Executive Office of the Delegate

Can the government provide a short statement, either in this topic or subforum or to the Regional Assembly, on why we're closing embassies with The Pacific? Thanks in advance.
I will be releasing a statement on the opening of the embassy with EoGB and the closure of the embassy with the NPO shortly. I'm also writing a speech for NationStates Day, which will hopefully be released today as well.

Advocate General

Good evening,

Following the passing of the court reform bill, it is now up to me to appoint the first Advocate General. Now that the judicial elections have also passed, I feel comfortable making this very important appointment. The Advocate General will serve as the main prosecutor in The North Pacific, and advisor to the delegate on legal matters, should I request it. For this task, I have chosen someone who is more than capable of fulfilling this task. They have undeniably some of the most legal experience in this region, and they have my full confidence. As a former Chief Justice, Speaker, everything legal related, I know that they will do a wonderful job.

It is therefore my honour to appoint @Sil Dorsett as Advocate General. This appointment is subject to a majority confirmation vote, so I also ping the Speaker (@Foskeburg) to set the legal workings in motion.

Congratulations, Sil, you'll be great.

Signed,

On Recent Embassy Changes

Good afternoon,

Apologies for the lateness of this statement. Tlomz and I were both rather busy this past week. Anyhow.

Since the events that transpired earlier this year, The North Pacific has chosen to approach its relationship with the New Pacific Order with caution, patience, and the hope that time and reflection would encourage a meaningful change in conduct and foreign policy. Following the Outback scandal, we deliberately chose not to sever ties outright. While the actions taken by leading members of the NPO during that period deeply damaged trust, our government elected to leave the embassy in place as a signal that accountability, reform, and genuine reflection remained possible.

Unfortunately, that hope has not been met.

The appointment of Syberis as successor to the Empress is the clearest indication yet that the NPO has not taken responsibility for its past conduct. Syberis was directly and intimately involved in the events that led to the Outback scandal and the subsequent collapse in trust between our regions. His elevation to the highest position within the NPO does not reflect remorse, accountability, or a willingness to change course. Instead, it suggests the opposite: an entrenchment of the very behaviours that fractured relations in the first place.

This decision comes in the broader context of the NPO’s post-PPO actions. Despite having dissolved their treaty with LWU during the scandal, the NPO moved to cooperate with LWU immediately afterwards. That choice further demonstrated a continued disregard for the harm caused and reinforced the perception that the NPO was unwilling to rebuild trust or act with transparency toward us. At the time, the government chose not to close the embassy, an approach taken under a different Delegate, who opted to see whether the NPO would recognise the seriousness of the situation and correct course.

However, the appointment of Syberis makes clear that such a correction will not occur. It is the final and decisive indication that the NPO does not intend to take accountability for its actions, nor does it wish to pursue a healthier or more stable relationship with The North Pacific. Accordingly, we can no longer justify maintaining an embassy with the New Pacific Order. The door we once left open in good faith has now closed. For the foreseeable future, we will not be waiting to see whether the NPO chooses a different path. Our diplomatic resources and attention are better directed toward partners who act with integrity and mutual respect.

On a more positive note, though, even as we close one chapter of our foreign affairs, we open another. As you all are aware, we have officially established an embassy with the Empire of Great Britain.

Our region has always sought partners who operate with clarity of purpose, transparency, and a genuine commitment to constructive engagement within NationStates. In our conversations with the Empire of Great Britain, it is evident that they share these values. Their forthcoming transition to Frontier status and their aspiration to be a productive force in both Gameplay and the World Assembly reflect a region invested in the broader health of the world.

The approach made by the Prime Minister was thoughtful, forward-looking, and grounded in a desire for positive cooperation. They recognise that The North Pacific has long served as a stable, experienced presence in the international sphere, and they expressed a clear interest in developing a relationship built not on dependency, but on mutual respect, guidance, and open communication. Their existing network of on-site embassies with several of our treaty partners is further evidence that they understand the responsibilities of diplomatic engagement and the expectations that come with it.

For our part, The North Pacific welcomes the opportunity to work with a region committed to responsible governance and constructive participation. We believe the Empire of Great Britain has the potential to become a valuable partner, one eager to learn, eager to contribute, and eager to build durable connections rooted in good faith. Establishing an embassy is the first step in what we hope will be a long and productive relationship.

At a time when we are choosing to step back from relationships that no longer serve our region’s interests or values, it is equally important that we invest in those that do. Opening an embassy with the Empire of Great Britain reflects our confidence in their direction, their intentions, and their potential role within the wider community.

We look forward to welcoming their diplomats and exploring the opportunities ahead.

Minister of Defence

Good afternoon,

Until a suitable replacement for Koopa is found, I will appoint myself as Minister of Defence. This is to ensure compliance with the legal requirement that an Executive Officer for military affairs is appointed.

Thank you for your service, @Koopa103, and good luck to me!

Senior Gameside Advocates

Good afternoon,

Given that there are quite a few open Regional Officer slots, I've decided to appoint three members of the Gameside Advocate team as Senior Gameside Advocates. They will have on-site authority to suppress rule-breaking posts and increase our coverage on the RMB. They are the following people:
Please take your oaths.

Congratulations on your promotions! You all deserve it for your tireless work keeping the RMB orderly and clean.

Chief of Staff

Good afternoon,

I was recently approached by a very special someone who we're all very familiar with. A former delegate, and known to be one of the best delegates we've had in recent years. An absolute workhorse, former basically everything, and partly credited for my success in his commendation. I think you already know of whom I speak, and that is, of course, the one and only Kaschovia.

It is with great pleasure that I hereby announce the appointment of @Kaschovia as Chief of Staff. As a senior member of the Executive Office, he'll be put to use to assist both me and the rest of the cabinet in executing their duties. He'll be the wild card of this administration, and I have full trust in his ability to help this administration fulfil the agenda that I outlined in September.

Good luck to Kasch the Great!

Acting Minister of Integration

Good afternoon,

The government is committed to close cooperation between different ministries, and part of that requires regular cabinet meetings. To gain access to one of these meetings, one has to be a member of the Executive Council. Because they're appointed by the Delegate, they turn into government officials and are obligated to take an oath.

Now, because Treek was selected by Orange as acting minister for the duration of his absence, I'm hereby officialising that with an appointment. That way, Treek can attend the meeting that we'll be having later today.

I hereby appoint @Treekidistan as Acting Minister of Integration for the duration of Orange's absence. Congratulations, and please take your oath.

On the Release of New Delegate Directives

Good afternoon,

As you might've noticed, I just released a bunch of Delegate Directives. This is only the beginning.

In the following term, should I be elected, we'll continue the work with a draft almost ready for the North Pacific Army. Furthermore, I invite everyone to pitch in if they have any ideas for further reform or change to the old (or new!) directives. I'd especially like input on the medals directive, given that there's currently a discussion in the Regional Assembly regarding two potential civilian and military awards. Input on design, naming and application would be much appreciated.

You might also be wondering if the entire executive now falls apart because of the revocation of a couple of directives that lay out important parts of the executive government. Fear not, for these institutions will continue to function as they are. The ultimate changes to them will be codified if necessary.

For any questions regarding these changes, feel free to ask. I'm happy to clear up any confusion or answer any questions regarding the new status quo.

Gameside Advocate Dismissals

Good evening,

I hereby dismiss @Maurnindaia [fr] and @Noclaf95 as Gameside Advocates. They, alongside @The SAS, are hereby also ejected from the Executive Staff and banned from serving in my administration until further notice.

I will be withholding a more detailed statement due to the sensitive nature of these dismissals.

Minister of Foreign Affairs

Good evening,

I hereby appoint @TlomzKrano as Minister of Foreign Affairs. He accidentally vacated office because he's moving across the United States and thus did not have the opportunity to log in to our forums. I have no reason to believe he won't be able to execute the duties of this office.

Congratulations, Tlomz. Please take your oath.

@Halsoni Mr. Delegate, when Tlomz vacated office last week, he had been occupying three positions, one of which he has since resumed. The other two were security councillor and court examiner. He has seen fit not to reapply to the SC, but no word was given as to the position of court examiner, which remains vacant. Will a decision on filling this vacancy be forthcoming?

I haven’t found a suitable candidate, but if folks are interested in the position, they should make themselves known.

I probably am not suitable, but would like to make myself known of the interest regardless, if there is a more proper place to contact you at? I understand it is an appointment by you, but attempting to research further I kept getting outdated forum stickys saying you needed to be a bar member, not knowing the bar has been dissolved, and wanting to make sure I even met a requirement if any to have expressed interest even entertained, I submitted an application, in attempt to meet any prerequisite before expressing interest.

So, I just would like to point you to that, if anything to save me from having to repackage the information and redistribute it.

Thank you for your time, and if there is another place I'm supposed to express interests at, instead of just crumpling this useless application up, it serves its purpose to at least provide background information and my reasons for holding interest.

Senior Gameside Advocate Demotion

Good evening,

I hereby demote @norry from Senior Gameside Advocate to a regular Gameside Advocate. They experienced a grave lapse in judgment regarding the Vibonia situation, and while I am not of the belief that they are cut from the same cloth as the people I dismissed, I do think this should be met with some form of reprimand. They will no longer have authority over other Gameside Advocates and will not be able to serve in a Regional Officer spot if there is an opening. A statement from them will be forthcoming.

Please take your oath.

On Recent Dismissals

Good morning,

As you all may have noticed, I recently took action against several officials in my administration. I dismissed multiple people from their positions as Gameside Advocates, Deputy Ministers and Executive Staffers for their association with Vibonia, and more specifically, a server called APANN. Let me be crystal clear on this. We do not tolerate racism. We do not tolerate homophobia. We do not tolerate bigotry in any way, shape or form. And we do not accept any government official partaking in, endorsing or in any other way condoning such behaviour. We are an inclusive community, welcoming people from all over the world with a diverse array of backgrounds, ethnicities, sexualities and more, and it is imperative that the environment we foster does not exclude or discriminate against any individuals based on things they cannot change about themselves. When groups we align ourselves with are exposed for harbouring bad people, we hold them accountable. While I do not anticipate further action to be taken against members of my government at this time, if new information regarding government officials in compromising positions comes to light, I will not hesitate to remove them from the executive branch.

When Picairn resigned from his position as President of Vibonia amidst much controversy, an investigation was launched into the region to see who the legal successor was as part of our piling operation there. The Perdition moderation team then found rather damning messages sent by various members of Vibonia where they made racist comments about Indian people and Jews, among others. This was already a major cause for concern, and when this eventually got exposed, the region shut down shortly after. Among those implicated were several players either formerly from TNP or who maintained citizenship in both regions. Following that, more discoveries were made, and more screenshots of a more private area of the Vibonian community were leaked. This brings me to APANN.

APANN is a social server, a concept that is not uncommon in NationStates. This chatting space, managed by a now banned individual and danger to our community called Neptune, was very different to the regular brand of social servers in this game, however. It was filled to the brim with the most heinous language and shameless bigotry I’ve ever had the displeasure of seeing. The document I received contained 63 pages of screenshots showing repeated use of the n-word, r-slur, f-slur, anti-semitic falsehoods, offensive emojis, sexually explicit language, and blatant racist rhetoric. Another document I received contained messages sent to the whistleblower that were threatening, hypocritical and malicious.

The individuals implicated in these documents are, for the most part, former and current TNPers. It is disappointing to see that members of our community, many of whom we considered friends and good people, turned out to engage in such things, or saw nothing wrong with those who did. I am sorry that we could not catch any of this sooner. What concerns me still, though, is the fact that some of these people remain in our community. While TNP Moderation took what action it could, and we are grateful that the worst offenders have been removed from this community, there are still many who were involved or condoned what happened who remain, and have not suffered any consequences. I do not believe that we should allow these people to continue their time in our region without being reminded of what we stand for. We are the region of second chances, and I fully believe some of those implicated can be redeemed, but they must own up to their mistakes and lay out to us why exactly they thought any of this was okay.

It is for that reason that I call on all those players who partook in this behaviour and toxic community to take responsibility for their severe lapse in judgment and apologise to the community. I do not think you are bad people, but I do think you haven’t held yourself to the standards of our community. Especially those who hold office or are in any other way a significant presence in our region. Take the high road and be the bigger person by taking responsibility and showing us you do not endorse the behaviour shown in the evidence provided to TNP Moderation and me.

Thank you to the TNP Moderation Team for their work on combing through the evidence and making difficult but sound decisions on it. Your service to our community is extraordinary and not something we should take for granted.

My final message is to those who endorse this type of behaviour. You are not welcome here. We do not accept you.

The North Pacific will not tolerate the intolerant.

Signed,

Halsoni

Regarding APANN and Coming Forward about My Involvement

A little background: around the mid-year of 2025, Neptune created the server and invited a few of his trusted friends—me included—because of Ulmer’s (Lionsroar) “iron grip” on Vibonia. Neptune and Nutmeg were complaining about how Ulmer dismissed them as OOC Administrators out of the blue, without even giving them a chance to ask for an explanation as to why, and I was there primarily to hear them out. I was unaware of this mass dismissal because I had left Vibonia earlier around April of the same year to take a short break, so I, too, was flabbergasted. I also expressed my frustration with Ulmer and how bossy he could be at times. We also talked about how Vibonia had “lost its way,” and the vibe was being ruined (yes, this was a thing for a while, way before Picairn). The main grievance behind the vibe being ruined was that Vibonia took itself too seriously, and what was once just a small friend group was now rapidly expanding beyond what was “originally intended” for it, which was to remain a small region where friends hang around.

Once everyone else got comfortable enough, once everyone thought that the space was private enough, they all started sharing racist, homophobic, bigoted, ableist, and downright dehumanising memes, memes making fun of Jews and advocating for their extermination, repeated usage of racial slurs over the course of months… I think most of us have read the document already. Yes, this was deeply, morally wrong. Nothing I or anyone could ever say will ever justify or excuse anything that happened in that server. Even “dumb teenagers” still know better than to spew out racial slurs and engage in bigoted exchanges. This is deeply, completely unacceptable, and I apologise for being a member of said server.

I will not hide behind the fact that I did not directly contribute to or engage in any of this, because at the end of the day, I’m still responsible. I still stayed in that server the whole time and stayed quiet about it. I still allowed that culture to persist for an unacceptably long period of time. Just by being in that server and not doing anything about its continued racism, I indirectly contributed to its harmful environment and, even as a passive participant, endorsed it via my association with the server. I am not, nor will I ever, excuse my involvement and association with them, so I am deeply, deeply sorry for everything.

I stayed in that server despite the severely toxic environment because I had no other friends to go to. They were the only ones that I had, and they were the only ones who would listen to my problems whenever I had any. I stayed quiet because I was afraid. Afraid of being expelled from this region, and afraid of being shunned by the same people in said server. I did not think any of it was okay at all, not even for a second. But despite that, despite the option of my saying something and doing something about it, I didn’t because I was too afraid. I recognise that I should’ve surrounded myself with better people and not stayed silent about this whole thing, but I didn’t. I sincerely apologise for not doing so, and I sincerely apologise for my severe lapse in judgement. I choose to be honest now because it is the right thing to do. I’m voluntarily choosing to say this now and come forward because I want to do the right thing and own up to my mistakes.
