Espionage Amendment

That's an aspect of the current definition of Espionage that I've long found a bit iffy, but on the other hand I fell like there could be abuses of the statute if it applied to individuals. I should try and compose my thoughts for and against removing that bit.
 
Yeah, sharing with individuals might actually not be all that straightforward... On the one hand, it would be silly if someone could get away with espionage because "I shared it with X, not X's region/organization", but on the other hand, slapping someone with an espionage conviction because they mistakenly discussed something from, say, the private RA forum in an IRC channel that a non-RA member was in would be excessive.
 
Right, I suspect the 'group or region' part was intended as a protection to make it more likely that only intentional espionage is defined as such.

SillyString, would you really terribly mind if we changed the "Regional Assembly agrees" language to "The North Pacific agrees by treaty"?
