POINTING out that the legalization of all drugs would help minority groups who may face discrimination by law enforcement who are desperate to bust someone for drugs.
CLARIFYING that the recreational use of all drugs in public is made legal unless the person using the drug causes a disturbance that reasonably threatens the safety of others.
RECOGNIZING the devastating effects that a war on drugs can have.
UNDERSTANDING that this resolution does not encourage or condone drug use.
TREATS the addiction to all recreational drugs that have been made legal as a health issue and not a criminal issue.
Indicators of a recreational drug addiction include:
1. Needing more and more of a substance to get the same effects, and and taking more before you feel an effect.
2. Feeling strange when the drug wears off.
3. A person can't stop from using the drug
4. A person who spends a lot of their time thinking about the drug
5. A person has a hard time giving themselves limits.
6. A person drives or does other dangerous things such as using heavy machinery when they are on the drug.
7. A person looks different. They may have bloodshot eyes, bad breath, shakes or tremors, frequent bloody noses, or they may have gained or lost weight.
REALIZING that rehabilitation for recreational drug users is economically cheaper and more effective than punishment in prison.
MANDATING that all WA nations establish a system of government run rehabilitation centers that are specifically for drug addicts.
ORDERING WA nations to transport prisoners that are currently serving prison time for solely a drug offense and have no criminal record of violent crime such as assault, murder, or terrorism to the nearest government rehabilitation center.
REQUIRING law enforcement to transport people to the nearest government rehabilitation center that show signs of a drug addiction.
PENALTIES for law enforcement agencies who fail to comply with the previous clause must established by individual WA nations.
ADDITIONAL restrictions on the legalization of all drugs may be enforced by individual WA nations.
Hereby legalizes the possession, recreational use of all drugs and regulated sale of all drugs and drug paraphernalia within all WA nations for all people of legal age within their WA nation.
