The World Assembly,
Concerned that section (1)’s definition of “Authority” relies too heavily on the agency of WA Member States without sufficient parameters at the cost of universal standards for husbandry feed chains;
Explicating therefore that such member-state-sanctioned institutions do little to emphasize universal standards by:
- Delegating virtually all important functions of animal husbandry feed chains including toxicology, additive utilization, veterinary drugs and nutrition to WA Member States;
Worried that such delegations of husbandry therefore fails to give universal standards to which WA Member States can:
- Determine the effectiveness of the Member State’s protocols in toxicology, additives, nutrition and veterinary drugs;
- Cross-examine and report potential methods to which may have either improved or reduced the quality of such services offered by authorities and;
- Assess whether section (5)’s auditing trails held by Member States hold any validity without international observers to ensure overall accountability and controls;
Relenting therefore, that in order to rectify this, the establishment of the WA Food and Drug Regulatory Agency (FDRA) leaves lacking the achievement of such regulatory control since the extant provisions argued above leave variability too far to reason within the confines of which the corresponding section (8) asserts for effective regulatory stipulations;
Explaining this in the fact that WA Member States may outsource to the FDRA but the FDRA itself cannot ascertain any standardized controls on its practices as the agency is far-removed from the matter of many of its other WA states who may have sufficient technology or resources, therefore making the agency superfluous in this matter;
Seeing not the aims to why the agency is necessary nor the claims to which animal husbandry feed chains are being sufficiently regulated;
Hereby repeals, “Animal Husbandry Feed Chain”.
