Declaration of Neutrality
Dearbhú na Neodrachta | Dearbhú na Neodrachta​

For the purpose of the permanent maintenance of her external independence and for the purpose of the inviolability of her territories, The Rose League (An Rós Sraith | Tha Ròs Lìog) of her own free will declares henceforth an armed permanent neutrality which she is resolved to maintain and defend with all means at her disposal.

As such, the undersigned, as duly appointed members of the nations they represent, declare by this treaty their acknowledgement of the neutrality of the Rose League and its constituent countries, those being the Federation of Kalti (Cónaidhm na Kalti) and the Commonwealth Country of Tir na Andalucia (Comhlathas Tir na Andalucia) and their fixed borders and locations as defined below:

  • Federation of Kalti (Cónaidhm na Kalti): Located on the Ithavoll Continent and the Isle of Niamh
  • Commonwealth Country of Andalucia (Comhlathas Tir na Andalucia): Located on the Caerbannog Continent
  • The airspace above these nations as well as the maritime borders that shall extend twelve nautical miles from the shoreline.

In order to secure this neutrality, the Rose League will never accede to military alliances nor permit the establishment of military bases of foreign States on her territory. As such, the constituent countries of the Rose League forswear any and all aggressive military actions calculated or anticipated to overthrow or destabilize the nations of Erde. Furthermore, the Rose League dedicates herself to the cause of humanitarian interventionism which shall be upheld in times of crisis throughout the region.

With the assurances and honor of the heads of state of the Rose League, the treaty is signed in the Mercanti (English), Kaltic (Irish) and Andalucian (Scots Gaelic) languages in the Free City of Caerleon in the Federation of Kalti and in the Free City of Rhayader in the Commonwealth Country of Andalucia.

However, due to the current international political climate, The Forum sees it as neccessary to view the following nations as contested until such time that the crises or issue the below nations are facing has been resolved.

The Patriarchate has been watching the recent actions of the Rose Union closely, and is glad to see even secular nations realize the tyrannical and violent oppression the NPTO, DU, Novrith Pact, and other alliances wreak on the world. These "alliances" serve only to line the pockets of their sinful, immoral leaders at the expense of the poor and downtrodden.

His Holiness the Patriarch has spoken many times of the dangers of the present system. In the Book of Flemingovia, our Lord speaks of the people's trust placed in Zahkhan, a tyrant and king; it is not until Flem strikes him down that the people see the price of their complicity.

Even those abused by the alliances of the world regularly seem to trust their good intentions. This is misplaced trust. Alignment only serves to give a people enemies and cause their friends, drawn into unnecessary wars, to resent their presence. Instead, neutrality is the best path to take. The Patriarchate would follow this path itself, if it was not in the midst of a war of defense against sinful, secularist invaders.

However, His Holiness looks towards the future. Our nation must form benevolent relations with others if it is to survive past the end of our war of independence. To that end, the Patriarchate vows, on the honor of His Holiness and before the ever-knowing Flem, to honor the neutrality declaration by the Rose Union as long as they honor the sovereignty and independence of our blessed nation. As long as the Rose Union recognizes our rule over the lands we have fought and died for, we will respect their oath of non-alignment.

To The Rose League

It is with great pleasure that, after some debate, we announce the Lancerian Empire's decision to acknowledge and sign this treaty. It is the hope of the Empire that the world remains a peaceful place, and certainly this treaty is another step in that ever-noble crusade.

As alluded to earlier, however, there was some reservation. At the moment you have recognized and allowed the "Patriarchate of Cape El" as a signatory to this treaty. The Patriarchate is an illegitimate "nation". They are an extremist group of rebels who have engaged and enraged a civil war in our close ally, McMasterdonia. They currently claim a portion of the country as their own and conduct open warfare and acts of terror against the legitimate government for their own gain. At the moment, troops of the Empire and McMasterdonia are continually sacrificing their lives in the pursuit of peace, at this point only achievable by the complete defeat of the Patriarchate. Continuing to allow such a group to be recognized as signatories of this noble document is an affront to the very principles it stands for and furthermore, it allows them some form of legitimacy that they may cling to and twist to evil ends where instead they deserve none. With all the above in mind, we would like to take the oppourtunity to petition you to strike their name from the treaty as soon as possible. We in the Empire and certainly our counterparts in McMasterdonia would greatly appreciate such a decision and the action would not be forgotten by either party. In this case we simply believe it to be the right thing to do.

While my fellow Senators and I agree with your concerns surrounding the nature of having the "Patriarchate of Cape El" as a signatory to this treaty, we do not feel it is an affront to the nature of this treaty. Yes, it is true that having them be a signatory grants them some legitimacy in the eyes of the international world, you must also see it from the League's perspective. For us, any country that has signed this treaty is granted the highest levels of respect from our governments for recognizing the League's neutrality and as such, there is more universal support from the people for us to step in and act as negotiators or mediators or even to utilize our humanitarian forces should the need ever arise. As such, the extent to which my fellow Senators and I are willing to go is to list the signatory of Cape El as a contested nation until such time that the crises has been resolved. Should you have any other concerns, do not hesitate to reach out to myself or any of my fellow Senators on this matter. I thank you though for acknowledging the League's neutrality and look forward to peaceful relations between our people in the future.

Following a vote of the National Ruling Committee, President of Naizerre, High Chief Mboto Jones hereby signs this treaty on behalf of the Marä of Naizerre and recognises the neutrality of our nyîtâ [brother] nation.

However, Ngê Nbïä Mboto Jones would also like to point out that the door to the Meterra Economic Treaty Association is always open to nations who share the Meterra continent, of which the Rose League is part, and so Ngê Nbïä Mboto Jones extends a hand of friendship towards the Rose League, and invites them to at least consider becoming an observer nation of META.

As you are well aware, my fellow senators and I, on behalf of the entire Rose League, are very cautious of foreign organizations and foreign treaties due to the complexity of the governmental bodies that allow both the Federation of Kalti and the Commonwealth Country of Andalucia to function. However, I will bring your offer of friendship and the Meterra Economic Treaty Association to the attention of my fellow senators as well as the heads of Kalti and Andalucia for discussion. Should we all be in unanimous consent that the Association will be beneficial, we shall consider our next step as a potential observer nation of META.
