GENERAL ASSEMBLY RESOLUTION AT VOTE
Access to Organs and Tissues

A resolution to reduce income inequality and increase basic welfare.

Description: AWESTRUCK by the progress the World Assembly has made in healthcare and medicine,

NOTING, however, that there are still medicinal crises, such as shortages of vital organ donations,

ACKNOWLEDGING that those who are in need of the aforementioned organs may face prolonged agony, or death unless treated within a reasonable amount of time,

FURTHER ACKNOWLEDGING that nations in need of organs/tissues may not always have the means of obtaining them efficiently,

The World Assembly therefore:

PROHIBITS both private enterprises and government funded agencies from jeopardizing the health of individuals by denying them access to these organs based on monetary deficiency; shareholders of the aforementioned private enterprises will be fully reimbursed in proportion to lost profit,

ENCOURAGES member-states to compensate individuals who donate their organs/tissues to either government funded mechanisms, private enterprises, or non-profit organizations,

MANDATES that governments compensate individuals who are forced to donate their organs,

URGES medical facilities to offer surgery pertaining to organ/tissue transplants at a reasonable price to ensure that no individual is denied health services in this regard,

FURTHER MANDATES that member-states fully inform donors of the immediate and future health complications that an organ donation may cause, and an organ donation shall not take place, but with the informed consent of the donor; with exceptions to post-mortem extractions,

ESTABLISHES the Organ and Tissue Donations Regulatory Commission, or OTDRC, as a division within the World Health Authority,

(1) The OTDRC shall collect organs through donation from nations with surpluses. Tissue and organs shall undergo thorough testing to ensure that they are reusable; tissue or organs that cannot be reused shall be donated to the Health Research and Development Division,

(a) A thorough investigation shall be done prior to redistribution to ensure that member-states do not obtain more or less than what is needed,

(2) The OTDRC will allocate a portion of WHA funds into compiling an up-to-date statistical analysis which shall identify nations in need of organs and tissue,

(3) The OTDRC shall fund domestic projects in regards to tissue donations upon requests by individual member-states,

(4) The OTDRC shall temporarily halt distribution to certain member-states if it has been determined that it is detrimental to the well-being of other multi-national organ distributors; the OTDRC shall continue to distribute these items to nations that could not otherwise afford organic tissues, regardless of the circumstances,

CONSTRUCTS the World Assembly Specialized Fluid Bank to store substances such as blood, which shall be distributed to nations annually, proportional to the statistics published by the OTDRC - under acute circumstances, blood will be distributed to individual member-states upon request; blood and other vital bodily fluids shall be obtained through volunteered donations made by individual nations,

DECLARES AS IMPERATIVE the need for member-states to share their technology relating to organ preservation/regeneration with one another, as well as the OTDRC, to ensure that cell deterioration within organs and tissues is deterred while being transported and stored; a portion of the WHA's budget will be alloted to researching such preservatives.
