On behalf of the International Committee of the Blue Shield (ICBS), welcome to the International Organization for Humanitarian Aid (IOHA) which is open to all nations who are committed to upholding the value and dignity of human life and to aiding those who need help in times of crisis, be it in their own nation or in a foreign nation.
The Blue Shield Agencies shall have full autonomy to respond to disasters in their home nation. If a large scale crisis does arise, a petition shall be put forth calling upon all nations to join together for a large scale humanitarian response under the direction and guidance of the International Committee of the Blue Shield.
The working languages of the International Committee of the Blue Shield shall be Mercanti (English), Kaltic (Irish) and Andalucian (Scots Gaelic). The working languages of the Blue Shield Agencies shall be decided upon by the applicant nations.
If you would like to have a Blue Shield Agency in your nation, please read over the Charter of Humanitarian Aid below and then fill out an application which will be reviewed by the Office of the Directorate and The Conclave.
Chapter 1) Headquarters
The International Committee of the Blue Shield shall be headquartered in the Hall of the Guardians in the city of Rhayader, Andalucia. Nations that have been granted a Blue Shield Agency (BSA) shall choose what city in their nation houses the Main Office of their Blue Shield Agency.
Chapter 2) Mandate of the International Committee of the Blue Shield (ICBS)
The International Committee of the Blue Shield (ICBS) is an impartial and neutral organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict, disasters and emergencies and to provide them with assistance. The ICBS also endeavors to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles.
As such, the International Committee of the Blue Shield (ICBS) is tasked with directing the international activities conducted by the Blue Shield Agencies (BSA) when an armed conflict, disaster or emergency calls for large scale coordination. Where disasters or emergencies happen on a small national scale, the Blue Shield Agencies (BSA) are autonomous and left to deal with the situation in a manner they see fit.
Chapter 3) Office of the Directorate / The Conclave / The Assembly
The Office of the Directorate is comprised of a President and a Vice-President who are co-opted Rose Union nationals from either the Federation of Kalti or the Commonwealth of Andalucia. Each country shall take turns in leading the organization by switching off during the elections which are held every ten years. The President represents the International Committee of the Blue Shield (ICBS) on the international stage, bears primary responsibility for the ICBS’s external relations and conducts ICBS humanitarian diplomacy. The President is assisted in these tasks by the Vice-President. Should a tie happen during a vote in The Conclave, the President and the Vice-President, acting together as the head of the entire International Committee of the Blue Shield shall be the tiebreaker vote.
The Conclave is the governing body of the International Committee of the Blue Shield (ICBS) and oversees all ICBS activities. It is a collegial body comprising twenty-two co-opted Rose Union nationals, eleven each from the Federation of Kalti and the Commonwealth Country of Andalucia. The Conclave formulates policy, defines general objectives and approves the budget. The Office of the Directorate appoints one citizen from each country as an Administrator who together head The Conclave.
The Assembly is an observational and advisory body that invites all nations who run a Blue Shield Agency (BSA) to send one member to The Conclave. They may bring recommendations to the Administrators for consideration. These recommendations may include anything ranging from organizational assistance to additional humanitarian aid from the International Committee of the Blue Shield (ICBS).

The Blue Shield Agencies (BSA) are the main branch of the International Organization for Humanitarian Aid (IOHA) and are run and organized by each nation. Their mission is to prevent and alleviate human suffering in the face of armed conflict, disasters and emergencies by utilizing volunteers and other humanitarian forces. These Blue Shield Agencies (BSA) shall be located in the various nations after having their application approved by The Conclave.
Upon a nation joining the International Organization for Humanitarian Aid (IOHA), the nation in question is granted the authority to create a Blue Shield Agency (BSA). This Agency is to be run by a Board of Directors who shall oversee and run the organization. Each Board of Directors shall be headed by a Chairman / Chairwoman and a number of Representatives; this number shall be set by the nation in question but shall be no less than five and no more than twenty.
Chapter 5) Financing of the Blue Shield Agencies
The Blue Shield Agencies are fully independent, tax-exempt, charitable organizations and are barred from being included in their nation's federal / national budget or any other governmental budget. As such, all financing of the Blue Shield Agencies shall be done via voluntary contributions from members of society who wish to see the Agency work for the benefit of all in times of crisis and seek no benefit for themselves.
During a major crisis involving multiple nations working under the leadership of the International Committee of the Blue Shield, nations that have a Blue Shield Agency may under special circumstances and by emergency decree of the ICBS accept contributions from their nation's government for a specifically defined emergency event. This emergency funding decree will not be issued by the the International Committee of the Blue Shield if a disaster is only affecting one nation whose Blue Shield Agency is able to provide relief and aid for. Furthermore, a multi-national response petition must be put forth by the ICBS before any emergency funding decrees can be issued.
Chapter 6) External Humanitarian Organizations Joining the IOHA
Nations of Eras that have an established humanitarian aid relief organization will be recognized by the International Organization for Humanitarian Aid who shall work with them during a crisis. Should one of these external humanitarian aid organizations wish to join the IOHA, they may do so pending that they meet the requirements of being Neutral, Independent and Charitable along with a unanimous vote from The Conclave in the form of an External Organization Decree.

- Humanity: The International Organization for Humanitarian Aid (IOHA), born of a desire to bring assistance without discrimination to the victims of armed conflict, disaster and emergencies, endeavors to prevent and alleviate human suffering wherever it may be found. Its purpose is to protect life and health and to ensure respect for the human being. It promotes mutual understanding, friendship, cooperation and lasting peace amongst all peoples.
- Impartiality: The International Organization for Humanitarian Aid (IOHA) make no discrimination as to nationality, race, religious beliefs, class or political opinions. It endeavors to relieve the suffering of individuals, being guided solely by their needs, and to give priority to the most urgent cases of distress.
- Neutrality: In order to continue to enjoy the confidence of all, the International Organization for Humanitarian Aid (IOHA) may not take sides in hostilities or engage at any time in controversies of a political, racial, religious or ideological nature.
- Independence: The International Organization for Humanitarian Aid (IOHA) is independent. The Blue Shield Agencies (BSA), while auxiliaries in the humanitarian services of the International Committee of the Blue Shield (ICBS) and their governments and subject to the laws of their respective countries, must always maintain their autonomy so that they may be able at all times to act in accordance with the principles of the International Organization for Humanitarian Aid (IOHA).
- Unity: There can be only one Blue Shield Agency per country. It must be open to all and it must carry on its humanitarian work throughout its territory.
