Chancellor Alistair Minerva sat in a small meeting room, patiently waiting for the Minister of Foreign Affairs to appear. She had better hurry, he thought, we have a lot of work to do.

Minister Johnson walked in the room followed by an older gentleman in a faded brown suit with a bowler hat and a cane.

The Chancellor stood, "Minister."

"Chancellor. I am glad you were able to join me here."

"Anything for you Abigail. So, what is it that you need?"

"Well Chancellor. I have found our new ambassador to Syrixia!"

The older gentleman stepped forward and put out his hand. "Alfred Benjamin, Chancellor. A pleasure to make your acquaintance."

"A pleasure as well Mr. Benjamin. So Abigail believes you have what it takes to be our new ambassador."

"Yes Chancellor. I have travelled extensively, including to Syrixia. And I once was a professor of foreign affairs at Trident University. The Minister believes my knowledge and experience will help the Malvadian government better understand their Syrixian counterparts."

"Very well. You will be joining us during negotiations. We will send a driver to pick you up when it is time. We will be holding negotiations at the Mt. Chisinau Conference Center for the next week. Thank you."

"No thank you Chancellor."

The Ambassador quietly left the room. The Chancellor began to leave when the Minister stopped him. "Is there something else you need Abigail?"

"Yes Chancellor. I want you to remember to remain calm during negotiations. We do not need a repeat of what happened between Erwin August and McMasterdonia."

"I understand Abigail. I will be fine. You just focus on organizing the team."

"Yes Chancellor."

The Chancellor left the room. The Minister stood in thought for a moment and then left for her office.
 
Mr. Alfred Nursson (the Prime Minister) had just gotten off the plane along with Mr. John Sirus (the Deputy Prime Minister) flying from Guslantis and the Battle of Pigletville. Compared to the hellish and stormy scene of Pigletville due to the battle, Malvadiana was a fair, warm and calm place. The city was beautiful.

Nursson's guards saw a taxi with a Malvadian license plate. They called and got in. "Take us to the Chancellor. I'm the Prime Minister of Syrixia." said Nursson. Within minutes, the taxi pulled up in front of the Malvadian government building.

(OOC: My characters don't know you're in Modino Maro; so perhaps you could come to Malvadiana? They wanna see your government building, word is its exquisite.)

"What do you mean the Syrixians are in Malvadiana!?! And they took a taxi!?!"

"Yes Chancellor. Apparently the Syrixians wanted a tour of the city. They heard some rumor we have an exquisite government building."

The Chancellor was fuming. "The building isn't even finished yet! Ugh, never mind. Get the plane ready. Contact Abigail and the new Ambassador. We will fly to Malvadiana. Perhaps we could give them a tour of the whole country."

"Yes Chancellor."

The aide left the room, leaving the Chancellor as he began to mellow out. The Chancellor opened a drawer on his desk and pulled out a container of pills. He opened it, took out four, and swallowed them. He sighed, "I need a vacation."
 
Mr. Sirus looked up at the scaffolding on the government building. "I think we may be in the wrong place. The taxi man said they took us to the government building but they dropped us off in front of this construction site!"

"Make no mistake, though," said Mr. Nursson, "this is the capitol building of Malvad. We're definitely in the right place. Damnit, I told you they were in Modino Maro!"

The two men walked off to so nearby fast food restaurant with their guards andpicked up some sandwiches. Then they took a quick drop by a coffee shop and picked up some tea bags and a mug. Mr. Nursson made his homemade tea for all the guards and Mr. Sirus.

They all then sat down on a large bench outside the Capitol building and ate, knowing Chancellor Minerva would arrive soon.

It had been a very long three hours. The Chancellor had to fly back to the capital after setting everything up so that he could operate from Modino Maro. The Syrixians were off somewhere in the city and none of the security agents had tracked them down yet.

Without an office to go to, the Chancellor was forced to work from a makeshift office on the plane. This is embarrassing, he thought, I deserve better than this no matter how much longer I am in charge.

An aide entered. "Chancellor, an agent thinks he has found the Syrixians. Do you want them brought here?"

The Chancellor looked to the aide. "No my dear. Send a motorcade. The Syrixians came here to see the sights. So we will give them some. Take them to Lake Arcadia. They should enjoy it."

"Yes Chancellor."

"And make sure Abigail and the Ambassador join us."

"Of course Chancellor."

The aide left the room. The Chancellor gathered some papers and followed the aide.
 
"Mut'qaad! A motorcade!" said Sirus. "Those Malvadians just went up a notch in our book; this is certainly better than a taxi!" Then, the motorcade picked them up. Nursson made his lovely tea (and drank it) and Sirus sat reading Tolstoy's War and Peace.

Nursson, however, actually saw the sights and he was admittedly impressed. He was face-to-face with the stunning city of Malvadiana and the serene Lake Arcadia. After a couple hours of fun and enjoyable sightseeing, (as well as a huge gaining for the Foreign Affairs database) Nursson finally had had enough.

"Excuse me, sirs," the Prime Minister kindly requested. "Could you take us to the airport? I'd like to rendezvous with Chancellor Minerva, who is probably flying in from Modino Maro. Atleast, that's what I'm guessing."

A security agent responded to the Prime Minister, "Mr. Prime Minister, The Chancellor is on his way here now with the foreign affairs minister and our new ambassador. Please sit tight. The Chancellor wishes to show you the beauty of Lake Arcadia at night." A motorcade appeared along the road behind them. "Ah, this must be them now."

The agent stepped towards the motorcade and opened the door of the middle SUV. An agent stepped out, followed by the Chancellor. The Chancellor began moving towards the Prime Minister and put out his hand. "Prime Minister. Chancellor Alistair Minerva of Malvad. It is a pleasure to make your acquaintance."
 
"Likewise, lad!" said Nursson. "Alfred Nursson. Prime Minister of Syrixia. And this is John Sirus, my predecessor; and now Deputy Prime Minister."

Sirus chimed in, "Lake Arcadia was quite nice, but, if I may, could we please get to the negotiations? I believe it would be beneficial for both nations if we did so."

Nursson rolled his eyes. Sirus was impatient by personality; though he had a point. It was time to negotiate, at long last.
 
"Your Deputy is very straight forward Prime Minister. I think our Ambassador to Guslantis reported on that when he visited Pigletville. But anyways, yes we can start negotiations in the morning. A plane is ready to return us to Modino Maro. The Syrixian Embassy has already arranged for you to stay in Modino Maro's top hotel. A convoy will pick you up in the morning to take you to the conference center. Now please follow the agents to your motorcade."

The delegations went to their motorcades and took off for the airport.

It had been a long night for the Chancellor. But on the bright side the Syrixians were at least in the right city and negotiations could finally begin. The Chancellor hoped that the Syrixians had a negotiation plan ready when they came to the table. He did not want this to take forever.

An aide ran up to the Chancellor. "Chancellor, here are the documents you needed."

"Thank you my dear. Are the Syrixians here yet?"

"They should be on their way now Chancellor."

"Good good. Alert me when they arrive. And make sure the conference room is ready to go."

"Yes Chancellor."
 
The motorcade arrived right on time, as per usual. Nursson stepped out first; then Sirus. The guards followed. "I trust we're in the right city this time, lads?" Nursson laughed as he and the others stepped into the conference building, and then the conference room itself.

It was negotiations time.
 
"The Syrixians have arrived Chancellor. They are in the conference room."

"Good. Let's begin."

The Chancellor proceeded into the the conference room, followed by the foreign minister and the ambassador. The minister and ambassador moved towards their seats while the Chancellor approached a podium at the front. "Greetings everyone and welcome to this historic day. I am glad that the Syrixian government has agreed to negotiate with the Malvadian government for better cooperation and a better relationship between our two nations. To start the process each delegation shall present their plan for the negotiations. As they are the guest nation, the Syrixian delegation shall be given the honor of presenting first." The Chancellor nodded towards the Prime Minister and proceeded to his seat.
 
"After a brief discussion with Parliament we have decided to cordially invite Malvad to the Compact of Free Association, and we have also wholeheartedly accepted their application to receive international flights conducted by Aria Airlines." said the Prime Minister. "In addition to this, we also would like Malvad and Syrixia to cooperate in terms of future military operations and possibly a training program, and we'd like to see Malvad formally visit Syrixia; newspaper documentation, a tour of the country, all of that. That's all the major items Parliament could think up."

Nursson laughed, then sat down in his seat and took a sip of his homemade tea.
 
The Chancellor stood. "Thank you Prime Minister. Already off with a lot to discuss. The Malvadian foreign affairs team has organized a shortlist of what we wish to accomplish at this meeting. A sheet will be passed around to everyone. Going down the list we start with a free trade agreement. In this region trade is essential and it is always good to break down any barriers that may prevent it. Next we would like to work on a defensive pact and possible military bases in our two nations, some of them joint. However we do want to stress that we do not wish for this to lead to an increase in militaristic policies, in Syrixia or Malvad. Third we want to start a scientific research agreement to benefit our two nations. We wish to see the scientific community grow. And the last item, we want to negotiate giving Syrixian and Malvadian companies special priority and access in each respective nation. As said we have already allowed Aria Airlines access to Malvad and are willing to negotiate further access. Thank you. Now, where do we want to start?"
 
"Well, on the Free Trade Agreement and military pact, the GNPTA and Compact of Free Association can cover that. I believe Malvad is already a member of the GNPTA, so that helps. The Compact of Free Association will suffice military-wise, though JOINT military bases will need separate discussion." said Prime Minister Nursson.

"What I think we should work on first is the scientific research agreement. Syrixia has state-of-the-art scientific facilities in the hypermodern city of Asihelm that could be of use to such an agreement. Currently we are delving into cloning to help some of the underpopulated provinces populate themselves as well as using the clones for medical research and anthropology. However, while that is our highlight, we have many other projects Malvad may be interested in, such as carbon nanotubing and controlled atom movement." he continued.
 
The Chancellor stood for his response. "Before we begin negotiating a research agreement I would like to comment on free trade and military work. While Malvad is a member of the GNPTA, the organization is not a free trade association. It is only a means to expand trade in the region. Malvad wishes to make trading easier with Syrixia. On militarization Malvad is willing to enter into the Compact of Free Association, but wishes to negotiate further military cooperation." The Chancellor paused in thought for a moment and turned towards Ambassador Benjamin. "Now, the Ambassador will be leading our negotiations on science research." The Chancellor shook hands with the Ambassador and handed him a file. "Good luck Mr. Benjamin."

The Ambassador proceeded towards the podium. He pulled out reading glasses and opened the file. "Thank you Chancellor. In introduction, I am the new Malvadian Ambassador to Syrixia, Lord Alfred Benjamin. I have visited Syrixia many times and recently retired as professor of foreign affairs and socioeconomics at Trident University. Now that you know me, we can begin. While Malvad is hesitant to contribute to research in cloning, we are interested in sending a team of analysts to study the results of your experimentation. Now the government has made up a shortlist of general plans, commitments, and facilities. Malvad wishes to setup a joint research facility in both nations with research determined by a team of researchers and contractors. Malvad is committed to starting a region-wide scientific organization to further improve the lives of all citizens and nations. Further plans can be made once a general agreement has been outlined. Thoughts?"
 
"A region-wide scientific organization would be much needed, as nations would be more advanced technology and research-wise due to such organization. We would be happy to co-found one with Malvad." said the Prime Minister.

"Also," the Deputy Prime Minister chimed in, "We would gladly welcome a Malvadian analyst team to check out our experiments."

(OOC: I read your post a while ago about Vienna and how it wasn't as good as before and Ronald Vicci and all that. Since I'm not sure if Vienna has been restored yet, I will make such question OOC. If Vienna hasn't been restored yet, pretend the Deputy Prime Minister asked if Syrixia could help restore it and other cities and towns harmed by Vicci. If Vienna has been restored, ignore this OOC bit. Tell me which is true in your next post, plox.)
 
"Excellent!" the Ambassador exclaimed, "We can begin writing up a science agreement immediately. Now I think the Chancellor can best explain the situation in Vienna and our other cities. Chancellor."

The Chancellor stood. "Thank you Ambassador. Our cities continue to improve everyday. Vienna has gained back a great deal of its culture and general happiness. Perhaps we could establish a Syrixian-Malvadian Cultural Center. It would help the city greatly. The other major southern cities, Modino Maro and Malvad City are doing quite well and are serving as major political and economic centers respectively. Farther north there are some issues. Tiraspol was devastated by firebombing and is currently in the process of being rebuilt, which is costing millions of Modarns. Economic and infrastructural help would be greatly appreciated. Trident survived the bombings well and is back on its feet as our rum capital. We'll send you some of our rum. Malvadiana is a logistical nightmare. It was being built as our capital until Vicci took power. A majority of construction was destroyed during the main battle that took place in the city center. We are trying to rebuild but it will take much longer than expected. We may move the capital to Mavis on the Central Western coast. And finally Vicci's capital Viccea will remain a husk until the government comes to a consensus on how to deal with it." The Chancellor sat down and waved his hand towards the Ambassador.

"Thank you Chancellor. To summarize, we would very much be thankful for economic support as we continue to rebuild. Any help would be greatly appreciated. Thank you Mr. Deputy Prime Minister. We can add this to the discussion."
 
"A Syrixian-Malvadian Culture Center sounds good." the Deputy Prime Minister remarked. "On the subject of Tiraspol and Malvadiana, Syrixia would love to help you rebuild, especially in Malvadiana. A capital needs to look its best, after all; for it is what most get their first impressions of a nation from. Around 37% of all tourists in Syrixia, for example, do not know much at all about Syrixia outside Balamb, and Stonessfurd of course, though it isn't our capital."

The Prime Minister chimed in, "On the subject of Viccea, I've been exchanging quick whispers with Mr. Sirus and we've agreed to suggest it is revived, and a museum is built in the city. Fallen regimes, especially really evil ones, attract a lot of curiosity about what they were like, how they operated, and how life was under their iron fists. Viccea, being a constructed settlement, should not be unused as it is a waste of good building time, regardless of if it was constructed by an evil regime or not."

"Plus, a museum would satisfy the aforementioned curiosities of some people and get the historically oblivious to learn the history of Malvad, regardless of how recent or far away it is. And it'd bring in lots of city-rebuilding money from museum admittance revenues. Altogether, Viccea, while being a symbol of an evil regime, also has the potential to be a functioning city." the Prime Minister continued.
 
The Chancellor pondered in thought and then looked towards the Prime Minister. "Mr. Prime Minister, we have met common ground on a majority of our topics of discussion. The Malvadian government is prepared to begin drafting the agreements. We can compile our agreements under a singular treaty between our two nations. But before we write up the treaty, is there anything else the Syrixian government wishes to discuss?"
 
"Everything I proposed is basically all that Parliament discussed before Mr. Sirus and I came here. I think that for now, what we've gone over today is quite sufficient. I recommend we make a clause wherein the treaty can be amended if both nations agree, so that new ideas, if proposed, can be discussed and added as amendments in the future." the Prime Minister said. "Thus, I recommend we begin drafting the treaty and then proceeding to release it so other nations can commentate, like they did on our recent amendment to our constitution. With that utility at our behest, we can have better ideas for the future incase another discussion and/or amendment is needed."
 
"I propose that we break off into our separate delegations and reconvene when each nation has a draft of the treaty. We can then work out any remaining issues and present the treaty to our respective governments so that it can be ratified."
 
Malvad:
Malvad is willing to enter into the Compact of Free Association, but wishes to negotiate further military cooperation.
"Oh, and, before we split, I'd like to clarify what you mean by further military cooperation. You've already established, I believe, that we could exchange military bases and participate in joint military operations. Are there any current Malvadian operations we can participate in, or any Syrixian operations you'd like to join? Perhaps a mutual training program, or perhaps we could co-author some sort of "Day for the Veterans" act for the WA? What do you think?" said the Deputy Prime Minister.
 
"Ah yes," the Chancellor responded. "We do wish to exchange military bases and have joint ones as well. I think it would work well for both of us if we did joint military exercises. Malvad is not currently in any operations but will work with Syrixia in the future if we require assistance. And finally we could enter into a defensive pact if Syrixia is willing."
 
"Parliament and I wanted to settle that need for a defensive pact via the Compact of Free Association however in this case something special is more needed. Thus, I believe the discussion of a defensive pact is needed, and we can make that its own article in the Treaty." said the Prime Minister.

The Deputy Prime Minister nodded in agreement.
 
"Agreed." said the Prime Minister.

(OOC: How do we go about it from here? I recommend we don't put any official-looking stuff on it like seals or signatures or fancy fonts; just the articles and the terms. I'll let you draft yours first since I'm very busy and I don't have the time to collect all the stuff. A revised Syrixian version (revised so it has our point of view whereas yours has, well, yours) can be presented along with yours when our characters reconvene.)
