Noting the annual reoccurrence of shenanigans occurring across the multiverse close to or on the so-called 1st of April:

Concerned that these shenanigans will strain international relations, causing divides between trickster parties and those they trick.

Hoping that all members of this Security Council will remember to hold each other in the highest regard during this international period of foolish fun.

Hereby declares that foolishness is an act forgivable by the Security Council.

Overview
This resolution is seeking to make a declaration regarding "On International Foolish Behavior", which the resolution refers to the tactics (or antics, however you want to call it) around April Fool's Day, a day which falls on the 1st of April each year if you use the Gregorian calendar.

Recommendation
The resolution proposal lacks a forum draft, and, more important, lacks humour. If you missed the joke due to your nation IRL not observing April Fool's Day, you didn't miss much. The resolution proposal not funny and it's not particularly foolish either, except making the author look foolish.

For the above reasons, the Ministry of World Assembly Affairs recommends a vote Against the at-vote SC resolution, "On International Foolish Behavior".

This is at vote. Also somehow this is my first IFV to be longer than the actual resolution itself (121 words for the IFV, 73 words for the actual resolution).
