The Security Council,

Documenting the creation of the World Assembly as a unicameral body on April 6, 2008, and the introduction of commendations and condemnations as the basis for the Security Council on May 27, 2009,

Noting that while the World Assembly evolved to bicameralism on June 9, 2009, there was no formal recognition between the General Assembly and the Security Council, despite flying a shared flag,

Believing that the brief mentions that this chamber has given its counterpart does not do the General Assembly justice, given the vast web of legislation passed by its denizens,

The following is found:

  • The General Assembly is formally recognized as the adjacent chamber to the Security Council, under the overarching organization of the World Assembly;
  • The General Assembly is responsible for the passage of international legislation affecting all members of the World Assembly, to be voted on and debated by these members in its entirety;
  • As an entity, the General Assembly and the Security Council remain equal in their overall power and influence, regardless of the way that this influence is disbursed or otherwise utilized;
  • In the joining of either World Assembly chamber, membership to both chambers is granted and the rights and duties thereof are expected to be adhered to in their entirety;

”Recognition of the General Assembly” has passed 9,016 votes (71.5%) to 3,601 (28.5%).

Overview
This declaration seeks to, through the unified voice of the Security Council, formally recognize its sister chamber, the General Assembly. The declaration also establishes that the General Assembly should recognize the Security Council in an equal capacity. In addition, it also proscribes that the active disavowal of either chamber of the World Assembly shall be considered an active disavowal of both chambers; and that any associated penalties for such disavowal shall be incurred by an offending party.

Recommendation
The declaration is driven by a fundamental belief that it simply does not make sense for two sister chambers to exist under the same banner- the World Assembly- but yet operate as though the other chamber doesn't exist. The Ministry agrees with this sentiment. Though there may be compelling reasons on the national level to continue this policy of non-acknowledgment, as a Ministry, we find that it is our inherent business to acquaint ourselves with both chambers of the World Assembly in an equal capacity. The Ministry further finds that the lack of formal recognition between both sister chambers has led to much grief and turmoil, particularly in recent times.

For the above reasons, the Ministry of World Assembly Affairs recommends voting For the at-vote Security Council declaration, "Recognition Of The General Assembly".

I guess For, unless someone tells me that the declaration is against the principles of either the GA or the SC.
 
As of 4:19 PM EDT, this proposal has achieved the necessary approvals to enter the formal queue. Presuming it is not withdrawn or marked illegal, it will take the floor for voting at next Friday (July 16)’s Major Update.
 
Present. Controversial in some ways, and while the intention is good, unsure of whether it is actually possible in blurring the lines to this extent.
