I personally like Peter Russo very much. Not going to spoil anything about him anyway if you haven't watched the show.
 
It's hard not to pick Frank Underwood, given how dominating his is in the series. But that would be too cliche.

I really enjoyed Jackie Sharp, she made for a great Season 2 addition to the character list.
 
Stamper is another interesting one, though I've heard many people complain that the character is not very well-developed.
 
My favourite is Claire Underwood. Not only is she badass, ambitious and driven, but she is also quite a complex character underneath it all. Robin Wright does an excellent job in the role. What a team Claire and Francis make. I think they're a great pairing and are one of the main reasons I became hooked on the show.
