Following the principles of friendship, brotherhood and moral values that are in the fabric of our nations, we formed the North Western Union or NWU, which will be the foundation of future cooperation amongst our Nation's. Let NWU not be run by the rules that are imposed, but by friendship, brotherhood, mutual trust and understanding. Each document that derives from these principles will only be the reminder of the fact that we live in civilized society.
Having said that, we bring you:
THE NORTHWESTERN UNION
I MEMBERSHIP
Article 1.
The official name of the alliance is North Western Union, which will be referred to as ‘Alliance’ in the document.
Article 2.
Membership Status.
Alliance has the following membership status:
Full Members
Full membership within the Alliance can be obtained by 100% vote of full member Nations of NWU and with the acceptance of all the rules, principles and documents of NWU. Removal of the a member Nation can be done by ? (66%) of the Full member votes.
Full members have a right to vote, propose candidates for HQ and participate in all of the activities and decision making of the Alliance.
Trial Members
If a country receives majority, but not unanimous support from full members, they shall be accepted as a trial member. After one month, there shall be a revote, where a nation must receive 100% support to fully enter the alliance, or else shall lose it’s trial membership status. Trial members shall have access to all PMs and the Grand Hall on our Discord Server.
Members will pay a payment once a year as a membership fee, to maintain membership status within the NWU.
The payment is defined as: The nominal GDP of the member state, multiplied by .0005, which results in the membership fee payment.
These collected fees will be used for the following:
Military Funding
Humanitarian Projects
Disaster Relief
Border Control
Union Relations
Inter Alliance Projects
These fees will be kept at the NWUs’ Bank which will be in Charge by the MoT.
Article 3.
Meetings.
The MTUR (Minister of Trade and Union Relations ) of NWU has to announce the meeting 24 hours or more before the hour of the official meeting, and has to set a hour that conveniences to all the NWU’s members. However: If a Nation is unable to be present due to time zone difference then NWU HQ is required to make arrangements to meet with said Nation (e.g. an earlier/later meeting) or the aforementioned rule will not apply.
If a Nation is not present at 75% of meetings, NWU shall hold a compulsory eviction vote and a message shall be sent to said Nation’s government to remind them of their obligations.
Article 4
Military cooperation and diplomatic guidelines.
The military and diplomatic relationships at the alliance level are governed by the following principles:
No member state is allowed to initiate, support or organize acts of aggression towards another member.
Each member state must sign a MPP with all other alliance members (except if they do not have sufficient funds).
A member Nation needs the approval of the Chancellor in order to initiate a long term military operation by its own will. In this case it is recommended that the Chancellor coordinates his decision to approve the operation with the MoD and dMoD of the member Nation.
A member Nation needs to inform the Minister of Trade and Union Relations for all contracts it intends to sign in its relations towards non-member states. In case these non-member states have common border with a member state the Minister of Trade and Union Relations should act as a mediator between these member states involved to avoid potential conflicts.
A member state should not sign MPPs with non-member states who are in an open war with other member states, or who have themselves signed MPPs with such other non-member states.
By default the defence of the core regions of the member states is to have priority over other military operations unless the circumstances imply more optimal alternative actions.
II BODIES OF THE ALLIANCE, DECISION MAKING AND VOTING STRUCTURE.
Article 5.
Alliance Command Structure .
The Alliance shall have two main decision-making bodies with overall vote supremacy:

Position in the Headquarters (HQ) are:
Chancellor (NWU Leader)
Prime Minister (PM)
Minister of Trade and Union Relations (MTUR)
Minister of Treasury (MoT)
Minister of Border Control (MoBC)
The HQ team is composed from the HQ of NWU (Chancellor, Prime Minister, MTUR, SBC and deputies) and the member State representatives.
The HQ will compose the military plan and the plan will be voted, if the plan is not accepted from more than 60% of the countries, the plan is rejected. The HQ has the obligation to schedule a meeting with the alliance members and ask for their own military plans, the alliance plan will be made taking account of every member's plan.
The HQ can:
Tell the Nations Leader to change the representative of his Nation, if he is impolite, gives meeting logs without permission, or is considered to have been a traitor.
Propose a new Nation.
Make the military and political strategy of the alliance.
Impose a punishment procedure for member Nations not respecting the Alliance law or in any proposed voting of the alliance.
The HQ has the following obligations:
Set up meetings and inform the Nations before making decisions that affects the alliance members.
Chancellor - Leader of the alliance, has to coordinate the alliance, he will represent the Nations in other alliances and oversee the wellbeing of each Nation, he is the main body of the decision and has the obligation to respect and submit to the Nation’s biggest representative Leader.
He is keeper of the charter (he will pass the permission to the next Chancellor).
He is the only one that can modify the charter, only if the decision was voted by the Nation members ( 66% ).
If he is missing the Prime Minister has the power.
He can be impeached if he does not respect the charter, has an inappropriate language against another Nation’s representatives, makes decisions that affect the member Nations without asking them (he has to schedule a meeting with 24 hours before the meeting hour).
He has the obligation to make the military plan and present it to the Nations and all of HQ. He is responsible for the military decisions but has to get the acceptance of the ? of the Alliance.
He is also voted by the countries and he is proposed by two or more member Nations, he doesn't have a VETO on this decision! If he is not accepted, the member Nations have the obligation to find another person to fill the position.
He will have the Prime Minister that represent and help him.
Minister of Trade and Union Relations
He is the main responsible for the foreign affairs, he has to be well informed about each Nation's decision (NAP, MPP`s) . He is responsible for the communication in the alliance, make ingame messages, or other communication device, he/she has to approve access for each Nation's official member.
He is responsible that each member of the alliance is informed about the HQ decisions, and he is the one that informs the Nations about the official meetings and coordinates the meeting.
He has deputies that help him and can coordinate the meeting instead of him.
Minister of Treasury
Is in charge of the NWU Bank Chain which each Nation has one in its Capital. Is in charge of the amount of money in the Bank and is to keep close ties with the Nations and MoTUR on the Status of all Nation Currency and their rates and GDP
The powers of both Prime Minister and MoBC are decided by the Chancellor. He/she gives them Project's/Objectives needed and they fulfill them if not they will be removed from the position after more then three mistakes.
Article 6.
HQ Elections.
Alliance Headquarters (HQ) will be elected on the 7th of every month. Candidacies for the HQ have to be submitted to the Chancellor (by ingame personal message). However, the Chancellor cannot nominate anyone for Prime Minister.
The nominations for Prime Minister start right after the Chancellor elections and the vote will be held on the 9th every 6 months. The Chancellor, like every Nation, has the right to nominate one candidate.
Candidates for Prime Minister have to have support from the Nation they originate. Both the candidate for the position and his deputy have to be announced in the candidacy.
The duty of the members of HQ is to uphold the Charter of the Alliance, keep the dignity of the member nations, help organize war and diplomatic efforts, resolve the disputes between member Nations and organize communication among member Nations as well as prepare the materials for the meetings.
Article 7.
The Nation representatives.
Leader - He is the highest representative, he has the obligation to respect the charter, and inform the HQ about his country situation. His power is the one stipulated in the charter. He is directly responsible for his Nation's decisions and breaking of the charter.
MoFA - He is the second highest representative (after the Leader). He has to keep in touch with the MTUR and he is directly responsible of informing the alliance with his Nation foreign decisions (MPP, NAP).
MoD- he must consult with the Chancellor, and represents the military aspect of his Nation.
All members have the power stipulated in the charter, but must keep and respect the HQ.
The Body of member Nations is formally known as the Supreme Council
Each Nation has only 1 vote, if the main body of decision is missing (the Nation) then the PM then MoFA then MoD has the power of decision. If they are missing and did not specify within the 24 hours time limit before the meeting starts and assigns another representative that will have only a temporary access to the meeting they the Nation will be submitted as specified in Article 5.
This 2 bodies of decision will work as a team and this charter stands only as rules and tries to resolve different disputes between the HQ and the Nation
representatives.
Article 8.
Communication and documentation.
Communication and documentation of The Alliance is considered top secret. No one has the right to give out logs, documents, inbox messages, recorded conversation etc. without previous knowledge of the Chancellor, MTUR and SoBC. Sanctions can be imposed to persons who violated the rule of secrecy by the Chancellor of the Alliance. The Supreme Council makes the decision about the sanctions on the Chancellor's’ proposal.
Google documents
The Alliance will have one or more main documents when needed. They will be made and organized by the Chancellor and MTUR. Editable access must be given to SBP and Prime Minister of the full member Nations of the Alliance. The first document is for the leadership of the member countries and NWU Nations Circular ingame messages.
Other means that Supreme Council deems important
Advisors will be submitted to the charter, and help the Chancellor and his team. They don't have any power in the alliance.
Personal Relations- Is responsible for the official alliance newspaper, and can make contests, articles etc (they have to be accepted by the HQ).
Article 9.
Military coups.
In the event of a hostile military coup upon an NWU member, other members shall send support to neutralise the threat.
Any legitimate internal coups are no business of NWU and member nations have no authority to interfere with the matters.
Article 10.
Miscellaneous.
Every issue that is not in the Charter, will be resolved by simple majority of the votes.
If quorum(66%) can not be set three times in a row and more than a week’s time, the Chancellor can set the quorum to a percentage higher than half (51% +) of the Nations.
If a country was absent during voting of some issue, without giving an advance vote, they are considered as an Absentee Vote. Nations can abstain from the voting of any issue and at that point the vote of this Nation will not be taken into account. The general rule applies for the admittance of new members also. If Nation abstains and other Nations vote for membership, the Nation will be admitted to the Alliance and it will be considered unanimous.
This Charter can be changed or amended only by consensus of full member Nations.
This Charter will be put into effect on the day of its signing.
Article 11. Exit from the Union
1. Any Member nation may decide to withdraw from the alliance in accordance with its own constitutional requirements.
2. A nation that chooses to leave the alliance must hold a referendum in said nation that has the support of no less than 50% of the voting population.
3. A Member Nation which decides to withdraw shall notify the Chancellor of its intention. In the light of the guidelines provided by the Charter, the alliance shall negotiate and conclude an agreement with that nation, setting out the arrangements for its withdrawal, taking account of the framework for its future relationship with the alliance.
4. The Charter and other agreements shall cease to apply to the nation in question from the date of entry into force of the withdrawal agreement.
