Can the delegate point to where in TNP's legal code or constitution is he granted the power to ban nations for ban evasion?
Oh, I know I was missing this. (Ghost mentioned this to me before I got up, coulda swore it was on Discord.) I would argue it arises as a natural interpretation of my authority under 7.3.17 of the Legal Code to regulate the RMB.1 Going forward though, I will say that discussions are ongoing about it, but preliminary, we are amending the policy to a "second chance" policy if they evade the ban. Still thinking through the specifics, but if they can prove and sustain good behavior, I do eventually plan to unban those nations (timeframe TBD, happy to hear suggestions).

As for the specific case I'm fairly certain you're referencing, I'm working through the specifics. If the ban was made in error, I will, of course, rescind it.

1 Not really amending this but expanding on my logic here: in general, nations are banned for violating our RMB rules. It stands to reason that violating that ban and announcing they're doing so is a violation of those same rules and thus falls under that power.

Noting this here, I have unbanned the nation in question (Fourian KING). They were previously banned, but I believe sufficient enough time has passed and their alt was doing nothing of real note that was banworthy.
 
Can the delegate confirm/deny the allegations made by LWU that certain defender regions (The South Pacific, The League, The Order of the Grey Wardens and 10000 Islands) have been blackmailing TNP in order to influence our WA and FA policy?
 
Having been appointed as personal attorney to Justice @Eluvatar I ask Delegate @Gorundu to instruct Vice Delegate @Chipoli to promptly assign sufficient Hearing Officers who are able to consider both the criminal charges filed against my client by @Cretox and the review request submitted by @Dreadton. Due to the necessary recusals of Justices @Attempted Socialism, @Pallaith and @Eluvatar there is at present no Justice available to consider either of these matters, preventing the proper functioning of the Court and further action in the matter of The North Pacific v. St George. We reject utterly the suggestion that THO @Great Bights Mum and THO @Oracle are in any way conflicted or otherwise unable to fairly rule on these matters, and urge the Vice Delegate to appoint a third Hearing Officer to form a quorate panel capable of resolving this matter with the due diligence and necessary speed to allow for the proper exercise of justice.

I will not submit arguments on the status of GBM and Oracle here, as this is not the correct place to make such arguments nor does the Delegate have preview on making legal determinations for the court.

A pragmatic reading of regional law would suggest that when the Delegate has a potential Conflict of Interest in a matter - and as the individual who filed charges against St George it seems likely that it will be argued you possess a Conflict of Interest in this matter - they should be able to delegate the necessary functions of their office to the Vice Delegate. However, considering the likelihood of further litigation I would suggest that you avail yourself of Section 7.8 of the Legal Code of The North Pacific, and declare yourself absent for the minimum period necersary for the Vice Delegate to make an appointment of Hearing Officers.

Delegate Directive 3 has been updated to pluralize all of the uses of the word Guildmaster.

I have reappointed Pallaith as an Election Commissioner, subject to a confirmation vote by the regional assembly.

7/8/2023:

Delegate Directive 4 has been revamped. It now introduces specific criteria for determining the absence of the Delegate, outlines a voting process within the Executive Council, and prohibits the Acting Delegate from removing council members based on their voting decisions. The order of succession for the acting chair position is slightly different, and the updated version clarifies the limitations of the acting chair's authority, the requirements for making announcements on behalf of the council, and the timeframe for invoking the acting chair provisions.

I have appointed @Comfed to the Election Commission, subject to a confirmation vote by the regional assembly.

*All changes were made following approval from Delegate @Gorundu.

Is the Delegate currently working on something behind the scenes to regain the trust of the Regional Assembly?

@Gorundu just a quickie. I wasn’t sure who would be responsible for this. Are ’Keepers of the North’ still a thing? Because I have endorsed everyone needed for it, and I still don’t appear to have become one. Also no-one has mentioned it once since I joined the forums.

Im going to jump in on this one, it is but the server that hosted the app/program has depreciated and the Moderation team is working with our tech players to get it back.

I have three announcements regarding the Delegate Directives.
  • DD #7: Quorum Raiding Policy has been updated to remove reference to the Aurora Alliance in Section 2(1), following the repeal of the treaty.
  • DD #9: Modern Gameplay Sanctions has been updated to include The Communist Bloc in line with Taking A Stand and the most recent language used by Hulldom for Section 2(a) here, which needed adding.
  • DD 10: The Gameside Advocates has been introduced, which lays down the rules and process of the LGA and the GA team.
I will also be making an announcement regarding changes to the WA Voting Policy soon.
 
A new version of the WA Voting Policy has been put in place, seeing through the efforts and discussions of the last administration to update it.

I am not utilising anyone for an advisory role who I have not appointed as an advisor to myself. Let me clarify, since I believe an earlier discussion on Discord prompted this question, that Hulldom has not been part of cabinet discussions or any separate advisor-level conversations which advisors in the past have participated in. We have not spoken directly on any matters related to the conflict with TCB and BoM or the ongoing war declaration debate. Any input or advice he has offered has been shared with the FA ministry, as well as our diplomatic partners, and factored into our discussions the same as anything offered by the other regions we have spoken to.
 
The WA Voting Policy has been updated to acknowledge the nature of voting thread engagement and eligibility following the creation of the militia and the growing possibility of votes being cast by non-NPA residents participating in operations on behalf of the North Pacific Army while not explicitly being members.
 
Given that the onsite Delegate transition has slowed down significantly, does the government plan to employ the support of our allies’ militaries to assist with the transition?

Eventually, once we're closer to the endorsements needed. Right now, I am working on domestic solutions for WA growth. There have been many mitigating factors in play which have made the transition a challenge, despite endotarting and sending TGs daily, but I'm confident we'll get there.

Three weeks ago, I asked Comfed to create a clean puppet, wait some time, join the North Pacific, and then join the World Assembly. Over the next few days, based on the information relayed to me, it became clear that the regions Talonia, The Militia, The Amaranthine Isles, Kantrias, and 10000 Islands had each sent a recruitment telegram to that puppet. It must however be noted that TAI is no longer a frontier and this list might not be accurate as of today. If you'd like for us to run another check, we absolutely can.
