Since the surrender of the National Sonacist-aligned forces in Rhuvanland, the political situation has become unclear, with some belligerents accepting the unconditional surrender, others refusing it, and others not acknowledging it at all. In recognition of the fact that the state of Rhuvanland is not governable in this state, and after discussions between the Republic and certain belligerents in the present conflict, the Signoria has authorized the use of the Palazzo Gabbiani for conducting talks towards the purpose of an agreed ceasefire and eventual treaty of peace.

The Republic invites representatives from the following organizations and nations to Floresque to work towards said goals:

The Floregasque Republic reserves the right to turn away "personal security" it considers excessive. Translation services will be provided by the Republic at no charge to the attendees.

It will help my nations government to formulate and distribute any humanitarian aid that might be required to help get Rhuvanland back on its feet.)

Marshal Niamh of Kalti, Seneschal Salvatore of Callaici and Seneschal Cai of Andalucia shall be attending the Floresque Peace Talks on behalf of the Rose Union, the Federation of Kalti, the Republic of Callaici and the Commonwealth Country of Andalucia. There will be a grand total of nine people in the delegation as each Observer / Peacekeeper is to be accompanied by two guards. During the peace talks they will mainly be observing and taking notes but may give input should the question / topic of humanitarian aid arise.

In accordance with our commitment to legitimizing the Rhuvish Proconsulate as a sovereign member of this community of peers, Imperium sees it fit to declare that it will be in attendance at the conference organized by Pierro d'Avelocci, in Floresque.

Imperium therefore wishes to declare the following attendees:

  • Caesar Felix Latinus Albinus Augustus, representing Imperium Augustum;
  • Lictor-Magister Scipio Parselcus Machiavelli, as a security official;
  • Proconsul Hilaria Proconsula da Vinci Ignatius, representing the Rhuvish Proconsulate & the Associated Forces;

  • The 1st Floregasque Pentacle, as a security presence, numbering 10 individuals.

Imperium also wishes to propose that Beth Moore attend the negotiations, as a Guslant representative of the Democratic Union. Furthermore, Imperium wishes to request that in addition to Beth Moore, a Plembobrian fill the role of representing the Democratic Union, and that a McMasterdonian represent the Novrith Pact.

After a tumultuous war in Rhuvanland, the Syrixian Empire has seen it fit to declare that it shall attend the Floresque Peace Talks in Floresque. We declare the following dignitaries shall be in attendance:

- Imperial Prime Minister Rohit Kumar, representing the Syrixian Empire
- Senapati Mukesh Haryani, chief security official and leader of the 3rd Imperial Guard Unit
- The 3rd Imperial Guard Unit, as security (total of 10 individuals, not counting Mr. Haryani)

We hope to see the peace talks run smoothly and we thank the Floregasques for opting to host them.
 
Former Foreign Minister of the Kannexan Reich Jurgen Reina will attend, representing Kannex.

Mark Hutler, representative of the Republic of Rhuvanland -- current government of Rhuvanland, will attend, escorted by Kannexan security.
 
The Guslant Cabinet seconds the nomination for Beth Moore to attend on behalf of Guslantis. We also would like to send Ms. Rebecca Dawson, who will be acting on behalf of the Queen and her Cabinet. Both with be accompanied by Ministry of Finance (green) and Ministry of Foreign Affairs (blue) guards. The Cabinet hopes a quick decision will be made, and that we will all be made stronger because of it.
 
Sphan K'ter himself will be attending the peace talks, along with his aide and general Khiara Algen. He will present the preliminary draft regarding Rhuvanland's future.
 
Royal Chamberlain and chief-of-staff to the Sedera Llothren Quarrith will be attending along with Councillor Marsilamat Quarrovth, Myrorian legislator and representative to the Novrith Pact.
 
Council of Fourteen Representative Annora Simon of Cetus will be present for Cetus AD. Accompanying Mrs. Simon will be a small guard of 3 members, 2 female and 1 male.
 
Tsubo Tsango, High Councilman of the Marä of Naizerre, will be leading Naizerri negotiators.
 
The Triple Federation of Trinster will be represented by E.V.A and a member of the diplomatic unit.
 
Unfortunately, due to previous concerns about televised diplomatic negotiations between two parties attending the Peace Talks, the Republic must deny the recent film permit application from a Sadakoyaman crew. The Floregasque government would be willing to work with the production company after the Talks in disclosing unclassified information that may help the production of a documentary.

The Peace Talks will open tomorrow (OOC: In about 12 hours) with opening speeches from the host and concerned parties.

Kaufman injured in Floresque Grand Prix crash

Rhuvish-born racer Arnold Kaufman was airlifted to Mosse Ward General Hospital following serious spinal trauma incurred from an accident in the 20th lap of the Floresque Grand Prix. The Single-Seat Car Racing Assocation (SSCRA), which administers the Grand Prix as well as other races in the Latin region, has not yet released an official statement regarding the crash's cause but witnesses say a left rear tire blowout on Kaufman's vehicle occurred shortly after he passed the lap's second chicane.

The Floregasque Economist understands that Kaufman is currently in a medically-induced coma as treatment continues. Francesca Titiana Acquafresca, spokeswoman for the SSCRA, said only that "everyone's thoughts and prayers are with Mr. Kaufman and his family".

Kaufman, the number one ranked racer in the SSCRA, pledged any winnings from this tournament to the Fund for Displaced Rhuvish People. It is unclear what his team's plans are now. Kaufman and his family fled Rhuvanland shortly after the National Sonacist Party came to power, and today live in Zemnaya Svoboda.




The halls of the Palazzo Gabbani were dusted, the walls cleaned, and the floors polished in preparation for the Floresque Peace Talks on Rhuvanland. The crews said to each other, half-jokingly, that they hoped there would be no blood to clean up afterwards.

That was a possibility the Floregasque government did not feel comfortable joking about; in preparation for the talks, scores of gendarmes, police officers, and off-duty or reserve soldiers were called up for protection. Men wearing thick Kevlar midnight blue vets patrolled the paths around the Palazzo and there were even suggestions among some brave souls in the media that the Gendarmerie were training falcons to take down non-authorized drones that might interfere with the proceedings.

To be fair, though, such rigmarole was becoming more and more expected in the Republic. With terrorists running amok in McMasterdonia, a totalitarian dictatorship in power in Rhuvanland, and even Floresque's southern neighbor Imperium at war, the Signoria could no longer trust the people's "policeman within" entirely. Perched on the lamppoles on the paths leading to the Palazzo were inconspicous cameras.

Piero d'Avelocci, a man nervous in temperament and behavior, was anxious about the Talks. It had been a long time since Floresque attended an international gathering, let alone hosted one. To do so might imply a certain... impartiality on the part of the Republic. The Gonfaloniere, Piero's brother Alessandro, offered Floresque up for a host perhaps because of this impartiality. Its membership in the Pax Latina was a concern, yes, but that was more a guarantee of independence from Imperium than a close-knit organization.

It was likely, though, that Floresque's own impartiality would suffer little inspection today. The attendees had more important things on their mind - Peace in Our Time for Rhuvanland. Or perhaps a duel. In this world, there was little difference between international war and international peace, temporally or philosophically.

There were numerous rooms and halls where the Talks would take place, but the largest hall in the Palace - an old ballroom for the Gonfalonieres centuries ago - had been converted into an auditorium. At the front were some podiums, and benches for translators. Arranged around it were desks with reproductions of the seals or coats-of-arms of the attending states attached to the front.

Piero mumbled an opening speech, written not by himself. A culture and people on the brink. The world has a responsibility to care for other people, and here it decides how to do so. A thank you to the attendees, and a step away.
 
Caesar wore a neat, custom-tailored suit. A deep black contrasted nicely against the ruby red scarf he wore, draped loosely over his shoulders, leading his sides up as he stood to take a podium. To his right, the Lictor-Magister's eagle eyes scanned those surrounding him, lingering on the representative from Wolfsea with not-entirely concealed distaste. Taking a small black book from his pocket, and placing it on the podium for Caesar, the Lictor-Magister stood back as Caesar spoke.

He spoke with an even tone, and a generalized annoyance at the state of the world, as was befitting for any disabused world leader. Unlike the Lictor, his eyes gave all in attendance a fair and measured timeslot, for which they could indicate their emotions. Any longer would be unseemly; any shorter, uncertain.

"Ladies and gentlemen; we meet here today to discuss the matter of the territory of Rhuvanland. As you are all aware, this is a matter of great portence to multiple nations in attendance. On one side, we have the Argent Alliance - Wolfsea, Nebula, Trinster, and Yeraennus.

On the other, we have the Proconsular Coalition - spearheaded by the Proconsul, Hilaria, on behalf of the Principality under Prince Varus Nascorus. Behind the Coalition, we have the myriad of nations that have supported us, both on the field and in the arena of world politics. We are indebted to the people of Cetus, who have given incomparably to the war effort, and to the people of Carrotopolis, in Guslantis, for the same. We would also like to thank the brave soldiers of the Myrorian Foreign Legion, of the Plembobrian Foreign Service and their friends in the Democratic Union, and the Syrixian military, for their participation in the coalition.

Finally, we must also acknowledge the Kannexans, operating unilaterally, as a third party, and the Tajis, who fought for their own defense.

For fear of being seen as an intentional failure to put together a comprehensive list, I'd also like to reiterate the Floregasquan welcome to the Rose Union's observers, and to Naizerre in the capacity of a belligerent in their related conflict with Syrixia.

I will not mince words. I will not stall the presentation of a working, competent government in Rhuvanland. I will, however, clarify that our proposed government structure is complex. We are not content with the mild-mannered words of the Argent Alliance, nor the appeasement policy of the Kannexans - a favourite new phrase of mine, which I picked up from a parliamentary Hansard in that nation. No - we propose not return, but reform. A radical, total, and necessary change to the governance structure of Rhuvanland - to protect the nations that they have threatened. We must not allow Rhuvanland to threaten Trinster, or Guslantis, or Syrixia. We must not permit them to set foot on the soil of Tajis again.

There is only one government here that has proposed any permanent solution. Only one nation here is prepared to take on the responsibility of governance, and not just its rights. To that matter, I invite the Proconsul, Hilaria Ignatius, to present to you her proposal for Rhuvanland."

Caesar nodded his head, and Proconsul Hilaria stood quickly. She looked nervous, to those immediately next to her - Beth Moore would certainly pick up on it, having come to know the generally laid-back Proconsul on a casual basis. Yet, as she turned to face the crowd, the nerves melted away - Beth Moore got the distinct impression that Hilaria was just scared to look Caesar in the eye.

Wait, was it Caesar? Hilaria, ever so slightly, seemed to be shifting her weight to her left.

Still, whatever was bothering her, it seemed to have taken second place.

"My name is Hilaria da Vinci Ignatius. Some of you may know me as the former Chair of New Intelligensia, during its interim Augustine government, prior to its return to McMasterdonia at the commencement of the Rhuvish Conflict. All of you will know me as the Proconsul of Rhuvanland; the leader of its interim military government, and titular commander of the military coalition spearheaded by Imperium. As Proconsul, it has been my responsibility to plan for a transition from military to civil leadership in Rhuvanland, and to that extent, I have the pleasure of presenting Imperium's plans regarding Rhuvanland.

This is a plan in multiple parts - I wish to present it in pieces, such as to facilitate fair negotiations. I feel it is appropriate to begin by presenting the civil government we intend for Rhuvanland, following the transition period."

The August security team quickly stepped forward, pulling pages from a decently sized sheaf to hand out across the room.

The Ignatius Plan for Rhuvanland
A Strategy for the Creation of an Independent Rhuvanland with Latin Sovereignty and International Guidance

Drafted by the Proconsular Office of Rhuvanland, for Proconsul Hilaria Proconsula da Vinci Ignatius.

Recognizing the failure of the Rhuvish people to elect an authority capable of discharging sovereign responsibility in the international community of peers, the Ignatius Plan for Rhuvanland seeks to propose a new governance structure for the territory of Rhuvanland. Utilizing an internationally familiar bicameral legislature, and a hereditary head-of-state, the Ignatius Plan would legitimize a stable, long-term Kingdom of Rhuvanland, providing an ample stop-gap solution to permit the retention of a democratic structure, while simultaneously allowing for the deradicalization of the populace.

The basic outline of the Structure of the Ignatius Plan is as follows:

LIST A
  • The territory of Rhuvanland shall be formally known as 'The Principality of Rhuvanland'.
  • The capital of Rhuvanland shall be Althafen, which shall have its name-change reverted, hence returning its name to the pre-Ulrich name of ‘Dunorion’.
  • The Head of State of Rhuvanland shall be inherited in a variation of the Augustine fashion.1 The Head of State will be accorded the title 'Princeps of Rhuvanland', and the styling 'Their August Highness'.2
  • The first Sovereign of Rhuvanland shall be Prince Varus Mac Nascorus Albinus, who shall be permitted to inaugurate a royal household.
  • The capital of the royal household shall be Neuenberg, which shall have its name-change reverted, hence returning its name to the pre-Ulrich name of ‘Alzenstadt’.
  • The Head of Government shall be inherited in the Senatorial fashion.3 The Head of Government will be accorded the title of 'Grand Dux of Rhuvanland', and the styling 'Their August Excellency', as well as the estate of the Duchy of Dunorion.4
  • The first Grand Dux of Rhuvanland shall be Beth Moore, who will be required to take on Rhuvish citizenship as her sole citizenship, and will be appointed by Prince Varus Mac Nascorus Albinus, by virtue of his role as Sovereign of Rhuvanland.
  • Rhuvanland shall be bicameral, with a Senate (Upper House), and a College (Lower House).
  • Both Houses shall have the right to introduce legislation, to be passed by both Houses to become law.
  • The Sovereign shall be permitted the right to veto legislation.
  • The Senate shall be formed of noble estates, inherited in the Senatorial fashion.3
  • The College shall be formed of elected officials, with an equal number of seats to noble estates.
  • Senators will be permitted to sponsor 'Electoral Lists', on which candidates for the College may stand and be ordered, according to the constitution of such Electoral Lists, to be named and placed on ballots.
  • Elections will be based on a national popular vote, through the use of Electoral Lists to allocate seats in a proportional manner.
  • The Grand Dux shall propose a cabinet formed of Senators, to be affirmed by the Sovereign and confirmed by either House.
  • The Grand Dux is obliged to maintain a Cabinet that reflects the Electoral List sponsors of the Collegiates.
  • Should an annual budget, and a bill guaranteeing associated supply, fail to pass the College at its first vote, the agreement of the Sovereign, the Grand Dux, and a majority of either House shall be grounds to send the College to a new general election, until a budget has been passed. If, after a new general election, supply cannot be guaranteed, the Sovereign shall be permitted to pass supply with a majority vote in either House.

LIST A Clarifications
1. The Sovereign serves for life. The two Houses of Rhuvanland shall come together to elect from the eligible successors to the Sovereign in a preferential manner. If the two Houses do not produce the same winner in a preferential vote, then the two candidates (the winner in each House) will be set to the Houses again, and the candidate with the higher sum of percentage of the vote in both Houses shall become Sovereign. If the vote remains indecisive, then all eligible successors shall vote for one of the two candidates. If the vote remains indecisive, then the oldest successor capable of lodging a vote, who is NOT one of the two candidates, shall select one of the two candidates to succeed.
2. The Sovereign shall be permitted the use of the gendered variants of that title, "Prince of Rhuvanland", or "Princess of Rhuvanland", at their discretion. They shall be permitted the gendered stylings, "His August Highness", or "Her August Highness", in accordance with their use of the gendered title.
3. When a member of the relevant body passes away, an eligible successor whom they have indicated as their heir shall be put to a vote of confirmation in the relevant body. If they lose the vote, the Sovereign shall select any eligible successor to the deceased member to inherit their title.
4. The Grand Dux shall be permitted to substitute the gendered variants of the Latin word 'Dux', "Duke", or "Duchess", in their titles, at their discretion. They shall be permitted the gendered stylings, "His August Excellency", or "Her August Excellency", in accordance with their use of the gendered title.
 
Of the two Myrorian representatives, Llothren was the first finish reviewing the August proposal and to stand and walk to the podium. He was advanced in age, having served as chief-of-staff and close advisor for the entire reign of Fendrina as well as nearly thirty years of her father's. When he was young, he had a fire in his eyes, but nearly a half-century in politics had either dimmed it or focused it into a laser, depending on your personal opinion of the old man.

For the entirety of his own reign as Chamberlain, he had mixed the traditional and the modern. To Fendryn, this made him an almost radical liberal - to Fendrina, who surrounded herself with the young and forward-thinking, this made him a refereshing moderate. Befitting this mix of tradition and modern, he wore a charcoal-gray, mid-thigh length kaftan over a white oxford-cloth shirt and lavender necktie. The kaftan, part of the Myrorian tradition, was made of thinly-woven wool and at a glance could be mistaken for a contemporary suit jacket. It had a shawl lapel that was a slightly darker color than the rest of the garment. At his waist, Llothren wore a similarly-colored sash tied in a modest, quiet knot. The ends of the sash, hanging by his right thigh, were colored dark purple, and glimmered as silk.

The white collar of his shirt stood out from the grays of the rest of his outfit. Traditional Myrorian clothing was brightly-colored and patterned - for the rich, layers on layers of linens, wools, silks, damask. As the Union took the world stage, those colors had to be toned down to meet the East's business sensibilities. A striking, bleached-and-starched white beneath a lavender necktie was as much an assertion of independence as a concession of compromise.

As he walked, Llothren looked physically tired, both from age and the Rhuvish war. The Sedera and Council entered it late but Myroria was not used to fighting. Even if it was just the Foreign Corps dying overseas, it was an exhausting affair. Mentally, though, Llothren looked alert - his mind was still stimulated by the din of politics and the little personal time he had to himself. When he was alone, he played Go with his wife - a board game imported to Myroria years ago from Dallicania.

He didn't take more than a second or two to prepare his words when he reached the podium.

"I would like to thank His August Majesty and the Proconsul for their thoughts. The All-House Union stands behind our ally; Rhuvanland can no longer be trusted to conduct its own affairs with sensibility. It is obvious that the Rhuvish people treat neither themselves nor others with respect. Perhaps it is masochism that led them to elect the Sonacist fascists. Perhaps it was a desire to conquer, to write history at their own expense. Perhaps it was Eastern imperialist influence on their political theory.

Regardless of what led them to their war of aggression, it must today be stopped. The Rhuvish government is broken, and has surrendered unconditionally. It took them months, but they apparently realized the folly of their actions. The August plan is... extensive, and well-thought, but, at the risk of sounding unappreciative of their sacrifice, or uncaring of the Rhuvish plight, or even, ah, excessively concerned with our own position, what place do the other nations that have fought in Rhuvanland have in his plan?"
 
Hilaria leaned into a microphone, her hair bouncing agreeably as she opened her mouth. Momentarily shifting her obligatory military scarf away from her chest, revealing her military posture in all its (fully-buttoned) severity, she nodded to Llothren.

"We have not yet offered the Conference a comprehensive proposal for compensation and oversight, beyond our choice of a Guslant for Grand Dux. We chose to do so, in order to avoid forcing the Conference to consider too much at once. However, I understand that many do not see a place in this plan for international participations.

This is misleading, for the reason that we have withheld a portion of our plan so far. The plan, as it stand, creates a long-term structure for government, in which it would be inappropriate to maintain explicit international roles. However, I would like to move your attention to the Rhuvish Senate - a hereditary institution that is yet to be convened. As you may guess, there is no way for a hereditary Senate to be convened in accordance with its own laws, unless we grant the King and Grand Dux the capacity to hand out such seats.

While in Imperium, we believe such a capacity would be plausible, we understand that many in the international community worry that it would move too much power into the hands of a secretive elite bound to Imperium and Guslantis. So, we propose the creation of an international society of equals - a circle from around the world, to produce a healthy international influence for wealthy and elected individuals to guide Rhuvanland through deradicalization. This society would take up Rhuvish citizenships as the inaugural Rhuvish Senate, becoming endemic to Rhuvanland after a single generation, transitioning gradually in accordance with their size.

This society - the first Senate - would form the major means by which we forge Rhuvanland in a way according with the cultures and society of all the nations involved. It would be their responsibility to give not just their Senators, but the Senate itself, access to their proud traditions and societal norms, such that they may continue to serve as an example for Rhuvanland. Cosmopolitan societies, in the fashion of Imperium's current and former gates to the world, in Neapolis and Port Augusta, prove the creation of Latin high society has been successful and enrichening.

We intend to make Rhuvanland such an example.

To that end, we have a proposal for allocating seats per nation, but are willing to hear advice from the Conference before presenting it. However, we must insist - in accordance with the ideals that we hold dear in Imperium, in the spirit of the Pax Latina itself - that Rhuvanland's neighbours have the greatest say in the Senate. That is to say, Tajis in particular, as PARTIAL-" Hilaria raised her voice, with a pointed glare at the 'Rhuvish' representative "-recompensation for the Rhuvish atrocities in Tajis, as well as Guslantis and Trinster."

With a suspiciously lingering look at the delegation from Naizerre, before sweeping over to the delegation from Tajis, Hilaria bowed her head respectfully again.

"We believe that those directly threatened by Rhuvanland's armies and airforce, those who gave up their civilian lifestyles, must be restored to their glory. They, and chief amongst them, the people of Tajis, must find the respect they deserve in all our nations. The best way, we feel, for them to start their case in this Conference, is with an opening offer of disproportional representation in the - no, our Rhuvish Senate."
 
Lycaon listened carefully, stifling a smirk as he noticed Ceaser's reaction to his presence, they were more or less the same age so it would be amusing to tease th old goat but, alas, suh frivolity would have to wait. He listened carefully. So far the proposal had been adequate, however this eastern imperialist nonsense was nothing short of amusing. He would be sure to refer to the hypocrisy of it later if he felt like it but for now he listened carefuly, dressed in the simple black uniform usually worn for more sociable occasions.
 
Towards the back of the room sat the Rose Union delegation. Marshal Niamh, Seneschal Salvatore and Seneschal Cai were attired in their respective Armed Forces Dress Uniform and each were adorned with their ceremonial sabre that designated their rank as officers in the Peacekeeper Division. Niamh had chosen to wear her more modest outfit that consisted of pants instead of a skirt and was intently listening to the plan as put forward by Imperium. Salvatore and Cai were sitting to her right and were taking notes and chatting amongst themselves in hushed whispers. Cai leaned over to Salvatore, "this imperialistic notion is ridiculous. While the plan seems sound, the plan is basically forcing a monarchy onto the people." Salvatore nodded in agreement, "I know... but there is not much we can say or do. We are here simply to observe and offer humanitarian aid should it be requested." "Very true. I'm just glad we have the Rose Union. The government there leaves our national interests well enough alone but makes sure our sovereignty and security is ensured", replied Cai. Niamh looked over at her two compatriots, "now, now... no need to nitpick on the plan when we have only heard a small portion of it. While I do agree with the two of you that there are flaws, the peace talks have just begun and the other delegates and diplomats can still give input into forging a stronger and hopefully long lasting peace in Rhuvanland."
 
Malachit's face was beet red.
"This plan is mad," he hissed to his aide. "Even leaving Rhuvanland to its own devices would be better! An Imperium puppet government, especially one that favors the rich and entitled, is totally unacceptable. I will not support this plan."
 
Annora sat in near isolation, keeping herself enough away from the other delegates so that she could avoid any altercations that might happen. The Imperium plan was well thought out, but she knew that there would be delegates who would not be happy with what Imperium said, or what anyone else said for that matter. She straightened her suit out, despite hating them on herself, she felt it would look more professional in the atmosphere they sat in. No delegate had said a word aloud to dispute or agree to the plan, but she watched many lean in with their aides or parties to whisper among themselves. The Myrorian delegation was the most vocal aside from the Imperium's own. She turned her eyes to Hilaria and those who stood at the front of the room. Brushing her hair out of her face, she sighed. This conference was meant for multiple people to discuss the Rhuvish future, not for two delegations to discuss the finer points of one plan. But it was not her place. Kialga-Lourti, via Cetus, had joined the war in the waning phase and had merely supplied support to the Imperium military. She sighed once more and returned her eyes to her notepad. Scribbling a few words across the page, Annora listened for any voice to speak up that wasn't already up front and at the podium.
 
Tsubo Tsango wasn't the most experienced diplomat or negotiator, nor was he held in particular high regard by any of his supervisors, but he did have a flair for the dramatic that Mboto Jones, Ngê Nbïä, High Chief of the Marä of Naizerre, required for these negotiations. The Ngê Nbïä had given Tsango three priorities going in: continued criticism of Eastern imperialism and its effects, opposing any kind of land grant to Syrixia and Nebula, generous compensation to those attacked by Rhuvanland, such as Tajis. Achieving the first would be easy and Mboto Jones was sure that the political will was there for the third, but the second would be an issue. The wider world had always been more interested in appeasing the two warmongers than working against them.

Tsubo Tsango and his team had raised some eyebrows when they had arrived dressed in long heavy dark coats, and not removed them when they settled in their places in the auditorium. This was intentional, with everything planned for effect. Seeing an opening, he signalled to his cohort to stand. As one they removed their long coats to reveal brightly coloured kente cloth robes. Tsango remained standing walked to a podium and began his opening.

"My apologies for the show, but the custom of my tribe requires that, even here in the east, appropriate protocol be followed." He glanced around the room, lingering on the Imperium delegation for a moment. "Naizerre generally is opposed to any and all imperialism, and yet finds itself agreeing with the plan proposed by the Imperium. Rhuvanland is not a Marä as Naizerre sees it and thus has no sovereign protection from those who would seek to exploit it, as has happened throughout its history. August protection would prevent this."

He continued looking around the room, eyeing the Nebulans with distaste before returning his gaze to a more neutral direction. "This is an opportunity to forestall the advance of eastern imperialism, which seems to be creeping westwards at all times. I would caution fellow delegations on the foolishness of believing that throwing a military base or an enclave to warmongering powers will slow their expansion or appease them in some way. Those who joined this conflict to gain land and position for themselves should know that Naizerre will oppose them being given land in Rhuvandland that could be used for the furthering of imperialistic aims against the rest of Eras, including the west. Land concessions should only go to those who were victims of Rhuvish aggression, such as Tajis, who should be given a path to the sea, creating a buffer between Rhuvanland and another state it attacked, Trinster. A heavily demilitarised Rhuvanland for the immediate future will help provide stability in the area."

Tsubo Tsango paused, before deciding to add a final statement. "It is the opinion of Naizerre that the Kannexan Reich should take a prominent position in policing any agreement arising from these discussions and would like to hear its thoughts on the August plan as well as any counter proposal." He stepped down, returning to the now much more colourful Naizerri seats.
 
E.V.A, operating under her orders directly from the Trinnish Council, finally spoke up.
"It is the opinion of Trinster that any potential military force owned and operated by a Rhuvish government until they prove themselves capable of peace, should have oversight from a combination of forces from the nations involved in removing the Sonacist forces in Rhuvenland."

E.V.A's aid, Jamieson Malcom, then spoke up himself
"We respectfully open this up to discussion among all parties here."
 
After listening to the Naizerre and Trinnish delegations speak, Niamh decided to get up and talk at the podium. Both Salvatore and Cai looked at her suspiciously as they were here simply to observe the peace talks and to not get involved with how it unfolded unless it concerned aid. As Niamh walked to the front of the room, she straightened out her cape and her sabre. Once at the podium, she looked around the room at the various delegates before beginning, "fellow delegates, we are here to forge a new future for Rhuvanland, one that is strong, peaceful and long lasting. While that is a noble and lofty goal, it misses the point of helping the Rhuvish with basic humanitarian need following this devastating war. While I am remaining neutral on the Naizerre position of denying military bases to Syrixia and Nebula, I am here to propose that a small portion of land, no more than a few buildings even, be set aside for the Rose Union to administer and deliver humanitarian aid to the Rhuvish people. This aid will consist of food, medicine, blankets and temporary shelters (tents) for those who've lost their home. This will be a short-term solution until Rhuvanland is back on its feet and able to provide these basic services to its citizens. What say you delegates of Eras? Do we turn a blind eye towards the suffering of the Rhuvish people or do we respect human life and human dignity and allow in humanitarian aid?"

After giving her speech, Niamh returned to her seat where Salvatore and Cai were sitting. Cai leaned over to her, "thank the goddess you got up and brought up the point of humanitarian aid. Otherwise we would probably be here all day before they got around to that or maybe not at all."
 
Caesar stepped up to the podium, raising a finger to call for some silence. "While we wish to respond to both of the delegates who have just spoken, I will start with the most pressing one. Imperium is willing to permit the Rose Union to immediately begin humanitarian missions in Rhuvanland, under August jurisdiction, and is willing to waive the pressing question of sovereignty where it would hinder said missions. We would like to motion that those in attendance do the same, as well as the related matter of allowing a single Unionist delegate leave, to relay this permission to their government by telecommunications, and then return at their leisure."

He motioned to the Floregasquan host delegation, in what seemed like a request for whatever voting process had been established.

"On the matter raised by the Trinnish delegation," Caesar did not hesitate for a moment at being spoken to by a segway, although Hilaria looked a tad bit startled, "we would like to suggest that Imperium would be amenable to such a proposition. We had been planning to propose a permanent, constitutional ban on the use of submarines by Rhuvanland, as well as a constitutional adherence to Imperium's own nuclear non-proliferation treaty - a bilateral agreement with Alainn, a little known nation with which we concluded a period of hostile tensions through the aforementioned, symmetrical treaty at the beginning of my reign. As such, that would ensure that Rhuvanland would be constitutionally bound to the treaty's restrictions on nuclear research just as Imperium is, for as long as the treaty stands. We would also, if allowed, institute a constitutional ban on the Rhuvish national service, having viewed the serious repercussions with which they utilized it - as a fighting force unable to properly defend itself, and instead becoming liable to be treated as combatants when entirely incapable of acting as such.

The Trinnish proposal is more short-term, but also more far-reaching, and hence would be a strong reinforcement to our own proposition."
 
Rohit prepared to walk up next, waiting for the right time and then signaling to Caesar he wished to go up. "The Empire has had a millennia-long history. Within that history, we have seen nations rise and nations fall. We therefore must not allow another nation to join the ranks of the dead. It is the opinion of the Empire that we agree with Imperium's plan for the rebuilding of Rhuvanland, however there is a problem. Not with the plan, but with the situation it would put Rhuvanland in."

He continued. "After the fall of the Rhuvish monarchy in 1933, the House of Bachenburg, descended from Rhuvanland's first King, Ernst I, escaped to Syrixia. They remain in Pataliputra to this day. How would this plan deal with the Bachenburg question? Should they return and intermarry with the August sovereign in Rhuvanland, or possibly gain representation in the Rhuvish Senate? The Bachenburg question must be taken into account. With them present, the Rhuvish population might be more compliant to the denazofication process."
 
As the Callaician's were the closest available aid besides the Andalucian's, Salvatore excused himself to contact his superiors and let them know what had transpired. As he was here as both a Peacekeeper and an Observer, he contacted one of the Callaician Secretary Generals of the Rose Forum, Rhea. She was brought up to speed on the proceedings and what had transpired so far. With regards to humanitarian aid, Secretary General Rhea authorized the dispatch of the 3rd Peace and Relief Division and the 5th Peace and Relief Division out of Callaici. In total 2,100 Peacekeepers were on their way to Rhuvanland to provide humanitarian aid. In line with the request from Caesar, the Peacekeepers would operate under August jurisdiction. Rhea also let Salvatore know that additional humanitarian forces could be sent if the need arose. After finishing his call with Secretary General Rhea, Salvatore returned to the peace talks and let Niamh and Cai know what had occurred.
 
Malachit rose and walked silently to the podium.
"Nebula rejects the proposition offered by the Imperium. We do not believe that it fosters the sort of open centrist democracy that we would like to see, for the benefit of all parties.
"In addition, although we believe that temporary oversight should be placed on the Rhuvish military, any permanent restrictions would create resentment and fuel the sort of rabid nationalism stoked by the National Sonacists. The last thing we want is a Rhuvanland that thumbs its nose at international oversight, and it is for that precise reason that we wish to keep Rhuvanland on a long enough leash that it does not feel the need to pull.
"As for the matter of a military base in Rhuvanland, it is necessary for Nebulan national security to maintain a small military presence there. The Naizerri may call imperialism all they wish, but this is the fourth time in less than a decade that we have been forced to bring our forces to bear against the Rhuvish state."
 
Tsubo Tsango rose from his seat, addressing the rest of the delegations rather than the Nebulans directly.

"It is the fourth time you've had to bring your military to bear because military action is your first, last and only way to resolve disputes. You reach for your weapons so often that I'm surprised you don't have laws allowing you to marry them. The entire region had to halt all naval traffic the last time you went to war, and to ensure that your negotiating team actually went through negotiations."

Tsango continued. "A military base in Rhuvanland for Nebula would open the west for Nebulan military aggression. This is a non-negotiable issue for the Marä of Naizerre. The west will be put at risk of Nebulan imperialism and Naizerre is willing to take all measures to prevent this." Tsubo Tsango sat down, and immediately engaged in whispered conversation with his team.
 
The Rose Union delegation continued to watch the proceedings and were more relaxed now that their job was done and that humanitarian aid was on its way to Rhuvanland, albeit under August jurisdiction. Cai and Salvatore watched as the delegates from Nebula and Naizerre sparred with each other verbally over the allocation of Rhuvish land for a Nebulan military base. Salvatore looked at Cai, "well, it looks like you lost our friendly bet and owe me ?25 [Aureus], Cai. I told you there was no way this wasn't going to end without someone trying to find a way to one up the Imperium on their imperialistic goals." Grumbling to himself, Cai handed over the money that Salvatore had won in a fair and friendly bet. Niamh looked on with a bemused expression, "I can't believe the two of you went ahead and bet on which nation present here could be the more imperialistic. Well... what's done is done, at least the two of you are keeping yourselves entertained and busy."
 
Rebecca stood to her feet, and cleared her throat. "Apparently we'd all like to see Rhuvanland back in a chaotic mess of confusion and clutter. I mean, how can we expect a nation to follow in the lead of our great nations if we can't even civilly compromise?" Rebecca, a slightly plump woman with her brunette hair tied in a bun, looked to the rest of the delegates. She spoke in a very rice accent, which she hoped everyone would understand. "Most of our nations were somehow impacted by the rebellion in Rhuvanland, and I know very well, all of us want something done to ensure this never happens again. I know for a fact that the people of Guslantis are tired of war in their neighboring nations, and find it rather insulting that nations halfway across the seas that were apparently careless about the war when Carrotopolis or Tajis were being attacked, suddenly wanted to show up when it is time to make peace. It's disgusting, and I hope one day war comes to your nation so you can feel the pain and suffering of my people, of the people of Tajis. We did not ask for this war, and we want the peace of mind knowing that our homes will be protected from this former government of terror. We stand allied with Imperium, the only nation this far that has given a legitimate plan to solve the crisis in Rhuvanland, and do stand by our choice of Beth Moore to serve her people, and the international community, in building the necessary infrastructure to let corporations in Rhuvanland bloom, to give opportunities of new income to the nation to bring it back to its own feet. I cannot speak for Imperium, but I see the plan as one that could be legitimate on a temporary scale. Ms. Moore has helped defund one of the largest anti-government organizations in Guslantis, and she will do it again in Rhuvanland. I get that you cannot trust a nation as far away as Imperium to run the government, which is why we nominated Moore for the job. She will live in Rhuvanland, and care for the people as her own. Guslantis is not in it for imperialistic reasons, delegates, and we want the best for a nation because that is what makes us unique. Let us not tear each other apart, but let's build each other up," finished Dawson, adjusting her glasses.
 
Malachit took the podium once more.
"Our plan to rebuild Rhuvanland is simple," he proclaimed. "A full occupation will take place until the Rhuvish economy can get back on its feet, at which point only a few military bases operated by the occupying powers will hold foreign troops. As the occupation ends, a centrist democracy will be set up with small military restrictions, which will be gradually lifted as time goes on. It is also perhaps wise to restrict hate speech and extreme nationalism, to prevent another Nazo-style group from going mainstream.
"And in response to the Naizerri allegations that we do not know how to negotiate," said Malachit, glaring at the colorfully clad delegation, "we signed a nonaggression pact with Syrixia. We came to the table over Shei Ren. I'm here, aren't I? We are willing to negotiate first, and as the Emperator in office when the wars were fought I can tell you that sometimes negotiations won't get the job done. Sometimes the only power people respect comes out of the barrel of a gun. I used that power because it was necessary."
