Founded in Jaipur, Syrixia, the Helmebaine Alliance is a military alliance dedicated to the safety of its member nations from whatever threats may arise in the future. It is dedicated to mutual defense and collaboration as well as international discussion concerning such topics. It was merely a misunderstanding, which has been resolved. We have also decided to pursue better diplomatic relations; namely, Kannex has an embassy in my nation, and I am hoping that I can get one in his, providing he has created a thread.

Alright then.

Col. Alexander Torsten of the Empire of Kannex suggests the creation of a permanent High Council of representatives in Balamb, Syrixia to coordinate the activities of the Helmebaine Alliance. The delegation of each country should consist of officials from both its military and civilian leadership. Col. Torsten also suggests the creation of one or more naval commands under Helmebaine to patrol the Central Ocean against piracy and other naval threats. Kannex believes Cronaal in particular would see its defense benefit from naval cooperation.

He would like to state his support for Col. Torsten's High Council.

Syrixia agrees with Kannex's proposition however it would like to reaffirm that Alliance HQ is in Minas Ersul, Eumenor.

The government of Ceretis agrees with providing officials from both military and civilian leadership for representation. We also agree with the idea provided by Col. Torsten regarding the creation of maritime patrols and naval commanders. Our government would like to expand upon the idea and proposes the establishment of one or more military bases to be used by the combined military forces of the alliance. These bases would allow for more in depth and effective operations supporting the needs of the alliance, coordinated training, and a staging point for military and humanitarian actions of the alliance. I believe we need not only Navy, but Army, Air Force, and Marine commanders to operate as the strategic arm of the Helmebaine Alliance. They would serve to protect our nations at a moment's notice, and provide continuing services such as anti-piracy patrols.

To this end, I have spoken with the Ceretian Department of Defense concerning this idea; and they have provided an offer. Field Marshal Serenity Imahara the head of 'SHAEF' has contacted my office and offered the use of a currently inactive base. They are offering Fort Widewing as a base of operations for the alliance military. If accepted by the alliance can be used for operational staging, joint training, resupply, communications, intelligence, electronic warfare, repair, medical, support, joint field research/testing, temporary prisoner housing, and special operations.

Fort Widewing has been operated as a SHAEF multinational joint force base with accommodations and facilities for coordinated air, sea, and land forces as well as communications capacity for aerospace asset command if provided by member states. The base is designed with layered defenses, EM hardened operations bunkers, and observation obscuring systems.

SHAEF (Supreme Headquarters Allied Expeditionary Force) of The Prism (KRC, Department of Defense), under Field Marshal Imahara currently oversees multinational operations for Ceretis and its regional and trans regional allies. SHAEF is offering not only the facility, but their services and resources in coordinating these military forces. Among the resources offered is the ability to train at other SHAEF facilities specifically designed for training specialists and combat in various environments.

If the alliance chooses against the offer by SHAEF, the Ceretian government is still interested in hosting the alliance Military HQ and base and would be open to discussion.

The delegate of Eumenor would like to express the views of his delegation that the creation of a separate military HQ outside of 7 Ersulia Way would act only to complicate things. All legislative and military branches should be based in Eumenor for the ease of communication and streamlining of the process. The upkeep of two HQs would be expensive and lessen the productiveness of the organisation.

Ceretis: The Office of the Secretary-General is very intrigued by the SHAEF offer and gladly accepts it, however we want to hear how other alliance members feel.

Eumenor: In the event of an attack a second base may be needed. Plus, classified information and important things would not all be in one place and thus be safer.

The military HQ would be a field operations and general administration HQ, keeping military commanders close to their troops and operations and far better informed than a memo or phone call. The major military decisions and upper decision making regarding military/political matters would be handled at 7 Ersulia Way as there will be a political and military representative and staffing at the alliance HQ. Major planning and decisions would be made at 7 Ersulia, and the overall direction and scope controlled from 7 Ersulia. Once decisions are made they are sent for implementation to the operations HQ which would be better suited to operations as it is closer to the actual troops, deployment locations, and their internal communication network. Operational commanders and administrators would more readily handle issues at the base, in the field, and matters that require in person first hand experience. No military has been both managed from a distance and combat/operationally effective.

Placing these (all) type of operational elements at 7 Ersulia Way would in effect make it a military base, and not a political, administrative, and planning HQ as it's been described. This would make it unique to most any organization. Just as with a company, the further away and less connected the management side is to the operations, the less effective it becomes. Same issue if the leadership/decision makers never visit to learn about conditions first hand.

All military operations at 7 Ersulia would be like moving all military base administrations, NORAD, and the Pentagon into the White House while leaving the non commissioned officers, troops, and equipment at the bases. Unless you mean you'd like to build the military base around 7 Ersulia, which would solve the problem, but would probably send the wrong message.

Do you mean secondary military command posts? If so, to what extent do you mean?

I believe the delegation from Trinster is referring to the type of base that is in Balamb. A secondary facility that reports to the main HQ.

Indeed, each member nation would have a base, much like Balamb, and they would be able to take command of Helmebaine forces if the HQ in Minas Ersul and other potential HQs are destroyed. The bases may also be used for coordinateing operations in a nearby area.

The Kannexan delegation of civil servants representing the civilian leadership of das Verteidigungsministerium (Defense Ministry) and officers representing der Generalstab (General Staff) has been sent to the High Council of the Helmebraine Alliance.

Colonel Alexander Torsten, meanwhile, has suggested a plan for the reunification of Rhuvanland. The Kannexan Reich proposes supporting a united independent Rhuvanland with a power-sharing agreement between liberals and conservatives. For decades, the society of Rhuvanland has been pillarized to such a degree as to have allowed the separation to happen, and a consociationalist system would be the first step to unifying the Rhuvish nation.
For the unification of the Rhuvish nation, we propose:

• The two Rhuvanlands as of present, the Free Republic of Rhuvanland (West) and the Protectorate of Rhuvanland (East), join to form an independent Federal Republic of Rhuvanland.
• This new republic will be independent, in name and in deed, from all foreign influence. There may not be any foreigners in Rhuvish civil service, elected positions, or military posts.
• Kannexan and Syrixian military advisers will be attached to the Rhuvish military.
• Kannex and Syrixia will each pledge economic aid to Rhuvanland in the form of loans.
• Kannex and Syrixia will each own up to 7% of certain Rhuvish state-owned industries, such as the railroads. This figure may be adjusted upon the agreement of all three countries.
• Kannex and Syrixia will aid Rhuvanland in reforming its economic policies and advising its industrialization.
• The new Rhuvish republic will be a federal republic, divided into several states given limited autonomy.
• The new Rhuvish republic will feature a unicameral legislature, consisting of Parliament
• Parliamentary seats will be decided by mixed-member proportional representation system.

I agree with the plan, and think this is a fine way to reunify Rhuvanland, however concerning the governmental structure of Rhuvanland I say we should let the Rhuvish decide, not a mandate devised by non-Rhuvish persons.

We have heard from confidential sources that the position of the West Rhuvish leadership in relation to a plan similar to this is favorable. A power-sharing agreement would be beneficial to both sides and for the nation as a whole.

Sources in the East favor a more traditionally-oriented system and a more complex government, with a monarch as the head of state and a chancellor as the head of government. They also want the government to have two houses; a Cabinet of Governors and a Assembly, each with equal power and checks and balances. They agree with the system to be used to elect the Parliament's members, but they prefer an instant-runoff voting system to be used to elect the Chancellor and the leaders of each state's state parliament, which they prefer to be called Governors.

The Kannexan delegation would like to ask, specifically from where will the Rhuvish people, heretofore republican, find a monarch, and furthermore where will they find the will to accept a monarch?

The Syrixian delegation notes that monarchs have played a large role in Rhuvish history. Before Rhuvanland became a republic there was a very old monarchy in place, controlled by the house of Rhuven, which the country is named after. The Rhuvens are still around today and treasure their kingly heritage, so the current patriarch of the Rhuvens, Franz Rhuven, would make a fine king. There are not much other people who are related to the former nobility and still are openly connected to it, so Franz seems the best option.

The Kannexan delegation inquires as to the circumstances and history (years and dates, please) of the fall of the House of Rhuven. If the Rhuvishmen wanted their monarchy back, it appears they would have reestablished the monarchy long ago. In addition, the Kannexans are concerned that the re-imposition of a monarchy will not only alienate Rhuvish republicans, but also appear to the Rhuvish people as the working of foreign regimes. The Rhuvishmen would not accept such a leader.

As a counteroffer, the delegation proposes a bicameral legislature consisting of the Senate and the Chamber of Deputies. The Chamber of Deputies will be, as mentioned, determined by mixed-member proportion, but the Senate seats will be equally divided among the federal states and be determined by single-transferable-vote. We will keep the federal system. A president, in lieu of the king, will serve at most two five-year terms as a constitutional protector and neutral caretaker of the political process.

The Syrixian delegation approves of the Kannexan delegation's organization plan, however it requests that for simplification's sake, the Chamber of Deputies become the larger of the two houses and be known as the Senate, while the original Senate shall be the smaller house of the two, as well as the upper house; and become the Federal Council.

Concerning the monarchy, the modern kingdom of Rhuvanland was established in 904 AD, and was ruled by the House of Rhuven as an absolute monarchy until 1329, when a peasant uprising in Dunorion, then known as Narien, established a constitutional monarchy. The House of Rhuven, however, remained intact and in control of the Crown. However, in 1911 the Ganau Revolution, named because it began with protests in the northeastern city of Ganau, established a republic, and the rest is history.

The East Rhuvish people support the return of the House of Rhuven due to the uncertainty of the hard times in Rhuvanland. They want a king to be their public face, and represent the great history of Rhuvanland. This, they believe, is the best way to approach unification, by combining the liberal values of a Republic looking to the future with the conservative values of historical appreciation and looking to the past; in order to appease both parties and forge a new, greater Rhuvanland.

Historically, the Senate has usually been the upper house. To avoid confusion, we would like to stick with the upper house staying as the Senate. The lower house may be the House of Representatives, Chamber of Deputies, National Council, etc.

Republicans in Rhuvanland find pride in the Ganau Revolution. The re-imposition of a monarchy by foreign powers such as ourselves would not fare well in Rhuvish public opinion. It would alienate the republicans, split the liberals and the conservatives, and allow for extremist parties such as Nebulan-supported socialists and fascists to arise.

Not really. A monarch would be able to unite the liberals and conservatives. The old royals returning would appease the conservatives, while a constitutional system with the king as the public face would appease the liberals. The Syrixian delegation would like to note that the Ganau Revolution occurred because of the corrupt, absolutist policies of the last king, Adolf III.

The Conservative Party of West Rhuvanland is republican, and so are many Liberals. The Social Democrats of West Rhuvanland are also republican. A very small portion of West Rhuvishmen desire the return of the monarchy. We suspect the same is true of East Rhuvanland. The history of the monarchy and the long-accepted triumph of republicanism in Rhuvanland give Rhuvishmen little will to accept a reinvigorated monarchy. West Rhuvanland also will not accept a leader imposed by foreign powers.

True; it would make our nations look like puppeteers, rather than kind assistants as we truly are. That said, the Delegation believes that we have an agreement on the governmental system.

The face of the government is a matter of media publicity and not of politics. Certainly, as the Chancellor is the leader of government, he or she may be the 'face' of the country.

It is crucial that Syrixia renounce all claims to Rhuvish sovereignty and that both Kannex and Syrixia pledge to support the United Republic of Rhuvanland.

We must decide the capital. I propose this: if the capital is chosen to be in the West, then the first president will be an Easterner. If the capital is chosen to be in the East, then the first president will be a Westerner.

Just some aesthetics: the Chamber of Deputies should become the Grand Assembly. Also, we believe in terms of where the capital should be, we should let the Rhuvish decide via referendum.
