Mid-term Securit Council Replacements

A Bill Relating to Security Council Vacancies

Be it enacted by the people of The North Pacific, a TNP Law governing the replacement of TNP Security Council members who have resigned their posts in mid-term, or have otherwise become incapable of performing Security Council duties, pursuant to Article IV, Section 9 of the TNP Constitution and other applicable laws.

In accordance with TNP Constitution Article IV, Section 9, Clause B, which states the following:

"The Security Council shall be composed of not fewer than five registered voters who are members of the Regional Assembly, elected for three month terms at the same time as the Cabinet, Speaker, and the UN Delegate. The total number of Council members shall be determined by law, but shall not be less than five nor more than that whole number which equals ten percent of the total number of registered voters at the time the nomination period for elections commence. The members of the Council shall be elected by plurality vote of the registered voters in the manner prescribed by law."

SECTION 1:

A - When membership in the Security Council falls below five (5) members due to the inability of Security Council member(s) to execute their duties, including but not limited to resignation and impeachment, a special election shall be held.
B - Such election shall proceed expeditiously, with not more than 48 hours provided for nominations, and not more than 72 hours for votes to be cast. Election procedures, beginning with the opening of nomination acceptances, must begin within 24 hours of the announcement of the vacancy. Votes may only be cast by Registered Voters (RV's) at the time of the vacancy.
C - The provisions of the Constitution and other provisions of the Legal Code govern such special elections for vacancies in the membership of the Security Council to the extent that they are applicable to the regularly scheduled election of members of the Security Council.
