THE CRAVITER ECONOMIC ASSOCIATION

The Craviter Economic Association, also known as the Association of Economic Communities on Craviter, is an economic, commercial, and political alliance created to bring the nations of Craviter and Collandris together for the purposes of promoting stability, prosperity, and development. It is headquartered in Beaune, Callise.


CHARTER

The Astissa Accords
Preamble
To CREATE an organization which shall promote international cooperation on the various issues that face Craviter;

To PROMOTE free trade and reduced trade barriers alongside better economic opportunities for the nations of Craviter;

To LOWER various barriers to international travel and immigration that exist between the nations of our continent and to allow for the better flow of people across Craviter;

And to ASSIST in the construction and maintenance of necessary infrastructure to promote a freer movement of goods, services, and capital across Craviter;

We, the undersigned signatories of these Astissa Accords, do hereby establish the Association of Economic Communities on Craviter.


Article I: Membership
Section 1. The Association of Economic Communities on Craviter, herein referred to as the Association, shall be an economic union established with the purpose of reducing barriers to trade, facilitating movement amongst nations on Craviter, and incentivizing infrastructure projects. Members shall recognize the legitimacy of these Astissa Accords and shall abide by the provisions therein.

Section 2. Nations on Craviter shall be permitted entry to the Association after announcing their intentions in an official petition wherein they shall state which Communities they intend on joining.

Section 3. The provisions laid out in these Astissa Accords are binding upon every Member of this Association and cannot be opted out of. However, Members and their National Governments shall retain the right to self-determination, both in domestic and foreign affair and policy.

Section 4. Any Member who shall find it is necessary for their nation to not comply with legislation put forward by a Community of this Association may do so through an official petition to the Community in question. Members in compliance with this Section and the requisite petition shall be exempt from having a grievance filed against them for opting out of passed legislation.

Section 5. Legislation passed by the Communities shall not be incorporated into these Astissa Accords but shall instead be additional governing documents to this Association. Changes to these Accords and thus to the provisions that all Members of this Association are bound to shall only be initiated and undertaken via amendments that shall require a majority (55%+) of Members being in favor of.

Section 6. No Member of this Association shall be compelled to participate in a Community that they have no interest in joining. However, they shall have equal representation in any Community that they join and shall be required to sit a representative in each Community in which they participate.

Section 7. Shall any Member of this Association fail to comply with these Astissa Accords and its legislation due to a filed and passed grievance, they shall be subject to sanctions, suspension of membership, or the expulsion of their nation from the Association. Sanctions and suspension of membership shall last six months except for expulsion which shall last for one year.

Section 8. If a Member of this Association shall find that they have a grievance with another Member, they shall be allowed to file a petition with the Secretariat who shall convene a Special Council to deal with the matter. The Special Council shall be composed of one representative from the Member who filed the grievance, one representative from the Member who the grievance was filed against, and one representative from all other Members of this Association. All Members shall be free to contribute to the debate at hand and to vote on the matter however, the Members involved in the grievance shall be barred from voting. A two-thirds or more majority (67%+) shall be required to move forward with a vote. The severity of punishment shall be based on a three-strikes policy, the first infraction shall result in sanctions, the second infraction shall result in suspension of membership, and the third infraction shall result in the expulsion of their nation. If a Member shall have found themselves expelled from this Association and have waited the requisite one year wait period, readmittance shall require a majority vote (55%+) of the Members of this Association.


Article II: The Secretariat
Section 1. The Secretariat shall be the executive wing of this Association, composed of all permanent staffers, the First Secretary, the Deputy Secretary, and the respective Community Secretaries. The Secretariat shall be tasked with the administration, compliance, and record keeping of this Association on behalf of all its Members.

Section 2. This body shall be led by a First Secretary who shall be tasked with heading the Secretariat and representing this Association on the international stage, at economic conference, and at events. They shall be supported in their efforts by a Deputy Secretary who shall act as a check on the power of the First Secretary and act as the representative of this Association shall the First Secretary be absent.

Section 3. The First Secretary and the Deputy Secretary shall have administrative authority to hire and fire staffers and to issue orders to be executed by subordinates. Further, they shall call sessions to open a forum for debate among all Members or to mediate debate among the Communities.

Section 4. Both the First Secretary and the Deputy Secretary shall be elected to six-month terms by an assembly of all Members of this Association who shall be entitled to a single ballot and vote. Voting shall be conducted via a single transferable vote system, wherein representatives shall cast a ballot, ranking candidates from most desirable to least desirable. Candidates with the least votes shall be dropped with their votes transferred to another candidate. This process shall be repeated until a winner is declared.

Section 5. The First Secretary and the Deputy Secretary shall be eligible to serve up to two terms consecutively before being required to take a break of one term before running again.

Section 6. A Member shall be required to receive a nomination from another Member before they shall be allowed to declare their candidacy for First Secretary or for Deputy Secretary.

Section 7. Following the announcement of elections by the First Secretary of the Association for the positions of First Secretary and Deputy Secretary, candidacy nominations, declarations, and debate shall last for an expedient amount of time, not to exceed a period of seven days. At the conclusion of this period of time, voting shall open among all Members of this Association and shall last for three days; however the voting shall end earlier if one of the following criteria shall have been met: all Members of this Association shall have voted, the threshold of a majority (55%+) shall have been reached, or the First Secretary shall have ended the voting early, an action that must be preceded by the First Secretary having called for any objections to ending the vote early and opening the floor to those who have not voted to make a case.


Section 8. Shall there be any Member of this Association who wishes to remove either the First Secretary or the Deputy Secretary from power, they shall be allowed to do so through the filing of Articles of Recall to the Secretariat. This shall prompt the creation of a Special Council headed by the Community Secretaries along with a single representative from each Member of this Association. All Members shall be free to contribute to the debate at hand and to vote on the matter however, the Member who filed the Articles of Recall and the First Secretary or Deputy Secretary, depending on who it was filed against, shall be barred from voting. A two-thirds or more majority (67%+) shall be required to move forward with a vote.


Article III: The Communities, Basics
Section 1. This Association shall be comprised of three Communities, those being the Commerce Community, the Migration Community, and the Infrastructure Community. Each shall be tasked with the implementation of specific policy goals, broadly stated below that shall be refined through legislation.

Section 2. The Commerce Community shall be tasked with the implementation of the following:

The lowering of customs, duties, and tariffs amongst the Members of this Association at the joint discretion of the Association and the respective National Government(s);

The establishment of a common trade market and as much as possible, a common trade policy to cultivate fair competition and to foster better trade towards non-Craviter trading partners;

And the reduction of barriers and other restrictions to allow for the free flow of goods, services, and capital among the nations on Craviter.

Section 3. The Migration Community shall be tasked with the implementation of the following:

The reduction of barriers and other restrictions to allow for the free movement of people among the nations on Craviter;

The easing of border controls and restrictions on Craviter where appropriate and as defined by the National Governments of the Members of this Association;

And the standardization of items necessary for travel, such as passports and forms of identification, to ease friction and tension along international borders. Further, to promote friendly attitudes towards sustainable migration across the various nations on Craviter as regulated by the National Governments of the Members of this Association.

Section 4. The Infrastructure Community shall be tasked with the implementation of the following:

Assist the National Governments of the Members of this Association in the establishment, construction, expansion, and maintenance of an interconnected railway and highway network to facilitate ease of travel and the movement of goods, services, and capital;

Work with the National Governments of the Members of this Association towards the reduction of taxes and tolls to promote the use of railway and highway networks;

And promote investment and research into sustainable infrastructure and other technological advancements to improve the environmental consideration of nations on Craviter.


Article IV: The Communities, Legislation
Section 1. Each Community shall have the authority to enforce their policy goals through appropriate legislation and shall be supported in this task by the Secretariat.

Section 2. Legislation shall be proposed and introduced by any member of a Community to the appropriate Community Secretary. Following an initial statement on the legislation, debate shall be opened to all Members of that Community and shall last for three days after which a motion may be made on the legislation. Shall a motion be made; a second motion shall be required before it goes to a vote before all Members of that Community. Proposed legislation shall be passed after receiving a simple majority (50% + 1); after which it shall be codified into law for that respective Community.


Article V: The Communities, Administration

Article VI: Association Headquarters
Section 1. Astissa, Norsia shall be the headquarters for the Commerce Community.

Section 2. Sion, Cerdagne shall be the headquarters for the Migration Community.

Section 3. Highton City, Highton shall be the headquarters for the Infrastructure Community.

Section 4. Beaune, Callise shall be the headquarters for the Association with the Secretariat Building located at 401 Avenguda de Caval.


Article VII: Administration
Section 1. With the assistance of the Members of their Community and their respective staff, the Community Secretaries and the Deputy Secretary, acting on behalf of the Secretariat, shall compile a yearly budget to fulfill their salary requirements, their policy goals, their operations, and any other discretionary spending that is felt to be necessary. This compiled budget shall be submitted to the Secretariat for review by the First Secretary. Upon completion of this review process, the total sum of the Community Budgets alongside the Secretariat Budget shall be totaled and submitted for payment by the Members of this Association. This annual budget and payment shall be proportionally divided among the members and shall not exceed 0.01% of a Member's total gross domestic product. Further, it shall fall upon the First Secretary to ensure that all members pay their share of the organizations budget.

Section 2. Members of the Secretariat, those being the First Secretary, the Deputy Secretary, the Commerce Community Secretary, the Migration Community Secretary, and the Infrastructure Community Secretary, shall be compensated from the General Fund of this Association.

Section 3. Members of this Association shall be responsible for compensating their representatives to the Communities within which they have chosen to participate.


Amendment 1

Section 1 Article II Section 4 shall be struck null and void.

Section 2 Article II Section 5 shall be struck null and void.

Section 3 Article II Section 6 shall be struck null and void.

Section 4 Article II Section 7 shall be struck null and void.

The Crimson Commune of Kulavat would like to formally submit a request to join the Craviter Economic Association (C.E.A) with a bid to participate in the accords relating to infrastructure and migration.
 
Mathé Vernier Called out as he got settled into his seat. "We should move to elect the First Secretary and the Deputy Secretariat as soon as possible. With that I would like to nominate Highton's representative."
 
Princess Puja, the woman who served as the Phoenix Union's inaugural chair, was a veteran of diplomacy, and an adept one at that. She led the organization through an initial golden age, and it had begun to decline with her departure. The representatives had loved her, and it was Pataliputra's hope that this organization would too. Despite her CV, she had been sent to the first CEA Special Council after being nominated by the State Department and approved by Congress through a slim vote, which had began to show cracks in the SJP-RSP consensus. She was expected to be approved in a landslide; that did not happen at all. These cracks were worrying, but at the moment she had one concern: to propel the Empire past the scars of the old PU and towards the future in a newer, larger, and better organization. She therefore stood to speak.

"The Empire seconds the nomination of Highton." she said, smiling cordially at the Hightonian delegate, a representative of one of the Empire's closest allies in the region, before sitting back down.

"Callise would also be in favor of nominating Highton, and thinks they would make an excellent first officeholder. However, in the spirit of competition and setting a democratic precedent, we think it's only fair Highton have an opponent. So, we nominate our esteemed friend, the delegate from Prydania, to also run for First Secretary."

"On the issue of our nomination... While I'm certainly flattered, I cannot, in good conscience, accept my nomination. Callise's government is due for election in the coming months, and the consistency of the office of First Secretary would be in question after said election. Our foreign policy could change drastically over the course of only a few days. So sadly, I must decline."

Vernier looked around before calling out again. "With no further nominations it seems, we should proceed to the vote, who shall take the office of the First Secretary? The Hightonian Delegate or the Prydanian Delegate? Of course Abstaining is an option too."

He looked through his papers before looking up.
"I nominate Markos Severyn for the Deputy Secretary position."
 
Markos proudly stated before the whole room “I would like to greatly thank my Prydanian friend for his nomination and I accept.”
 
Without even needing to cast his vote, Teddy Thrane was a shoe-in for the First Secretary position. Glad to see the Prydanian candidate having been nominated and seated for First Secretary, Norm though wanted to at least give the Hightonian candidate another shot if they were willing. Seeing the Hightonian was down but not out, and calling to be added to the nomination for Deputy Secretary, he was about to speak when the Syrixian delegate spoke up as well for nomination. Why not he thought to himself?

Knowing neither of them had been properly entered as candidates until they were nominated, he decided to give them a shot.

"I think we should have a good and diverse pool of candidates running for the Deputy position. In that spirit, I'll nominate Pia of Highton, and Puja of Syrixia."
 
Thrane surveyed the room.
"If there are no other nominations? I would like to move quickly so we may get onto the business of these associations."

The Callisean Representative furrowed his brow. The attempts by the Hightonian and Syrixian delegates to engage in shameless self promotion bothered him. He knew his anger was irrational, but for some reason it offended his humble Revenist sensibilities. Noticing that he was one of the last voting nations he decided to speak out.

"All of the candidates who have put their name forward are admirable individuals deserving of the role. But given a single ballot, we must choose. Thus, we cast our ballot as follows."
