URGENT ALERT- MISSILE CRISIS! Following the victory of the Republic of Ryccia in the Ryccian War, a Nebulan missile launch site has been spotted on the island of Shei Ren, an island just outside Syrixian maritime jurisdiction. The southern coast of Syrixia has been put on high alert and Parliament has been conversing hastily about what to do. The government has recommended to the Syrixian people that they stay inside their houses and look into building bomb shelters. Syrixian schools are to teach students what to do in the event of a missile attack. We will bring you on the crisis as it unfolds.

"Sir, Syrixia has discovered our missiles on Shei Ren."
"Send in another battalion of soldiers. If they invade, we'll have a surprise for them."
"Yes, sir. In other news, the boosted fission test was a complete success. 350 kiloton yield, the report says, and they can have another ten ready by the end of next week."
"Excellent. Hopefully Syrixia doesn't find out about the fact that some of those missiles are nuclear..."

"Parliament is now in session." the Prime Minister said as he and his Deputy took their seats.
The Deputy Prime Minister opened his mouth to speak. "This session concerns the Nebulan placement of missiles on Shei Ren."
"Initial thoughts?" said the Prime Minister.

"They're asking for it! We need to invade." said one Minister.
"That's ridiculous! You want to get us all killed?" another Minister interjected.
"Why don't we just place missiles of our own somewhere?"
"And start a nuclear confrontation? Uhhh, no."
"Well, what do you propose? You want Syrixia to be a pushover?"
"No! Unlike you, I'm sane, and-"
"How dare you!"
"How dare YOU, you little fha'naq!"
"ORDER!"

Both Ministers looked up at the podium, where an angry Alfred Nursson stared into their souls. "I will not have immature debating and profanity coursing through any civilized body, especially this one, over which I preside! You will both sit down and come to order!" he yelled. Following this exclamation, both Ministers sat down and tapped their chests with their index and middle finger, a Syrixian gesture of silent apology.

"I have a different proposal to make."
"Yes, Minister nur'Khall?"
"I believe all this deliberating on military action is simply an overreaction. Perhaps we should try diplomacy first, and place missiles near Nebula to bolster any potential agreements?"
"Any debates against this motion?"
The room was silent.
"I motion to vote."
"Motion accepted. Everyone, please enter your votes into your voting machines. Aye, Nay, or Abstain."

After around three minutes of voting, the machine counted the votes and tallied them up.
"64% Aye, 12% Nay, 24% Abstain. The motion passes. Drafters, write up the legislature and deliver it to Minister Atlas and Minister Vist."
The Prime Minister looked at the aforementioned Cabinet Ministers.
"You two will then coordinate how this will be done. Got it?"
The two Ministers nodded.
"Parliament adjourned."
 
"Sir, our spy planes have spotted Syrixian warships not far from Nebula."
"Begin tracking them. I want to know where they are landing."
 
Chester Kray overlooked the colossal towers that were to be the new parliament buildings of Cronaal, they were only half built. In these towers he saw Nebula and Syrixia, two equal nations but these equal nations argued and fought over the prettiest, most inane of issues and this stop them from being the true powers they could be, the true beauty they could show to the world. He'd heard of their arguing over the bombs, the very same kinds which destroyed Smithworks, surely they could look beyond their squabbles and see what those bombs could do if their arguments became too much.

They were children.
 
"Sir, we've the latest intelligence on those ships."
"And?"
"Andromedazite, sir."
"I want every spy satellite in the area to monitor activity. I hope it's not what I think..."
 
As the debate in the Syrixian Parliament continued, the top echelons of Weiterburg Stadt buzzed with news. Kannexan satellites had spotted the missiles in Shei Ren on a sunny day. This meant Kannex, Pelhafor, and Rhuvanland were also within close distance. The problem was not that missiles were aimed at Kannex. This was granted; the noses of Kannexan ICBMs pointed north, so the fact that Nebula would want to return the favor was no surprise.

"Herr Chancellor, these missiles, if launched, would give our missile defense systems very little time to respond," the bespectacled military Beamter stated as a matter of fact. He slammed his hand on the mahogany table. "There is a 85% chance that a missile fired from Shei Ren will hit us, and I'm speaking only of the Kannexan mainland at the moment. If the Nebulans use this island as a missile site, there is a very real threat to the Reich."

"I agree." Aussenminister Jurgen Reina nodded. He leaned forward from his chair and faced the Chancellor. "But we must not act too hastily. The information is new and we ought not to escalate this into a crisis. I propose we first find support among the Helmebaine members. Message Rhuvanland and Syrixia."

Chancellor Hans Kreutzer sat back in his chair at the end of the table, having listened to the conversation in silence. He held a black ink pen between his fingers, like a cigarette. He tapped the end of the pen to the wood of the table. "I'm in agreement with you gentlemen. I will set the Air Force on alert." His eyes darted to Reina. "Notify the Rhuvish president. And get me Nurrson's view on the situation."

Chancellor Hans Kreutzer had neglected to make this public, and any leaks of information from Weiterburg or Balamb were treated as mere rumors. President Franz Erhard of the Rhuvish Federal Republic was notified. In Balamb, Syrixia, Kannexan Ambassador Klaus Nemeth scheduled a meeting with the Syrixian prime minister. He found himself tapping his right pocket every two seconds; it held his smartphone.
 
The Prime Minister walked into Parliament Hall Conference Room 073. He had heard about the invitation of Ambassador Nemeth to discuss the crisis unfolding on Shei Ren. Upon arriving, Ambassador Nemeth was waiting for him. "Ah, Ambassador! Welcome to Parliament Hall. Let's get down to business, shall we?" he remarked, as he was sitting down.
Rhuvish Chancellor Agnes Liesel had heard from both Syrixia and President Erhard of what was going on, and was quick to act. Calling the Rhuvish Federal Parliament, also known as the Bundestag, to order, the conversation began. After a few hours as well as a brief recess, Parliament had come to a decision. Rhuvanland was going to back Syrixia in the crisis.
 
Ambassador Klaus Nemeth nodded. He was a young, handsome-looking fellow with wavy blonde hair that curled to the sides of his forehead like caesarian wreaths. He was whiter than most of his fellow Kannexans but still tan. He spoke in fluent, accentless English: "Needless to say, we -- the Kannexan Reichsregierung -- would prefer a diplomatic answer to the Shei Ren problem. But if Syrixia deems it necessary to pursue forceful means to remove the missile threat, then my government will back you. At this point, I would like to know what your position -- and the position of your government -- is."
 
"Syrixia prefers a diplomatic approach, however we have taken defensive measures around Syrixia to ensure our country's safety. We are currently working on putting missiles in Andromedazite, a Xentheridan exclave on the Nebulan island. We have chosen there as Xentherida is a Helmebaine Alliance member, so this proves well for us strategically. We're currently awaiting Xentheridan approval to land. Hopefully the presence of missiles on both sides will bolster a diplomatic solution and withdrawal of missiles on both sides."
 
Syrixian warships have our exclusive permission to land onto Andromezadite. However, we will be tightening security, stepping up to DEFCON 3. Our own nuclear weapons - including our thirty megaton fusion weapon - are armed and pointed at Port Florrantia, and Nebula. Should either Andromezadite or the Xentheridan mainland itself be attacked, then we will not hesitate to launch our missiles. However, we would like both parties to note that we are open for negotiations, as so to avoid an al-out nuclear war.
 
Any attack on Nebula or Florrantia, be it nuclear or not, will result in the deployment of nuclear missiles against the attacker.
That being said, we have warheads with yields nearing 500 kt, 20 times larger than the original fission design.
 
Let it be known that Syrixia does not want to launch its missiles and prefers a diplomatic approach to the crisis, only launching the missiles in a worst case scenario. We want to know why Nebula set up its missiles and how it could be made possible for both sides to remove their missiles. We welcome Xentherida's offer of hosting negotiations and we invite Nebula to join us.
Meanwhile, with Xentheridan permission granted, Syrixian warships began to land in the city of Andromedazite. This was a risky mission- if at any moment they stepped outside the city, they would be in Nebulan territory and Nebula could use that as a casus belli. The Syrixians began setting up their missile site on the roof of the Andromedazite City Hall, which was a nice, clear, open area for them to launch their missiles.
 
Helmebaine members surround us. Syrixia's sphere of influence has spread throughout the region, whereas ours is limited to the North. This made it necessary to extend south and give Syrixia a scare.
In addition, we are reasonably confident in our abilities to intercept ballistic missiles, and Andromedazite can and will be blockaded should this aggression continue.
 
If Andromedazite is blockaded we have good confidence that we can do the same to all of Nebula and Port Florrantia, as well as intercept any missiles coming our way using our Iron Dome systems. Perhaps it is in our best interest that both sides disarm their missiles, to prevent an all-out nuclear war.
 
We do not trust the Syrixians to not spirit away a cache of warheads and use them against us later, or to not convince a nuclear ally to deploy missiles against us.
 
Neither do we trust you, but we believe it is worth a shot in order to avoid nuclear war, the likes of which would destroy both our nations as well as human civilization. Either we have peace, or we have mutually assured destruction.
 
Nebula will dismantle the missiles in Shei Ren under the condition that all Syrixian forces and missiles are removed form Andromedazite and 25% of Syrixia's nuclear arsenal dismantled.
 
Seeing as Syrixia's nuclear arsenal far exceeds that of Nebula, we are reluctant to do so as this may put us at a defensive risk should things boil over in the future. However, we agree to your proposal in hopes that things will not boil over in the first place. Nebula has itself a deal.
