Intro:
The Remunanto are a combo of military remnants and civilian survivors of various backgrounds, including some former government officials.

The Government:
The Remunanto are effectively a military-run junta, but they do have a multi-leveled governing system that is more like the U.S. federal government or Japan's National Diet.

There is The Council, a 13-man governing and law-making body that is headed by The Regent, and they make all the major decisions that affects the entirety of the state.

They are followed by The Underground Administration, which are like provincial governorships that have a locally-elected-and-Council-approved Administrator, who chooses his staff, makes the local laws, and oversees most of the leadership needs for their sector/bunker (kinda like Federal and State law for the U.S.).

There's also The Advisory, who are a group of specialized experts who may present more educated and informed solutions on problems that may boggle the (mostly military-focused) minds of the Council. These are hand-chosen by the Regent.

The Military:
Running beside the administrative side of things is the Remunanto Self-Defense Force, who compose all of the armed forces of the state. Everyone who owns a gun, from the lowly Underground Militia who provide local defense and basic policing duties for each bunker, to the elite surface-exploring Rangers, fall under their leadership.

They are headed by The Shogun, who holds almost as much political clout as the Regent, and may take over for the Regent in cases of extreme emergencies.

Right underneath the Shogun are the Field Commanders that assume direct command of their stationed bunker's forces. Like the Shogun, they are legally empowered to assume control of their bunker in case the local Administrator is incapacitated, goes rogue, or other similar emergencies occur.

The only military group that does not fall under direct command of the Field Commanders are the Rangers. These exceptional soldiers are specially equipped and trained for the important objective of exploring the hostile surface for supplies they cannot produce themselves, and re-discovering technology lost during the Great Flash. Each one is stronger than a platoon of regular troopers due to their special-forces-level training, rare cybernetic enhancements, and top-of-the-armory equipment. And each answer directly to the Shogun.

Because of their important yet broad objective, the Rangers are granted exclusive autonomy from the rest of the state - not even the Regent can command them to do something they don't want to do.

The People and the Economy:
The civilian-run area is primarily based on government-enforced Communism and skill-based Castes.

The limited resources of the underground geography and overall small population meant that a regular capitalist-based society would barely function for the Remunanto, so the Council formed a 'give-and-take economy'. A designated stockpile within each bunker is filled with the produce and salvage of each citizen, and each citizen is rewarded a number of 'reward-tickets' depending on how much they brought in, with the militia guarding the stockpile to make sure no one takes more than they're allowed.

The people that work service jobs (that is, work that produces nothing but maintains needed systems, provides education and research, or do administrative work) get a daily flat allowance determined by the local administrations. The military themselves are also given a daily allowance determined by their position/rank, set by an agreement between the Council and the Shogun himself. The prices of every item within the stockpile vary weekly depending on availability and value, also determined by the local administrations.

The Caste System is how the government ensures proper representation of the various work groups within the state. Its a way to tie together the various professions and positions that make daily life possible for each other, and provide an efficient means of communicating work-related needs to the government.

Each local caste within every bunker chooses a designated representative to send to their local administration to represent their specific concerns and requests. The number of castes within each bunker may vary depending on the needs and capacities of each individual bunker. But the very basic ones that every bunker has includes: The Farming Caste, The Service Caste, The Craftsmen Caste, The Education and Parenting Caste, The Engineering and Research Caste, and the Salvaging Caste.

The Caste System encompasses the grand majority of jobs that each citizen may work, and each caste freely gains and loses members depending on whether a registered member changes jobs.
