Prime Minister Grothistan retired from NS due to RL concerns, mainly the increased time he is having to devote to school now that he is in college. He has contributed to Equilism greatly and his humor, intelligence and debating skills will be missed. Yarrrrrrr Matey!
By the Equilism Constitution, Vice President Tse Moana is now the new Prime Minister.
Foreign Affairs Minister Chaucerin was appointed and confirmed as the new Vice President. His only duty as Vice President is to step into office if either Executive resigns or is otherwise unable to complete his/her term.
Senator Koona has stepped down from all government positions so he can pursue other interests; he has applied for citizenship in The Pacific.

The new Mentor Program is being implemented by Speaker of the Senate Equalist Communist, and so far has been successfully used on two new members.

I'm very happy to announce that one of the veterans of Equilism has returned to us after a lengthy respite from the game. Join me in welcoming back Sub-Actuality.
While our Medya friends have taken on a statue state once again our E-Bar is running at capacity once again with the discovery of a swimming pool which turned out to be a giant Klingon pet tank.
How insulted would you be if the prophet of your god was publicly ridiculed in the papers? Hard question? Hardly, our debaters are as always the first on the scene to argue incessently about it. There's also more about Canadian takeover and Osama bin Laden being alive. There's also an interesting debate over President Bush's State of the Union address. As usual Farmerlaborers has his weekly report on our debating performance here.
There was also a small debate among our council as to who our new associate judge would be, we found that there were many who would fit the position perfectly before Tse Moana announced that Bismarcia was to be our new judge.
Our President Chaucerin has decided to try his hand at reversing the decline in Equilism's population by asking the region as a whole to take back up recruiting.
The E-Army has continued to rock and roll all over NS under the leadership of Commander Moo; if you looked hard enough you could have seen him bravely trotting into battle in: Southeast Asia once again, Kendaria, Seattle and Maine.
In other E-Army news, the new shinies have been awarded to our hardhitting military men and women.
We've also had the pleasure of adding Farmerlaborers to our force as our newest E-Army worm.

In Debate action, we've found out how nicely Joe Republican leads his life thanks to the hated liberals, then there's drama over the Danish cartoons of Mohammed, debates over the American elections, and continued controversy over Bush's State of the Union. Elections have come to a close at last leaving an exhausted Tse Moana as the victor in the PM race after having tied with Equalist Communist at the end of the election. Special arrangements were made just to break this unprecedented event, no one in Equilism has ever tied before, how odd! Also Chaucerin has managed to out prank Astarial and her haikus to win the Presidential election. Therefore....there has been no change in the Administration in that regard so the region doesn't have to remember all over again who to call what, pretty nice for those of us who have bad memories.
Next, the President and Prime Minister have the picky task of picking the pickiest people to be ministers in the changing Equilism government.
Dragon attacks, oh my my my what big flames you have my dear. There has been an unprovoked attack upon a recent arrival to Equilism, Tycholand, by one of our returning members, Garifulla. There promises to be mass destruction in this flaming RP.
Who should really elect the President of the United States, the people or a handful or representatives? That's one piece of debatable controversy going around Equilism right now. And just like the protests resulting from the Mohammed Cartoons spark flames so does the subject in Equilism continue to spark some more friendly banter than you'd find on the front lines. And long after it occurred the State of the Union is still in discussion by our men and women who really do enjoy things like that a tad too much. There would be the usual quote and link to the ODB report however the writer is taking the week off from it due to lack of inspiration.
Who will post next, possible the biggest waste of space in all of Equilism has finally reached 200 pages. Tycholand has also taken the intiative to help lighten the pockets of Equilism's billionaires by setting up a lottery destined to take as much money as does the real lottery.
Chaucerin is having a baby, we'll contact the press about this scientifically inpossible event as soon as it happens. In the mean time though it's been found to be the perfect way to take equiliants from the "hard working" people of Equilism. Zapvilla also has the chance to go to law school, no one's sure if they should congratulate or console him.
As always under the leadership of his Bovineness the E-Army have been dropping down all over Equilism to fight for the ideals of freedom, you've seen their presence in Adult Swim, The Egyptians-twice , Gondor, and they're currently duking it out with invaders in Anime.

General Government
In a week-long vote, Equilism has abolished the Senate and replaced it with a General Assembly with 86.36% of the voters in favour (19 for, 3 against). The General Assembly is open to all UN nations residing in Equilism for two weeks or longer and was one of the ideas thought up during Equilism Reloaded. Population of the EGA is happening right now with a thread having been opened for people to apply.
In the recent ADN Elections, Equilism voted for SWATH as Deputy Director and approved Majesto as Council President. The vote to determine the regions opinion on the cabinet selections at ADN has just begun. So far, with four people having cast their vote, it's ayes all around.
In the Justice department, Neo-Conservatism, who replaced Chaucerin as Chief Justice temporarily, has been approved as permanent replacement. To permanently fill the Associate Justice's seat Neo leaves behind, Moo-Cows with Guns has been asked and accepted. His confirmation vote has now started.
UN Resolutions
Repeal "Scientific Freedom" is currently up for a vote with 1 out of 1 in favour.
As for previous resolutions;
The Right to Form Unions: 4-3 in favour
UN Demining Survey: 8-2 in favour
Nuclear Non-Proliferation Act: 9-1 in favour
Maritime Safety Standards Act: 6-0 in favour
Interior & Immigration
Immigration is on a definite roll with Equilism having 192 nations now, a high point we haven't been on in quite a while. We have new addition Tycholand and Interior Minister FarmerLaborers to thank for that as well as other recruiters Kertbeny, Tse Moana and Nooterland.
The introduction forum has been restructured to give new arrivals a better idea of what Equilism has to offer.
Foreign
The Foreign Minister has completed the ambassador audit. Only one ambassador did not sign in and lost his post. Some other ambassadorial positions have also changed hands.
Still going on is the regional audit to determine if there are embassies that can be closed.
Military
The Military has also conducted an audit to confirm soldier activity. Speaking of soldiers, two have graduated training and joined the Army while another one is currently being trained.
Recent Army activity has been in Middle Earth, Aequitas and US of A. Rejected Realms support continues in between missions.
Bar & Games
Languages spoken by our members have been the centre of activity recently. The high school juniors in the region, of which we have several, have been talking about the search for a college.
The NationDates april fool's joke went by without much mentioning but we've caught on to the re-occurence of the "0 of 0" error fast.
Caption Contest #19 finally finished leaving Ellezelles the winner. He has posted Contest #20 which has already gathered some really good captions.
Role Play
Garifulla has continued to harass Tycholand with dragons while "the last one wins" has resurfaced.
Debates
The debate section is in heavy demand these days with Guantanamo Bay, USA Immigration Policy, the Welfare State, "My Generation" and what makes people tick popular.

Special Notice
As most know by now, the Equilism forum was under attack, through an exploit in the Invision Power Board 1.3 software. The attack was carried out on four occasions, the first three occasions each happened in the early hours on three consecutive Sunday's. The last time, occurred last Monday, and the attack was stepped up to include mass mailing emails to our users that contained a link to the source of the latest virus/trojan attack.
Our hosting provider suspended our account, due to the spamming being carried out by the attacker. After discussing the situation with our provider, the account was reinstated. All admin and system passwords have been changed, and all forum members are encouraged to change theirs as well.
The forum software has also been updated following the incident, and the Administrators have given the 'all clear'. A plethora of new forum skins are available for users on the upgraded forum.

Chaucerin was returned, with a vote of 19-0, as Chief Justice of The Supreme Court of Equilism.
In his first official act as President, Neo-Conservatism awarded the Equilism Medal of Honor to Chaucerin “For exemplary and commendable service to the region.” A grateful region agrees.
The newly installed Ministers are working diligently on their plans for the forthcoming term. This has also been followed by lots of saws, hammers and dust as office renovations take place.
UN Resolutions
UN Security Act I is currently at 4-14-0. Voting is still under way.
Rights of the Disabled, Equilism voted 10-2 in favor. In the UN the resolution was passed 8,933 votes to 3,805, and implemented in all UN member nations.
Foreign
Tarricoe’s application for diplomatic service has been approved. One other member is in review.
The Ministry has received a request from Jethnea to open diplomatic relations. The review is moving along and should be finalized very soon.
Ambassadorial assignments are under review. Some of you may be seeing new faces at the embassies soon.
Military
Defero Emprie has successfully completed Academy training. Congratulations!
Several applications are being reviewed for acceptance into the Equilism Military Training Academy.

Miss Equilism 2006 has finally moved into round two, with two new judges added. The questions have gotten more difficult, more personal, and this time call on the contestants to exhibit their artistic drawing abilities!

I'm sorry to say that Equilism is undergoing yet another round of forum problems. But at least this one isn't contageous.
Only a couple of weeks after we upgraded to the latest (paid) version of Invision Power Boards, the same hackers that figured out an exploit for the older (unsupported) version hacked into the latest one. Same deal - an injection of an iframe with malware code.
Our initial complaint to Invision was met with "must be your fault, we don't consider this a problem". But then other boards got hacked, and they acknowledged that they had a problem and issued a patch.
So, the virus is gone... but we're having trouble restoring the forum backup. Westwind is slaving mightily to get it solved, but the restore is not going well.
Anyhow, we'll get it eventually. We have many backups and saves, so hopefully this will get fixed asap. In the meantime, we've created a temporary forum for chatter and essential government business. You can find it here:

The hackers just won't quit.
Having suffered a minor attack on the forum on Monday, June 19th, the Equilism forums were hit hard two days later, with a SQL injection attack that scripted a insert of files on our server, and inserted code into our database that crippled the region for a week.
Invision initially claimed that the problem must be due to our having left some remanent of the old forum software behind, leaving a vulnerability to our site. However, two days later, Invision released a patch for this newly discovered exploit, that makes use of BBcode to gain access and carry out a SQL injection.
Unfortunately, due to file corruption and additional data/code errors, we were forced to flashback in time and restore the forum to it's condition from May 24th. Citizens throughout the region are dazed and confused, wondering whether or not to turn back their calandars.

In an odd twist following the announcement of President Neo-Conservatism's absence this week, Prime Minster FarmerLaborers (in a backroom, temporary forum deal) announced Equilism's "undying devotion to the the region formerly known as the PRP, presently the NPO. An alliance will be crafted and agreed to by the two bodies of nations, and upon the signing of said document, the nation of Astarial will present to the People's Commonwealth of FarmerLaborers seven large pizzas and ten bags of delicious cookies, not to have cooled below regulation temperature. Said items must also be delivered by seventeen beautiful maidens. "
No response has been heard from the NPO on the announcement.

Some claim that the collapse of forum communications throughout Equilism was due to the final match of the Equilism World Cup. The start of celebrations for the victory of Adventing Chors were strangely timed to the sudden 'blackout'.
While on the temporary forum, citizens felt that it was important to go on with our daily lives. 'Who Will Post Next?' never ends, even during the blackout. And there was plenty of beer to go around, another 1000 bottles were found on the walls of the temporary forum.

After yet another hacker attack, Westwind has reestablished the Equilism Forum. A round of thanks goes out to him for his tireless efforts. He somehow managed to turn back time, much to the chagrin of Cher, so the latest updates on the boards is sometime in early May 2006. Please do not be alarmed, folks, time-travel is perfectly safe.
When last heard from, Westwind was being attended to by some very nice gentlemen wearing white lab coats who softly said something about a “health spa and retreat” somewhere in Glacier National Park. Gossip says it is a padded room.
Thoughts & Well-Wishes
Our thoughts go out Kertbeny’s mom and Westwind’s dad. Kertbeny’s mom underwent heart bypass surgery and is now recovering remarkably well. Westwind’s dad may have to go through that procedure, as well.

Due to the recent disruptions caused by the hacker, the Central Government is doing some backtracking and referencing copious notes. Combining this with the onset of summer holidays, the engine of government has been moving slowly.
The Equilism General Assembly, the citizen-based legislative body, has chosen to employ a leadership scheme with a monthly rotating basis. The leader-of-the-month gets to choose their title. The “whip” for July 2006 is Kertbeny…who has chosen to be called: Whatever.
Equilism General Assembly Proposition 1, “Weekly Recruitment Quotas,” has been referred to the Supreme Court for constitutionality review. The Proposition was deemed unconstitutional and was striken.

The UN Resolution “Individual Self-Determination” is put before Equilismers for debate and voting. The UN Delegate, FarmerLaborers will present the region’s vote.

The Nation Creation Competition: v. 3.0
The highly-popular NCC is now back in action! The organizers had some RL-issues, but now the NCC is here, and it's going to stay!
The rules:
1. The competition shall take place in Equilism Playground. The founder and judge of the competition are Moo-Cows with guns and Tycholand. Note that judging nations are also allowed to participate in the game.
2. No UN nations allowed.
3. The competition shall take place between newly created puppets. The earliest date for creation is AFTER Friday the 25th of Augustus' update.
4. All participants must have in their puppet's motto the name of their main nation, for judging purposes.
5. The last nation in the daily UN ranking shall be ejected everyday, until only one nation is left thus becoming the winner. (except the UN ranking of the biggest population, where nobody will be ejected). If there are many particpants, the judges may decide to eject more than one nations a day.
6. There shall be a period of 3 days of issue answering as a warm up for the game. (for diversity's sake). This means the first nation will be booted after Monday the 28th of August' update. A password will be in place before the game begins, but will be removed to allow sufficient time for everyone to move in.

The amendment to the “Uniform Role Playing Currency Law” has passed into law after being signed by the Monarch Westwind. This amendments includes the scrapping of several passages and the implementation of a conversion rate.
The new Constitution has been ratified by the College, and now has been forwarded to the Monarch for final approval. Equilism should have a fully-ratified Constitution (providing Wesrwind agrees with it

With these historic words, a new milestone was reached in Equilism history with the ratification of the new Constitution! Congratulations to Equilism! The new Constitution can be found here.
Today, Neo-Conservatism was officially appointed as Governor-General of Equilism with a 13-1 vote in favour. Congratulations!
On the 2nd of February, Westwind has signed the amendment to the Uniform Role Playing Currency Law.

The UN Delegacy has been separated from the government and separate elections will be held for this position. So far, only Wagger-tribe has said he will run.

Instruments are hot in the Bar these days, with members discussing what instruments they play(ed). Age, the new Harry Potter number seven and posting milestones are also popular subjects.
The traditional games are still popular. Restored Othalla still has this tendency to post a lot in the Games & Fun forum – his postcount has increased dramatically over the last month!

“Attack the Previous Poster” has been moved to “Who will post last?” with members fighting over the lead for the former. Several members have tried to sabotage Tycholand’s flying carpet, without any success.

- Tycholand has won the Reunificates Festival Caption Contest.

On Saturday the 10th and Sunday the 11th of February, members of the Equilism College (Equilism’s Parliament) went to the polls to vote on a new Lord Chancellor (Equilism’s Prime Minister).
The outcome:

Restored Othalla – 7 votes (63.64%)

Just a reminder, there is a Diplomatic Training Course in Equilism’s University. The course teaches the basics of diplomacy and the Ambassadorship. - The Confederacy of Free Regions (COFR) has put forth an alliance proposal, which was discussed in the College. However, Equilism wants to exchange Embassies only at this moment.
- Equilism will not become a member-region of the Founderless Regions Alliance at this moment.
- The ADN discussion still continues. Voting on a possible withdraw from the alliance was halted due to elections and a vote on Westwind's proposal in the ADN. Neo-Conservatism has been nominated for the Director's post of the ADN. Good luck Neo!
- Discussions are still taking place about the vote on the Treaty with The Pacific. There was a disagreement about the actual result of the votes.
- The College Laws and Procedures are now being voted on.
- A majority of College-members want the Governor General to organise the Lord Chancellor elections.
- A discussion is taking place about the Equilism’s branch of the Ordo Herectus. After the reunification, it was turned into an RP. However, The Pacific has strongly protested the use of the Ordo in this thread. Using the Ordo as a spam-police is not acceptable for The Pacific.

After a lot of work and testing, Equilism now has a proper University! Students taking the courses don’t have to visit the University-forum with its sub-forums, but can now visit the proper University. Already existing courses have been added and more courses are on the drawing-boards, including an Equilism History course, a course in Equilism Law and a Paintshop Course.

Chancellor Tycholand took the week off, leaving his Deputy, Notherfork, in charge. But due to unforeseeable circumstances Notherfork was unable to preform his duties. This has lead to the delay in the release of the weekly update, and the Chancellery apologizes.
Discussion within the halls of the Chancellery have been going on concerning the Small & Intermediate Regions and Equilism Network (SIREN) proposal. This would improve and strengthen relations between the Realm and newly created and small regions.

The College has quieted down over the last week, but new issues are appearing on the horizon.
The College unanimously approved a Military Liaison Pact with the Founderless Regions Alliance, and was signed by the Monarch Westwind on April 3rd, 2007. An Equilism liaison has not yet been appointed.
A notice of intended withdrawal from the ADN has been approved by the College and the Monarch. The withdrawal will only take place if Equilism does not see satisfactory reforms to the ADN begin. Meanwhile, collegians have been discussing other issues concerning the ADN.
UN-Resolution Voting
Lord Chancellor Restored Othalla has temporarily taken UN duties, thus he brought the latest resolution (the repeal of "Sexual Freedom") before the UN voters. The proposal currently stands at 3-0 in favor of it.

On April 1st the College approved the intention of withdrawal from the ADN, which was later signed by the Monarch on April 3rd. Now, after the two week waiting period has been elapsed, Equilism has now officially left the ADN.
The SIREN proposal has been directed to the College for consideration, and a general consensus has been reached that a collegiate committee should be assembled to study SIREN, MLP, and similar means of foreign and military relations with other regions. Currently the proposed committee has been forwarded to the Lord Chancellor, and the College awaits his approval.
The Judicial review of the College Laws and Procedures is under discussion. The main concern shown by the Judiciary has been that the document does not include public votes, but instead restricts all votes to the College. Currently no amendments to the document have been put forward for legislation.
The new Multiple Citizenship Act has been voted on and approved by the College. The document was signed by the Monarch on April 20th. The new law was drafted and approved to replace an earlier, out-of-date document governing citizenship between Equilism and other regions.

Foreign Affairs
A list of possible regions to open diplomatic relations with has been forwarded to the Chancellory by Lord High Prosecutor, Moo-cows with guns. Currently the Chancellor and Deputy are investigating further into these regions, weighing in on if an embassy exchange would be beneficial. The list had nine regions in all.
Currently the Region of Gay is being considered for an embassy exchange. The proposal has been met with no opposition.
Military Affairs
E-Army soldiers have been spotted in Gaelionica and Brigelle, and were victorious in both battles. Keep up the good work, E-Army!
The College of Equilism
Currently a Collegiate Committee to explore possible programs for better relations with small regions has begun taking volunteers. However, only two have stepped forward: Deputy Chancellor of Foreign Affairs Notherfork and Collegian Flexion, who originally proposed the SIREN project that got this all in motion. The Monarch, Westwind, has offered his assistance to the committee as an adviser.
The Small & Intermediate Regions and Equilism Network (SIREN) and the Military Liaison Program (MLP) are the chief subjects on the collegiate exploratory committee's agenda. They'll also be generating new ideas, as well as possibly proposing legislation.
Deputy Chancellor of Foreign Affairs and Collegian, Notherfork, has drafted a amended version of the "Laws & Procedures of the College of Equilism: Duties, Rights & Votes" after a Judicial review found the document did not allow for public votes. His original draft had some errors and had to be modified, and now it stands before the College for further review.
A proposed War Powers Act has been shared with the College. It was brought up during the discussion on the Laws & Procedures of the College of Equilism by the Monarch after Tse Moana (Chancellor of Intelligence, Advocate General, and Heir to the Throne of Equilism) put forward concerns over the War clause in the procedures.
An amended version of the "Laws & Procedures of the College of Equilism: Committees" has been drafted. This was done after some concerns were expressed that the document was too narrow in its scope, originally only having committees as tools of internal investigations into wrong doing. The new version would give committees further range, including the exploration of possible legislation and actions, as well as to analyze particular subjects, topics, etc for Collegiate review.
The idea for a possible law creating regional holidays has been brought up before the College. Currently it is under discussion, but all seem in favor of such a bill. Currently only three holidays have been suggested: Reunification Day (January 4th), Founding Day (January 13th), and Schism Day (October 20th). Activities have also been suggested for each of these days, such as a single Founding and Rebirth Festival, running from January 3rd through January 13th, and a solemn discussion and reflection on the past every October 20th.
This proposed holidays bill was accompanied by a suggestion for possible honorary titles of nobility to former members. Westwind, the Monarch, said that it would be acceptable if the College petitioned him to give out such titles to former and current members who've achieved much and served the region well. No petitions have been brought forward yet.

Foreign Affairs
A list of possible regions to open diplomatic relations with has been forwarded to the Chancellory by Lord High Prosecutor, Moo-cows with guns. Currently the Chancellor and Deputy are investigating further into these regions, weighing in on if an embassy exchange would be beneficial. The list had nine regions in all.
Currently the Region of Gay is being considered for an embassy exchange. The proposal has been met with no opposition.
Military Affairs
E-Army soldiers have been spotted in Gaelionica and Brigelle, and were victorious in both battles. Keep up the good work, E-Army!
The College of Equilism
Currently a Collegiate Committee to explore possible programs for better relations with small regions has begun taking volunteers. However, only two have stepped forward: Deputy Chancellor of Foreign Affairs Notherfork and Collegian Flexion, who originally proposed the SIREN project that got this all in motion. The Monarch, Westwind, has offered his assistance to the committee as an adviser.
The Small & Intermediate Regions and Equilism Network (SIREN) and the Military Liaison Program (MLP) are the chief subjects on the collegiate exploratory committee's agenda. They'll also be generating new ideas, as well as possibly proposing legislation.
Deputy Chancellor of Foreign Affairs and Collegian, Notherfork, has drafted a amended version of the "Laws & Procedures of the College of Equilism: Duties, Rights & Votes" after a Judicial review found the document did not allow for public votes. His original draft had some errors and had to be modified, and now it stands before the College for further review.
A proposed War Powers Act has been shared with the College. It was brought up during the discussion on the Laws & Procedures of the College of Equilism by the Monarch after Tse Moana (Chancellor of Intelligence, Advocate General, and Heir to the Throne of Equilism) put forward concerns over the War clause in the procedures.
An amended version of the "Laws & Procedures of the College of Equilism: Committees" has been drafted. This was done after some concerns were expressed that the document was too narrow in its scope, originally only having committees as tools of internal investigations into wrong doing. The new version would give committees further range, including the exploration of possible legislation and actions, as well as to analyze particular subjects, topics, etc for Collegiate review.
The idea for a possible law creating regional holidays has been brought up before the College. Currently it is under discussion, but all seem in favor of such a bill. Currently only three holidays have been suggested: Reunification Day (January 4th), Founding Day (January 13th), and Schism Day (October 20th). Activities have also been suggested for each of these days, such as a single Founding and Rebirth Festival, running from January 3rd through January 13th, and a solemn discussion and reflection on the past every October 20th.
This proposed holidays bill was accompanied by a suggestion for possible honorary titles of nobility to former members. Westwind, the Monarch, said that it would be acceptable if the College petitioned him to give out such titles to former and current members who've achieved much and served the region well. No petitions have been brought forward yet.

Equilism has opened relations with Gay and Taijitu. A request for an Embassy Exchange, made by Liberty Alliance, is being considered by the FA Chancellory. Also, one of the regions which was on the list provided by Moo-Cows with Guns (see last week’s update) is now also under review.
Military Affairs
The men, women and spammers of the E-Army have been spotted in Lazarus. They’ve also been spotted in San Marino; however, the Chancellory of the Military could not confirm if the soldiers were defending or watching Formula-1.
The College of Equilism
- A Committee has been formed (which evolved from the College’s discussion to cooperate in Defender-work with smaller regions, the SIREN-project) to evaluate the Military Liaison Program (MLP), create new and/or adapted/combined ideas for military cooperation with other ideas and possible creation or amending of legislation concerning these areas. The Committee has officially been installed by Lord Chancellor Restored Othalla and will start after the elections.

- The debates about amending the Committee section of the College’s “Law and Procedures” is being wrapped-up and a vote is expected to be held soon.

All has been quiet on the E-Army front as elections go on. Other than finishing up a few open missions, the E-Army has been mainly confined to the barracks.
The College of Equilism
As elections are underway, activity in the College has slowed.
Currently a discussion about Equilism expanding into Cybernations is underway. This was opened as concerns grew over NationStates' low activity levels. Currently no decision has been reached, but it has been agreed that Equilism needs to start reaching out to other games.
SIREN is still under discussion, as possible candidates for involvement in the program are considered. This will be further developed when the Collegiate Committee setup to investigate the SIREN project gets started during the next term.
All other legislation has been put on hold, though this will end as the next term begins.
