AT VOTE: On International Peacekeeping [Complete] [Complete]

On International Peacekeeping:
Description: The World Assembly,

Realizing that armed conflict is inevitable,

Appalled by the massive civilian casualties that are inevitable in armed conflict,

Wishing that nations would seek alternatives to armed conflict; but realizing that this is a fleeting hope,

Defines peacekeeping as activities that tend to create conditions that favour lasting peace; via non-violent accompaniment or interventions,

The General Assembly hereby mandates:

Member nations who choose to intervene for the purposes of peacekeeping, shall not engage in offensive military manoeuvres with in the area of conflict; or provide military assistance to either party engaged in armed conflict,

Deployed peacekeeping and humanitarian forces shall not utilize military force, with the exception of defense of self,

Military forces and humanitarian workers deployed to conflict zones shall remain under the flag, and command structure of their respective nations,

Member nations shall be granted all protections afforded under international law while engaged in peacekeeping duties,

Peacekeeping shall be a voluntary service provided by member nations.

Creates the International Peacekeeping Assembly (IPA) and empowers it to:

Direct the World Health Authority to make available any and all medical and humanitarian supplies as required to alleviate the suffering of civilians,

Hold yearly meetings to discuss current international conflicts and to make recommendations in regards as to where peacekeeping may be most effective,

Urges member nations that possess no armed forces to deploy humanitarian workers to conflict zones, to distribute food and medical supplies to civilian populations suffering due to armed conflict,

Encourages member nations to treat non-members with the same courtesies afforded under this resolution, when said non-members request peacekeeping intervention.
