The Kingdom of Plembobria is a constitutional monarchy located in the North Pacific, bordering Ceretis to the north and The Democratic Republic of Tomb to the west. Plembobria is made up of ten provinces and a capital district.

Plembobria is a member of the World Assembly, the Democratic Union, the North Pacific Treaty Organization, and the Great North Pacific Trade Organization.

History

Main article: History of Plembobria

The land that is now Plembobria was first settled by a nomadic people known as the Rethenites. The Rethenites were likely outcasts wherever they were from. Plembobrian tradition says they were all allergic to cats, but there is little historical evidence to prove this.

The land was controlled by several dynasties who enslaved the Rethenites. The land controlled by these dynasties make up the provinces of Pyrandia, East and West Plinkenshire, Clethelbend, Halbonia, Cherpis, Mediglorn, and Northelfrith.

The war for unification was started by a group of two men (now considered Plembobria's founders.) They formed a secret military organization known as the Liberty League, which systematically destabilized and deposed the dynasties. The House of Clethel allied itself with the League.

When the revolution was over, members of the Liberty League wanted to make Egbert the king, an honor which he reluctantly agreed to. Uppey stated that he wanted his dominion, Crilalia, to have local autonomy. Egbert agreed. He felt that the Province would hold the national government accountable. He signed his first Edict, The Act of Settlement, which established the Kingdom, and made him the king.

The structure of the Plembobrian political system stayed pretty much the same; as an oligarchy composed of the monarch's colleagues. In 1978, each province was allowed to elect an official delegate to the monarch's council. Each Province also was given an elected Parliament and a great deal of autonomy. Plembobria became a confederation, with the monarch and council serving as an institution to resolve disputes with the between provinces.

Following the 2nd Plembobrian Constitutional Crisis, King Tozian's council wrote a constitution which outlined a plan for a parliamentary constitutional monarchy, with a cabinet government led by a Prime Minister holding the confidence of the lower house. This cabinet forms the executive council, which replaced the old King's Council. (Also known as the Privy Council.)

Following the August 2015 election, the House of Commons was unable to choose a cabinet, so the King temporarily abolished the Executive Council, and reinstated the Privy Council.

Government & Politics

Politics in Plembobria are dominated by two major parties and three minor parties. The major parties are the Conservative Alliance and the Revolutionary Democratic Party. The minor parties are the Libertarian Party, the Socialist Front, and the Farmer's Ecology Party.

The RDP, which is generally regarded as the country's main center-left party, was formed in favor of parliamentary democracy. They officially state Social Democracy as their economic ideology. The RDP generally remains apathetic towards environmental issues.

The Plembobrian National Party (formerly the Conservative Alliance) was founded in defense of the Monarchy. The PNP states economic liberalism as its official economic ideology, supports a more centralized government, and is socially progressive.

The Monarch

The Monarch, currently King Tozian I, is the head of state, but not the head of government. Executive authority lies with the King, but is exercised under the advice of the Ministers. The King has the power to dissolve Parliament and legislate until a new Parliament is elected. By convention, the dissolution mechanism is used to resolved disagreements between the two houses.

The Executive Council

The King exercise his executive authority with the advice of a council of ministers called the Executive Council (commonly referred to as the Cabinet). The political group holding a majority in the House of Commons is usually invited by the King to form a government. Since no party has ever held a majority in the House, governments in Plembobria are formed by coalitions. The leader of the largest party in the coalition becomes the Prime Minister.

The Executive Council is currently suspended. The King is acting as head of government.

Additionally, every minister has a counterpart in the Opposition called a Shadow Minister. (The Prime Minister's counterpart is of course the Leader of the Opposition.) Shadow Ministers are charged studying and criticizing the actions of their counterparts in the Government.

Parliament

Chapter I of the Constitution of Plembobria established Parliament as the legislative branch of the new government. Members of the Cabinet are also members of Parliament, and are accountable to it. Parliament is composed of two houses: the Senate and the House of Commons.

No party has controlled a majority of either house of Parliament.

The Judicature

Chapter III, Section 1 of the Plembobrian constitution states that the judicial power "shall be vested in one High Court, and in inferior courts that Parliament may establish." The Courts tries all cases regarding the laws and the constitution.

The court is divided into eleven inferior courts; one for each province and the Capital District. The Supreme Court only hears cases after they have been heard by one of the inferior courts. The current chief justice is George Handel.

The Kingdom is divided into ten provinces, and a capital district. Plembobria is a unitary state, wherein powers are devolved upon the provinces as the central government chooses. Crilalia retains the status of an autonomous province, but this continues to be reviewed.

Demographics

The racial makeup of Plembobria is hard to identify, as it is traditional to marry outside of one's race. There are a variety of social and historical reasons, but it is mainly due to the first government of Plembobria encouraging intermarriage between Rethenite and non-Rethenites in an effort to curb racial discord.
 
Pre-Kingdom Era

Rethenite Era (Unknown-1692)

The first civilized settlers of Plembobria were a nomadic people known as the Rethenites (for which the city of Rethel is named). There is little known about these people. The consensus among historians is that the they were either refugees or dissidents. Their history can be dated back to at least the ninth century. Wherever they came from, they weren't welcome there. The Rethenites named the land they discovered "Plembobnyc," which was Rethenite for "rich land" or "abundant land." This name gradually became "Plembobria" in English.

The Rethenites introduced tarsiers to the area. They had a strange affinity for these small animals. However, they cared very little for cats. In fact, many historians think that a majority of them were allergic. The tarsier remains the national animal of Plembobria to this day.

As the Rethenites settled farther north, they began to cultivate crops in the fertile soil of what is now Northelfrith, Cherpis, and Mediglorn.

The Rethenite settlement came to be known as the Kingdom of Clethelbend. (The earliest mention of the name "Clethelbend" is dated back to the year 878. The establishment of the Kingdom is estimated to be between 841-856)

The Dynastic Era (1592-1784)

Overtime, disputes among the gentry led to full-scale wars. Six families grappled with the House of Clethel for sovereignty. They were the Houses of Pyr, Plinken, Halbon, Cherpis, Glorn, and Frithia, each dynasty vying to establish its own kingdom over all of Plembobria. These dynasties, were not natives, but were from various other groups of settlers which had landed in the country. The economies of warring states relied heavily on slave labor. Most slaves were Rethenites. Slavery was only illegal in Clethelbend.

Unification (1784-1799)

In 1784, over two hundred years after the land had been discovered, two lost sailors arrived on the shore of Pyrandia -- Egbert Edwin Edward Flithen and Robert Uppey. The two men settled here, and became soldiers in the Duke of Pyr's army. During this time, they were repulsed by the warlike nature of the states, and the deplorable treatment of slaves. They formed a secret society of rebels: The Liberty League. Many Pyrandian soldiers, including top military officers, who had been disenfranchised with the constant state of war, joined the League. Their mission was to destabilize the dynasties by covert operations, assassinations, encouraging defections, and slave rebellions.

The Liberty League was divided into two parts: the Northern League, led by Egbert, and the Southern League, led by Robert. Their military strategy was to "squeeze" Pyrandia from the north and south. The land conquered in the north was named Crilalia, the old Rethenite name for the region. The land conquered in south was called Flithendale, after Egbert. These became states in their own right, with militaries and centralized government.

Overtime, the League's masterful operation led to the deposition of the Dynasties. The Halbons were overthrown in 1786, followed by Cherpis (1787), the Frithians and the Glorns (1789), and the Plinkens (1791). Egbert ordered the rebels not to execute the members of each dynasty. He instead instructed them to bring the families to Flithendale, where they would be tried for their crimes. Egbert wrote that "[it] would be immoral to treat these tyrants as they have treated the rest of Humanity. We fight for Justice, and Justice we shall serve."

The Duke of Pyr finally surrendered in 1798, after the battle of East Lankford. Both Egbert and Robert chose not to take control of the land he had left behind, instead replacing it with the Province of Pyrandia

Egbert became an iconic hero. The population wanted him to be declared king. Egbert was originally averse to the idea. He wanted a republic. However, the lack central authority led to a power vacuum, causing local conflict throughout the countryside, most notably in Plinkenshire, which was divided into two provinces when the kingdom was proclaimed.

Robert stated he would support a monarchy if his dominion, Crilalia, could be autonomous. Egbert agreed stating that "Crilalia will ever serve as a force to keep the Crown accountable." The Act of Settlement, which officially established the Kingdom of Plembobria, was signed on March 14, 1799. The boundaries of the warring states were used to establish provinces. Slavery was outlawed.
