FOREIGN UPDATE - OCTOBER 2013

ASSEMBLY REPEALS TREATY WITH OSIRIS

On October 3 the Assembly of The South Pacific voted 13-1 to repeal our treaty with Osiris, based on the concern from various citizens that the regime of Detective Figs was not the legitimate government of Osiris, and further that the Empress did not have plans for the establishment of a future elected government with clear institutions and chains of command.

Our Cabinet had released a statement on September 18 that expressed its concern over the interruption of constitutional order and supported the regime of Detective Figs on the understanding that it was a caretaker government that would calls for elections as soon as possible. This statement and the subsequent publication of the so-called Ground Rules of Osiris formed the basis for the repeal.

Members of the Cabinet expressed at certain times their preference towards a suspension rather than a repeal, and in the end stated that there was the intention of negotiating a new agreement with Osiris in the future if the conditions are adequate.

HILEVILLE APPOINTED TO THE CSS

On September 23 the Assembly of The South Pacific voted unanimously to appoint former Delegate Hileville to the Committee for State Security (CSS), which is the government institution responsible for establishing the endorsement cap and overseeing the security of the region.

Hileville has been Delegate, Vice Delegate and Minister of Foreign Affairs of The South Pacific and is currently the Editor-in-Chief of the South Pacific Independent News Network. We are sure he will do a fine job in protecting the region. Congratulations!

DEPUTY MINISTERS ARE NOW MEMBERS OF THE CABINET

On October 4 the Assembly of The South Pacific voted unanimously to amend article 5 of the Charter and have Deputy Ministers as non voting members of the Cabinet, with access to the Cabinet Office and the right to participate in its discussions. This reform is one of several that Delegate Belschaft announced in his inaugural address, along with the streamlining of the Forum and the still pending judicial reform.

ACTIVITY DISCUSSIONS

During the past weeks the Assembly has been discussing several ways to promote activity and improve inclusion in the region. Various citizens have expressed concern over limited participation from their fellow citizens and have asked for the Cabinet to take a more active role in this matter.

Part of the discussion is the long-running debate on whether the Coalition is inclusive enough and how easy is it for newer citizens to take part in the affairs of the region aside from posting in the Assembly area. While some citizens argue that there need to be bigger efforts in this aspect, some ministers have countered that opportunities to volunteer at all ministries or be appointed as Deputy Ministers exist, and that citizens just aren't taking them.

Several citizens and government officials proposed an active government participation on the RMB and giving new citizens opportunities to participate through civil service programmes, to mentor and introduce them to the region. There were suggestions to have regular Cabinet reports to account for the progress in executive dealings, an idea which the Cabinet had envisioned but was yet to implement.
