"Mr. Frigio, it is not an issue of valuing an ally over another, that argument is moot in the case of your National Defense Minister, Mr. Badogili, declaring the Goyaneans and Syrixians are wanting to "face down" Mondari's carrier group. We are willing to pull out if Goyanes and apparently now Syrixia promise to not launch a first strike on McMasterdonia. While I do not personally like how McMasterdonia is handling Sutherland, it is not my place to order them around. The carrier group was apparently only sent on the information that Goyanes was sending fleets far south, the issue of Predice wanting them there was not well known at the time. With this information however, Congress has stated they will pull the carrier out if Goyanes just promises to not launch the first strike, a not unreasonable request. I have also been notified that despite Mr. Brooks (OOC: the Foreign affairs secretary) good service, the government plans on doing something, that I am not authorized to share at this moment, to him for his aggressive message to Goyanes."

"The Carrier Group was sent in response to two cruisers and a few odd destroyers. A MASSIVE escalation. That caused Goyanes to send in HMS Johannes IX and other larger ships. The Minister of National Defence is correct, they are facing down the Midranean fleet to make it leave. At this point you have four navies actively wanying the Rizer out of the region. The tensions should fall back down once you have pulled your carrier back. There are 2 carriers, potentially a 3rd coming Wanting the MNS Rizer withdrawn. Do you understand the gravity of the situation Midir has caused?"
 
"Goyanes is in Predice at the invitation of the Predician government and the Sutherland government. Is the DDM involving itself, and escalating this conflict, at the invitation of the McMasterdonian Crown or any other government?"
 
"That is not my job to foreclose, all I know is the government wants the promise of no first strikes being launched. If your government, Mr. Frigio, can give myself the promise it will attempt to get said promise out of the Goyaneans, I can send a message back to my government to remove the MNS Rizer."
 
Sif Kjær leaned into her microphone.
"If the DDM is not escalating the conflict at the invitation of an involved power then quite frankly, Ambassador Mason? The DDM is in no position to demand anything of Goyanes or anyone else."
 
Albane rose to a stand. "on my Authority as Queen Alycia's representative and currently the representative handling this crisis in Norsia, I hereby DENOUNCE the Midranean government and issue this ultimatum. Midir is to withdraw the MNS Rizer and its escorts back to their home ports within seventy-two hours, that international waters may de-escalate. Or Norsia will take any and all measures it deems necessary to force the withdrawal."

"I understand that Mr. Frigio, I do. However, Mondari removing the MNS Rizer also makes the government lose its "knife" in the region if you will. Regardless, with this, and with Mrs. Albane's declaration, I can see how this will play out diplomatically. I didn't spend my life in politics to allow the foreign affairs secretary to ruin the government's reputation. I will tell the government of Mr. Frigio's promise to speak to the Goyaneans. Hopefully they 'read the room' politically. Thank you Mr. Frigio, Mrs. Albane."

"Congratulations." Chirag stated. "You just declared to the world that you're in it for influence." He smirked. "You never do that."

His smile faded, and he returned to the matter at hand. "I am not at liberty to make detailed comments until the Secretary of Military Affairs releases his statement, but what I can say is that the Empire does not intend to carry out any sort of strike against McMasterdonia. I can also say that we are not obligated to make any such promise to you, and we make that pledge of our own volition."

Chirag paused again, looked at Albane, nodded, and then looked back at Mason, and finished his remarks coldly.

"Withdraw your ships."
 
Mason leaned forward, arms resting on the table, giving Chirag a cold stare.
"While Mondari respects the Syrixian government and what they have done for nations, trying to order something to happen, trying to order a fellow member of this alliance to heel should be something the Syrixian government, especially yourself should know is a bad thing. You should know how trying to order things out of other nations in an alliance with Syrixia does not usually end well. The issue of the carrier group seemed settled, I have already promised I would talk to my government on the issue. While you are not obligated to promise anything, doing so would be a sign of goodwill, I have tried to extend goodwill to the rest of you all despite what Mr. Brooks back in Sudo has done. Mondari's government was never worried about Syrixia launching an attack, it is worried about Goyanes doing so. We want Goyanes to promise to not launch a first strike, that is all."

'Fellow Pact delegates, now that the issue of naval actions has begun to die down we are faced with several outstanding tasks that must be attended to:

1. The ratification of the charter
2. The election of a Secretary-General
3. The initial discussions regarding suggested joint air policing

I hope with the recent political crisis becalmed, that we can now make progress on these issues." Anegrette said leaning back in her chair
 
"I move that we first and foremost elect a Secretary-General." Chirag stated. "We already have nominees, and this individual, once elected, can guide our discussions on the other two subjects."
 
"We concur with the Essalanean ambassador, but we would also like to remind the assembled delegates that the Ilian application also needs to be addressed."

Chirag spoke briefly. "I congratulate the Ilian Coalition on their entrance into this pact. The majority has spoken, and it trusts them."

"I ask the Coalition only this: prove us wrong. Work diligently towards this alliance's goals and confirm the sentiments of the majority- then, we shall have the utmost of trusts."
 
Anegrette stood at the podium and breathed in deeply before addressing the assembly:

'Fellow nations of the pact, i am both honoured and humbled by the trust you have placed in me, i would like to congratulate the Honorable reprsentative of Predice, he ran a worthy campaign and we hope to benefit from their wisdom in the future.

That said my mother always emphasised that a title is meaningless if it does not achieve its purpose, therefore i suggest we begin our work'

'I would like to bring forward a motion to initiate joint air policing in the Craviter region, with the option of expanding to other routes as the pact grows'

"After much deliberation, the Empire has decided to propose a draft for an updated charter, for the purposes of making it clear how this pact is run, expanding its horizons, and making it more efficient so it may truly become a force to be reckoned with. I, of course, welcome any thoughts, questions, comments, and suggestions."

"Regarding the previous motion proposed by Essalanea, I believe this could work, but with caveats. Member states' right of sovereignty must be respected. A state should not be allowed to fly its planes over another state without its express consent and guidance."

Sif Kjær read through the proposed charter.

"I have a few concerns. The first deals with Article 2, Section 3."
She flipped through the proposal.
"Political Advocates shall be those members who wish to actively advance the goals of the pact. This arm of the pact will serve as a forum for advancing the Pact’s goals of development, diplomacy and mutual self-determination. Advocates will be expected to take part in any and all negotiations between the Pact and other entities, and represent the Pact to the wider world."

She leaned into the microphone.
"This could be seen as forcing a member state to surrender its independent foreign policy. We all have shared goals and interests of course. It's why we find ourselves here. That being said we should not surrender our independent foreign policy so easily."

"Additionally Article 2 Section 4 states the duties of the Economic Partners, which is optional to opt into. Yet Article 2 Section 13 imposes free trade despite the Economic Partners program being optional."

"The notion that all full members must be approved by a two-thirds majority in Article 1 Section 7 is also concerning. The Prydanian delegation doesn't want this section to be used to retroactively deny those states that joined this pact prior to the charter being adopted membership in this pact."

"We are broadly in agreement with the rest of the proposed character, but we would insist that these concerns be addressed before agreeing to its adoption."
 
"These points are valid, Ms. Kjær, and I thank you for making them." Chirag replied. "Regarding Article 2 Section 13, I think it is true that its language poses a conflict with the Economic Partnership, so unless there are any objections, I have no qualms about it being struck. I should also note that Article 1 Section 7 was not intended to apply retroactively, otherwise it would have said so. I can add a clause clarifying its non-retroactivity if that is necessary."

"Regarding the Political Advocacy role, I don't exactly agree with your specific assessment, but I think there are some faults to it. Allow me to explain."
Chirag paused briefly. "The intention of the proposed role is for states that hold it to be able to represent the Pact to the wider world and to lead the charge towards the fulfillment of its goals. I don't think this sacrifices members' rights to hold their own foreign policies. The Political Advocacy role, just like all the others, would be optional; it therefore stands to reason that those member states who took it on would be those whose foreign policy goals line up with the role's intentions."

"That being said, upon further assessment, it DOES sacrifice another entity's rights- the Secretary-General. Article 1 Section 3 states, "The Secretary-General may call meetings of the Council, represent the interests of the Pact abroad, and mediate discussion during Council meetings." The Political Advocacy role as it currently stands therefore conflicts with the duties of the Secretary-General, and I think we can all agree it would be better for us not to mitigate the ability of our Secretary-General to lead. That being said, we should not, in the process, disallow those member states whose foreign policy goals may line up with the role's intentions from promoting those goals. Perhaps, therefore, the language defining the Political Advocacy role could be amended so that the Secretary-General would be able to take a leading role in representing the Pact abroad, but those member states with the role could still band together to promote the goals of the Pact."

Subject: Revision of the Luscova Treaty

I have unfortunately been delayed taking up my newly appointed post in the Luscova Pact but I would like to thank those members who entrusted the Coalition with the responsibilities of membership.

That being said my office has been looking through a proposed revision of the Luscova Treaty and we find some faults with it. Noting that it allows for a complete breakdown in the organization if one Member-State refuses to vote for Secretary-General. We have some other reservations that I don't find it necessary to harp.

And so to meet the random challenge posed by our Syrixian Colleagues we show our contribution to the discussion by proposing our own edition of this Second Treaty that my support office has worked diligently on with my input.

With the Treaty Issues now resolved the Essalanean Delegation moves that we now begin the tabling of any new motions. We would like to open with a recommendation that Air Policing be discussed.

After His Majesty the King Reitz X's consultation with the Royal Congress and Prime Advisor Reinhard Franz, His Majesty concluded on the advice on the Prime Advisor that it would be in Illderia's best interest to be a member of the Luscova Pact. Illderia wishes to help this organization achieve its goals. Therefore the kingdom seeks a full membership status within the pact with cooperation in Defense, Economy and Infrastructure. We look forward for your response and hope that our nation will be accepted into the alliance.
