"Are you sure about this, Ms. Bettencourt?"

"I'm sure. We could use the help."

Knowing that the Principality of Sil Dorsett didn't have the manpower to field a sizable land army without conscripting everyone of military age, Acting Defense Minister Emma Bettencourt and Foreign Affairs Minister Will Bowers invited a delegation from the Federation of Scallendovia, the Principality's neighbors to the west, to a meeting at Rivage Palace in Norvalle after receiving an offer from the Scallendovians for assistance.

The proposal was a high priority item given the Principality's recent foray into international-level politics and the potential consequences of upsetting other nations. While pacifism remained the government's ultimate goal, a minimal military would no longer suffice.

Outside the Western State Room, the pair waited for the Scallendovians to arrive with whatever proposal they had in hand.
 
MajGen James Blunt current deputy chief of Army staff of the federation and deputy minister of defense Gen. Mark Abel arrived at the nearest Dorsettians international airport, with three intelligence officer. Heading strait to the western state room, discussing with each other inside the car.

MajGen : Wow! Sil Dorsett government will really appreciate our visiting today

Minister: Yes, I think so.

MajGen: Do you think they are going to sign our treaty?

Minister : Yes, they really needs our military base establishment in their nation.

MajGen: hmm! That good, this will really expand scallendovia armed force.

Minister: Yes, it will even provide more relationship between both of us.

MajGen: OK.

During the discussion, the driver stop the car when they arrived at the Western state room looking at the pair waiting for them outside. Later they both come down from the car and move towards them.
 
"General Blunt, General Abel, welcome to Sil Dorsett," Minister Bowers said in greeting to the party. "We're looking forward to hearing what you have to offer. Come on in, have a seat, and let's see what you have.

Before the door could even close all the way, there was a knock, and a redhead woman stuck her head through the doorway and spoke to Bowers and Bettencourt. "Hey, Scallendovia meeting, right? Why wasn't I invited?"

A bit confused, Bowers gave the woman a piece of his mind. "Because it doesn't concern you, now shut the door, we have business to attend to."

The woman made it clear she wasn't going anywhere. "Um, no. Scallendovia is Phoenix Union, so they're my business too." Turning to the Scallendovians, she introduced herself. "Hi. Malorie Allen, Lead Dorsettian MP to the Phoenix Union."

Sitting down, Malorie went straight to business. "Now, I understand you have a proposal for us? Let's see it."
 
Deputy minister of defense Gen. Mark Abel put is hand in his pocket and bring out the paper unfolding it and give it to Minister Bower to read.

Dorsettians-Scallendovian Military installation treaty​

Preamble

Knowing that Sil Dorsett is a proud ally of scallendovia, sharing the same borders with each other, inorder to protect her from foreign treats, Scallendovia agrees to enter into negotiations with Sil Dorsett for military installation.

Article 1: Grant of bases.

1. The Government of the Principality of Sil Dorsett (hereinafter referred to as the Dorsettians) grants to the Government of the federation of scallendovia (hereinafter referred to as Scallendovia) the right to retain the use of the bases in Sil Dorsett listed in Annex attached hereto.

2. The Dorsettians agrees to enter into negotiations with scallendovia at the latter's request, to permit Scallendovia to expand such bases, to exchange such bases for other bases, to acquire additional bases, or relinquish rights to bases, as any of such exigencies may be required by tary necessity.

Article 2: Mutual cooperation

1. It is mutually agreed that the armed forces of the Dorsettians may serve on Scallendovia bases and that the armed forces of Scallendovia may serve on Dorsettians military establishments whenever such conditions appear beneficial as mutually determined by the armed forces of both countries.

2. Joint outlined plans for the development of military bases in Sil Dorsett may be prepared by military authorities of the two Governments.

Article 3: Description of Right

1. It is mutually agreed that Scallendovia shall have the rights, power and authority within the bases which are necessary for the establishment, use, operation and defense thereof or appropriate for the control thereof and all the rights, power and authority within the limits of territorial waters and air space adjacent to, or in the vicinity of, the bases which are necessary to provide access to them, or appropriate for their control.

2. Such rights, power and authority shall include, inter alia, the right, power and authority:

a) to construct (including dredging and filling), operate, maintain, utilize, occupy, garrison and control the bases;

b) to impove and deepen the harbors, channels, entrances and anchorages, and to construct or maintain necessary roads and bridges affording access to the bases;

c) to control (including the right to prohibit) in so far as may be required for the efficient operation and safety of the bases, and within the limits of military necessity, anchorages, moorings, landings, takeoffs, movements and operation of ships and waterborne craft, aircraft and other vehicles on water, in the air or on land comprising or in the vicinity of the bases;

d) the right to acquire, as may be agreed between the two Governments, such rights of way, and to construct thereon, as may be required for military purposes, wire and radio communications facilities, including sub-marine and subterranean cables, pipe lines and spur tracks from railroads to bases, and the right, as may be agreed upon between the two Governments to construct the necessary facilities;

e) to construct, install, maintain, and employ on any base any type of facilities, weapons, substance, device, vessel or vehicle on or under the ground, in the air or on or under the water that may be requisite or appropriate, including meteorological systems, aerial and water navigation lights, radio and radar apparatus and electronic devices, of any desired power, type of emission and frequency.

3. In the exercise of the above-mentioned rights, power and authority, Scallendovia agrees that the powers granted to it will not be used unreasonably or, unless required by military necessity determined by the two Governments, so as to interfere with the necessary rights of navigation, aviation, communication, or land travel within the territories of the Dorsettians. In the practical application outside the bases of the rights, power and authority granted in this Article there shall be, as the occasion requires, consultation between the two Governments.

Article 4: Shiping and Navigation

1. It is mutually agreed that Scallendovia public vessels operated by or for the War or Navy Departments, the Coast Guard or the Coast and Geodetic Survey, and the military forces of Scallendovia, military and naval aircraft and Government-owned vehicles, including armor, shall be accorded free access to and movement between ports and Scallendovia bases throughout Sil Dorsett, including territorial waters, by land, air and sea. This right shall include freedom from compulsory pilotage and all toll charges. If, however, a pilot is taken, pilotage shall be paid for at appropriate rates. In connection with entrance into Dorsettians ports by Scallendovia public vessels appropriate notification under normal conditions shall be made to the Dorsettians authorities.

2. Lights and other aids to navigation of vessels and aircraft placed or established in the bases and territorial waters adjacent thereto or in the vicinity of such bases shall conform to the system in use in Sil Dorsett. The position, characteristics and any alterations in the lights or other aids shall be communicated in advance to the appropriate authorities of the Dorsettians.

3. Sil Dorsett commercial vessels may use the bases on the same terms and conditions as scallendovia commercial vessels.

4. It is understood that a base is not a part of the territory of Scallendovia for the purpose of coastwise shipping laws so as to exclude Dorsettians vessels from trade between scallendovia and the bases.

Article 5: Exemption from customs and other duties.

No import, excise, consumption or other tax, duty or impost shall be charged on material, equipment, supplies or goods, including food stores and clothing, for exclusive use in the construction, maintenance, operation or defense of the bases, consigned to, or destined for, Scallendovia authorities and certified by them to be for such purposes.

Article 6: Maneuver and other areas.

Scallendovia shall, subject to previous agreement with the Dorsettians, have the right to use land and coastal sea areas of appropriate size and location for periodic maneuvers, for additional staging areas, bombing and gunnery ranges, and for such intermediate airfields as may be required for We and efficient air operations. Operations in such areas shall be carried on with due regard and safeguards for the public safety.

Article 7: Use of Public service.

It is mutually agreed that Scallendovia may employ and use for Scallendovia military forces any and all public utilities, other services and facilities, airfields, ports, harbors, roads, highways, railroads, bridges, via-ducts, canals, lakes, rivers and streams in sil Dorsett under conditions no less favorable than those that may be applicable from time to time to the military forces of the Dorsettians.

Article 8: Health Measure outside bases

It is mutually agreed that Scallendovia may construct, subject to agreement by the appropriate Dorsettians authorities, wells, water catchment areas or dams to insure an ample supply of water for all base operations and personnel. Scallendovia shall likewise have the right, in cooperation with the appropriate authorities of the Dorsettians, to take such steps as may be mutually agreed upon to be necessary to improve health and sanitation in areas contiguous to the bases, including the right, under such conditions as may be mutually agreed upon, to enter and inspect any privately owned property. Scallendovia shall pay just compensation for any injury to persons or damage to property that may result from action taken in connection with this Article.

Article 9: Security Legislation

The Dorsettians agrees to take such steps as may from time to time be agreed to be necessary with a view to the enactment of legislation to insure the adequate security and protection of Scallendovia bases, equipment and other property and the operations of Scallendovia under this Agreement, and the punishment of persons who may contravene such legislation. It is mutually agreed that appropriate authorities of the two Governments will also consult from time to time in order to insure that laws and regulations of scallendovia and of the Dorsettians in relation to such matters shall, so far as may be possible, be uniform in character.

Article 10: Postal facilities

It is mutually agreed that Scallendovia shall have the right to establish and maintain Scallendovia post offices in the bases for the exclusive use of the Scallendovia armed forces, and civilian personnel who are nationals of Scallendovia and employed in connection with the construction, maintenance, and operation of the bases, and the families of such pesons, for domestic use between Scallendovia post offices in the bases and between such post offices and other scallendovia past offices. Scallendovia shall have the right to regulate and control within the bases all communications within, to and from such bases.

Article 11: Removal of improvement

1. It is mutually agreed that Scallendovia shall have the right to remove or dispose of any or all removable improvements, equipment or facilities located at or on any base and paid for with funds of Scallendovia No export tax shall be charged on any material or equipment so removed from the Dorsettians.

2. All buildings and structures which are erected by Dorsettians in the bases shall be the property of Scallendovia and may be removed by it before the expiration of this Agreement or the earlier relinquishment of the base on which the structures are situated. There shall be no obligation on the part of Scallendovia or of the Dorsettians to rebuild or repair any destruction or damage inflicted from any cause whatsoever on any of the said buildings or structures owned or used by scallendovia in the bases. Scallendovia is not obligated to turn over the bases to scallendovia at the expiration of this Agreement or the earlier relinquishment of any bases in the condition in which they were at the time of their occupation, nor is the Dorsettians obliged to make any compensation to the scallendovia for the improvements made in the bases or for the buildings or structures left thereon, all of which shall become the property of the Dorsettians upon the termination of the Agreement or the earlier relinquishment by scallendovia of the bases where the structures have been built.

Article 12: civil liability

For the purpose of promoting and maintaining friendly relations by the prompt settlement of meritorious claims, Scallendovian shall pay just and reasonable compensation, when accepted by claimants in full satisfaction and in final settlement, for claims, including claims of insured but excluding claims of subrogees, on account of damage to or loss or destruction of private property, both real and personal, or personal injury or death of inhabitants of the Dorsettians when such damage, loss, destruction or injury is caused by the armed forces of the scallendovia or individual members thereof, including military or civilian employees thereof, or otherwise incident to non-combat activities of such forces; provided that no claim shall be considered unless presented within one year after the occurrence of the accident incident out of which such claim arises.

Article 13: Voluntary enlistment of Dorsettians citizens

It is mutually agreed that the United States shall have the right to recruit citizens of the Dorsettians for voluntary enlistment into scallendovia armed forces for a fixed term of years, and to train them and to exercise the same degree of control and discipline over them as is exercised in the case of other members of Scallendovia armed forces. The number of such enlistments to be accepted by the armed forces of the scallendovia may from time to time be limited by agreement between the two Governments.

Article 14: Term of Agreement

The present Agreement shall enter into force upon its acceptance by the two Governments and shall remain in force for a period of ninety-nine years subject to extension thereafter as agreed by the two Governments.

Will glanced over the document, his face becoming more tensed as he progressed through the articles. When he finished up, he handed the document over to Emma for her to read, while he gave the Scallendovians a Dorsettian civics lesson.

"I'm not surprised you signed it already, but there's a lot that needs to happen before the treaty gets our signature," Will explained. "The signing of treaties is a Royal Perogative power, not for me or Emma to do. Her Highness has to sign the treaty, but knowing her she'll run it through an Affirm or Object vote in Parliament first. But realistically, we need to negotiate this first."

Emma finished her assessment of the treaty and passed it to Malorie. She then explained her position.

"I'll be frank; this isn't at all what we were looking for. That reads like we're turning over defense of the nation over to you entirely. Maybe there was some miscommunication, but we weren't looking for that. We were looking for a first responder augmentation, of maybe a couple thousand troops, some armor, some planes, and one base. It would only be to buy us time while help arrives."

Turning to Malorie, Emma asked a question. "Miss Allen, doesn't the Phoenix Union guarantee collective defense against an aggressor?"

Malorie replied in the affirmative and continued to read the document. Finishing up, she had a few things to explain to the Scallendovians.

"So, here's my thought. There's no value in this treaty. It's so riddled with concessions that there's no overall benefit. If Emma and Will want to write up their own proposal, fine, but I think we're too far apart. And like you were saying, Emma, Phoenix Union addressed collective defense in their Constitution. It's in Article 4."

Pulling out a copy of the Constitution from her laptop bag, Malorie took the time to read the article in question.

"Here, let me read Article 4 verbatim...

Constitution of the Phoenix Union - Article 4:
Any attack by a non-Union member against a Phoenix Union member state is considered an attack against them all. This Constitution mandates that all member states take measures to defend the member state being attacked. However, the mutual defense obligation is only enacted if the attack against the member is unjustified.

If a member state attacks a non-member state, the other member states are not required to assist the member state attacking the non-member state. The courses of action of the other member states shall not be restricted by this Constitution, nor Parliament.

If the attack by the member state against the non-member state is purely aggressive and is not backed by sufficient reasoning, the sufficiency of which shall be judged by Parliament, Parliament may vote to deprive the aggressive member state in question of Phoenix Union membership.

If an attack by a member state against a member state is backed by sufficient reasoning, the sufficiency of which shall be judged by Parliament, the Union shall work to achieve peace between the two parties. However, the member state in question shall subsequently be court-martialled, and, if found guilty of baseless aggression, deprived of Phoenix Union membership.

"Now let me sum it up. It means if you're pointlessly attacked, we defend you. If your attacker had a damn good reason for it, we'll work to resolve it, but you might be in trouble. And if you attack someone without a good reason, 'See ya. Bye. Good luck to you.'

"Also," Malorie continued on, effectively ranting, "Princess Claidie doesn't want foreign military bases belonging to nations who engage in wars of aggression. We won't be a launching point, and we won't be a target. Which brings me to this..."

Malorie pulled another document from her bag, the announcement from the Cimmerien Foreign Affairs Ministry about Scallendovia's alliance. The anger in Malorie's voice was obvious, and her face was about as red as her hair.

"Signing a treaty with a nation that barged into a conflict they had no business being a part of? And now they're not withdrawing because your nation stepped in to help? Why?"

Will admonished Malorie and tried to calm her down, to some effect.

Malorie then turned the room's conference phone's dialpad towards the Scallendovian party. Taking a calmer tone, she pleaded with the Scallendovians to call off the fight.
"Call your leader, and call off this war, please. Cimmeria backed off once before, you can help get them to back down again. We can help you if you back away from this pointless aggression. We can save lives!

"Will you ask your leader to withdraw from the treaty with Cimmeria and stop this war? If so, I need you to call him now and have him speak to us."
 
MajGen James blunt and Gen Mark Abel look it each others face and stop for while.

MajGen: I don't think my government can withdraw their support from cimmerien, "No, that's impossible, Say's James. My government has involved in this and that's the end, the reason while am here is to represent my government about signing the treaty not to discuss about our involvement in cogorian war. So are you ready to accept our treaty or not ?
 
Malorie rested her head in her hands out of disappointment. She made her case and did all she could to put an end to the conflict. With Blunt's refusal to even call his leader, Malorie was left with only one message to send, and it wasn't to the Scallendovian pair.

Minister Bowers wanted to give diplomacy another try, but even he was backed into a corner.

"General, we are not signing that treaty. I would like to be able to continue discussions and come up with something we can both agree on, but based on what Malorie just said, and what you just said back, it sounds like you're committed to that war. We're not hosting your troops here under those conditions.

"Cimmeria's declaration of war on Cogoria was stupid. Plain and simple. We didn't like the bloodshed in Cogoria, but that was a civil war and not anyone else's business. Cimmeria's goal is imperialistic annexation, and we won't support that."

"I'll give you another chance," Bowers offered, "Get your leader on the phone, let's end the fight. Otherwise, I don't even think we'll be continuing these negotiations."
 
Gen, Mark put his hand in his pocket and dial mr president number ( phone ringing ), some minutes later Mr president picked the call.

Mr president: Hello,

Gen: Well-done sir,

Mr president: Good, any problems there?

Gen: Not to much sir, Bower wants to talk with you sir.

Mr president: OK, give it to him

Gen Mark gives the phone to Bower
 
Will took the phone and discussed the war problem with the Scallendovian President.

"Mister President, it's Will Bowers, Sil Dorsett's foreign affairs minister. We have an issue with the Scallendovia military installation treaty, but it's with something external.

"The Princess won't allow bases belonging to countries that initiate or join wars of aggression or imperialism, and the Federation's support of Cimmeria triggers that rule.

"We can't move forward without a cessation of hostilities, and that means ceasing support of Cimmeria. So, we need your input. What's it going to be?"

Will paused for a moment to allow the Scallendovian President to give his thoughts.
 
Mr president: ( replying Bower ) We are currently supporting cimmerien statements are as follow:
statement:
We are now in a dangerous, perilous time. Today, this nation will fix the disaster that is Cogoria. We shall not tolerate the existence of chaos anywhere in the North Pacific region and we must show that this is where we stand. The Kingdom of Cimmerien, under the hands of His Majesty, the King, shall now declare a declaration of war against the nation of Cogoria for the sake of the termination of the Cogorian state and if not to destroy, at least to assimilate Cogoria in order to secure our place in the world. We shall use everything in our power to eliminate Congoria, so help us God".
We won't tolerate the existence of chaos, This lead to why will are supporting them inorder to combat cogorian.
 
Malorie recieved a text from the Princess.
Claidie:
ask why did they jump in

"Will, ask him why they jumped in," Malorie said.

Will replied right back with what the President said about not tolerating chaos, and then went back to the phone to continue trying to talk the President down.

"There's other ways of resolving a conflict, Sir. It doesn't take military force to do it. Subjugating a nation to stop chaos is only going to result in more chaos in the long run when the populace resists. Then when alliances are made and tested, it'll plunge the whole region into further chaos. I really think you should double check the situation in Cogoria. Offer to send mediators to each side of the conflict and see if there's a peaceful solution."
 
Minister Bowers returned the phone to the Scallendovian party and packed up his things, indicating to Emma and Malorie to do the same.

"I think we're done here," Bowers said to Blunt and Abel. "Your president has indicated his willingness to continue on with this war, and we won't be a party to it. When the war is over, only then would we even consider negotiating again."

The Dorsettians stood up and opened the door to the room, asking the Scallendovians to leave.
"Security, escort us back to their motorcade, please," Bowers said to the waiting security team at the door.

Malorie left the room early, breaking off from Bowers and Bettencourt, and went the opposite direction from where the others would go.
