The North Pacific Constitution

Article 74. Everyone is equal to the law, except those who are not. Those who aren't unequal to the law shall be applied law just like any other but with a difference made by those who are equal to the law, who must treat people equally.
 
Article 77.1 : If there will be conditions of war,number 78 will be holier than 76 and 77
