unfeasible or dangerous,
      3. The OSS may take all necessary steps to avert the emergency and are granted access to all areas in this capacity.

  6. Finance. OSS is to be paid for by the General Fund.

  7. Jurisdiction.
    1. WA member states are required to respect the authority of the OSS over security services at WA facilities.
    2. Where a facility under the WA’s jurisdiction is concerned, arrangements will be made with the host nation for the application of local law.
    3. Local law enforcement may be invited into WA facilities to recover individuals in breach of local law pursuant to clause 7 subclause B.
    4. OSS is responsible for the interpretation of this resolution.
