National leaders ((coastal nations, wishing to take part)) receive reports of a aerial formation of eight fully-armed Sukhoi Su-25 and three Tupolev Tu-16 Badgers. They fly along the border between international 'waters' and claimed territory. They follow the line almost perfectly. Transponder codes from the aircraft display their intentions as oceanographic research survey.

No aircraft have crossed the border line, some aircraft have flown directly over it. A modified Ilyushin Il-76 is used for air-to-air refueling.

The Leninian press (which is state owned and run) reports on the events happening. The papers and news broadcasts glorify the resilience of the USSVL Defence services, especially in acting with bravery in the face of the AR of Cogoria's air force. They consider the response from governments to be that of an attempt of oppression and the seemingly harmless acts are being targeted, despite their lawfulness. They also highlight the fact that domestic aircraft skim the borders of airspace all the time, completely untouched.

Journalists who originated the concept of domestic aircraft skimming airspace become uncontactable towards the end of the day. Pilots who flew the flight and ground crew who supported the logistics are awarded military medals by Alekzander Zarnesti. Medals show images of Lenin with streaks of sun in the background and a taking off fighter aircraft.


29th December 2016
A military parade is held in the capital city, Leningrad. Military vehicles are rolled through the streets in tight formations, each flying the nation's flag and the vehicle commander giving a passing salute to Alekzander Zarnesti and Predrag Ryba. The two are seen to be stood on an elevated dias, passing a few words between rows of vehicles. During this time, aircraft are flown over the long straight of the parade, some passing low and fast, some low and slow, but none too high. Towards the climax of the parade, SCUD Launchers and tanks are driven down the straight, the formation of aircraft that were deployed on the 27th December passing above them. The crowd roars, seeing the nations newest heroes passing above them.
 
'To this Parliament, I would like to call upon the recent reports of a twelve-strong fleet of Leninian aircraft that passed by our coastal borders, earlier this morning. This is the same nation that recently constructed a wall along their border with Esplandia to "segregate the greedy capitalists".' said Alexandra Blom - the Xentheridan Minister of Defence - to the Xentheridan Parliament assembled before her.

'Twelve strong? What on earth were they doing as far out as Xentherida?' sputtered out the Prime Minister, Harald Blomstedt, his customary cup of tea shaking involuntarily in his hand.

'Supposedly they were conducting oceanographic research. Though, why they needed to "conduct" it fully armed is beyond all of us.'

'Fully armed? Oceanographic research? This all seems incredibly sketchy.' said one MP in the midst of the crowd. 'Especially research so far away, and on borders of our nation - and others!'

'Not to mention that research had already been conducted by Xentheridan scientists about a decade ago, and published to the world.'

Christian III spoke up. 'These are clearly ominous signs, with threatening undertones. Had Xentheridan planes been scrambled?'

'Yes, but there wasn't much we could do, aside from observe. They toed the line sometimes, but were always outside of Xentheridan airspace.' replied Alexandra.

'But why would a socialist nation act towards our nation; a left-wing, Social Democrat, liberal nation?' said another MP.

'We do not know that,' said Christian, his voice adopting an unusually grave tone. 'But we can guess that they may not be friendly.'


An official communication was sent out from the Xentheridan government to the Leninian government, later that day.
Xentheridan Communiqué to the government of the USSVL:
To the Government of the USSVL,

We recently received alarming reports of heavily armed aeroplanes flying extremely close to Xentheridan airspace - among other nations. While transponder codes contacted informed us that you had conducted “oceanographic research”, we were still somewhat confused as to why your “research aircraft” required your craft to be fully armed. Additionally, oceanographic research across the coast of Xentherida has already been conducted, and papers were publicly published less than a decade ago.

Therefore, with these factors, we have come to the conclusion that while you may have been conducting research, there are much darker and threateningly aggressive undertones to your actions. While we are perfectly willing to co-operate peacefully with your nation, we fear that such future actions against Xentheridan sovereignty may result in much harsher actions against any threats, from the forcible accompanying of your aircraft to outside our airspace, or even our pursuit of international condemnations and sanctions, all along with the possibility of deploying SAM units and Xentheridan Typhoons to ward off your warplanes, which may or may not be used, which again, depend on your future actions.

In conclusion, while we are willing to work for a peaceful resolution to our disagreement, we fear that similar actions from your air force in the future may result in actions that are necessary to secure Xentheridan sovereignty. Actions you could take to prevent this could be future co-operation with Xentherida - or the other foreign nations - on any of your future oceanographic research, or simply sending research planes instead of heavily armed fighters and strategic bombers to the borders of foreign nations.

The letter is delivered to Predrag Ryba, who makes several copies of the letter. Most of which head to archives, including to the files of the secret police. Copies of the letter are critiqued and a response is drafted on behalf of the supreme leaders.

We send our apologies with this letter. Our fleet of aircraft was collecting various types of data of the ocean and it's
floor. Our 'strategic bombers' have been retrofitted with surveying equipment. While these aircraft had the ability to
drop a payload, they would not without prior authorisation. Furthermore, the presence of escorting aircraft was purely
for aircrew training and to test a new fuel delivery system.

We hope that we have not caused any lasting damage by testing equipment and surveying the ocean. Please let us know
of any requests you may have for us as we would be more than happy to consider them.

After receiving reports from the Xentheridan Government, the Imperial Air Force was on high alert. The Prime Minister had received an intelligence briefing in his daily cabinet session, stating that there were armed aircraft conducting 'oceanographic research over the narrow borders of international airspace and sovereign airspace.

Prime Minister Norberg left to the House of Commons Chamber for the daily session. The unusual accompaniment of Defense Minister Leidr and other high-ranking officers in the armed forces suggested to the MP's that there was something fishy going on.

Defense Minister Leidr stood and started speaking. "At approximately 4:57 PM yesterday, 12 armed Leninian aircraft were detected skimming the skimming the airspace line, reading transponder codes signaling 'oceanographic research'. They were also accompanied by one long range refueling aircraft. Several Goyanean Rafales were scrambled from the aircraft carrier HMS Javelin and closely followed the squadron from a distance of 15 nautical miles. They did not enter our airspace, but skimmed the line several times."

The MP for Naderfjord District III, Anne Hosjafer, stood and faced both the PM and Defense Minister. "Why were scientific aircraft armed? Why did they also need to survey our oceans. The Scientific Bureau maintains regular updates on oceanographic data for the North Sea."

PM Norberg stood and replied, "I have a feeling there is something more to this that we may not yet know. The Leninian Government may be testing submarine warfare equipment. I suggest we keep more vigilance on these guys. We don't know what they are up to, especially so far from home. I am going to issue the writing of an official diplomatic wire."

The speaker stood and said, "Second the motion?"

The sound of the entire house saying "aye" brought subtle relief to the PM.

A secretary, under close supervision from the PM and Defense Minister, sat at the computer typing the diplomatic wire. 45 minutes later, the secretary printed the letter, and sent it to the Leninian Government.

Mr. Zarnesti,
We have written this letter as a response for your heavily armed 'oceanographic' aircraft that skimmed our airspace yesterday. We have yet to understand why you have armed oceanographic survey aircraft, and we also fail to understand why you have done this, as the National Scientific Bureau yearly conducts and publishes statistics and geological information to the global scientific community.

While we are inconclusive to as why you have done this, yet there is great suspicion that you were carrying out military training drills, using our infrastructure and vessels as tools for your operation. We are willing to cooperate, but if your military continues to attempt to provoke us and threaten our sovereignty, more drastic measures may have to be taken. This may range from simple orders to leave, or deployment of aerial defense units and forced removal from our airspace.

This is all based on your future actions, and while we are willing to cooperate in the great field of science with your nation, we do not appreciate being used for other things that your military has planned. We hope to solve this issue without further threats and unnecessary violence.

The Air defence commander of coastal regions stood in the control room as reports came in from the tracking stations. Eleven armed aircraft and a refuelling plane skimming the border. Nine transponders stating they were oceanographic survey aircraft, however the risk level evaluation went up as one fighter and one bomber came back as negatives with disabled transponders. Not taking any risks, the interceptors of the 2nd interceptor regiment were scrambled putting 63 planes in the air. Two planes placed themselves either side of every Leninan aircraft, with the remaining 39 flying high and to the rear of the formation until it departed. The Cogorian fighters returned to their bases and the events logged. There would be no official statement as events in the heart of the country took precedence.

The Supreme Council hold a session, discussing the reaction of the nation with Marshal Jola Valeva. The conversation is confidential and encrypted voice tapes are recorded for archive, along with notes on the response. Tail numbers, amounts, arms etc. are included in a file. Photographs taken from specially mounted cameras on the Tupolev Tu-16 Badgers are attached. The Armed Republic of Cogoria is placed on the Master Watchlist.
 
While no official statement has been released by the offices of the Cogorian Ministry of Defence, images from the cameras onboard the aircraft of the 2nd Interceptor regiment have been released, with the images highlighting Leninian Aircraft carrying weapons in abundance. Numerous images taken from the coastal tracking stations' Radar sets have also been made public, showing numerous instances of the Leninan aircraft skimming the kill line, the airforce's marked defensive zone. While the the Leninian state makes much of the events however, the Cogorian press mention it in passing as standard procedure in such circumstances, with most of the newspapers focusing on the hostage situation in the Cerestian embassy and the recalling of Ambassador Wrong for safety reasons.
 
Prime Minister Madeline Ellison was enjoying a fine dinner at The Royale Norvalle restaurant when her phone rang with the distinct ringtone indicating another government official was trying to reach her. As she answered, she heard the troubled voice of the Defense Minister Samuel Palmer.

"Miss Ellison, I need to speak with you in person immediately. Put aside whatever it is you're doing and meet me at your office," Minister Palmer ordered.

"I'll be there in half an hour," PM Ellison responded.

A little over half an hour later, Defense Minister Palmer, Prime Minister Ellison, and Foreign Affairs Minister Will Bowers met in the Prime Minister's office, and the Defense Minister handed over the report from the air traffic control tower at the Norvalle airport about a near incursion by Leninian aircraft.

"Eight fighters, three bombers, and a refuelling tanker. Eight of them transmitting an oceanographic research signal," Palmer spoke.

"You're sure of this? These were military aircraft?" Ellison queried.

"We also had visual confirmation from the patrolling SDS Solidarity after the signals were detected from air traffic control," Palmer replied. "Fully armed, and right up against the 12 nautical mile line. No violations though."

"Has Her Highness been informed about this?" Ellison asked.

"I haven't notifi..." Palmer started to answer.

"I don't think we should tell her," Minister Bowers interrupted. "Incidents abroad are one thing, but this one is too close to home." Turning his full attention to PM Ellison, Bowers said, "Madeline, you know she'll be terrified and panic if we tell her. It's still too early in her reign for her to have to worry about this. We have to handle this ourselves if we can."

"I have an idea," Madeline said. "We'll send something to the Leninians, but feign obliviousness and naivety. Just ask them for the oceanographic data they supposedly gathered, and we'll see how they respond. We'll wait it out, and hopefully nothing will come of this. But at least they'll know we took notice."

Palmer objected to Minister Ellison's idea. "That won't work, Mad. They'll know that we know they don't have that data. We must be forceful in our response, tell them we mean business."

In return, Madeline had her own objection to Palmer's plan. "And ruin our reputation? No, we're doing this my way."

To the Government of The United Socialist States of Vladimir Lenin, Greetings,

We have received notice from the air traffic control tower at Norvalle International Airport that several Leninian aircraft recently performed an oceanographic study at the edge of our territorial waters.

Years ago, in an effort to reduce taxes for our citizens, the Dorsettian Government defunded several scientific programs including those studying oceanography. As a result, information about the contiguous zone and the exclusive economic zone off our coastline is dated and potentially inaccurate.

We, therefore, petition the Government of The United Socialist States of Vladimir Lenin to provide The Principality of Sil Dorsett with data gathered relating to marine biology, the chemistry of the ocean (including data on ocean acidification), plate tectonics, or marine physics. The release of this specific data will better our understanding of changing conditions in our waters without burdening our citizens with the cost, considering that your government has already performed the work of your own accord and initiative.

It is our hope to receive a reply in the affirmative, and we look forward to continued cooperation between our great nations.

Statement by the Scientific Bureau in conjunction with the Foreign Affairs Ministry and The Parliament:

We thank you for your shipment of the Kvass, it was enjoyed by many of our MPs. We would like to thank you for your interest in the scientific nature of our country and the North Sea that surrounds it. As you may know, every year we publish data from our national geographic survey. The data includes statistics on geology, weather, oceanography, paleontology, limnology, zoology, and much more. We enjoy that your nation, and your people have expressed an interest in learning more about the scientific and natural beauty that Goyanes has to offer. The only reason we were startled is due to the presence of armed aircraft accompanying the research craft. The next time that your scientific department wishes to conduct such investigations, just give our air defense command a heads up. It would be greatly appreciated, and would not result in such drastic measures. We would also like to send scientific aircraft of our own to survey your oceans, and if possible a team of geologists and other experts to learn more about your nations scientific qualities. We are sorry about the unnecessary hostilities and we hope for future cooperation.

Official Communiqué to the Government of the USSVL:
To the Government of the USSVL,

We graciously accept your apology. We assumed that a nation, new onto the global stage, would execute operations with threatening undertones by sending heavily armed aircraft near foreign airspace, in order to intimidate other nations, although we clearly see that this is not the case in these events. We are open to fellow nations conducting their own research, although the cooperated planning between nations is preferred, prior to the event, in order to remove the possibility of future tensions.

We are very relieved to hear that prior authorisation would be required before any strategic bombers dropped a payload, and that their escorting pilots were training. We are willing to have our air force assist in training with your Leninian aerial forces, to avoid future calamities and to ensure greater relationships, and better defences.

Current tests have shown little to no damage has been received by the reefs out on the shore of Xentherida, although many fishermen casting their nets away from shore were rather startled.

In conclusion, however, we are perfectly open to nations conducting scientific research, but in the future, prior co-operation would be heavily preferred, in order to avoid international pressures.

"Breaking news out of Norvalle today with Defense Minister Samuel Palmer announcing the activation of the Dorsettian Ready Reserves for a two-week mobilization readiness drill. This comes off the heels of a leaked diplomatic cable between Prime Minister Madeline Ellison and the government of the United Socialist States of Vladimir Lenin, acknowledging a fly-by of several Leninian aircraft just outside of Dorsettian waters. Minister Palmer had this to say about the fly-by..."

"I appreciate the efforts of the Prime Minister to try and defuse tensions between us and Leningrad but she must understand that they have demonstrated with this reckless display that peace is no option for them and that they mean to destroy us. These were armed aircraft fraudulently using a civilian transponder code, and they had no business coming so close to our territory other than to provoke us."
When asked for a statement regarding Minister Palmer's remarks and the activation of the Ready Reserve, Prime Minister Ellison said, quote..."
(on screen text) Prime Minister Madeline Ellison:
"Minister Palmer is playing a dangerous game that threatens to undo all the work our nation has done over the past sixty years to reduce tensions with other nations and ease the minds of our citizens. The exercises he has called for are unnecessary and provocative, and, if I were permitted by law, I would stop them. But for now I can only ask the Minister of Defense to stop this nonsense and send our reservists home. We have to give Leningrad the benefit of doubt, and I also want to point out that their fly-by was outside of territorial waters and technically legal."
"...unquote."

"What may be even more embarrassing to the government is the fact that Princess Claidie was not even made aware of the fly-by or the diplomatic cable until the activation order for the Ready Reserve was announced. The Princess has stated that she will do what is necessary to fix what appears to be a broken and dysfunctional executive branch, though she refused to provide exact details of her plans. In the meantime, she has also stated that she will permit the exercises to go forward, citing that such a drill has not been done since before her father was Prince and, quote 'might not be a bad idea as we end our isolationist policies and try to return to the international stage,' unquote. Ministers Ellison, Palmer, and Foreign Affairs Minister Will Bowers were all summoned to an audience with The Princess for consultation this evening."
 
While the Khanate will not act aggressively we have air defences prepared along our coastline, our LAWS systems will be kept on standby, we advise keeping clear of our airspace. The Khan himself is currently unavailable for comment however I will gladly act in his stead.

Leninian Freedom News Bulletin, the state owned and managed press station, announced in it's own broadcast that the nation of Sil Dorsett is readying troops. It is made clear over the broadcast that the Socialist State will not be deterred by such an action from a seemingly "greedy" nation. Alekzander Zarnesti makes an address to the public.

"We the people will not be deterred by such an exaggerated response. Although it is clear that there is some form of dysfunction between ministerial members, something which will never be present in our own committee; We shall strive to reach a diplomatic result."

Intelligence reports suggest heightened activities at the Yves Naval Station and the Lunibrina Air Force Station. There is also some kind of sheltered activity at the remote, well secured, Tachi Naval Station.

Zarnesti and Marshal Valeva produce a telegram, detailing their reaction.

Our sources reveal that your military is mobilising its capabilities. This act is certainly one which has stirred our
political relations. However, it is of no surprise that your practical defence staff have taken our research as a sign
of aggression.

We can only apologise that our research in non-soverign waters has had such a great affect. From your previous
telegram, it seemed that your government was more interested in our findings, than our so called threat.

While it would be easy for us to grumble about the situation, we can only move forwards. We wish to initiate talks
with your government on a face-to-face basis.

Scientific observation is a vital area of research for understanding the climate and the effects that humans leave behind. We have tracked your planes skimming our airspace and due to them being armed, we will not stand for them being there. The Rose League is a fully neutral nation and the presence of your armed warplanes is a direct threat to that neutrality. While it is true that we cannot enforce our policy of neutrality over international terrain and water, we simply meant to make it clear that The Rose League will not stand by ideal as armed warplanes are skimming our international border. As was previously stated, oceanographic research is perfectly acceptable and even promoted within the League. What prompted the harsh communique earlier was the fact that no other nation has ever felt the need to use armed warplanes while conducting this type of research. That and has been previously stated, armed warplanes skimming the international border are regarded as a threat to the League's neutrality by a large percentage of the populations of both Kalti and Andalucia.
 
On December 27th, many people reported jets flying near Andrenne, including the military. The Royal Air Force had quickly scrambled fighters, though hadn't permitted them to open fire on the jets. They warned them that they were very close to entering Andrennian airspace, and followed them until they were a good distance away from Andrennian borders. Three days later; the Prime Minister himself, William Gehrhardt, wrote to Zarnesti, while being advised by the Deputy Prime Minister, Lukas Klein and the Minister of Foreign Affairs, Robert Schweizer.

Aside from that, we would like to know the reason as to why the jets were armed. If this happened to be training, then we see a reason to be armed (as long as they aren't live weapons), but if they were deployed for oceanographic research, we see no reason for them to be armed. Now, in the future we would like you to contact us before coming near our border or airspace for 'research'. Also, if you do need to do training, we would prefer that you don't do it so close to Andrennian borders, and instead have it stay close to your own borders. Thank you.

It is my honor to be corresponding to you from the Republic of Jacksonville. It has come to my attention that planes of your Air Force was spotted near the airspace of Jacksonville. You have stated that is was for oceanographic research, but it does not make sense to me as to why they were fully armed unless they were preparing to strike at a country. We still believe fully that it was an oceanographic expedition, but we do ask that next time you wish to come near our borders that you will inform us before the time comes so that we do not have to waste our precious resources. The Jacksonville Air Defense Forces will be placed on a medium level of alert every time from now on however, but they will not fire upon your Aircraft unless they make an attacking direction at the nation. We hope that you will consider everything and that we can form peaceful relations and not a war between us.

"I wouldn't put it like that," Madeline answered, "but look at it this way... these departmental ministers are all people I have to work with every day. I should have a say in who those people are. I'm here to advise you and help you set an agenda for this country, and I need ministers working with me that share that agenda and share your vision, and won't stab us in the back to empower themselves like Palmer did. He saw an opportunity to go rogue with your ascension, and he took advantage of it. Don't let that happen again."

"Alright," Claidie replied. "Give me a list of replacement ministers by the end of next week. And you don't have to replace them all if you think someone is already working well for you. Additionally, Prime Minister Madeline Ellison has been reprimanded for failing to inform me of the recent events and her intended response to them.

I share the opinion of Ms. Ellison that this survey was done legally, and that the recent mobilization of our Ready Reserve by Mr. Palmer was an egregiously excessive and disproportionate response. With the termination of Mr. Palmer, it has presented an opportunity for governmental reform at the executive level. I have made Ms. Ellison responsible for the selection of departmental ministers from now on. It is my hope that we will never again see such a disconnected and fragmented set of ministers that are unable to come together as a functional government.

Also, from now on, any mobilization of our military will require the approval of Ms. Ellison or myself. Aerospace Defense Command had been tracking the 'research aircraft' and their escorts thanks to their long range early defense system and notifications from various allies. The hope was that the aircraft would have diverted by now, but such was not the case. As they approached Ceretian airspace with little sign of altering course the klaxons sounded at Selfridge Air Base. "Scramble, Scramble, Scramble," and within minutes the squadron of alert fighters were already lifting off the runway. The raptors were ordered to escort and observe, and if need be; help defend the nation.

Raymond was sitting down enjoying breakfast with some other officials on one of the terraces of Straathgard Castle when an aide approached with news of the Lennin aircraft having passed by the nation's airspace. "Wouldn't you know it, you sit down to enjoy a nice soft boiled egg." With a slight sigh he reached for the envelope the aide was holding. "What do you have there...?" Taking a glance at the information and photos a look of surprise came over his face and in his usual unusual humor he looked up at the others gathered "How about that??? They managed to build aircraft that didn't shake apart this time. Good for them! I suppose it's something to celebrate." Leaning back in his chair for a moment "Send them some caviar and a bottle of that good vodka they make down in Sandomierz. Oh! Remind me to pen them a little note to go with."

Following the reaction of Ceretis, media reports begin to emerge. These would only be available to a nation conducting some form of basic observation. Images and videos of a wooden pallet holding the gifts of the nation is see bursting into flames in a public square, many local people approaching it for varying degrees of warmth.
