Statement From The 'Confederation of Kalti' Regarding 'Tir na Andalucia'




The Tribes of Cimerron, Andusk, Mela, Atik, Neveh, Sahkai, Remont and Zarin and the Castelli's of Summerland, Tivat, Kotor, Berane, Valais, Taleham, Varik, Illyrie, Sandiel, Capiona, Renzia, Montia and Odivo wish to welcome the Kaiwhakawa o Te Wairua (Judge of Spirit), Kaiwhakawa o Te Whenua (Judge of Earth), Kaiwhakawa o Rangi (Judge of Air), Kaiwhakawa o Te Wai (Judge of Water) and Kaiwhakawa o Ahi (Judge of Fire) and the people of Tir na Andalucia to the Confederation of Kalti. Tir na Andalucia is structured as a kritarchy with each of the five judges holding equal power and authority over their particular district and population. As a Protectorate, this ruling body shall be maintained with an advisory committee set up the Kaltian Estate to help oversee a smooth transition. Where necessary, democratic elements shall be introduced such as the introduction of new Conclave and Assembly members and the transition of the Kaiwhakawa position from a life long position to one where the Andalucian people democratically elect each Kaiwhakawa every ten years. For security measures, the Kaltian Royal X, XI and XII shall be dispatched to maintain vigilance.




The following Councilors have made statements regarding the integration of Tir na Andalucia into the Confederation:


Councilor Ardelle Engstrom:
As the Head of the Department of Culture I am ecstatic at the cultural opportunities that this integration brings. While we at the Department of Culture have documented much of Kalti's cultural history, we know so little of the Antorians and Monecians. Here's to the future and to all the archaeological expeditions that will be sent to uncover the past.
Councilor Carylon Nesor:
As the Head of the Department of Education and Research I am excited of the possibilities that Tir na Andalucia presents to the education system. Not only can the youth of Kalti learn of Andalucia and what happened there but the Andalucian youth can learn of Kalti's long and storied history and what has been accomplished since the ancients fled.
Councilor Solveig Nightsong:
As President of the Confederation and Head of the Department of Finance I am proud of the accomplishments of the Kaltian Expedition Team to Andalucia. Never in our wildest dreams did any of us imagine meeting descendants of the ancients of Andalucia. Though much of the knowledge of the Antorians and Monecians has been lost to the aftermath of the civil war and the ravages of time, we have the modern Andalucians today who can still teach us much of our ancestral homeland.




Per the will of the Estate Council and transparency laws, the new constitutional amendment regarding Tir na Andalucia's place in the Confederation has been posted below:
Article V : Protectorate's and Free State's
Section III : Tir na Andalucia
Current Status: Under Discussion
* Tir na Andalucia's kritarchy (rule by judges) shall be upheld and respected to the fullest extent.
* The kritarchy shall consist of the Kaiwhakawa o Te Wairua (Judge of Spirit), Kaiwhakawa o Te Whenua (Judge of Earth), Kaiwhakawa o Rangi (Judge of Air), Kaiwhakawa o Te Wai (Judge of Water) and Kaiwhakawa o Ahi (Judge of Fire).
* The Kaiwhakawa's shall be democratically elected positions by the people of Tir na Andalucia every ten years and may continue to run and serve in this position so long as it is the will of the Andalucian people.
* The Kaiwhakawa's shall be advisee's to the Majority and Minority Speaker's in the Conclave and Assembly. If a Kaiwhakawa wishes to speak in front of either the Conclave or Assembly they may do so after notifying the proper Speaker.
* As each Kaiwhakawa presides over one-fifth of the Andalucian population, each of the five districts shall be given one seat on the Conclave of Castelli and a fluctuating number of seats in the Assembly of Castelli based on a system of proportional representation based on the district's population.
* The Tir na Andalucia Conclave and Assembly members shall be voted on every five years in line with the rest of the Confederation.

We are happy to see that Kalti has found its ancestral homeland. Hopefully we'll be able to find ours.
