A New Constitution

Discussions concerning the establishment of a new Constitution for Equilism were begun shortly after Lady Naivetry became our new Monarch, when King Chaucerin stepped down. While the discussions got off to a slow start, a number of inventive ideas have been presented as well as simplified proposals. Pirates and Dr. Horrible were seen lurking behind some of the proposals, and what the outcome might be is yet to be seen. Stay tuned for future news on the fate of Equilism's Constitution.

Elections

High Advocate Westwind posted an announcement reminding the region that the November Prime Minister election is set to begin on November 5th. As per our Constitution, there will be five days for candidate nominations, followed by five days of voting. Candidates may campaign throughout the election cycle.

Octoberfest!

While the Beer Hall has been too noisy for anyone to talk, and Naivetry is trying to stare at her beer instead of drink it, the competition for a regional flag and anthem have entered the voting stage. Expect to see the winners in our next update. In the meantime, feel free to stop by and sample the variety in the ever noisy Beer Hall.

The World Assembly

-Repeal "Commend 10000 Islands"
0 For, 7 Against, 0 Abstain

Equilism stood strong in support of the Commendation of 10000 Islands, with all voting WA citizens casting their votes against the appeal. We were truly disappointed in the passage of the Repeal.

Equilism is also concerned over the developing 'tit-for-tat' exchange of condemnation resolutions in the Security Council.

0 For, 5 Against, 0 Abstain

Finding the proposal flawed, the WA voters declined to support this resolution.

-Habeas Corpus
0 For, 3 Against, 0 Abstain

With all of the few votes cast opposing the resolution, our Delegate voted against the resolution.

E-Army

Having returned from the success of the Feudal Japan Liberation, the E-Army has been working to continue the effort to ensure the security of regional sovereignty. The High Command continues to process new applicants, and get them placed into training as cadets.

Equilism would like to apologize for the recent lack of updates from our region to yours. You are important to us, and we want to keep the lines of communication open. Our doors are always hope to hear from you, and we appreciate each and every update you have brought to us on the happenings in your region.

Open Debate

Recently, debate has centered upon a few threads including the 'History is cyclical' thread with contributions from The Monkye, Biyah, Astarial, Chaucerin, The Hypercube and Naivetry. The perennial favorite 'God doesn't work, faith is a trick' has seen recent action, as well as the 'Generations to Come' thread.

If you love a good debate, Equilism has just the place for you.

Role Play

Tarlisea has started a new Role Play, "The Government of Equilism", where everyone can RP their government roles in Equilism. Our visitors and diplomats from region all around NationStates are invited to participate as well. So far, the Prime Minister and Members of Parliament seem to be wandering around the great halls of Parliament, or enjoying the surrounding gardens.

Roll Call! has been called for in Star Trek:Equilism. Players have been asked to report by October 30th, or face the prospect of being dropped from the roster. The current mission continues, and anyone who would like to join should contact Tarlisea.

There has also been a suggestion that the crew of Star Trek:Equilism might consider working together on the missions in the new Star Trek Online once it has launched. Several Equilism members have applied for the closed beta of the upcoming game.

The Equilism Enquirer

The lastest occasional issue of the Equilism Enquirer was published this week, with a curious headline about the Delegate of The North Pacific, Equilism citizen John Ashcroft Land.

Elections, returning faces, and a new Prime Minister

A couple curious turns of events occurred with our recent elections. Having announced the new election cycle, Westwind resigned as High Advocate and turned over management of the election to Advocate General/Governor General Felasia. He immediately joined Parliament, as did two other returning members - Chaucerin and Astarial. (Westwind and Chaucerin chose to pass on the Equilism Rite of Passage, while Astarial is in the process of undergoing the Rite as of this writing).

Nominations for Prime Minister went to Westwind, Flexion, The Monkye, Phendarrah, Tarlisea, and Whamabama. Three of those accepted nomination, leading to the final election results:

Westwind - 72.73%
The Monkye - 0.00%
Phendarrah - 9.09%
Abstain - 18.18%

In coordinating the transfer of the Delegacy from The Monkye to Westwind, it was decided that Monk should hold the Delegacy for a few more days, so that he can reach his 400th day in the delegate's chair.

Official Equilism Flag Adopted

With 56% of the vote, the official flag of Equilism was adopted in a regionwide vote. The flag raising ceremony brought tears and expressions of nationalistic pride to nations throughout the region. Kubrickistan suggested that a regional Equilism Flag Day holiday be considered, while Russian-Republics somehow spilled vodka on the flag.

Equilism indecision on an Anthem

The runoff vote between the finalists in the Regional Anthem contest has resulted in a tie vote. While polling has remained open, no further votes have been made since November 9th. The two songs in contention are:

Fanfare for the Common Man (proposed by Westwind)
Last of the Wilds (proposed by The Monkye)

There appears to be increasing support for a mash-up of the two songs. The proposed new Anthem title: "Fanfare for the Last of the Commonly Wild Men" seems to be most favored.

To a New Commonwealth

Regional discussions on a new Constitution have reached the point of a fine tuning of the final document, and preparation to move towards a regionwide vote. The current Confederation of Equilism, a Constitutional Monarchy would be replaced by a return to our earlier formation as a Commonwealth of Nations.

The E-Army has been busy chasing raiders around the NS world. From Pyoko, to Westdale, to Leckenby, and even The Universe. If you want to see the World, the E-Army has a billet waiting just for you. Recruit trainees are always welcome, and Officers are always plotting our next move.

Foreign Affairs

Activity in Equilism Foreign Affairs has been slow as we pass through our election cycle and Constitutional discussions. Newly elected Prime Mininster Westwind has expressed the importance of Equilism's presence and activity in interregional affairs and looks foward to working to improve our communications with our friends around the NS world. A more frequent update from our region to yours is one of the important steps in reaching this goal.

Open Debate

The long running favorite debate thread, "God doesn't work, faith is a trick" continues to be active as does "Humanitarian Intervention" , "Creation vs Evolution" , "History is cyclical" , and the new "A Reason to Believe". Anyone is welcome to join in our fine and respectful debates.

Role Play

Kubrickistan has taken up Bartending in the E-Bar, and returning member Vasilii (last seen in 2006) has been frequenting the E-Bar as well. A strangely squirming burlap bag still lays next to Westwind.

The 5th Mission of Star Trek: Equilism continues. The USS Equilism was last seen encountering an unstable temporal-spatial anomaly disturbance, while the USS Salvador makes way at warp 7 towards the USS Equilism.

The RP Government of Equilism sees former Prime Minister The Monkye cleaning out his office at the same time new Prime Minister Westwind is moving in. There seems to be a spatial anomaly going on there too perhaps. Kubrickistan and Tarlisea are known to frequent the Judicial Library as well.

Fun and Games

Phendarrah and Westwind started new games "Random Game" and "Don't answer the question above you". Old favorites continue to be active, such as "Who Will Post Next", "Three Word Story", and "Extreme Count to 1000 (x2)".

Having passed yet another Constitution, the Equilism Assembly is deep in debate on proposals dealing with Juror selection, the line item amendment, and the proper place of themed governments. The Assembly has 23 members at the moment, and hopefully more of them will chime in on the debates!

The ever-secretive Tarlisea has hinted that the approach of Christmas will bring a new exciting celebration in the region. Unfortunately, our attempts to infiltrate his department to get more details have thus far failed.

The Minister has announced his intention to hold a recruitment competition to bolster our efforts to grow the region. It will be open to all members of Equilism, so stay tuned for more details!

Recruiter of the Week #47 is once again The Monkye. Pleas for someone to topple him from his smug perch on top of the jungle gym have as yet gone unanswered. Neo North-America has offered no statement explaining his failure to challenge the reigning champion. Believed to be adrift in the Pacific Ocean, last sighted in a kayak near the Phillipines, he could not be reached for comment.

The FA department is considering consulate, embassy, and/or treaty requests from Novus Licentia Terra, Feudal Japan, and Corporate, and is looking at our existing embassies and consulates to determine whose should be kept. Long-inactive embassies might be subject to closure, so we strongly encourage popping over to your embassy if it's lain dormant for some time.

The E-Army has been active lately, most recently in liberating Milennium, The Dark Sphere Cabal, Utopia, and The Beatles. Keep up the good work, troops!

On the Debate Board:

There's been a fair bit of activity on our Open Debate Board recently. Perennial favorite God doesn't work, faith is a trick saw Flexion, Vasilii and Chaucerin busy, and The Monkye started two topics, on Holocaust Denial and the Copenhagen Conference/Climate Change. In addition, many Equilismers have expressed their disgust at Switzerland's banning of minarets in the Current Events forum.

Role Playing and Games:

There's been a good bit of activity in the traditional 'spam' forums too. In the European Elimination Thread, first round winner Ireland was eliminated first in the second round. A new RP entitled Trans-E-Vania was started, though it has slowed down after some initial action. Anyone who likes vampires or werewolves is encouraged to get involved. The E-Bar and the Equilism Anime Fan Club also attracted some action, with the E-Bar locking down in preparation for what looks like an outbreak of destruction with the return of Some Emo Guy.

Announcement!

We are hosting a new and exciting recruiting competition that will involve all regions who are interested in participating. This inter-regional competition is going to begin on February the 1st and end on February the 28th. Neither small nor large regions will be unduly disadvantaged, because the winner will be the one with the greatest population increase by number. This wonderful competition is being run by The Monkye, who can be contacted by telegram, or by PM or on our forum, for more information.

The Monkye will need some help making sure all participants receive regular updates, so if you’re interested in being one of those helpers please let The Monkye, or one of our other members know.

Please respond promptly if you want to take part in this mutually beneficial activity.

Founding and Reunification Festival:
The festival was kick-started by The Monkye who wrote the history of equilism chapters 1 to 3 project and he encouraged everyone on the forum to get involved but unfortunately not many members got involved in the wonderful celebration because of an initial masking mix up which was fixed fairly quickly.

Treaty with Liberalia
We are currently voting on the reaffirmation of a treaty with Liberalia to correct a minor change in terminology. So far 7 people have voted and all of them have voted ‘yes’, so it looks like the treaty will be returned to action soon.

Immigration (The Monkye)
Immigration has been the busiest of all the cabinet lately, organising the inter-regional competition and writing up the 2009 immigration review. Rumor has it that The Monkye might be organising a convention to discuss what can be done to improve Equilism for the future.

Week 1: The Monkye won the recruiter of the week award with 30 nations recruited.
Week 2: The Monkye won the recruiter of week award again with 40 nations recruited.
Week 3: The Monkye won the recruiter of week award again with 105 nations recruited.

Foreign Affairs (Phendarrah)
FA has been mainly inactive lately due to Phendarrah being away for a while. The minister is writing up a list of job possibilities for the deputy minister to do, and this should be released next week and a consulate has been created between our region and the Democratic Socialist Alliance.

Domestic Affairs (Tarlisea)
DA has slowed down a bit lately and this issue will hopefully be solved soon.

E-Army (Whamabama)
The military hasn’t done much after Christmas.

Behold!

A new E-vent has arisen, courtesy of the Ministry of Domestic Affairs.

Julius Caeser's Winter Festival! A combination between Roman and Winter themed activities, this festival will consist of many activities, including E-Wards (nominations are still open), the announcement of our new incentive system, and many other most exciting activities, including Gladiatorial Competitions!

Come on over to our lavishly decorated villa and join in the fun!

In the Government
Discussions with the AoSS are still underway, though they appear to be winding down. Hopefully a resolution will be had soon!

The Assembly is currently discussing two bills, the Endorsement Cap Law, and the Grammatical Corrections Act. The former obviously deals with the regional endorsement cap, and needs updating from its previous version under the previous government, and the latter is intended to address fixing minor insignificant errors, such as typos, in legislation.

Up for a public discussion and vote in the Public Courtyard is the Charter for the Equilism Security Council, instructed to spread its message with resolutions of humor and wit. The intent of the ESC is to spark interest in the in-game WASC.

Domestic Affairs

The Julius Caesar Winter Festival is continuing apace, with voting on E-Wards having been started. At vote currently are categories for Best Newcomer, Nerdiest, Best Personality, Best Foreign Visitor, Best Foreign Ambassador, and Best Debater. The Miss Equilism contest, the Roman Olympics, and the Roman Murder Mystery will hopefully start soon.

A new points system has been implemented, and rewards are being handed out willy nilly. Inflation, ho!

Games and Fun

A multitude of games have been active this week, including the ever-popular Guys vs. Gals, in which the guys are winning at 24 up. Shocking. In European Elimination, the Czech Republic is falling fast, likely to be knocked out soon, while Wales thunders along in the lead with 31 points. And in Post a Random Fact ... that's not actually true, things have taken a turn for the political. Oooh, let's watch the fireworks!

Role Playing

With the arrival of the AoSS worlds, Equilism's role playing area has seen a burst of activity. Worlds A, B, and D are based on the real world, the first being set in modern times, the second, historical, and the third an alternate version of reality. World C is set in deep space, and World E is one of fantasy and magic. All in all, it sounds like there ought to be something for everybody!

Immigration
In an effort to boost the region's population, the Immigration department is holding another one of its famous recruitment drives. The theme of this one is Roman Recruitment (in keeping with the Caesar Festival), and awards are granted for attaining numbers that are significant in Roman history. The number of nations an entrant needs to recruit for each tier are: 44, 195, 476, 753, and 1,229.

Hyper Hippies is currently in the lead, with 220 nations recruited! Goooo, Hyper!

Foreign Affairs

At the pleading of the Immigration department, drooling over their phenomenal recruitment skillz, the FA Ministry has exchanged embassies with the Global Right Alliance.

In an effort to get the ministry's regular updates up from once a month to once a week, and to standardize them for ease of writing, a template has been created. The FA department invites any member of the Cabinet to partake!

E-Army
The E-Army has seen action in The Proletariat Coalition, and Unibot, as well as helping our allies with missions. The E-Army also has welcomed one new soldier, and has an additional one in training.

Election Time!
Since our last update, Equilism has had its quarterly First Minister Election. It was a tight race between Tycholand and Astarial, but it was eventually won by the former with a plurality of the votes. Abstain and The Monkye also ran.

The Results are as follows:

The Monkye: 2 (13.33%)
Astarial: 6 (40.0%)
Abstain: 0 (0%)

Tycholand campaigned on improving the performance of the government, returning its focus to itself after the previous term’s focus on improving community aspects. Obviously, this hit a chord with the voters, so you should now look forward to more regular updates!

In the Government

First Minister Tycholand got straight down to business in creating a new cabinet:

Dear fellow Assembly members,

I’d like to put before you for approval the May 2010 Cabinet.

Minister of Domestic Affairs: Dyr Nassad
Minister of Foreign Affairs: The Monkye
Minister of Immigration: Astarial
Minister of the Military: Whamabama

The coming period will be a challenging one due to the Summer slump. But together with an active Cabinet we shall recruit and activate this region through the whole Summer!

In addition, he proposed that much loved World Assembly delegate Kubrikistan stay on for another term. This is partly because the Delegate has become stuck to the seat, after wearing a suit which had been dipped in the Gulf coast oil spill when he sat on it late last term. Equilism is now pressing BP to work on a solution to allow the delegate to at least change his clothes, as they are starting to smell.

These appointments have been met with much approval, as well as rejoicing by the peasants citizens of Equilism.

Talk is that there will be some restructuring of the way the E Points system works. We shall see how this unfolds. Newly appointed Minister Dyr Nasad has yet to release an agenda for the term.

In other news, the Equilism Security Council has passed its first resolution: Condemn Real Life (tm). Real Life has not returned our phone calls asking for a response. Hopefully this resolution is the first of many.

Games and Fun

The Elimination games have been proving a huge hit recently. And Sanctus Mucro has created a new dynamic in the guys vs gals thread, with guys needing to sleep with one eye open to make sure the gals don’t steal his services and force a landslide in the other direction in the near future.

Role Playing
Things have been quietening down in here compared to the giddy heights of the middle of last term, but they are still going along. The USS Equilism is currently holding a role call, and the World RP’s are looking at new ways to spark activity

Immigration

Shocked by the decline in regional population levels to a mere 125 nations, the Immigration ministry is hoping to galvanize the good recruiting drones citizens of Equilism to new heights of recruiting. A hastily sneaked peek at the Minister's plans revealed a daring plot to use actual cookies in new and different ways. More boringly, the Minister also plans to reorganize the public and private faces of the Immigration foraaaaa, and somewhere in there have a nice cup of tea.

Foreign Affairs

The Monkye has set out to make some changes here. His Agenda includes:

- To reorganise the subforums, and clear out messy areas.
- To create a system of prioritising relations to be used now and in the future. And then put it to use.
- To reorganise ambassadorial posts, and how posts with no ambassador will be filled.
- To make our embassies abroad easier to find for everyone who wants to go visit them
- To make our updates more regular and more entertaining throughout the entire term.

This means that your ambassadors might be changing, or you might be getting some. This could also mean that a flood of updates comes your way too if you’re lucky. We’ll keep you in the loop as to what’s going on.

E-Army

The E Army has been taking some R and R in TRR, making use of Kandy’s hospitality again after an endo-tarter caused security alarms to sound. Most of the soldiers woke up promptly on hearing this alarm, which went off during the night.

The news in Briefs (as opposed to Boxer Shorts)
The Foreign Affairs Minister has been involved in a tough battle with RL recently, drawing comparisons with the fight between Gandalf and the Baalrog. And if you don’t get that, please read/watch Lord of the Rings, while wearing a dunce cap. Don’t force me to do it!

Meanwhile, the Equilism World Cup has progressed more quickly than the FIFA™ World Cup, being up to the Final already. Astarial will do battle with All of Man Kind (yes, ~6 billion of us) for the coveted trophy, after knocking out Tarlisea’s Admirals in a semi final of cosmic proportions, and hosts The Monkye while being pelted with bananas, respectively.

In other sporting areas, a triangular series of cricket between Phendarrah, Hitchcalm and The Monkye has got underway. Hoping to outdo their soccer cousins, The Monkye won both its games convincingly to make it to the final, where it will meet Hitchcalm, who beat Phendarrah in their match to also progress to the final.

In the Government
Two votes have been held since you last heard from us:
One on joining The Third Wall Block, a group formed to protest the creation of Rule 4 in the World Assembly Security Council. This passed 11-3-3.

The second was a vote amending the Multi Citizenship Act, designed to prevent drawn out circular discussions such as the ones with members of the AOSS earlier this year, and provide a quicker, simpler way for such citizenship issues to be resolved in the future. The amendment was well supported, with 18 votes, all Ayes.

Domestic Affairs
Rumblings about creating another E-Beach have been stirring for several weeks now, and plans may soon come to fruition. That and DA is trying to rid Equilism of our rampant drunkenness and unemployment by opening up the E-Points system and restarting the job agency. Attempts at initiating prohibition have so far been less successful, as the E-Bar is never closed, and has an infinite supply of the thing everyone wants.

Games and Fun
The Men have made it over half way in Guys vs Gals. However, there’s still at least 225 posts to go to get to the finish line, and the end is a long way from sight. The Elimination games have also been recording hits recently. Us dictators love waging wars on our poor unprotected real life neighbours.

Role Playing
A Vampire RP has got underway, as has a Star Wars one. Expect Sith who are allergic to onions and Jedi wandering around with giant wooden stakes to bump in to you soon if you visit us.

Immigration
People have been recruiting recently, surprisingly. This may have been due to RL weakening its grip, or the incentive of cookies. Either way, nobody beat the Minister herself in this last week, so she gets to reward herself and save on shipping costs. Omnomnomnomnom. Perhaps this week’s batch will be celebratory EWC ones?

Population has therefore stabilised at the lowered level of around 110 nations then. Which is of course better than being a two figure region.

Foreign Affairs
FA has been almost closed since our last update – RL activities including exams and travel, and lack of a back up has meant that the FA minister has shirked his duties. However, he’s making amends now, so be happy that you’re getting any news at all from us at the moment. At this point in time it may be good to grumble something about a summer slump, while throwing things at beach sand and at the sun.

E-Army
The E Army hasn’t done anything we’re not telling you about. Or have we? Riddle me that one, Mr I’m Too Smart For a Double Negative. The ongoing TRR mission has been winding up, while the E army has taken part in one defence and one liberation since we last updated you on the happy-haps. It sounds busy for the times, does it not?

News
It's been a bit of a slow week, but the Assembly has been working on some rather important business. On the RMB, most of us have just been comparing national WA rankings recently. There are fears that this will spawn an arms race, leading to the creation of an arm big enough to pick up the sun. Monk has been messing with the space time continuum after gaining a time travelling pocket watch. Authorities are on the lookout for Chrononauts, and blame them for the recent outbreak of haikuing in the E-Bar.

In the Government
The Assembly is still working on the judicial reform bill, but progress is coming along nicely. The vote should proceed soon. Also, the Assembly is currently voting on the termination of the Third Wall Block Treaty and an amendment to the constitution removing the regular constitutional review. Both are receiving a lot of support, and it appears both will probably pass.

As usual, the "Guys Versus Gals" thread and "Who Will Post Next" are very popular. In "Guys Versus Gals," the girls are off to a good start after the start of the second round. The Monkye has won the first round of the Cooking Competition, and the competetors have moved onto the next round, which is desserts (Yum, yum!). Also, the Caption Contest has returned!

Role Playing
Hitchcalm is back in the E-Bar, but the puns have not returned with him. A string of haikus spanning several pages continues though.

Immigration
Recruiting has been a little slow, presumably due to members being busy due to the dreaded "Real Life." Both Phendarrah and Kubrikistan have lost a life in the Minister's game of P-I-G.

Foreign Affairs
Some ambassador assignments are currently being rearranged due to inactive ambassadors. All ambassador posts with active players will remain as they are though. Also, Westwind has become the new ambassador to Gatesville!

News
This week, Equilism must once again say goodbye to a long-time player and a friend of the region. Kandarin of the Rejected Realms has announced his retirement. Kandarin, we wish you luck through the rest of your life, and hope you could pop in on us every once in a while. Also, closer to home, Hyper Hippies celebrated 1000 posts, while The Monkye reached 8888 and was promtly abducted by China. And in the spirit of the TRR BBQ, there is an E-army BBQ currently roasting the FA minister, while on the Equilism RMB, pizza is being BBQ'd, and a search is on for the resident cow so that he can join the Pizza on the grill.

In the Government
The assembly has started voting on judicial reform and the related amendments and corrections connected to it.
The Assembly has voted in favor to terminate the Third Wall Block treaty. The vote was unanimous. This means that Rule 4 compliant condemnations will be up for vote now, though some members have voiced their desires to continue to protest Rule 4. Also in a unanimous decision, the Assembly had voted to eliminate the annual constitutional review.

Role Playing

In the E-Bar, poetry has given way to plans to hide copious amounts of beer in the Dakotas, on the basis that nobody lives there and the weather will keep the beer cold. This is generally seen as a plus, except by our British citizens, who are well known for their like of warm, weak beer that everyone else hates. The Star Wars Equilism is being brought back to life, and all the RP worlds which we haven't talked about for a while have been going well. The Monkye would give further insight on that, but it could turn in to a lengthy read for me and you to work out the plot lines.

Foreign Affairs
Due to not having an internet connection over the weekend, Foreign Affairs Minister Millitarism was unable to write last week's update. The Foreign Affairs Ministry would like to apologise for the inconvenience.

E-Army
The E-Army participated in a couple missions this week. One was the unsuccessful liberation of Royal Federation of Nations. We send our best wishes to the region during their occupation, and perhaps next attempt will go better. The other mission the E-Army has deployed for is one to see Kandarin off, E-Army style!

News
On the RMB, while freedom rankings are being compared, a varied array of games and gaming devices have found their way on to the BBQ, bringing many interesting new smells to the region. Our First Minister and Delegate, Kubrikistan, has returned from his short absence. And finally, Whamabama and Neenee celebrated their birthdays, while Westwind reached 11,000 posts.

In the Government
The Assembly has passed the judicial reform bill. This expands the judiciary to three members and slightly modifies the procedures of the judiciary, due to the move from one justice to three, but the powers of the judiciary havn't really been widened in scope. The government has announced the appointments for the judiciary already. They are Chaucerin, Grand Kierania, and Tarlisea, and these choices are currently pending the approval of the assembly.

Games and Fun
The games and fun forum has seen a revival in old games. Games such as "Three Word Story," "Have You Ever," "Extreme Count to 1000," "The Post Game," and "This or That" have all been brought back recently. A decent portion of these revivals can be attributed to a certain diplomat. Also, the Caption Contest is locked in a 5 way tie, forcing the OP to think of a new way to decide the winner.

Role Playing
Phen has recently created a new exciting football or soccer role play, everyone is welcome to join in. A robot representing Kubrik briefly served in the E-Bar.

Immigration
This weeks report from the Immigration Ministry seems to have disappeared into a void. It is our hope that the Ministry has not disappeared along with the report.

Foreign Affairs
The Foreign Affairs Ministry is back to its regular schedule with updates (except for a short delay in the release of this one). Equilism has opened relations with The Black Aspen Republic. Not much else has happened this week in the Foreign Affairs Ministry.

E-Army
The E-Army has maintained its presence in the Rejected Realms to see Kandarin off and to help the delegacy transfer.

There has been some important government activity lately. There have been revelations in some possible problems in how the Assembly conducts it's votes. Also, the first of the roundtable discussions promised in the First Minister's campaign has begun.

In the Government
The Assembly is working on voting proceidures. The low turnout on the judicial reform bill has raised some questions, as there have been high turnouts on many of the other issues the Assembly has addressed recently. The Cabinet is holding their first roundtable discussion on how they will revitalize the Main Street area of the forums. Several good thoughts have already come up.

The E-Army did 3 liberations in the past week. We participated in the successful liberation of Union of Spanish Nations, the successful liberation of Alpha Centauri, and the successful (on the second try, at least) liberation of Doggies. Thanks to Felasia for his leadership in these missions.

Equilism Regional Mini-Update:
Due to the lack of news and activity in Equilism over the past week, we have decided not to do a full, official update. Regular updates should resume next week, assuming we have enough to put in there.
The Assembly is currently reviewing the treaty with Liberalia due to the inactivity in the region. We wish you all the best of luck.
Regarding the North Pacific, Equilism does not recognise the North Pacific Provisional Authority as the legitimate government. Equilism supports the elected delegate Flemingovia and vice-delegate Blue Wolf.
Within the region, the judicial appointments were approved. Chaucerin, Grand Kierania, and Tarlisea are the first members of the newly reformed judiciary, with Tarlisea being named Chief Justice.
The anniversary of the split of Equilism is coming up. Older nations may remember when the region split into two factions after Westwind, acting in his role as one of the founders of the region, declared a state of emergency and dissolved the government due to the increasing inactivity in the region. This day is a day of remembrance within the region, and an event may be held.

More business than fun has been happening in Equilism over the past week.
Citizens of Equilism have been debating about whether or not name a capital city for the region's founder, Equility. Equility left NationStates long ago, but the members of Equilism have been preserving his nation. Some members feel, as tribute to Equility, we should leave his nation as it was when he left.

In the Government
Also, John Ashcroft Land has been striped of all of his Private Domestic and Foreign Affairs access in the forums. Assembly has been debating the actions taken against John Ashcroft Land by Equilism's founder, Westwind. Also, quarterly First Minister elections are due to begin soon. The campiagning starts at the beginning of November. We'll give you more information as we get closer.

Not a lot of people have been playing games recently. "Who Will Post Next" has been the most popular, but even that hasn't had a lot of traffic.

College applications (mostly complaints about them) are the main topic in the E-Bar. Many here wish all colleges accepted a common application.

Immigration
The Ministry of Immigration has been quiet recently. This is beacuse the Minister is inactive due to real life issues. It has been suggested that an interim minister be appointed until elections come around.

Foreign Affairs
The Foreign Affaris Ministry has found the vacancies left by inactive members and is looking for people to fill them. Several foreign events are also being discussed by the ministry. We also welcome the re-opening of the North Pacific embassy, and send our best wishes for a successful rebuild.

E-Army
The E-Army deployed to The North Pacific last week, to ensure the orderly transition of the delegacy to the elected nations of Blue Wolff II (Vice Delegate) and then Flemingovia (Delegate), thus bringing an end to the unsanctioned delegacy of Durkadurkairanistan II (aka John Ashcroft Land). Soldiers and officers continue to be deployed there, to ensure the stability of the reigon while the delegacy is secured domestically.

News
Elections for First Minister are underway. The nomination period is over, and voting has started. The candidates are The Monkye and Millitarism. As usual, ministry activity has slowed down slightly in anticipation of the transition.

The Equilism Book Club hass decided that the first book read will be Max Barry's Jennifer Government. A list of interesting suggestions has formed, which means the book club should prove to be a successful diversion of people's attention away from their regional duties.

The Assembly used the new system for private voting on the most recent piece of legislation as a test to see how the system would work and what needs to be modified. The result is still pending.

Forum activity has started to pick up recently, probably due to the excitement of elections. A lot of that activity has been in election related areas of the forum.

NSEquilism on Twitter!
That's right friends, Equilism has expanded to social networking. A twitter account has just been opened for the region, mysteriously coinciding with the elections. You can find it and follow it at www.twitter.com/nsequilism.

It will be used as a platform for communication with citizens, and you, our friends from other regions, by the government, as a new way of interacting and encouraging activity. No longer will you have to wait for our weekly update to learn of what's happening, because there will be gossip to catch up on on twitter if you subscribe. Of course the weekly update will have more than 140 characters in it.

For Equilismers, the twitter feed can be viewed on the forum front page, which can save them having to open up a new page.

Of course, not all the details of the account have been finalized, so after we as a region meet to discuss the exact details, we'll let you know what the outcome is. Until then, tune in to twitter for more entertaining gossip!

During open questions Millitarism revealed his ambition to grow up to become Genghis Khan, a direction certainly fresh and exciting for a First Minister to take. News
Well, after a rather quiet term, Equilism is getting back on track! Elections for this term have just ended. There were more candidates than usual in this election. Phendarrah, Vesica, The Monkye, Grand Kierania, and Abstain all ran for First Minister. In the end, The Monkey won on his Steampunk and Tron platform, which soon came to be known as steamtron.
The Monkye's campaign called for more activity and a convention (originally a part of Grand Kierania's campaign). He also said that the judiciary would be reviewed in light of the founder's concerns.
The new cabinet for the term has been appointed as well. The Monkye appointed two of his opponents to cabinet positions: Vesica as Immigration Minister, and Phendarrah as Domestic Affairs Minister. He also appointed last term's first minister, Millitarism, to lead foreign affairs. You obviously know what this means: This means you get updates again! To round off the cabinet, Whamabama has remained in the position of Military Minister.
One interesting thing about the elections for first minister this term is that, unlike any other election in the history of Equilism, Abstain launched a campaign. He cited his long time in the region and NS in general as a reason he was qualified. As could be expected, he ran on a campaign of neutrality and indecision. This campaign, however, was not without controversy: Founder Westwind declared that, as Abstain was not actually a member of the Assembly, he could not run. It was actually Abstain's opponents that fought to allow Abstain's campaign. After an appeal to the founder, Westwind agreed to let Abstain run if he took the oath of the Assembly, thus making him a member. Despite all he went through, he didn't gain more votes than any other candidate.
In other news, the infamous John Ashcroft Land has resigned his citizenship to pursue other goals in NS. We wish him the best of luck, despite his statement that he will do things that the region would probably not approve of.

The Equilism General Meeting
One of the big things to come out of the elections this year was a meeting akin to the "Better Equilism Convention" held in 2010. This was an effort to improve conditions in the region and to find ways to increase activity. Many things have been discussed in the convention so far. The judiciary was one of the major topics. The judiciary was expanded last year, as some may remember, due to some people's concerns about the position of regional advocate. Westwind, who was unhappy with the decision of the Assembly, had retained his right as founder to strike down the amendment, though he did not act on it as he wished to respect the Assembly's wishes. However, over the time the new system has been in place, they have had nothing to do. Some members of Equilism grew concerned that a title without duties would lead to inactivity. The judiciary has since been abolished, and the region is working toward a replacement.
Another, more classified matter (at the moment, at least) is the status of the army. The E-Army has been around ever since the founding of Equilism. Equilism has been a proud defender region for that time as well. The E-Army has had some struggles adjusting to the influence system, though, as the classic defender philosophy of opposing griefing had been rendered nearly obsolete by influence. One of the goals of the convention has been to reinvigorate the army.
And finally, the last major topic of the Equilism General Meeting was a regional purpose. When Equilism was founded, Equilism had a clear purpose: We have been a region opposed to the practice of griefing. The influence system made Equilism's purpose obsolete as well; with influence, there just isn't enough griefing for it to motivate a region. There have been several points in which Westwind stated it was no longer the region's purpose, but it was never replaced. Because of that, the region's original purpose kept coming back. During the Equilism General Meeting, the region has been working toward creating a new purpose focusing on activity and sovereignty.

Foreign Affairs
Regarding the recent news from Gatesville, we wish Gates the god the best of luck. While we do respect the authority of the founder of a region and the founder's right to abolish said region, we support our allies. Our alliance was with the community of Gatesville, not just the founder. We therefore with to extend a hand to the estranged community of Gatesville, and we hope the ties of friendship we have made with them can hold fast.

Domestic Affairs
The Ministry of Domestic Affairs has already gotten started on activities for the coming term! Here is a summary from the minister himself of some of the things he is working on:

Time marches on, and as always we change with our times...

On 2nd May, 2011, the E-Army was ordered on a Homecoming Mission. All soldiers and officers, who are not currently otherwise occupied, were ordered to return home to Equilism, and endorse our Delegate, Vesica.

It is the Decommissioning mission of the E-Army.

Originally known as the Equilism Army, the primary Military organization of our region has been the E-Army since 2004. Only during the Schism in 2006, was the E-Army set aside as the primary Military organization, as the Imperial Guard of Imperial Equilism took it's place for three months. The E-Army participated in hundreds of missions to defend against griefing, secure regional freedom, and support regional sovereignty. From the early training missions with GLA, and our first official defender missions in Middle Earth and Northern Ireland, the E-Army grew and became a potent force in NS Gameplay. It was named the 3rd strongest Army in NationStates. The E-Army twice helped lead the liberation of The North Pacific. We worked from within and without to secure the Liberations of Belgium and Feudal Japan, among others. We've helped secure the delegacy transitions time and again for our friends in the Feeders. We defeated greifers and invaders in hundreds of regions. We engaged in missions to support activity in NationStates, and missions to defeat Nazis.

Our military has a long history of great leaders. From Tomika, who renamed the Equilism Army to the E-Army and developed our first formal training programs and awards. And our Founder Equility, who established our alliances and established our close working relationships with other regions and organizations. Through leaders like Retepland, Nooterland, Westwind, Adyndril, Moo-Cow with Guns, Astarial, Bismarcia, Millitarism, Tarricoe, The Merlion, Zorn Uzkul, Felasia, and Whamabama. Each leader of the E-Army adding their contributions.

We've been extremely fortunate to have had these great leaders. And we've been fortunate to have had a Founder with the vision of Equility.

But as I said at the beginning, time marches on, and as always we must change with our times. That has been one of the key strengths that has given Equilism its longevity. Our ability and willingness to be flexible. To adjust and change as NationStates does and as our community does.

And so....

With Honor and Respect to the ideals and history of the E-Army, as Founder and Commander-in-Chief of Equilism, I am decommissioning the E-Army as our primary Military organization, effective immediately.

All E-Army Officer Commissions are now Retired. Officers have the right to continued use of their highest earned ranks, but these ranks hold no authority in the new military Chain-of-Command.

The E-Army, as a Military organization will be retained as a Military Reserve Unit - The E-Army Reserve. This reserve may be called upon to assist on missions critical to the defense of Equilism and it's allies.

All current and former soldiers and officers of the E-Army are authorized for use of the the E-Army Veteran Badge:

We have lots of news to update you with, so bear with us on this one.

- The Judiciary Amendment to the Constitution was Vetoed by Westwind, returning to the original Regional Advocate system. Tarlisea was re-appointed for a one-year term as Regional Advocate.

- The Equilism Assembly passed a Constitutional Amendment that removed the mandate for the Military Minister to be a part of the Cabinet, and placed the Military under the sole authority of the Founder.

- Westwind announced that changes are coming to the Equilism Military, with the purpose being to enhance Gameplay.

- The quarterly Election for First Mininster is now in progress. Nominations close in about 24 hours. The nominees so far are: Vesica, All of Mankind, and Anakin Skywalker.

- The Treaty between Equilism and The West Pacific has been ratified by both regions.

- A Treaty between Equilism and The New Galactic Empire is currently at vote.

Gameplay is what Obsidian is all about.

Gameplay in Obsidian isn't just about raiders and defenders. It isn't just moving your nation into a region and endorsing other WA nations - although that is part of it. It is the intent and purpose of Obsidian to be involved in all aspects of NationStates Gameplay.

Some Obsidian missions will require use of your WA status, and some will not. No longer will Equilism require WA status for you to join our Gameplay actions. We seek your talent. We seek your creativity. We seek your interest to make NationStates a more active and interesting place.

As usual our RP's are going strong, and seems like new RP themes are created every day. The biggest shock would be to find some scenerio not being RPed in Equilism.

Makes me wonder, what ever happened to AD&D in Equilism?

First Minister: Flexion

News:

Elections are over, and Equilism's first minister is Flexion. Who will have his work cut out for him. Equilism has been a bit inactive, but I know of nobody who doesn't have faith that Flexion will turn it all around. He is at this time contacting people for the various ministries, ensuring he has the proper people in the proper spots.

Foreign Affairs while remaining mostly inactive has seen. 10000 Islands close relations with Equilism. No tears were shed after reading the slander, and out right lies about it. Among many other lies told by members of that cult like region.

Foreign Affairs has also agreed to exchange embassies with Unknown.

The Obsidian Order has been largely quite, or they aren't talking one. Though Whamabama was spotted carrying a WA on his main nation as soon as a week ago to submit a security council resolution called “Condemn Allied States of EuroIslanders” which was passed by the Security Council. Sedge probably said it best when he said, “Never thought Wham would end up authoring an SC resolution. :P

The Equilism Commonwealth Dissolved

After concerns over Government Activity came to a head in Equilism, Founder Chaucerin invoked his authority as Founder, and dissolved the Commonwealth Constitution and institutions.

In its place, Chaucerin has appointed Westwind as President of the Provisional Government of Equilism, and granted him authority to "use all the executive powers of the Founder save for the unique powers of the Foundership itself." and "very broad authority to strike down and remake our institutions in order to preserve, protect and plan for the future of the region."

After accepting Chaucerin's appointment, Westwind proceeded with the closure of the Equilism Assembly, posting these annoucements concerning the transition to the Provisional Government:

Westwind stated that he intends to work quickly to establish the Provisional Government, basing appointments on Merit and Activity. He stated that "Equilism culture is a reflection of NationStates culture. We have Generalites, and Roleplayers, and Gameplayers, and Government simulators. We have those that answer their nations issues, and those that post on the RMB. After all these years, Equilism is a bit of a microcosm of NationStates culture. " The Provisional Government intends to ensure the government retains focus on the activity and interests of the region's citizens, while de-emphasising areas that lack interest.

In the days prior to the announcements, Equilism Assembly Whip Vesica was the only availble active member of the Commonwealth Government. His efforts to revive activity in the absence of the Government Ministers was confirmed by both Regional Advocate Tarlisea and Founder Chaucerin.

May 16th was the first time in months that Equilism was governed by a constitutional government. We have made some strides with the government, and the region, but we are far from being where we need to be. Stay tuned as we work to rejuvenate Equilism through dedication, hard work, and the brandishing of automatic weaponry.

The Constitution of The Equilism Commonwealth of Nations

The members of The Equilism Commonwealth of Nations hereby establish this Constitution for our governance. We hold it as our first principle to preserve the freedom and autonomy of our members, recognizing the right of all nations to self-determination. Sovereignty is our most basic tenet.

We establish this Constitution to serve the people and nations of Equilism. It is forever the intent of this document and all documents issued from its authority that the government exists to serve the people's interest above and before its own in all instances. We further establish that nothing in this Constitution is to be taken to prohibit legislative action outside the parameters of the Constitution. It exists to guide and enable our governance, not to suppress innovation in legislative expression.

Article I. Citizenship

Section 1.
Citizenship in Equilism shall be afforded to all Equilism residents who publicly assent to our values, laws and regulations. All citizenship is voluntary, and may be renounced by the citizen at any time.

Section 2.
World Assembly (WA) members of Equilism are those whose WA nation remains in the service of Equilism, whether at home or abroad.

Section 3.
Multiple-Citizenship is recognized by The Equilism Commonwealth of Nations, and shall be afforded to those nations that have met the requirements establshed by law.

Article II. The Founder

Section 1.

The Equilism Commonwealth of Nations recognizes the unique position of The Founder, having de facto authority over the region. All NationStates game created authorities of The Foundership are hereby adopted as a point of fact. The Founder is the ultimate defender of the region, ensuring the security of our region and establishing our ideals. A presumed and accepted binding trust relationship exists between the Founder and the Commonwealth Community. The Founder accepts responsibility for maintaining this trust relationship in all Founder actions.

Section 2.
The Founder controls all in game administration of the region including the WFE, banning or ejecting nations from the region, and whether administrative controls are turned off, or on for the WA delegate.

Section 3.
The Founder is an inherited position with no term limits. The Founder will select at least one co-founder to ensure continuity of the foundership in the event of a personal emergency, vacation, or sudden disappearance.

Section 4.
The Founder may veto any law or treaty the legislature passes. The Founder's approval is not necessary for a law to go into effect.

Section 5.
The Founder may serve in any capacity within the region without restraint.

Section 6.
The Founder may choose to represent the region to interregional events and organizations.

Section 7.
The Founder is expected to provide an explanation of all Founder actions that are taken.

Section 8.
The Founder is the Commander in Chief of the Military, and has full control of the running of it.

Article III. The Senate

Section 1.
All legislative, and judicial Powers shall be vested in the Equilism Senate.

Section 2.

Equilism recognizes that it is only through the active contributions of our citizens that our region grows and thrives. Therefore any active service to the region shall be recognized by the grant of voting franchise. Active service shall include, but not be limited to: Participation in any Ministry; Recruitment Activities; Active military participation; Ambassadorships; Role Play leadership, Active Moderators, Active Fun and Games leadership, Active Debator, Active Mentor, Active World Assembly participant.

Any Officer, The Chief Minister, and The Founder may recognize and ensure the granting of voting franchise to any Equilism citizen

Section 3.
All Senators must swear to uphold the Constitution of the Equilism Commonwealth and to defend the region.

Section 4.
Membership in the Senate may be revoked due to extended inactivity.

Section 5.
The Senate shall conduct all trials, and hearings. The Senate will also be responsible for determining sentencing.

The Right of Appeal: Any Equilism citizen may appeal any decision or conflict to The Founder. The decision of The Founder will be final.

Section 6.
Votes in the Senate last for seven days.
Votes on laws, treaties and trials require a simple majority vote to pass. Declarations of war require a 75% majority vote to pass or amend, and a simple majority to repeal. Amendments to the Constitution require a 75% majority vote to pass.

Contested elections are decided by a plurality vote. In case of a tie between a current official and another candidate, the current official retains the position. If there is no current official involved in the tie, the remaining Officers are responsible for breaking the tie. If a vote by the remaining Officers also results in a tie, the Chief Minister is responsible for breaking that tie.

Uncontested elections for Officer must be confirmed by a simple majority vote.

Section 7.
The Equilism Senate and/or The Founder may grant membership into the Senate in special cases, such as those who are 'semi-retired' yet active that made great contributions to the region.

Article IV. The Chief Minister

Section 1.

The Chief Minister shall be the Head of Government, with oversight over the Senate. The Chief Minister is tasked with setting government priorities and policies.

Section 2.
The Chief Minister has the option of becoming the WA delegate of the region, or appointing another with the advice, and consent of the Equilism senate.

Section 3.
The Chief Minister is responsible for assigning, or re-assigning Officers in the region.

Section 4.
If the Chief Minister resigns, elections for a new Chief Minister will begin immediately. The Chief Minister will retain his position until elections are complete. If the Chief Minister becomes inactive, the Founder will announce an election for a new Chief Minister, and will fill the position until the conclusion of the election.

Article V. Officers

Section 1.

Officers of the region are responsible for carrying out the governmental functions of the region.

Section 2.
Up to 3 Officer positions may exist at any one time. Vacant positions will be filled before current Officers are replaced.

Article VI. The Challenge System

Section 1.

Any Senator who wishes to become an Officer or the Chief Minister may challenge for the position. A challenge for the Chief Minister requires the support of two other Senators. A challenge for Officer requires the support of one Senator. This requirement is waived for officials seeking reelection.

Section 2.
Elections begin once a challenge is submitted. If the elections are for the position of Chief Minister, any Senator admitted after this time will not be allowed to vote until elections are completed.

Section 3.
Any Senator who also wishes to submit a challenge may do so during the first week of elections in the case of a challenge for the Chief Minister, or during the first three days of elections in the case of a challenge for Officer. No further challenges will be accepted during the elections after this period.

Section 4.
After the campaigning period is completed, the Senate will vote to elect the Chief Minister or Officer as set out in Article III, except that in the case of Officer elections, where the vote shall last four days. Candidates may campaign during voting.

Section 5.
Newly-elected officials may not be challenged for one month after the close of elections.

TL;DR: The Founder retains his positionas an Overseer, while the head of government is now the Chief Minister. Chief Minister Tarricoe is assisted in his duties by three officers; currently, Randgriz, Tarlisea and Kubrikistan. We no longer have elections, our government is selected by appointees being challenged for their positions by their underlings. The Equilism Assembly has been replaced by the Equilism Senate.

Hi! We're in a similar boat as you. We never repealed our constitution, but we have reformed our laws nevertheless and reestablished institutions like our Army and a large cabinet.

As you can probably tell, our two regions have had a long and storied history of interaction, good and bad. Here's to the good! :drink:

Feeling inadequate and silly, the Senate has made a strong attempt to demonstrate its continuing relevance. It voted on and passed Rules and Regulations of the Senate, as well as a Constitutional Amendment related to the same subject, followed by a Themed Government Act and a Themed Government Amendment. We have also reaffirmed our signature of the Convention on Offsite Property Security and commenced legislation to bring us in line with its requirements, reratified our Treaty with Unknown, established a Committee of Shiny Things to create incentives for recruitment efforts, and are finishing drafting pieces of legislation regarding Civic Holidays and the role of the Arbiter General.

Following the passage of the Themed Government Act, our wise and benevolent Consul, tarricoe, has seen fit to impose a Roman theme on our organs of government! Titles for at least the next three months shall be:

Domestic Affairs
With the return of our friendly resident spammer Astarial, the fun and games section has seen a resurgence of activity and enthusiasm. This activity has necessitated the creation of a brand new position, that of Games & Fun Vice-Magistrate, currently held by Tse Moana of the infamous Tse points.

Games and Fun
Along with the general interest in fun spamming games, such as Word Association or Who Will Post Next?, there has been increased interest in more thought-provoking areas. A new virtual cooking competition has been established, with the first challenge, due September 5th, being to make a sandwich. In addition, inspired by her time spent abroad in Amman, Astarial has created Crazy Talk, a place to share fun sayings and weird facts about different languages. And to top it off, Truth or Dare has risen back to prominence, with a very creative take on a love letter dare.

Role Playing
Equilism's RP section has continued to be a mainstay of forum activity, with activity in Superheroes, Dynasties, the Underworld, and Worlds A-E. Due to a resurgence of demand, a new roleplay named Blood and Shadows has also been established, run by the illustrious Kubrikistan and Agamemnon Mustang. Neither sparkly nor lame, these vampires and vampire hunters will kick your ass if you call them "Edward".

Debate and Current Event Discussions
There was some discussion earlier in the summer about religion, including what and why we believe, as well as a very brief tangent into the existence or non-existence of free will. That finished fairly quickly, though, and has been replaced by chatter about politics, covering the 2012 US Presidential Elections, liberalism and conservatism, Wikileaks, Julian Assange, and whistleblowing.

Immigration
Felasia has issued a recruiting challenge to the region, betting that he can out-recruit everybody else combined. If he wins, he gets to replace everybody's title and other such information with anything he likes, and if he loses, has the same thing done to him.

Thus far, the only person to take him up on his challenge is Astarial. What on earth is wrong with the rest of you!?

We also welcome Agamemnon Mustang, Tim, Jamie, ABK, and Feux to our forum.

Foreign Affairs
Equilism's Foreign Affairs department has come back with a bang... or rather, several sequential bangs which, like fireworks, are less startling than all of them going off all at once. We have exchanged embassies and ambassadors with Liberty Alliance and Glass Gallows and are currently in treaty negotiations with our current favorite feeder and sinker, The North Pacific and Osiris.

In a fulfillment of Equilism's treaty with Unknown, we received a formal invitation to their glorious, gory Carnival of Blood. The Carnival has been attended by Astarial, Zeorus, Tim, and Jamie, who are greatly enjoying their time playing with new avatars and socializing with our friends

E-Army
With an impromptu communique, the E-Army assisted Liberty Alliance in a training mission in Warzone Europe. Coffee cake and flowers were awarded to all participants, as well as left lying around the region as traps and hazards for whoever the next delegate might be.

Obsidian Order
The tall, dark, and handsome younger brother of the E-Army, the Obsidian Order has been deploying lately in support of our allies abroad, including to The North Pacific to safeguard the delegacy of Eluvatar against the reluctantly rampaging hordes of Mcmasterdonia, unwillingly supported by a surprise unendorsement campaign. The Obsidian Order, charming in a tuxedo and top hat, reiterates its support for our allies and encourages them to call on us in their times of need, which we 100% guarantee not to be the cause of.

An Announcement concerning Nivogal/Govindia
provided by the government of the Equilism Commonwealth of Nations

Govindia (alias Nivogal) is well known to many as a malicious player whose behavior and attitude is quite disruptive to the communities he interacts in. His ability to offend, manipulate and use others has caused inter-regional strife in addition to an uncomfortable environment within Equilism. However, the most distressing issue and the primary objection Equilism has toward Govindia is his continual harassment, both ingame and in real life, of female players. This behavior has been well-documented, backed up by a number of sources. As such, his atrocious treatment of the women of Equilism led to him being banned from our IRC and explicitly prevented from becoming a citizen of this region when he applied. This injunction was upheld in strong terms recently, when Govindia again sought to become a citizen. Following the denial of his request, Govindia has sent a number of messages to members of Equilism, insisting that he be allowed in, making it quite evident that he has no intention of changing his behavior.

Govindia was banned from Equilism's offsite forum over a week ago due to unrelated concerns, and in light of his history and his current behavior, both the government and the forum administration team agreed that a final decision must be made as to his ability to maintain an account on our forum, and a nation within our region. Due to the seriousness of his behavior, as well as the discomfort and alienation experienced by some of our members at his presence, it has been decided by the government of Equilism that this matter must be dealt with outside the normal scope of NationStates gameplay. It would be inappropriate and unrealistic to resolve the matter within the boundaries of in-character action.

In accordance with popular consensus, Chaucerin, acting in his capacity as Founder, caretaker, protector, and administrator of Equilism, has announced a total ban on the individual known as Govindia, and on any and all nations known to be his aliases or to share his IP address. This ban is permanent, immediate, and irrevocable. Any and all information concerning other aliases Govindia may be using would be helpful and appreciated.

With this ban, Equilism would like to emphasize that we consider personal interactions and the respectful treatment of all to be crucial elements of any community. Violence against women is a very real and very serious problem, and we intend this ban to stand as an example and precedent for individuals who engage in similar activities in our region. In the Government
Led by that Karland dude, the Senate is currently powering through some legislation that would enable Equilism to have a judiciary, as currently there is not much guidance within existing law for any such system.

Following the resignation of Kubrikistan as Magistrate of Immigration, we have had only the one contestant for the position by The Monkye. After a consent vote is passed, he shall take on the role - we wish him the best of luck and many thanks for the work we are sure he will put into the position.

Kubrikistan himself, in the meantime, is up for confirmation as Dean of Equilism University. Best of luck to him! Expel all slackers!

Treaty negotiations with Osiris are nearly at an end, and this time two weeks from now, we hope to be able to report on a passed treaty! We are salivating at the thought of sealing the deal with some famed Osiran foodstuffs.

Fairly quiet on the Domestic front, with no planned activities going on at the moment. Once Kubrikistan is confirmed as Dean, we hope to see the University get up and running again.

Games and Fun
We have recently completed our first Virtual Cooking Competition, with entries by Astarial, The Monkye, Tse Moana, and Nagabeth! Next edition will be coming soon!

Tranquilience issues continue to be great fun, with some garnering unanimous support, and others hotly contested. Furthering the meta, Tranquilience has established a parliament and political parties, who will surely spar heatedly over the assorted absurdities of running a NationStates NationState.

Old favorites continue to be spammable, where we are eight pages into Word Game #17, and up to 650 in the increasingly inaccurately named Picture Countdown!

Role Playing
Star Trek: Equilism is continuing to play. The USS Equilism is heading into unknown territory on a dangerous mission. On Starfleet Academy the cadets are following courses after they had a tough meeting with the Starfleet Commandant.

Immigration
Immigration has been quieter than it was, a misfortune we attribute to the beginning of the school year. However, BADASS (Board of Art Design And Shiny Stuff) has been hard at work developing some shiny fancy immigration ribbons, which will hopefully spark greater interest in the task. Stay tuned!

Foreign Affairs
By a margin of twelve to nothing, the Senate voted in favour of the The Sacagawea Alliance between Equilism and The North Pacific on September 6th.

The Sacagawea Alliance:
Recognizing our ancient bonds of friendship, transcending our past differences, the free regions of Equilism and The North Pacific seek to again have fun, foster inter-regional cooperation, and oppose tyranny in a new alliance.

1. The parties to this treaty are Equilism and The North Pacific.
2. The parties will recognize the constitutional governments in force at the time of ratification of this treaty as the sole legitimate governments of their respective regions.
3. The parties will not seek or act to undermine one another by any means, including subterfuge, espionage, and invasion.
4. Both parties pledge to defend one another militarily upon request.
5. The parties will share any intelligence relevant to the defense of the other party.
6. A new treaty between the parties may override this treaty.
7. If a party to this treaty acts in willful non-compliance to this treaty, or attacks an ally of the other party, then the other party may immediately terminate this treaty and/or all diplomatic relations, and may issue a statement detailing the transgression.

Obsidian Order
The Obsidian Order recently took part in Operation Birth Ctrl-Z, a group of individuals standing up for women's health, which took Warzone Europe away from the Right to Life Army.
