A Six Tenths Majority To Pass Global Law
A resolution to restrict political freedoms in the interest of law and order.

Operative Clause: This law will effect both The General Assembly and The Security Council and all legislation passed by them. After Enactment all proposals must receive at least a 60% majority vote instead of the now simple majority to be passed.

HOLDING that the World Assembly is a critical power in Nation States and that a single Nation's vote may establish a majority and pass destructive legislation upon all nations,

REASONING that if a Bill is between a near 50/50 consensus then the proposal is extremely controversial, and would therefore be safer if it was defeated. By doing so more Nations are happy with the out come and laws would be more important to Nation states as a whole. It is not as if there are any pressing matters that a 60% majority would not agree upon,

NOTING this would be a new wave of legislation and amendments or follow up legislation may be needed,

The World Assembly:

A) DEFINES, a 60% majority as a majority which is the total number of votes times .6.

B) FURTHER DEFINES, in the case of a complete tie between 60% and 40% the bill will be passed into law.

Hereby,

1. MANDATES all World Assembly and Security Council resolutions to require a 60% majority to become law.

2. MANDATES all previous legislation not directly in opposition of this law are still in affect.

3. MANDATES all previous legislation in direct opposition of this law are repealed to allow only, for the new majority to be put in place.
 
Illegal for metagaming. This is something that would belong on the technical forum as it is changing the rules of the game, and something [violet] would have to code. Also, you're causing backdoor repeals with clause 3, which you can't do under the current rules. A repeal must be the removal of a single resolution, explicitly target the resolution you want to repeal via the "Repeal this Resolution" tool, and not introduce any additional legislation.
