I think it's a dumb situation, but it appears that the error was made and thus the law is clear: A citizen can no longer renounce their citizenship, and thus the Speaker can't remove anyone from the citizenship rolls without the citizen in question leaving, going inactive, or any of the other enumerated reasons.
I can't see another possible ruling. It's up to the RA to change the law and reintroduce the possibility if a majority wants it.
