Discussion on CoC regulations

In this thread the regulations of organizational regulations and membership qualifications for new and existing members may be discussed. If consensus is not found, registered members will be invited for a vote.

Regulation proposals from Interim Chairman (not in specific form or order):

1. Purpose of TNP CoC is to develop a business-friendly environment in The North Pacific and NationStates. This is carried out by 
a) acting as a network for individual owners and operators of business in the region
b) offering mentor services for entrepreneurs-to-be,
c) lobbying at governmental bodies within the region, 
d) researching new technological solutions
e) providing legal aid for CoC members in business-related issues
f) searching for counterparts in other regions, forming network with them, encouraging interregional business.

2. The CoC consists of its member businesses, not individuals. To join the CoC, a business must apply. Application should include name of the business, its line of business, its owners and executives, and name of the voting representative for the business. If the applicant is under two weeks old, it must prove active and durable for two weeks trial period. 

3. The governing body of the CoC is the Council. Any member business may be represented by any or all of their part-owners or major executives. However when voting, only one vote per business is counted. Therefore businesses must nominate one representative for votings.

4. Member businesses elect one of their representatives to act as a chairman for a 6 months period. This election takes place every  first week of July and January, winner of the latest election starts as a chairman 1st of February and 1st of August. There is no restrictions about the amount of consecutive periods as the chairman. 

5. The member list of CoC is public information. The list includes name of member business, its owners and executives and the voting representative. 

6. The CoC shall have an account in a bank within the region. The chairman is considered the user of the account, however the chairman may not make any money transfers from the account without majority approval of the Council.

7. Main purpose of the CoC bank account is to make the organization able to employ different kinds of experts, for example jurists, economic advisors and programmers.

8. If a member business ceases to exist, its representatives may continue at the Council without right to vote or to be elected as the chairman. This extended period ends at the time of next elections for a new chairman. A majority of the Council may judge that a business has ceased to exist, if the shopfront (thread or forum) for that business is closed, removed or proved inactive for the whole 6 months period of one chairman.

As I said, this is just a draft version. I may come up with something later, hope you do. Please discuss. I also hope that someone with legislative writing experience would give this mess a magic touch.
