The Trillium Accord is governed by the Trillium Council, as established in Article 8 of the Trillium Accord Charter. The Trillium Council consists of delegates from each member-state of the Trillium Alliance and the Stellae Partners for Peace. Each member-state has one vote. A simple majority of those voting is sufficient to pass a regular resolution.

On matters of war, or matters pertaining strictly to Alliance members, only Alliance members will vote. An unopposed vote among Alliance members is required to confirm a state of war. The chairmanship of the Trillium Council is rotated alphabetically among members of the Alliance.

At present, the Trillium Accord has two subordinate directorates: a Humanitarian Aid Directorate and a Science Directorate.





We, the Parties undersigned, affirm our commitment to peace and the use of peaceful means to the resolution of all international disputes. We reject the use of a war as an instrument of diplomacy and view self-sovereignty and self-defense as sacred rights of all nations.

We are committed to the triple freedoms of free democracy, free economics, and free religious practice. We are determined to safeguard peace, democracy, and the principles of individual rights and rule of law upon which democracy is grounded. For the preservation of security and stability in and among our Member-States, we hereby join ourselves in this Trillium Accord.

ARTICLE 1
We are resolved to settle every international dispute according to peaceful means and the principles of justice and security, and view war only as a last resort. We shall refrain from using the threat or use of war in international relations.


ARTICLE 2
We shall promote the establishment of free institutions and sound governance of a stable and democratic nature in all our Member-States. We shall endeavor to promote peace and well-being through strengthening economic ties and relations between democratic organizations.


ARTICLE 3
Any armed attack on a Member-State of this Treaty will be considered an attack on all Parties. We, the Member-States, shall take all steps necessary, the use of force included, to speedily assist the attacked Party or Parties and restore and maintain peace and security in the event of such attack.


ARTICLE 4
An armed attack, for the purposes of Article 3, is defined as an armed attack on the territory of any one of the Parties or on the forces, vessels, or aircraft.


ARTICLE 5
The Member-States of this Alliance shall consult with one another whenever the peace, security, or self-sovereignty of one or more of the Member-States is threatened.


ARTICLE 6
We, separately and jointly, shall maintain and develop our capabilities of self-defense in order to resist armed attack. We shall cooperate militarily, politically, and economically to ensure the security of all the Member-States.


ARTICLE 7
We declare hereby that none of our existing obligations and treaties stand in contradiction to this Trillium Accord, and we pledge to not enter into any treaties or obligation that will contradict the terms of this Treaty.


ARTICLE 8
The Parties hereby establish a Council for the purposes of implementing this Trillium Accord. The Council shall be organized as to quickly respond to emergency situations and is authorized to establish subsidiary bodies as necessary.


ARTICLE 9
The Parties may, by unanimous consent, invite another State to become Party to this Treaty, to be bound by its obligations and to further the cause of peace and security in the world.


ARTICLE 10
The Treaty shall be ratified according to the constitutional processes of each Member-State. Instruments of ratification shall be deposited as soon as possible with the Government of of Ceretis, which shall notify the other Parties of each deposit. The Treaty shall enter into force as soon as the ratification of Ceretis and Kannex have been deposited.


ARTICLE 11
After the Treaty has been in force for ten years, the Parties may, at request of one or more of the Parties, come together for a review of this Accord in order to improve on the security and peace of the Member-States


ARTICLE 12
Both the English and German versions of this Treaty are authentic, and shall be deposited with the Government of Ceretis.

ARTICLE 1
We, the Stellae Partners for Peace, hold ourselves to the common cause of the promotion of fundamental freedoms and human rights, as well as the safeguarding of freedom, justice, and peace. We seek to preserve the values of democracy and shun coercion, intimidation and the use of force as instruments of diplomacy in a civilized world. We affirm our commitment to the principles of human rights and our respect for national sovereignty, political self-determination and the use of peaceful means to resolve disputes.


ARTICLE 2
The Stellae Partners, while affirming their commitment to the ideals of peace and security as expressed by the Trillium Accord, shall not be bound by the obligations of that Charter and shall be free from Articles 3 and 4 of the Trillium Accord Charter.


ARTICLE 3
The Stellae Partners for Peace will cooperate with the Trillium Alliance to pursue the following primary objectives:

  • The development of military relations via joint planning, training, and field exercises;
  • The successful preparation and execution of peacekeeping, search-and-rescue, and humanitarian operations;
  • The exchange of information relating to the security and peace of Alliance and Partnership nations;
  • The cultivation of friendly relations between the peoples of the Alliance and the Partnership;
  • The completion of other missions or activities within the scope of this Charter, as subsequently agreed upon by the member states.

ARTICLE 4
The Trillium Alliance will consult with any active participant in the Partnership if that Partner perceives a direct threat to its territorial integrity, political independence or security.


ARTICLE 5
The Stellae Partners believe that greater economic cooperation paves the way for peaceful coexistence. Hence, member states shall be encouraged, but are not required, to ease or abolish trade barriers between the nations of the Alliance and the Partnership.


ARTICLE 6
Each member state of the Stellae Partners for Peace shall establish a liaison office and send a representative to the Trillium Council to facilitate cooperation between the Partner nation and the Alliance nations.


ARTICLE 7
Member states of the Stellae Partners for Peace may in addition to those items listed above in Article 3 customize their membership by adhering to one or more or all of the following Individual Partnership Program items:

  • Cultural Initiative:
    Through the Initiative of Cultural Exchange, Stellae Partners may assist one another in better understanding each others national culture. Member states hope that an exchange of cultural knowledge may assist in preventing any misunderstanding from arising between nations. Furthermore, there shall be a sharing of select cultural outreach programs. These programs are to include exhibitions of cultural material and the distribution of cultural media which is to be made available by participants to other nations.
  • Scientific Initiative:
    Through the Initiative of Scientific Research, Stellae Partners seeking increased scientific knowledge may participate in an exchange of existing knowledge as well as cooperate in the research of new technology and ideas for the benefit of all. Member states may further assist in the formation of new research facilities and share in their use in furthering the pursuits of the mind.
  • Travel Initiative:
    Through the Initiative of Travel, Stellae Partners shall work to lessen the barriers of travel for the people’s of their nation as well as the people’s of the nation’s of the Accord. Member states shall work on decreasing the number of required visa permits and make travel among the Partnership and Alliance nations as effortless as possible.
  • Educational Initiative:
    Through the Initiative of Education, Stellae Partners may choose to participate in student exchanges between Partnership and Alliance nations. Nations that choose to participate shall make available a number of openings for qualified students to study abroad at various institutions of education across their nation. The cost for participation will be covered by the sending nation by means that they see fit while the host nation will not charge greater than 125% of standard tuition rates plus the application processing fee. Furthermore, host nations are asked to assist where possible in streamlining the process to allow participants rapid acclimation to their new surroundings and to assist in the housing search as well as other needs of the students.
  • Economic Initiative:
    Through the Initiative of Economy, Stellae Partners may choose to work with the Trillium Alliance’s Department of Commerce to fulfill the spirit of Article 5 above. Stellae Partners pledge to actively reduce and remove as many trade barriers as possible allowing great freedom, in the spirit of friendship, to exchange goods and services between members while preserving economic integrity of participants. Furthermore they shall cooperatively identify and remedy difficulties present in the exchange of goods including but not limited to communication, currency exchange, fast tracking of regulatory requirements, and assisting in locating potential goods and services needed by other participants.

ARTICLE 8
Any incurred costs of running and maintaining the Partnership shall be agreed upon by the Partner nation and the Alliance members upon joining the Stellae Partners for Peace.


ARTICLE 9
Members of the Stellae Partners for Peace may, individually and at any point, apply for membership in the Trillium Alliance. The procedure will be governed by the articles of the Trillium Accord and the customs of the Alliance.


ARTICLE 10
Ascension to the Stellae Partnership for Peace will be governed by the acceptance of the Trillium Alliance Council and the constitutional ratification of the Stellae Partners for Peace Charter in the applicant state.




Each member-state of the Alliance designates a portion of its armed forces as Rapid Action Contingent, or R.A.C. In the case that Articles 3 & 4 of the Trillium Accord (attack by foreign forces) apply, the total sum of the R.A.C. forces will fall under the command of the attacked member-state, unless other member-states of the Alliance nullify this control within 24 hours.

This applies OOC-ly.

As of OOC date August 02, 2016, Rapid Action Contingent forces include:
  • Ceretian 7th Army Group, supported by 10th Fleet
  • Esplandian 2nd Division
  • 1st Unified Joint Task Force, supported by 2nd Joint Naval Task Group (Ilian Coalition)

The Landesgrad of Esplandia, with the royal consent of His Majesty Sherwin IV has on this day official ratified the Trillium Accord (called the Traekvrang Aeodegat in Quaelech), and henceforth the Kingdom of Esplandia will bound itself to the obligations of the Accord, and look forward to a safer and securer future with her fellow members.

The National Congress of the Ceretian Republic in conjunction with His Grace, Tzar Harold Callahan hereby ratify the Trillium Accord. Henceforth, the Kingdom Republic of Ceretis shall be bound to the obligations of the Trillium Accord and a member of the Trillium Alliance.

Instruments of ratification for the Kannexan Reich, Kingdom of Esplandia, and Kingdom Republic of Ceretis along with those of The Rose League have been deposited in the National Archives of the Government of of Ceretis as per Article 10 the charter. Notice is hereby given and it shall henceforth be known that the Trillium Accord shall be recognized as being in full force from this day forward; so say we all.

As per Article 8 of the Trillium Accord, the Kannexan Reich entreats delegations from the honorable member-states of the Trillium Alliance and the S.P.P. to the first Trillium Council meeting. The Kannexan Reich suggests, as the headquarters and meeting place of the Council have not been permanently determined yet, that the first Council meeting shall take place in the Palace of Peace (tai4ping2gung1), in the Kannexan capital of Niemzburg.
 
Diplomatic communique of the State Department:
The meeting location at the Palace of Peace in Niemzburg is agreeable to the people of Ceretis; and we look forward to attending. We believe there is much to discuss at this first council of the Trillium.

Being a historic occasion for The Alliance the Tzar and his delegation shall be attending. He is looking forward to a bright and prosperous future for all.

Kaiser Franz had lived in a quasi-sort of retirement until now. The Kannexan monarch, in his sixties, spent his days at the occasional charity event, soccer match, or mingled with movie celebrities in Dominikus. He was an anachronism -- a gray-haired suited man in the high-tech age of jeans and hoodies, but the Kannexans still loved him. Franz was the old wise king of fairy-tale imagination, or the fun, gift-bearing uncle that showed up every Christmas.

Chancellor Matthias Djiang had the Old Kaiser pulled out of retirement. The Chancellor's phone call sounded nothing less than "Your Majesty, would you condescend to," etc. or "we would be honored," or "please, at your pleasure," but Kaiser Franz knew this was nothing less than an order. The Kaiser was the personification of the Kannexan Reich -- in old days, that gave him leeway to do whatever he wanted; nowadays, he was subservient to the democratic government.

The Palace of Peace stood in its gold and red as a mammoth of Mandarin-style architecture. Red and white walls with embedded windows and beams carved to look like dragons held up the large palace, while a gabled orange-golden tiled roof completed the Ming dynasty-style work. Three golden Han characters on a lacquered placard hung above the open entrance, ???, Palace of Peace. Stone stairs led the way up to the elevated entrance like the slopes of a mountain.

The interior was a swirl of red, blue, gold, and white. Columns, not just of the ancient Han variety, but also Teutonic and Hellenic columns adorned the inside of the Palace of Peace, lining the way to the meeting hall. Mirrors and portraits of great battles and pieces of Chinese calligraphy adorned the walls, overwhelming the eye. At last one reached the meeting hall, a room as large as a gymnasium. The tables were arranged in a circle.

Emperor Franz, the gray-haired monarch, entered in military uniform as the Commander-In-Chief of the military. The uniform was navy blue with medals on the breast, golden epaulettes on the shoulders, and ceremonial cords. A sword, a cross between a Han-style dau and a Teutonic sabre, hung at the right side of his waist. A simple military cap adorned with the symbol of a white eagle sat on the Emperor's graying hair. Franz's features were a mix between Han and Teutonic; like his country, he was biracial.

"Friends, kings, ministers. We meet here as equals to decide on the peace and security of the world," stated Kaiser Franz, along with some other words of welcome. Palace officials then ushered the three monarchs together for a photoshoot.
 
King Sherwin was dressed in his military uniform, a white and gold uniform, decorated with a half dozen ribbons and the Esplandian Silver Star. His once auburn beard had started to gray, peppering his whiskers. He wore a sash in his house colors (azure, blue, and red) from his left shoulder to right hip, signifying him as patriarch of his house.

It was tradition for the king to bring one of his children with him when he went abroad and today he brought his youngest daughter, twelve year old Silvia, with him. She clung to his arm, dressed in a lavender dress with a violet shawl. She stared in awe at the intricate carvings, artistry, and calligraphy throughout the hall, eyes bright with wonder. Behind Sherwin was his High Chancellor Phillip Montgomerey, a middle aged man with dark brown hair, likewise dressed in a military uniform, this one blue and with far more ribbons. To his left was the Minister of Civil Order Wilhelm Mortimer, who wore only a black suit and red tie. They were followed by a small group of aides.

They clapped politely after the Kaaiser's greeting and then Sherwin stood rigid and stern during the group photo. It would be a memorable photo and hopefully of historic importance after today. Afterwards though the King warmed up to the others present and sought out Tzar Harold Callahan in greeting. He had not seen the Tzar in a few years and felt it was time to catch up, what with the long history the two nations had shared. He knew there likely wouldn't be much time for pleasantries before the council meeting.
 
The Merilian Delegation arrived at the Palace of Peace in Kannex with each member dressed in their full ceremonial clothing in the national colors of their home country... Issac's clothing was dark blue with red edges representing the Federation of Kalti while Morgana's clothing was light blue with gold edges representing the Commonwealth Country of Andalucia.

As they made their way to the meeting hall, Issac took an opportunity to admire the artwork that depicted battles throughout Kannexian history. Morgana were impatiently waiting for Issac to finish looking at the art but commented that they she may have to leave him behind if they didn't want to be late for the very first meeting of the Trillium Accord. Finally dragging himself away from the art, Issac joined his colleague and their honor guard and made their way to the meeting hall where they sat down and listened to the Kaiser's greeting.

Choosing to opt out of the photo-shoot for the time being, Issac and Morgana chatted amongst themselves and discussed the recent vacations that they had both been on before being called back for this historic meeting.

The motorcade pulled up to the Palace of Peace, traditional Ceretian 'Imperial Gold Guard' stood at attention. They were dressed in ornate golden spider silk hanbok with ultramarine belt and black felt gat adorned with peacock feathers.

The Tzar and Tsarevich stepped out of the vehicle pausing to admire the palace. Harold paused for a moment straightening his jacket and sword and talking with his son as they waited for the Consul and Secretary of State. The Tzar was dressed a clean cut standing collar black marine uniform edged in white with a white under collar extending just above. The buttons and pins all made of oricalcum flashed of copper-gold with obsidian contrasts. On the epaulets a Fleur-de-lis signifying a Field Marshall rank with a globus cruciger above it denoting the royal house. A simple polished black Sam Browne belt crossing the uniform holding a cavalry hadhafang on his hip. Around his neck hung a tyrion purple and white Jerusalem cross inset in an ornate starburst, and above his left jacket pocket a series of narrow vertical ribbons.

Consul Ito and Secretary of State Reddington both dressed in well tailored suits and hats approached from the back of the motorcade. "These new motorcade vehicles are a delight. These armored glass tops just let you see everything; the old vehicles might as well have been caves! The ride, don't get me started on the ride..." With a quick light hearted smile Reddington gestured toward the palace "Shall we?"

Proceeding through the palace it was an impressive sight, quite beautiful, and the craftsmanship was second to none. Taking a moment to admire the works, the made a mental note to stop later for a closer look.

Entering the meeting room it was larger than expected and just as well crafted, quite the location for this meeting. Looking around at the other royalty, ministers, and officials dressed to the nines it was quite a sight to see. There were the sounds of conversation in the room until the sound of a small gong struck. Emperor Franz began to speak words of welcome to start this occasion, everyone was quite attentive. Following the speech they were gathered for a photo shoot.

Immediately afterward the photo-op a mandarin announced there would be a few minutes before the start of the meeting and there would be a little time for discussion among the attendees. Jessamine made her way over to Harold to discuss matters of state and catch up. It was good to talk with the neighbors a pleasure as always talking with her. He listened intently about events inside Callaici and what Jessamine had been up to these days as he didn't get to visit as often as he'd like, even though he is quite fond of the neighboring nation and its people.

After a while the staff had placed some refreshments on a side table which provided a good transition for Jessamine to slip away and discuss a few matters with her counterparts Issac and Morganathe. Harold decided to get a well needed cup of coffee as he was up late last night preparing for the meeting and the Kannexians knew how to brew a good cup. Over at the table while doctoring up his coffee his old friend Sherwin had decided to grab something to drink.

Just as the leaders of these two nations have been long standing friends, their two nations as well have had a long standing close relationship. Leaning lightly against a pillar he enjoyed his coffee as they briefly caught up on old times, new times, life, their families, and matters of state as best they could before the meeting started. Eventually there was another report from the gong, the meeting was starting, and everyone sought their seats.
 
The photo-shoot of the three monarchs -- Kaiser, Tzar, and King -- ended and the delegates of the Trillium peoples mulled around before a mandarin directed the guests to their seats. The democratically-elected Chancellor of the Kannexan Empire gave some words of welcome, echoing the Kaiser's speech in less ceremonious and more concrete terms, but there was little of substance. Mandarins served tea and coffee along with optional water bottles and soda. Then the Defense Minister of the Kannexan Empire, Christian T. Hsun, stood up with paper in his hand. He was a wiry Han man in a suit, with combed, balding hair and glasses, in contrast to the military-uniform-wearing Kaiser and chiefs of staff sitting alongside him. Hsun was more of a career bureaucrat than a soldier -- a manifestation of the civilian control of military.

"For our order of business, we have a list of talking points that we need to resolve.

Councilor Issac Laux was a lean, well built man with a intuitive gaze hidden behind his sky blue eyes. After listening to the Kannexan Chancellor welcome everyone followed by the Kannexan Defense Minister, Issac stood up to address the assembled crowd:
"Focusing on the proposed subjects is a great starting point for the Trillium Accord. However, my colleagues and I would like to bring forward the topic of humanitarian aid and peacekeeping missions. As some of you may be aware, The Rose League has an extensive infrastructure set up to administer humanitarian aid in times of crisis both at home and abroad. We would like to see and discuss how this would be incorporated / affected by our membership in the Accord as a Stellae Partner for Peace."
 
Minister Hsun nodded. "Very well. And, as I understand it, certain members would like to see the status of the Stellae Partners for Peace explicitly defined. So I shall add that to the list."

"Now, for the voting system -- on matters that regard only the Trillium Alliance members, only the Trillium Alliance members shall vote. On questions regarding the Stellae Partners for Peace, members of both the Alliance and the Stellae Partners for Peace shall vote.
"On organizational and structural decisions, a simple majority of those voting would suffice to pass a resolution.
"On confirmations of a state of war, in relation to the activation of Articles 3 and 4, we would require unanimous assent with no votes against. As long as there are no votes against, the resolution would pass.

"Are there any objections?"
 
<Consul Ito stands up to address the membership>
We believe the rules proposed by Minister Hsun to be fair, however we would like to add a few possibilities to the list of topics if the membership shall allow:

- The creation of a science directorate.
- The assignment of a liaison or diplomat for each nation or nation group.
- The possibility of improved trade and economic partnerships.
 
Tribune Morgana conferred with Issac, before standing up to address the crowd:
"My colleague and I have no objection to the proposed rules put forward by Minister Hsun. To address the topics brought up by Consul Ito, the one that stands out for us is the assignment of a liaison or diplomat for each nation. I myself only represent the interests of the Commonwealth Country of Andalucia while Issac represents the interests of the Federation of Kalti. If we are going to go the route of assigning diplomats to the Accord, I see it as most reasonable to assign only one person from the sociocratic government of The Rose League which represents the interests of all three nations. Also, keep in mind that doing this would give the assigned individual direct access to the heads of state of Kalti and Andalucia and ourselves. In future situations, you would only need to contact him / her on matters regarding both the Trillium Accord and the Stellae Partners for Peace and they will bring the matter to the appropriate people. Lastly, keep in mind that I bring this forward as well to keep the number of votes in check due to The Rose League having the potential to have either one vote or three votes. Do you all find this acceptable?"

"Ah yes, Consul Ito brings up a very good point," noted Minister Hsun. "I take it for granted that we will adopt a similar representative system as other intergovernmental organizations? One representative per nation -- " He paused for a second to make sure the Rose League were not offended by the suggestion that they were one nation. " -- or rather, one representative per member-state to the Trillium Council. And each representative will receive one vote.

"In addition, I suggest that certain meetings -- such as war meetings, God forbid the Alliance finds itself in one -- be open to only the Alliance members, excluding SPP members -- for security reasons. Do you find this reasonable?"
 
Turning to the Kannexan delegates, Council Issac Laux responded:
"We are not offended in any way. The League and its Forum were set up for the sole purpose of bringing our two nations closer together and creating a unified front to represent all Merilians, that is to say Kaltians and Andalucians, on the world stage. Having one representative is the most reasonable solution we see as it will not skew matters if voting occurs. As to your second point about war meetings and S.P.P. members being excluded, I..."

Before continuing, Judge Morgana interrupted her colleague to weigh in her opinion. After do so, Issac continued:
"As I was saying... my colleagues and I see no issue arising from being excluded from war meetings as we have opted out of the defensive pact of the Accord. However, Issac did bring up a valid point which is that during a war meeting, if humanitarian aid or peacekeepers may be needed, he asks that the League's representative be notified so that those forces can be put on standby and ready to act. In doing so, we can be better prepared to help following a war, Goddess forbid one breaks out. If those forces are not needed, then we can tell them to stand down."
 
"Very well," nodded Minister Hsun. "We may discuss humanitarian operations as a sub-organization or sub-section of the Trillium Council. Now, as for headquarters -- I believe the delegation from Ceretis has a proposal?"
 
Sherwin listened to the back and forth between the representatives of the Rose League and Minister Hsun of Kannex. He was happy to see the civility and eagerness to actually settle the matters for this accord. It bodes well for their future.

As far as the matters already discussed he had little objection to the matters brought up. He seconded Consul Ito's suggestions for matters to discuss during this meeting and when the time came he took the opportunity to suggest his own.

'Since military cooperation is to be paramount to this accord I would suggest to this council that we discuss the possibility of cross military training and joint exercise to better effectively cooperate amongst our nations. I suggest a sort of military exchange program in which members of each of our militaries can be trained by the other nation's of this accord. Each of us has our own strengths that we can share and build a stronger over all whole.'
 
The Consul conferred momentarily with the Tzar and Secretary of State.
"The proposal put forward by King Sherwin, we believe would be beneficial and we hold no objection."

"Regarding the matter of the headquarters, and a need of a central location, we suggest placement of the headquarters in Ceretis. We offer the city of Tver, in the Oblast of Tver in the western portion of Ceretis as the location for the headquarters. Tver is located near Callaici and is in a most pleasant area of the nation, inside the great western forest. As an alternative we would be willing to offer a location in the city of Edo or the capital, Sion."

Minister Hsun nodded. "The Kannexan Empire agrees to the Ceretian proposal to have the headquarters in Tver, Ceretis. Henceforth all Trillium Council meetings will take place there.

"Now His Majesty King Sherwin brings up a good point. Before we discuss the several programs under the Trillium Council, let's briefly discuss the structure of Council. Now, I take it we presume the Council to include all Alliance and SPP members except for special instances such as war meetings, in which only Alliance members will be present. I suggest we rotate the chairmanship of the Trillium Council around members of the Alliance. The chairman of the Alliance will be an official separate from any nation's representative, to avoid a conflict of interests."
 
"The chairman proposal sounds reasonable; is there any nation in particular that would like to place their nation forward for first chairman or has a suggestion on which nation they would like to see place forward a chairman?"
 
Tribune Morgana had been quietly observing the proceedings and taking notes in her notebook. She stood up to address everyone following the brief statement from Ceretis:
"First off, in response to the delegation from Ceretis... Issac and I believe that the first chairperson should go to the hosting country of the Accord's headquarters, in this case that would be Ceretis. Secondly, the League supports the city of Tver in the Kingdom Republic of Ceretis as the official headquarters of the Trillium Accord. As for the structure of the Council... Issac here [gesturing to the Councilor] already stated that the League supports sending a representative from the Rose Forum to represent our interests. I personally feel that rotating the chairmanship among the Alliance members would be the best move as it leaves my colleagues and I and the governments we represent the ability to not be bogged in matters of war which would run counter to our Declaration of Neutrality. With regards to voting, I see no need to give any input on how voting plays out among the Alliance members as they do not directly affect us. However, in general matters that involve both Alliance members and S.P.P. members, I believe a simple majority in favor or against a proposal should suffice. In my home country of Andalucia, power is equally shared among the Tribunes with resolutions of law requiring a simple 60% or more majority vote to pass. It has worked well for us for the past few hundred years and a variant of this equal sharing of power is also what allows the governments of Kalti and the Rose League to function."
 
"I propose the chairmanship revolve alphabetically -- first Ceretis, then Esplandia, and then Kannex. If new members join the Alliance, they will be added to the last of the list. The chairmanship will revolve every month.

"Agreed, for matters relating to the S.P.P. and the Alliance together, a simple majority -- I would suggest 50% in our case -- should suffice for regular resolutions.

"I would also like to propose a rapid defense plan that the Ceretians have named the RAC -- the Rapid Action Contingent. Each member-state of the Alliance will designate a significant portion of their armed forces as RAC. The idea is, when one member-state is attacked, then all of the RAC forces may be placed at that attacked member-state's disposal, unless this authorization is vetoed by the other member-states within 24 hours. This will help us defend against quick-paced attacks.

"As for the structure of the Trillium Council -- we have established that there will be a Council Chairman, revolved around the Alliance members, and that both SPP and Alliance members will vote on regular matters, while only Alliance members are permitted to vote on military matters.

"The Trillium Council may establish several directorates, each headed by an oversight committee consisting of delegates from all participating member-states. We may establish a Humanitarian Aid Directorate, a Science & Technology Directorate, and directorates to overlook the forging of closer military and economic bonds between our nations."
 
Morgana listened intently as the Kannexan's laid out a summary of all the proposed changes before responding... "While the establishment of directorates seems sound, from our perspective it seems a little redundant and almost unnecessary to create a separate Humanitarian Aid Directorate instead of one with the League's help. As Issac has previously mentioned and to elaborate further, The Rose League has the International Organization for Humanitarian Aid which is an extensive organization designed solely for the distribution of humanitarian aid."

Issac interjected, "My great-great-great grandfather, Mikiel Laux, founded the International Organization for Humanitarian Aid in 1828 to help centralize relief efforts in his home nation of Kalti. It quickly spread to Andalucia in 1830 and has today stood as a hallmark of the League's cooperation in dealing with situations and crisis as they arise. Within the I.O.H.A., there exists the International Committee of the Blue Shield which is the governing body of the organization and then there are the Blue Shield Agencies which are semi-autonomous and deal with disaster relief. As it stands today, there are two Blue Shield Agencies that exist... one each in Kalti and Andalucia. I offer a counter-proposal to the Humanitarian Aid Directorate in the form of a modified Blue Shield Agency, in this case it shall be tentatively called the Tri-Shield Directorate or Agency which shall be under the joint control of the Trillium Council and the International Organization for Humanitarian Aid. This would allow the League to contribute on a much wider scale during humanitarian missions and also act as a focal point for other Accord members to centralize their efforts."

Morgana cut off Issac before his rant continued, "Now, now... no need to trade barbs with the other delegates... we are all friends here. Anyways, Issac does bring up valid points and I back both his proposal of this so called Tri-Shield Directorate or Agency. Furthermore, I have no issues regarding the creation of other Directorates, be they for the furthering of scientific progress or for the forging of closer military and economics bonds."
 
Esplandia is in favor of all proportions put forth by Kannex and the Legue. The league's own model for humanitarian aid will be a good system to emulate.
 
"The Rose Union's model of humanitarian aid is certainly admirable," began Minister Hsun, "but we believe it is helpful if the Trillium Council develops its own office or directorate for humanitarian aid and peacekeeping. This, of course, does not bar the possibility of cooperation between the Trillium Humanitarian Aid Directorate and the International Organization for Humanitarian Aid."
 
Isaac listened to the responses and stood up to respond before either Jessamine or Morgana were able to.

"Of course. If the Trillium Accord feels that it would be a better course of action to create their own office or directorate for humanitarian aid, they are free to do so. My suggestion was an admirable one but we accept the fact that the Accord may want to go a more independent route. One additional thing I want to mention here is that creating a humanitarian aid directorate under the International Organization for Humanitarian Aid would give all members here a direct line of communication to the League's humanitarian division. By creating an individual humanitarian directorate, the League's Accord representative shall act as the middle-person between the Accord members and the I.O.H.A.. Lastly, as is custom, no matter which way the Accord decides to go, the International Committee of the Blue Shield shall act as the voice of the entire I.O.H.A. as is custom when dealing with international situations and alliances as well as foreign nations."
 
Pausing to take in the information presented by the various representatives, and a sip of coffee, the Tzar rose from his chair.

"We recognize the points made by the Rose League and have taken notice of the generous deeds and great work that have gone in to creating a fine organization such as the I.O.H.A.. I also recognize the point made by Minister Hsun regarding the Trillium Humanitarian Aid Directorate. I agree it is prudent that the alliance should, in order to better represent all members, form its own humanitarian arm. I do express similar feelings as those of Esplandia that we should emulate such an honorable organization as the I.O.H.A. and would hope to craft our directorate in such a way that allows close efficient cooperation between the two groups. It is my hope that we can cooperate when called upon to form a united front where and when humanitarian aid is needed."

Looking at the representatives of the Rose League "I would ask that The League consider providing assistance in forming this directorate that from its inception shall be able to seamlessly work hand in hand with the I.O.H.A.. I furthermore hope that your people would graciously deploy side by side with members of the Trillium Humanitarian Aid Directorate when the need arises."

Glancing around the table "As requested by The League, I recommend we establish a presence within the I.O.H.A. in addition to our own aid organization. This will provide a strong line of communication that would prove beneficial when the time comes to deploy aid forces. This would also allow the I.O.H.A. to more rapidly call upon our members to assist in situations where they identify need or have been called upon to provide aid. Lastly I would also like to point out that this would benefit us as we could more effectively direct aid to member nations should the need arise."

Pausing for a moment as Mandarins presented documents to the various representatives. "Before I yield the floor to members wishing to express any additional opinions on the aid organization... I wish to present to each of you the proposed Stellae Partners for Peace Charter for your review that we may place in writing that which we have expressed previously in discussion. I hope to give each member time to review the document before we discuss the matter."

Stellae Partners for Peace : Charter
ARTICLE 1
We, the Stellae Partners for Peace, hold ourselves to the common cause of the promotion of fundamental freedoms and human rights, as well as the safeguarding of freedom, justice, and peace. We seek to preserve the values of democracy and shun coercion, intimidation and the use of force as instruments of diplomacy in a civilized world. We affirm our commitment to the principles of human rights and our respect for national sovereignty, political self-determination and the use of peaceful means to resolve disputes.

ARTICLE 2
The Stellae Partners, while affirming their commitment to the ideals of peace and security as expressed by the Trillium Accord, shall not be bound by the obligations of that Charter and shall be free from Articles 3 and 4 of the Trillium Accord Charter.

ARTICLE 3
The Stellae Partners for Peace will cooperate with the Trillium Alliance to pursue the following primary objectives:
  • The development of military relations via joint planning, training, and field exercises;
  • The successful preparation and execution of peacekeeping, search-and-rescue, and humanitarian operations;
  • The exchange of information relating to the security and peace of Alliance and Partnership nations;
  • The cultivation of friendly relations between the peoples of the Alliance and the Partnership;
  • The completion of other missions or activities within the scope of this Charter, as subsequently agreed upon by the member states.
ARTICLE 4
The Trillium Alliance will consult with any active participant in the Partnership if that Partner perceives a direct threat to its territorial integrity, political independence or security.

ARTICLE 5
The Stellae Partners believe that greater economic cooperation paves the way for peaceful coexistence. Hence, member states shall be encouraged, but are not required, to ease or abolish trade barriers between the nations of the Alliance and the Partnership.

ARTICLE 6
Each member state of the Stellae Partners for Peace shall establish a liaison office and send a representative to the Trillium Council to facilitate cooperation between the Partner nation and the Alliance nations.

ARTICLE 7
Member states of the Stellae Partners for Peace may in addition to those items listed above in Article 3 customize their membership by adhering to one or more or all of the following Individual Partnership Program items:
  • Cultural Initiative:
    Through the Initiative of Cultural Exchange, Stellae Partners may assist one another in better understanding each others national culture. Member states hope that an exchange of cultural knowledge may assist in preventing any misunderstanding from arising between nations. Furthermore, there shall be a sharing of select cultural outreach programs. These programs are to include exhibitions of cultural material and the distribution of cultural media which is to be made available by participants to other nations.
  • Scientific Initiative:
    Through the Initiative of Scientific Research, Stellae Partners seeking increased scientific knowledge may participate in an exchange of existing knowledge as well as cooperate in the research of new technology and ideas for the benefit of all. Member states may further assist in the formation of new research facilities and share in their use in furthering the pursuits of the mind.
  • Travel Initiative:
    Through the Initiative of Travel, Stellae Partners shall work to lessen the barriers of travel for the people’s of their nation as well as the people’s of the nation’s of the Accord. Member states shall work on decreasing the number of required visa permits and make travel among the Partnership and Alliance nations as effortless as possible.
  • Educational Initiative:
    Through the Initiative of Education, Stellae Partners may choose to participate in student exchanges between Partnership and Alliance nations. Nations that choose to participate shall make available a number of openings for qualified students to study abroad at various institutions of education across their nation. The cost for participation will be covered by the sending nation by means that they see fit while the host nation will not charge greater than 125% of standard tuition rates plus the application processing fee. Furthermore, host nations are asked to assist where possible in streamlining the process to allow participants rapid acclimation to their new surroundings and to assist in the housing search as well as other needs of the students.
  • Economic Initiative:
    Through the Initiative of Economy, Stellae Partners may choose to work with the Trillium Alliance’s Department of Commerce to fulfill the spirit of Article 5 above. Stellae Partners pledge to actively reduce and remove as many trade barriers as possible allowing great freedom, in the spirit of friendship, to exchange goods and services between members while preserving economic integrity of participants. Furthermore they shall cooperatively identify and remedy difficulties present in the exchange of goods including but not limited to communication, currency exchange, fast tracking of regulatory requirements, and assisting in locating potential goods and services needed by other participants.
ARTICLE 8
Any incurred costs of running and maintaining the Partnership shall be agreed upon by the Partner nation and the Alliance members upon joining the Stellae Partners for Peace.

ARTICLE 9
Members of the Stellae Partners for Peace may, individually and at any point, apply for membership in the Trillium Alliance. The procedure will be governed by the articles of the Trillium Accord and the customs of the Alliance.

ARTICLE 10
Ascension to the Stellae Partnership for Peace will be governed by the acceptance of the Trillium Alliance Council and the constitutional ratification of the Stellae Partners for Peace Charter in the applicant state.
 
As Isaac and Morgana read over the proposed Charter for the Stellae Partners for Peace, Jessamine excused herself from the meeting hall to make a quick phone call. After stepping out into the corridor, Jessamine took out her phone and called Catalin, the current President of the International Committee of the Blue Shield and in turn the International Organization for Humanitarian Aid. After bringing Catalin up to speed on the proceedings of the meeting and that the Trillium Accord was looking to go the route of an independent humanitarian directorate, both discussed further options. The phone call quickly turned into the two of them throwing ideas back and forth but it was finally settled that a secondary group of Observers, hence forth known as Concordia Observers, would be created to facilitate communication between the Trillium Accord and the International Organization of Humanitarian Aid. Once the details of the Concordia Observers was finalized, Jessamine thanked Catalin and then hung up before returning to the meeting hall. She noticed that both her colleagues seemed pleased with the proposed Charter and realized that she would need to look it over but before doing so she addressed the assembled delegates.

"I entirely understand your decision that the Accord wishes to go the route of creating an independent humanitarian aid organization and as such I have taken the liberty of reaching out to Catalin, the current President of the International Organization for Humanitarian Aid. She and I had a very brief but insightful conversation and we both agreed that the most beneficial way to maintain a line of communication between the Trillium Accord and the IOHA is to extend to each of your nations an invitation. We invite each of you to send a representative to the IOHA or you may discuss it amongst yourselves and send only one representative to represent the interests of the entire Alliance. Whichever way you choose is up to you but whoever is sent shall be granted the title of Concordia Observer who shall have a seat at The Assembly of the International Committee of the Blue Shield [the group that runs the entire IOHA]. This traditionally is an observer only group for member nations of the IOHA to see how the organization functions and to occasionally give input or insight. With the addition of the Concordia Observers, Catalin is willing to expand that power to have a slightly stronger voice and to act as a go-between between the IOHA and the Trillium Accord. Lastly, I'm sure my colleagues will agree with me but I see no barrier or reason on why The Rose League cannot help the Alliance in crafting its own humanitarian directorate."

After addressing everyone, Jessamine sat down, grabbed her copy of the proposed Stellae Partners for Peace Charter and started to read it over. Once all three of the Rose League delegates had a chance to read over the proposed Stellae Partners for Peace Charter and confer with each other, Morgana addressed everyone:
"We are all in agreement that the proposed Charter for the Stellae Partners for Peace looks good as it stands right now. We personally like Article 7 in that it allows each S.P.P. member state to choose how far they want to go in supporting the Trillium Accord. Having said and being a part of the League's delegation rest assured that the Rose League and in turn the Commonwealth Country of Andalucia, the Federation of Kalti and the Republic of Callaici shall adhere to four of the five Initiatives. Those being the Cultural Initiative, the Scientific Initiative, the Educational Initiative and the Economic Initiative. With regards to the Travel Initiative, we will adhere to it in the future but not until such a time that the Rose Forum and each of the national governments of Andalucia, Kalti and Callaici have a chance to meet and discuss changes to border restrictions, travel visa and general immigration policy."
 
Isaac conferred with his colleagues and then addressed the assembled delegates:
"The Rose League is content with all of the proposals put forward by this meeting and is happy with the progress made in hashing out a charter for the Stellae Partners for Peace. To recap what Jessamine has said, we are more than willing to help the Trillium Accord with creating their own humanitarian aid directorate via the method proposed. Unless any nation here has any further discussion points that they wish to bring up, we see it as wise to start wrapping up this meeting."
 
The Empire of Kannex states that it will place 20% of its armed forces on Rapid Action Contingent status.
 
The Kingdom Republic of Ceretis shall place the 7th Army group on Rapid Action Contingent status and direct the 10th fleet for immediate support of the 7th's activities. In addition Fort Widewing's land, sea, and air facilities are being prepared for the arrival of Alliance forces.

We are in agreement thus far with the proposals and initiatives placed forward at this meeting.
 
Esplandia is in agreement with the proposals and will consider which part of our military strength we will put on the Rapid Action Contingent as this will greatly affect our military organization. until then our 2nd Division will act as our RAC forces for the time being
 
Chancellor Matthias Djiang had appointed Ms. Nikola Vantas as the Kannexan Reich's Representative to the Trillium Council. As the newly-formed Trillium Council took its seat in the city of Tver, Ceretis, events from overseas became concerns discussed by government men and women in suits, from Niemzburg to Tver.

"My fellow representatives, as you may have heard, the Armed Republic of Cogoria has declared war on the State of Pelhafor," Vantas began, addressing the Trillium Council. "Given the proximity of expected hostilities to the Kannexan Empire, and the interest of the Kannexan Government in promoting peace in the West Sea region, we believe it is proper, as per Article 5 of the Alliance Charter."

Vantas continued, glancing at the papers on her desk before returning her gaze to the Council, "Let me be clear: the Kannexan Empire continues to promote the Rechtsstaat, the rule of law, as well as the principles of democracy. My government has called for an end to the senseless violence that has afflicted Pelhafor in the past month. Kannex has taken every chance to pressure the current Pelhaforan regime to return to democratic rule. We do not believe that military might is the end-all solution to a nation's problems.

"However, the Kannexan Reich cannot, and will not, tolerate the unwelcome interference of foreign powers in the destiny of Pelhafor. The Armed Republic of Cogoria has seized upon this chance, capitalizing on the chaos, to push its own agenda and its own ideology on the throats of the Pelhaforan people. The Cogorians launched a massive air raid consisting of over one hundred aircraft on Pelhafor last week, but were beat back by Pelhaforan defenses. Now, enraged by the failure of their unprovoked aggression, the Cogorians have declared war on the State of Pelhafor.

"This is nothing but aggression, pure and simple. The Cogorians have no mandate there. If this senseless parade of violence continues any longer, then the security of the Kannexan Empire and the surrounding region will be put at risk as well."
