Seeking to reinstate a similar ban on chemical weapons, as was in place via GA#272 "Chemical Weapons Accord" before its repeal, and
Emphasising that such a ban would not put member states in danger of being attacked by non-members, including via chemical weapons, as such weapons are often ineffective in any event...
The General Assembly hereby enacts as follows.
- For the purposes of this resolution, "chemical weapons" are all weapons used in an area which release toxic chemicals, and which would thereby endanger or take the life of a person if used within that area.
- No member state may use, make, stockpile, or trade in chemical weapons, nor may chemical weapons be used or stockpiled within a member state.
- All member states shall begin preparing to dismantle any chemical weapons which they may have, or which they know are being possessed by other actors within their jurisdiction, immediately after this resolution comes into force for them, if they have not done so already. Such dismantlement must proceed and be completed as soon and as cost-effectively as possible, while minimising any harmful impact on safety.
- Where chemical weapons are used within a member state contrary to Article b (including by actors not subject to this resolution, such as non-member states), that member state is encouraged to mitigate any environmental damage caused by their use to the best of its ability.
- Each member state is strongly encouraged to take proactive measures to ensure that persons within its jurisdiction dismantle their individual or collective stockpiles of chemical weapons with due haste; and is required to destroy any previously unknown stockpiles within its jurisdiction which it discovers after this resolution comes into force for it.
