The arguments have absolutely no basis. The first one basically says "why aren't we focusing on other things". The second one seems to be the basis of the argument, but doesn't make sense as good faith interpretation implies and the target says such fees must be "fair and reasonable" and are adjusted according to each member-state. The third argument is an absolutely fluff clause and basically just says "we can live without it". The fourth one just doesn't make sense, as it seems to be completely misinterpreting what "neutral international territory" is. The fifth one is just pulled out of a hat, that's not a real argument.
This is like saying the UN should meet over zoom. Overall, a very poor resolution.
