Welcome to Mayari Industries® Terminal Amalgamated Biometric Linked E-commercial Transference® (TABLET™), version 17c.

The Mayari Industries®TABLET™ is a portable computer, digital payment, and public early-warning system for interstellar travel and daily convenience. Originally, it was a digital wallet commissioned by the Galactic Exchequer in partnership with Mayari Industries® to develop the first digital payment system in the United Stars as part of the Currency Digitalization Act. Aside from monetary transactions, TABLET™ provides emergency-level information to any designated user in a defined unsafe radius. Its services rely on rapid dissemination to immediately advise, guide and warn designated users in life-threatening situations.

To perform its services to the fullest extent, this portable device has audio, video, and holographic call uses with compatible devices. It can also be equipped with a wide range of portable modules for added functionality. This includes short-range environmental scans, biosign monitor alerts, LIDAR, etc.

System usability has been expanded to provide general information on various topics for all kinds of purposes. In addition, Mayari Industries® has developed specialized models for careers and other areas. TABLET-EDU™, flagship product of Mayari Industries® line of specialized models, is used by students and teachers in partner planetary school systems.

Mayari Industries® has entered a new partnership with the Hall of Records (HALOREC) and the Commission on Government Administration (COGOV) to develop an exclusive TABLET™ model for official government use. A device that will integrate and synchronize state information-based technologies and information traffic.

Treaties, agreements, and laws:
Sekari Reconciliation Act - Sanctions on the Sekari Empire will remain as long as it does not recognize its abusive conquest wars and pay reparations to the United Stars and refugees of the worlds annexed by the empire. Economically, it imposes higher tariffs and stricter regulations on Sekari imports. In administrative areas, the USG Diplomatic Corps has shunned invitations to participate in Sekari public events. On scientific endeavors, the United Stars prohibits cooperation in military research and requires guarantees on full transparency before Galaxian scientists can work with any Sekari. There are also targeted sanctions on high-ranking Sekari government officials, including members of the Imperial Family and related businesses. Targeted sanctions include financial, trade (on particular goods), cultural, and travel restrictions. The Ottan Republic, a Sekari vassal state, is excluded from economic sanctions.​

General Assessment of Relations:
Sekari-USG relations began around 400 orbital periods ago, when the Sekari Empire invaded Strone 7R71, a pre-FTL world, and Eomia, an early space-age world, in Sector 12. The United Stars had established long-standing relations with these planets. The invasion prompted immediate diplomatic protests from the United Stars, followed by a series of sanctions to prevent the entry of Sekari businesses in Federation markets. The United Stars attempted to strengthen threatened planets through financial and military aid. Despite their efforts, the Empire annexed most planets, including those aided by the United Stars. During the last several Sekari conquest wars, the United Stars focused on rescuing and resettling refugees.

250 orbital periods ago, the Sekari invaded the J'noru Empire, a formidable Galaxian ally. The United Stars declared war against the Sekari Empire. The war lasted nearly 10 orbital periods as the Sekari broke through defense lines. The resistance dwindled. Soon after, the J'noru government capitulated. In the end, more than 300,000 Galaxian soldiers died. The war cost the USG Government trillions. The defeat, combined with the surge of J'noru refugees, left a permanent memory among Galaxian citizens that constitutes much of the present anti-Sekari sentiments. After the war, it took 100 orbital periods for the United Stars to finally establish formal relations with the Sekari Empire.

The Sekari Empire is a traditional rival to the United Stars. The autocratic nature of the Sekari government has challenged Galaxian democratic traditions for more than 500 orbital periods. The USG Government has questioned the Sekari Empire on its controversial record on sapient rights, transparency, and interstellar peace from time to time. Notably, the government has condemned the controversial Sekari "planet-cracking" activities.

The ongoing threat presented by the Greater Siezon Union and its Human supremacist agenda, combined with its long history of genocide against non-Humans, has convinced the Galactic Parliament to pursue closer ties with GSU rivals such as the Sekari Empire. The Embassy has prepared an opening for a new and friendlier relationship with the Sekari government in recent quartex. The USG Government has yet to announce new developments in Sekari-USG relations.

Treaties, agreements, and laws:
Yviiri Pacification Act - This law shall be enforced for an indefinite period of time due to the unforgivable nature of Yviiri acts of aggression, especially its glassing bombardment tactics. The United Stars imposes the maximum sanctions legally available, designed to convince other star nations that it is in their best interests not to pursue relations with the Yviiri Combine. Economic sanctions include a total embargo Yvirii goods and services and the immediate seizure of assets belonging to any Yviiri citizen. The USG Diplomatic Corps will work to exclude Yviiri presence in the United Stars and the galactic community. As a result, there will be no diplomatic relations. Joint scientific pursuits are banned. Militarily, funding has increased for the Federation Forces in a re-adjustment of strategies in possible armed confrontations with the Yviiri Combine.​
As of 4319AY, the act has been amended. It removed provisions on most sanctions including economic (limited to strategic resources and arms trade) and diplomatic (relations established).​

General Assessment of Relations:
The historical genocide committed by the Yviiri Combine on pre-space civilizations and other primitive species has left a dark shadow on USG-Yviiri relations. The United Stars condemns its orbital bombardment policy of "glassing" entire worlds. This war tactic extinguishes countless environments and lifeforms by evaporating bodies of water and poisoning the soil, all in a matter of solar cycles. The infamous destruction of the Sau'elli and Grohl homeworlds are dark reminders of the Combine's indiscriminate violence. Many punitive Galaxian diplomatic actions against the Yviiri became irreversible.

Like in the United Stars, there are also silicon-based lifeforms in the Yviiri Combine. The USG Government cherishes the diversity of the Federation and celebrates other societies that share in this belief. However, political tensions have created xenophobia towards the Yviiri in Galaxian society. Despite its estrangement with the Yviiri government, the USG Government condemns all forms of discrimination against other races.

The USG Government denies the rumor that it is working to improve relations with the Yviiri Combine. Existing sanctions will remain in place until the Yviiri government has taken serious steps towards reconciliation with war victims and rectify its transgressions by banning orbital glassing bombardment. Furthermore, the United Stars has clarified that while it will do "all it takes" to defend Federation values, it will not act against the best interests of the United Stars by seeking any coalition with dangerous star nations such as the Yviiri.

The Yviiri Combine's adequate treatment of other races, while commendable, does not reassure the USG Government of its goodwill.

Treaties, agreements, and laws:
Nova Terran Equality Act - Until the Nova Terran government grants equal rights to all its citizens, including the exiled sapients in orbital habitations, the United Stars imposes the following sanctions: Costlier tariffs and stricter regulations on Nova Terran goods, targeted sanctions on Nova Terran officials (financial, trade, cultural, and travel restrictions), and prohibitions on joint military research. The USG Diplomatic Corps is not allowed to accept invitations to attend Nova Terran public events. The act also bans Church of Eden (CoE) activities in the United Stars, declaring it is unethical for a foreign state religion to practice in another star nation. When challenged on religious liberty grounds in the Galactic Supreme Court, a vote of 12-2 determined the CoE ban is legal because it did not qualify as a religion in the constitution.​

General Assessment of Relations:
The religious fanaticism and systematic xenophobia in the Nova Terran Confederation have made it difficult for the USG Government to seek the normalization of diplomatic relations. The current passive nature of the NTC does not absolve its past transgressions against the indigenous civilizations of the planets they conquered. Furthermore, survivors of their conquest have been forcibly resettled in orbital habitations. These places have been compared to animal conservation facilities or zoos.

The USG Government, representatives of an egalitarian society, condemns Nova Terran suppression of sapient rights, particularly the absence of religious liberty, institutional sexism, and the desapientization of civilized beings. These oppressive laws are centered around a dangerous religion where a genocidal deity punished the human race to extinction in their homeworld. The United Stars will never support or become associated with extremism in any shape or form. As such, the United Stars maintains a series of sanctions against the NTC. They will remain in place until the Nova Terran government has made serious steps towards reconciliation, extensive reform, and equality for its marginalized citizens.

The USG Government does not commend Nova Terran democracy. It is a system that advocates the disenfranchisement of women and the poor, opposite to the Galaxian ideal of universal suffrage.

Grand Elector of the United Stars

Official Standard

The Grand Elector of the United Stars is the symbol of state and chief executive of the United Stars of the Galaxy.

Sometimes referred to as the Republic or Federation Grand Elector, they are the head of the USG Government primarily responsible for major executive decisions and affairs of state. Their main powers and responsibilities include (1) appointing a cabinet and senior government officials, (2) coordinating government policies and cabinet activities, (3) granting pardons and reprieves, (4) signing new laws or vetoing bills, (5) declaring martial law or a state of emergency, and (6) dissolving the Galactic Parliament to call for new elections.

The Galactic Parliament elects the Grand Elector. Usually, after the intergalactic election, which takes place every five orbital periods. They must be the leader of the ruling party or the party with the largest number of seats in parliament. There is no term limit, but the Grand Elector can be challenged through a vote of no confidence. In a no-confidence vote, parliament delegates will be asked if they still support the Grand Elector. If the majority does not support them, the Grand Elector is removed from office. Afterwards, parliament votes for another party leader to become Grand Elector. If parliament fails to vote for a new Grand Elector, a new intergalactic election is called immediately.

The Grand Elector leads a special committee called the Galactic Cabinet who assists and supports him in the government's executive leadership. The cabinet can independently act. Each cabinet member has power over their respective government department and jurisdiction. The Archchancellor is second-in-line in the executive succession and serves as Acting Grand Elector in the event of the Grand Elector's absence, death, or removal.

The offices of the Grand Elector are located in the Galactic Executive Building, Parliament District in Ringworld One.

History
When the United Stars was founded, the role of chief executive was not invested in the Office of the Grand Elector. As symbol of state, it was the sole duty of the Grand Elector to serve as ceremonial leader of the Galaxian people. The holder was originally elected by popular vote. Parliament also used to elect the Archchancellor as head of the executive branch until the two roles were combined in the Grand Elector during the Neekulsuun Administration in 2917.

In earlier Galaxian history, the powers of the Grand Elector and the Archchancellor were never set and were only powerful based on the influence of its holders. Often, Galactic Parliament passed, repealed, and restored laws on party/coalition lines to change how the offices were elected. While a ruling party/coalition might have a majority in parliament and, therefore, can form the government, the popularly-elected Grand Elector could belong to the opposition parties and may use the office's powers to undermine the government's agenda. Divisions in partisan politics drove both sides to increase and decrease the power of the two offices whenever they got the chance. In extreme cases, either one of the two was occupied at a time to transfer power from one office to the other, long before the constitutional reforms introduced by Grand Elector Neekulsuun merged the roles of symbol and executive in his office.

The Galactic Parliament is the federal, bicameral legislature of the United Stars of the Galaxy.

Parliament is divided between two houses: Federation Council and the Interstellar Assembly. According to the Concordat of Iferyssia Prime, the Federation Council must always challenge legislation passed by the Interstellar Assembly in a constructive, non-partisan review process. The Grand Elector signs passed bills into laws.

The members of the Federation Council, the 64 leaders and representatives of the constituent civilizations, are regularly invited by the Grand Elector to attend council sessions. The 1,408 members of the Interstellar Assembly, officially known as "galactic delegates" (GD), represent an electoral district or subsector and are elected by the resident population. The Grand Elector convokes the Galactic Parliament to begin a new parliamentary session or invite both houses to attend a joint session for special occasions like the traditional Executive Policy Address. In time for an intergalactic election or to end a parliamentary session, the Grand Elector suspends or dissolves the Galactic Parliament. The suspension and dissolution powers outside sessions and elections are extremely limited after many lawsuits challenging the Grand Elector in the Galactic Supreme Court.

Due to vast distances between worlds, a minority of representatives attend sessions through holograms.

They meet at the Parliament Pavilions, Parliament District in Ringworld One.

The constitutional authority of parliament describes it has the following powers:
  • To levy federal taxes
  • To regulate commerce between constituent civilizations and sister republics
  • To make rules and regulations on enforcing federal law
  • To subsidize commercial and industrial development
  • To provide means to improve the citizen's standard of living
  • To protect interstellar ecosystems

The Federation Council is the upper house of the Galactic Parliament, while the Interstellar Assembly is the lower house. They both complete the bicameral legislature of the United Stars.

The Council is made up of 64 seats. Each council member represents a constituent civilization and a sister republic. Republic council members are appointed by their respective governor-general. The rulers of constituent civilizations are automatically made members of the Federation Council. Other civilizations with no unified government appoint council members by various means. The presiding officer of the Federation Council is the Council Parliamentarian, a non-political position that enforces council rules and discipline. In the event of a tie, the Permanent Parliamentarian votes against the bill for further debate.

By constitutional convention, members give thorough consideration and in-depth, non-partisan analysis of bills and other pressing matters presented to the Council. Every clause is examined and debated by a relevant committee while listening to expert witnesses and other interested persons from the public. The Council can also start investigations and have published reports on important issues. In times of need, the Council's reports impacted government policy and influenced instrumental changes in society.

Another unique aspect of the Federation Council is its specific diplomatic and appointment powers. It is the constitutional authority of the Council to declare war, confirm and approve treaties, ambassadors, commissioned officers, and other high-ranking appointments in government and the military.

The non-partisan nature of the Council stems from the fact that the political affiliations of council members are usually terrestrial. By practice, they do not join the intergalactic parties.

The Council also proposes bills and passed legislation must go through the Interstellar Assembly before it is signed into law by the Grand Elector.

To advance proposals, it requires majority votes from all council members.

The Interstellar Assembly is the lower house of the bicameral Galactic Parliament, which also comprises the Federation Council.

The Assembly is a democratically-elected body with members known as galactic delegates (GD). Each member is elected by simple plurality in a geographical electoral district called "subsector constituencies" or "subsectors" for short. They serve for a term of five orbital periods and can be re-elected repeatedly.

Assembly seats are roughly distributed based on the population of each planet, republic, system, and constituent civilization. However, some subsectors are more populous than others but have fewer delegates, and constituent civilizations negotiate with the Commission on Government Administration to determine the number of seats preferred by both parties. As a result, malapportionment is not uncommon in electoral district redistributions.

Although below the Federation Council in the order of precedence by protocol, the Interstellar Assembly is the dominant house of the Galactic Parliament. While the Federation Council can reject bills from the Assembly, it rarely occurs. Less than 10 bills from the Council come to the Assembly every session. More importantly, the Grand Elector and the Galactic Cabinet are responsible to the Assembly. All members of the cabinet, including the Grand Elector, must be galactic delegates. The Grand Elector needs the majority, otherwise referred to as the "confidence," of the Interstellar Assembly to remain in power.

The Assembly constitutionally holds the exclusive right to propose tax bills and appropriations for public funds.

According to the people-per-GD ratio, the Interstellar Assembly has an average of one GD per 900 million people.

Voting follows qualified majority rules. Bills and other motions require at least 55% majority of GDs, representing 65% majority of citizens.

The Astro-Pilgrimage of New Eden is a human ethnic religion in the United Stars. The Church of Eden (CoE) recognizes it as one of its sects.

It was founded in 4197AY by Neeme Farstar, a former Psych Chaplain from the Nova Terran Confederation, who believed the Church of Eden—Nova Terran state religion—is misguided in its ways. She singles out the misogynistic patriarchal system that demands the total submission of women, with no entitlement to rights, as the source of a "demonic vice" that threatens to destroy the faith. With the support of like-minded followers, they opened the first parsonage of the Astro-Pilgrimage in Redemption Base, a human settlement in the Covfefe Republic system of Pravin Lal.

Unlike their CoE counterparts, the Astro-Pilgrimage rejects the notion that husbands, as sole proprietors of society, are to be served by obedient wives, and Astro-Pilgrims can have inter-specieal relationships. The Astro-Pilgrimage treats its human congregation and xeno partners equally. In interpreting Earth's (human homeworld) destruction, Astro-Pilgrims believe their deity passively watched humanity's selfish ignorance destroy its only home.

The Astro-Pilgrimage prides itself as an advocate of "environmental stewardship" and calls upon all sentient life to protect and conserve all living things as "Stewards of God." Despite its progressive attitudes, it has been embroiled with controversies. The Astro-Pilgrimage criticized same-sex relationships, calling them "unnatural" based on pseudo-science supporting nuclear families as the ideal family environment. Astro-Pilgrims also created the slur "clanker" in their opposition against cybernetic implants on beings, especially humans, describing it as "vandalism of God's creation." In several Astro-Pilgrim parsonages, messages have gone far as to suggest those who have taken gene and cybernetic modifications are "monsters" who forfeited their souls. Radicalized Astro-Pilgrims have been known to vandalize and assault people on "immoral and atheistic" college campuses. The Astro-Pilgrimage is a major donor of Tradition against Cybernation to support its efforts to regulate AI technology.

Recently, the Astro-Pilgrimage has re-established relations with the Church of Eden.

The USG Scout Authority (USGSA or SA) is a scientific, federal agency that provides scouting and mapping services to the United Stars. It charts new hyperspace routes, star systems, planets, and other areas in space. They study and record an area's geography and topography to understand its natural resources and hazards better. The agency also manages unorganized territories, autochthonous reserves, galactic parks, historical monuments, and other conservation and heritage sites. Before artifacts and other archeological discoveries are turned over to a relevant museum, SA extensively documents these findings and uploads the data on public data networks.

There are many Scout Authority bases in the United Stars, mostly in the outer rim territories. Apart from SA scouts, the agency has partnered with scouting agencies and freelance scouts to complete work more efficiently.

Under the Outer Rim Public Transportation Act, SA now offers transportation services to tourists and residents in colonies and galactic parks in the outer rim territories.

History
Before the Diplomatic Corps was organized in 3149AY, the USG Scout Authority established relations with newly-found civilizations. The Scouts handled diplomatic efforts in areas overlapping the government's fledgling diplomatic arm.

Dead Void Incident
In 4305AY, USIRV Ikapoc was sent on a groundbreaking voyage to chart the entirety of the Dead Void, a large starless area of space neighboring the United Stars in Sector 11. The survey mission was led by Captain Sardak Kurnu and Chief Scientist Jaala'Heezu vas Laewan.​
Prior to the Ikapoc, USIRV scouts have only explored the edges of the void. Endless dust storms in the void's center have made it difficult for sensors to accurately analyze and assess the space environment in that uncharted area. Its mysterious yet ominous state earned Dead Void its nickname "no sapient's space." The center area is particularly named the "Dust Vortex."​
SA received reports of strange energy emissions detected near the center of Dead Void. It prompted officials to begin plans of surveying the void.​
In a series of recordings, the Ikapoc documented the entire journey to the center of the void. When they arrived, a dense dust storm almost forced the ship to turn back. Weak signals ended the live feeds that let the public watch the ship and its surroundings. As an alternative, Captain Kurnu, Chief Scientist Laewan, and close colleagues opted to send video and audio recordings from time to time. Inside the Dust Vortex, they came across a field of spaceship wreck and debris floating as far as they could see. None could verify their origins. Not far from where they entered, they found a dead planet. For mission purposes, it was designated "Dust Vortex Prime." They sent orbital probes to explore and do initial scans of the planet.​
The Ikapoc discovered Kyaal markings on the planet's sapient-made ruins. They hypothesized it was a former Kyaal colony.​
The probes found a living mass of energy of what could be best described as a "gaseous being." Chief Scientist Laewan used the term "starback" based on its appearance, mimicking the starlight sky. They observed it expand and engulf an entire ruin in its mass. Overwhelmed by what they saw, some emotional crew members claimed it was "eating" the building.​
Soon, the Ikapoc sent down Chief Scientist Laewan with a detachment of USIRV scouts on their first planetary expedition. The inhospitable environment limited the time spent on physical surveys and maximized the use of exploration probes. But over the course of their stay, one by one, scouts disappeared. It was not until Laewan herself went missing when panic finally broke out. The scouts fled the base camp to seek shelter in the ruins and recuperated there for solar cycles before regrouping and receiving new orders from Captain Kurnu to look for Laewan. Eventually, they found both the missing scientist and the first sapient on the planet. Unfortunately, the sapient has been keeping the scientist in captivity. It appeared the sapient was in the process of torturing Chief Scientist Laewan. With what they could stomach to witness, the expedition wrote an account as it unfolded from a hidden, safe spot. The sapient torturer released an unknown gas that resembled the starback's skin. It enveloped the poor scientist. The last data upload reported Laewan's death. All communications ceased before the Ikapoc could learn the fate of the last remaining scouts.​
Captain Kurnu aborted the survey mission. But before they could exit the Dust Vortex, SA mission control lost contact with the ship. The remains of Chief Scientist Laewan and the USIRV scouts on Dust Vortex Prime were never located. The whereabouts of Captain Kurnu and the other scouts, scientists, and crew on board are unknown. Search, rescue, and retrieval operations ended in 4315AY, with all missing crew members officially declared dead.​

General Assessment of Relations:
The Koeloth Convergence is an early space-age civilization. Its peaceful system unification prompted the United Stars to contact and establish relations immediately. For the longest time, the USG Government organized scientific endeavors to observe the Koeloth system passively. The choice of different species to unite, though separated by different cultures and three planets, has helped the United Stars understand the peaceful aspirations they have in common. The Loktii, leaders of the Convergence's diplomatic arm, has worked endlessly since the first contact to reaffirm their desire for interstellar solidarity as a fledgling star nation.

The USG Government has worked to help the Loktii open up the Convergence with the galactic community. Agreements on investment and trade with Koeloth V, the economic and diplomatic hub of the Convergence, have brought new opportunities for business and cooperation. Under an economic partnership agreement, the USG Government has negotiated special contracts with five leading Loktii conglomerates to expand its financial and construction services to the outer rim territories. A student exchange program has been reached between the Galactic Education Office and the Loktii education authority to share new ideas and explore other areas of a mutually beneficial relationship.

The Loktii has reassured the USG Government regarding the concerning stratified nature of Kasthk castes. While the United Star has its values to uphold, it understands the galaxy is diverse, and cultures deserve the same respect as Galaxian culture, no matter how different they are. The USG Government acknowledges the Kasthk castes are a way of life in the Convergence. The Loktii also understands it is problematic due to its oppressive class structure. But both governments have agreed that peace, progress, and faith in the Koeloth-USG relationship will create the necessary impetus to change Koeloth society. The USG Government believes the Loktii, as a young democracy in the Convergence, is truly dedicated to its declared vision of "a prosperous future" that will build the strong foundation of "a democracy all Koeloth deserve."

The High Commissioners have made regular apologies to the Polyhedrals due to spreading misinformation suggesting the deep sea sapients are "rogue underwater animatronics."

In the latest development to address Koeloth concerns of a Galaxian threat, the United Stars and the Koeloth Convergence have successfully negotiated a non-aggression pact.

Akida Just Society Act - The law calls for the immediate deradicalization of Akida militarist castes and codification of legal agreements, especially with foreign parties. For the remainder of the official protest, the USG Government will put in place a series of sanctions against the Akida Tetrarchy. An embargo on arms exports and a ban on cooperative military research. There are also targeted sanctions on the Akida queens, members of the Aster Council, and other military caste leaders.​
General Assessment of Relations:
The highly-stratified Akida caste and martial culture have presented obstacles to fruitful developments in the Akid-USG relationship. The uncodified, oral nature of the rule of law in the Tetrarchy has complicated diplomacy, which requires proof of commitment set in listed provisions, detailing every condition of an agreement. The ritualization and glorification of violence have also drawn the attention of concerned citizen groups opposed to structural repression. The USG Government, while it shares the same sentiments as the general public, could not call for harsher sanctions on the Akida Tetrarchy due to its complex, endemic culture. So far, there has been an active USG arms embargo and targeted sanctions on Akid leaders.

As part of its campaign to eliminate stereotypes, the USG Government has worked to spread awareness in the Galaxian public that the Akids are not "stateless barbarians" or "pirates" as alleged reports in the outer rim territories might claim. Nonetheless, the United Navies of the Republic has extended its guarantee to all travelers of its zero-tolerance policy towards space piracy.

The USG Peacekeepers heavily regulate its intelligence-sharing activities with the Akida security forces. Akid culture considers "lying" as taboo, which can potentially become problematic in future intelligence operations.

Recently, High Commissioner Frelaxod has clarified her comments about "tossing her salad with Akid bodyguards" were not of the sexual kind despite the enthusiastic reception of Akid diplomatic circles celebrating her "intergalactic explorer mindset." The USG Embassy has issued informative booklets to journalists visiting the planet on the unique Akid value of honesty.

General Assessment of Relations:
In 4027AY, formal Ottan-USG relationships began when the Tierran Three Alliances founded the Ottan Republic. Before this, the United Stars maintained contact with the Opal Union. Not even an orbital period after the Ottan Republic's founding, the Sekari Empire began its invasion plans to conquer the Ottans. It came as a surprise to many Galaxian officials in Tierra—Ottan capital world. In the few quartexes of initial contact between the Sekari and the Ottans, nobody expected the war to result from their interaction, which involved trade and technological exchange. Most observers agreed conflict was "implausible" as the Ottan unified military analyzed Sekari tactics to enhance their capabilities. The Struggle for Ottan Sovereignty, otherwise known among Ottans as the "Apocalipsis," was a four-orbital conflict that destroyed much of Tierra's basic infrastructure and took as many as 650,000,000 lives. Despite bleak conditions, the United Stars continued to send aid to support the Ottan defense and resistance. Virtually defenseless from severe attrition, the Ottan Republic capitulated and became a Sekari vassal.

The friendly relationship between the Ottan Republic and the United Stars is based on mutual values such as democratic governance, egalitarianism, and respect for every sentient life. Parallel to fostering stronger ties with the Sekari Empire, the United Stars has expanded efforts to pursue active cooperation and participation in Ottan society. Most Galaxian investors with interests in the Sekari Empire are also investing in the Ottan Republic. The Embassy also sponsors cultural exchanges.

The USG Government looks beyond the status of the Ottan Republic as a Sekari vassal. To a certain extent, the United Stars treats them with the same respect afforded to other star nations. Above all, USG authorities recognize Sekari suzerainty over the Ottans.

The Clidians are a sentient species of uplifted, gastropod bipeds native to the planet Promatia. In 2410AY, during the uplifting process, a civil war erupted in Promatia and ended in 2431AY when the USG Government brokered a peace deal. They are well-known farmers and space dwellers. Afraid of oceans, the Clidians prefer to settle in orbital and other spaceborne habitats (except ringworlds). They also like to live in tropical worlds.

History
Clidians first encountered Galaxians in 2320AY. The USIRV Kal Supon was the first interstellar ship that landed in Promatia. At the time, the Clidians were a primitive species. Despite being sedentary, most of them survived on their own. There were only a few settlements established, most by rivers and lakes. None dared to go anywhere near Promatia's seas and other salty bodies of water due to their halophobic anatomy. Thus, all Clidians lived in a single continent—Helix. There, they cultivated a heavily agrarian society. Driven by cultural thalassophobia, many Clidians looked to the sky and became fascinated by space. Their culture is centered around astrological traditions.

The United Stars and its vast interstellar territory encouraged many Clidian villages to declare their loyalty to the USG Government, eager for spaceborne life. In 2402AY, the USG Protectorate of Promatia was established. Trusted Clidian leaders, educated in Galaxian schools, were appointed to help USG officials in assimilating natives.

In 2410AY, the Unified Siggwal Squadrons was a militarist movement that advocated complete modernization and unification of the planet. Their vision of a unified Promatia insisted a strong central government was necessary to transform the Clidians from their primitive origins. However, the majority Clidian population opposed Siggwal's changes to their way of life. Traditionalists supported a decentralized federation for the planetary government with little-to-no powers to interfere with Clidian communities. They conceded technology enhances lifestyle but understood it as not essential to Clidian society. Soon, a civil war broke out when the Siggwal began attacking traditionalist Clidian villages to establish a unified planetary government by force.

After 21 orbital periods, the USG Government reached a breakthrough in Clidian peace talks. A peace agreement negotiated terms that allowed both Siggwal and traditionalist leaders to rule in a power-sharing arrangement. The USG Protectorate reorganized into a constituent civilization as the Clidian Autonomous Gardens, a confederation of Siggwal cities and traditionalist villages united in peace, under strict conditions of non-interference with each other's laws and customs.

Biology
Clidians can retract their limbs at will. As hermaphrodites, they can interchangeably procreate as either inseminators or carriers. The larger pair of antennae on top of their heads are their eye stems. The smaller pair below are used for smelling and feeling. Because their evolution has given them hands, Clidian use of the smaller antennae to touch is rare and seen as sexual in their culture.

Thanks to genetic modifications, most of their species can remove and replace their shells. To settle in more varied worlds, some Clidians have used gene-mods to safely interact with salt.

City of Kalot, the historical center of Iferyssia Prime

Pre-Rectorial History (300,000TK-10000T)

It was around 300,000TK when the modern Ovir species first emerged as the dominant creatures on Iferyssia Prime. 250,000 orbital periods later, the Ovir founded the first planetary civilizations. Within the following 100,000 orbital periods, fragmented nation-states rose and divided Iferyssian Prime. Technological advancements improved the quality of life for many, while war and nationalism kept the Ovir from achieving their fullest potential as a species.

Many attempts for peaceful planetary unification have failed. In 9110T, a power-hungry general called Jaragu Haro established the Kingdom of Kawekawu. It quickly became one of the dominant nation-states that ruled Iferyssia Prime. He believed a nation-state is the most primitive form of civilization. In his vision, it is the destiny of the Ovir race to conquer space. After a series of successful FTL flights in the 9190Ts, Kawekawu built the first Ovir colony Bagon Kalot in the neighboring star system Kanor.

In 9503T, Jaragu's descendant, King Balon Haro, inherited a prosperous system protected by a highly advanced army and navy with full FTL capabilities. In 9547T, Balon mobilized the Kawekawu forces to occupy major cities in Iferyssia Prime, taking entire world governments as hostages. The individual nation-state militaries were quickly overwhelmed by Kawekawu's dominance of space. In the same orbital period, the whole of Iferyssia Prime surrendered to Kawekawu rule.

Rectorial History (10999T-15826T)

For nearly a millennia, the Kingdom of Kawekawu spanned dozens of star systems. It conquered many neighboring pre-FTL civilizations. In its prime, Kawekawu reigned over 100 billion sapients. The kingdom ended in 10999T when rebellious nobles overthrew the last king in a military coup. They established a noble republic known as the Iferyssian Rectorial Systems (IRS), led by a senate-elected "grand rector." While more democratic than the previous kingdom, it was an oligarchy where the chosen elite were entitled to attain positions of power.

The Ovir merchant lords of House Yondar used their wealth and business acumen to consolidate power over the Rectorial Systems. They soon became influential enough to control the IRS Senate. Yondar candidates were typically elected to high positions, including grand rector. Nearby FTL states were smaller than the Iferyssian trade empire, but the Rectorial Systems profited more in peaceful economic ties and often resolved tensions diplomatically. In 12013T, the IRS entered a period of relative stability.

In 14855T, the expansionist empire of Paka Suns declared war on the Rectorial Systems to conquer its rich systems. Through the leadership of Grand Rector Maganuno, an aggressive military strategist, the Rectorial Systems successfully defended key systems and drove out the invading Pake Suns forces. In 14883T, Maganuno bulked up a larger army and navy to launch a large-scale invasion of Pake Suns. The war went on for 30 orbital periods. In that time, the IRS Senate transferred many of its powers to the increasingly popular Maganuno. A hero-figure among the masses, Maganuno encountered little opposition to his growing authority.

In 14885T, the war ended. Paka Suns gave away its most valuable systems to the Rectorial Systems, among other conditions such as total disarmament and forced neutrality. The victory pushed senators to declare Maganuno as "Eternal Grand Rector." With its vast new resources, the Rectorial Systems also had exhausted its own resources after its relentless campaigns against the Paka Suns. Maganunists, military followers of the late grand rector, shared a newfound thirst for a galactic empire. Succeeding Yondar grand rectors waged countless wars against other FTL states, adding new systems to the Iferyssian empire in over 1,000 orbital periods.

In 15826T, Grand Rector Raban proclaimed himself "grand prince" and Yondar as the ruling dynasty of the new Imperial Principate. This event marked the beginning of the Imperial Calendar, 1AY.

Imperial History (1AY-2161AY)

Heavenly Millenia (1009AY-2047AY) signified the height of the Imperial Principate. It was a golden age of innovation, rapid growth, and stability.

The final 100 orbital periods of the Principate were a period of stagnation. Economic crises plagued the empire, especially its outer rim territories. There were vast income and social inequalities between the impoverished outer rim worlds and the decadent core worlds. Political reforms to expand subsector autonomy were stifled by a centralized imperial government dependent on power-projection to maintain loyalty. In the core regions, underground factions of various liberal rulers and nobility quietly supported reform movements. They increased pressure on the Grand Prince to seriously consider proposals and demands for redress.

In 2150AY, the Interstellar Assembly was inaugurated to give imperial subjects a direct voice in government. This major political reform backfired when newly-elected representatives clashed with an uncooperative Grand Prince Timatang on major issues such as poverty, unfair taxes, and megacorporations. No agreements were reached on the imperial budget and further permits for conglomerate mergers, forcing Grand Prince Timatang to suspend the Interstellar Assembly to bypass the young democratic process and force emergency edicts to legislate immediately.

In 2160AY, when Grand Prince Timatang was resting in the ancient Kawekawu capital of Kalot, thousands of people gathered on the streets and blocked all roads to the Summer Palace. City riot police deployed to disperse the crowds joined the mass demonstrations. When the Grand Prince personally ordered the local garrison to clear the streets, the garrison commanders refused to obey his command—committing insubordination. Timatang was unaware that the local garrison was collaborating in an ongoing coup in Ringworld One, the administrative seat of the empire. The Imperial Joint Staff Council has rounded up the Grand Prince's Cabinet, high-ranking bureaucrats, and other loyalist officials of the imperial government.

After the palace guards deserted, House Yondar sought refuge in Ringworld One, where the Provisional Government guaranteed protection while the Yondars negotiated their surrender. The Imperial Principate formally ended in 2161AY at the signing of the Concordat of Iferyssian Prime, replacing the monarchy with a republic called the United Galactic Sytems. The United Systems and other former territories of the Principate formed the suprastellar treaty organization Allied Stars of the Galaxy.

Grand Prince Timatang negotiated an indefinite annuity and continued ownership of the Imperial Estates until the USG Government stopped financing them and seized their properties in 2920AY when the public learned more about the payments made to the former Imperial House.

Many former Principate territories, mainly in the outer rim, refused to join the ASG organization. The United Systems reconquered the outer rim territories and annexed them as autonomous "sister republics." Nakangon Databayan, the first Grand Elector of the United Systems, echoing the words of Kawekawu conqueror Jaragu Haro, declared in his inaugural address that "it is the destiny of the United Systems to spread democracy, justice, and freedom, to liberate a galaxy ruled by tyranny."

Comprehensive structural reforms transformed the treaty organization into a political union. Demographically larger than its member states, the United Systems used its majority vote to centralize economic policy and expand the political power of the Allied Stars. Attempts to leave the organization were met with sanctions and embargos, ending in military confrontation if states finalized their departure. The Allied Stars military forces occupied systems of departing states to coerce them into rejoining. In 2918AY, Grand Elector Dred Neekulsuun and other leaders of ASG member states signed the Articles of Integration, a series of amendments in the Iferyssia Concordat reorganizing the Allied Stars into a democratic confederation, renamed United Stars of the Galaxy.

In 2917AY, Mayari Industries funded expeditions to chart numerous hyperspace routes to facilitate more trade with its vast territories. Other megacorporations sought government contracts to chart quicker hyperspace routes, lobbying the Galactic Parliament to privatize these routes for profit. The discovery of convenient resource routes has led to new industries in the outer rim worlds. New opportunities encouraged migration to the outer rim territories.

To sustain economic prosperity, Grand Elector Neekulsuun introduced the Universal Education Act and the Galactic Social Safety Net Act (GSSN) in 2919AY. The Universal Education Act established planetary school systems fully funded by the Galactic Parliament in USG constituent civilizations and sister republics to provide free education on par with federal quality and standards. In the GSSN Act, the Department of Public Services implemented guaranteed financial assistance programs to help the unemployed, retirees, and other economically disadvantaged persons.

The United Stars has been involved in wars to defend vulnerable star nations from imperialistic spacefaring empires. A multi-specieal society that sees all sentient life as sacred, the United Stars has welcomed millions of migrants and refugees from the farthest reaches of the known universe.

The Vilgaxians are a sentient species of cephalopods from the planet Remar. They are a very versatile race, able to transform their bodies to access difficult spaces and protect themselves from danger. Their morphing capabilities made them efficient predators. They are also very intelligent and skilled builders, achieving FTL capabilities before the Ovir reached the stars, often associated with great architectural and scientific minds.

History
The Vilgaxian civilization began in Remar, capital world of the Kimerasui Empire. Since time immemorial, the Vilgaxians have been ruled by warlike dynastic rulers called First Sea Lords. In 8342T, they achieved their first FTL flight. Many of them visited Iferyssia in the pre-FTL days of the Ovir civilization. However, the Vilgaxians were also responsible for most illegal abductions in Iferyssia, trafficking Ovir in the black market.

Despite their historical abuses, the early space-age Vilgaxians respected sentient life and attempted to protect primitive worlds from extraterrestrial interference.

Domestically, the Kimerasui imperial system has institutionalized violent power struggles. Whenever the reign of the First Sea Lord nears its end, Remar warlords fight to the death with their armies to win supremacy, inflicting casualties on a planetary scale. Stronger dynasties last longer by raising heirs excelling in physical strength and martial sciences. The technocratic bureaucracy that ran the empire is sustained by a eugenic, academic elite. The current ruling dynasty is attempting to reform the imperial system for a more peaceful power transfer.

Biology
Its capability of adaptive camouflage allows Vilgaxians to change colors based on their surroundings. Chromatophoric, they can change colors independently without looking at the appearance of another object, depending on light conditions.

Vilgaxians have evolved to live and thrive in land and sea, but they mostly settle in shallow areas.

There are Vilgaxians with life-threatening conditions left with no other option but to transition to bionic bodies.

Treaties, agreements, and laws:
Noxcedeian Anti-Space Piracy Act - The act demands the immediate end of Noxcedeian state-sponsored violence against the Tellusian Republic and ban the indentured servitude and discrimination of "Bugbears," extremely-deformed humans yet fully competent like other sapients of its species. Until then, the USG Government has imposed a total embargo on all Noxcedeian goods and services. The United Stars reiterates it cannot resume any economic relationship with any star nation that engages in space piracy, especially if they are exchanging stolen valuables from their victims. Apart from the embargo, the act punishes Galaxian citizens who join Noxcedeian pirate activities by stripping them of their USG citizenship and banning their re-entry to the United Stars. The USG Diplomatic Corps rejects invitations to Noxcedeian public events and runs an official public campaign condemning Noxcedeian space piracy.​
General Assessment of Relations:
The Noxcedeian Hegemony, while it has been eager to resume normal relations in trade and diplomatic affairs, declaring their respect towards Galaxian democracy and values, the USG Government has consistently turned down their requests and has only promised to lift sanctions when the Hegemony has ceased its piracy. It is official government policy to not participate in any form of negotiation with terrorists. Furthermore, trading with terrorists is widely-seen as unethical. In spite of the strains, the USG Government sends messages commemorating Noxcedeian lives lost in the Great Surge.

The USG Diplomatic Corps acknowledges the First Ascension calls to end the punitive diplomacy against the Noxcedeian Hegemony, citing worse cases in USG adversaries that have committed more serious abuses. As a political party that supports gene and cybernetic implants, the First Ascension has worked tirelessly to mend ties between the Noxcedeian Hegemony and the United Stars, celebrating the Noxcedeians's embrace of mutation as an "example of great courage" in the face of "uncertain danger." The First Ascension runs "New Beginning," a non-profit organization that provides economic and social assistance to marginalized segments of the Noxcedeian population, particularly in tribes and rural areas.
