The General Assembly,
Concerned by the harm caused by NOx to the health of our fellow humans, and the wellbeing of animals in our ecosystems;
Aware that a large proportion of NOx is emitted by motor vehicles, including vehicles on our roads today, polluting our cities and countryside;
1. Mandates the following for all highway-capable road vehicles (“applicable cars”) below 12,000 lbs gross vehicle weight:
1.a. That new applicable cars sold emit less than 0.06 g/km of NOx at normal road conditions,
1.b. That all applicable cars currently in use emit less than 0.08 g/km of NOx at normal road conditions,
1.c. Establishes a six-month grace period, from the passage of this resolution, for applicable car owners to retrofit their applicable cars if it does not comply with the rules set forth in this resolution.
2. Further requires the following:
2.a. That emissions/roadworthiness inspectors and auto mechanics be mandated to report NOx emissions exceeding the limit, for the sake of our health and that of our ecosystems,
2.b. That automotive and environmental regulators ensure emissions tests are conducted in real-world road conditions.
NOx limits are lifted from the real-life Euro 4 & Euro 6 standards and the 12,000 lbs GVW is to cover some real-life outliers (like the Ford F-350 Dually, which weighs 10,000 lbs empty) without going into semi-truck territory — feedback would be appreciated
