Mr. Speaker,

Pursuant to Section 7.6 of the Legal Code concerning The North Pacific Army, I am informing the Regional Assembly of the North Pacific Army’s participation in a recent military operation that happened during this major update.

The operation was classified by my authority as Delegate. It was conducted as part of a coordinated effort led by the Radiant Inquisition of Perdition, in cooperation with the West Pacific Armed Forces, the Outback Bushrangers, and several other (allied) partners, including the North Pacific Army.

The purpose of this campaign was the removal of hostile elements entrenched in the region of Arselia, following a prolonged period of control by groups associated with the Brotherhood of Malice. The coalition has now established a joint occupation. The NPA has no Regional Officers deployed in the target region and therefore will not engage in destructive actions. Our contribution to this operation was limited to logistical and coordination support. All destructive or restricted actions will be undertaken solely by external coalition partners.

Under Section 7.6.45 of the Legal Code, the Regional Assembly must be informed of all operations undertaken by the North Pacific Army as soon as practicable, unless they are classified by the Delegate or the Minister of Defence. This operation was classified under my authority, but as the region has been successfully hit, I hereby declassify its existence.

Audits of the Citizens/Residents Registry Sheet
It has been a little over a month since the last audit was conducted, and in the spirit of maintaining good records, I have conducted an audit of the Citizens and Residents sheet and forum group. The World Assembly-locked citizens sheet was left alone because none of our citizens have WA-contingent citizenship as of 21st November, 2025.

I am pleased to report that there are only minimal discrepancies, none from the Citizens group and sheet and two from the Residents group and sheet. The Speaker's Office will continue striving for utmost accuracy and be up to speed on records.

Continuity of The Speaker's Office
It was discovered that Speaker Foskeburg had not logged into the forum since Jan 25, 2026. Therefore, Foske has abandoned office, and technically did so a week ago.

With no set successor designated, the remainder of the Speaker's Office -- @Cloud, @Petronellania, and myself -- has chosen me to assume the duties of Speaker until the conclusion of the next General Election, to be held in March. (See LC 4.7.38 for why there is no special election.)

I retain both @Cloud and @Petronellania as deputies.

In case I too abandon office, I designate @Cloud as successor, being the deputy with the longest tenure.

Brief Opening Address + Appointment
Thank you all for electing me one more time. I appreciate the trust that you put in me to do the job for the third time. I’ll keep it short.

I’m appointing @Petronellania as deputy speaker. Please go take your oath. Yes, so far, I only have one deputy. He was the only one who was immediately available, however, I am open to appointing more deputies. Feel free to reach out to me if you want to become a deputy speaker. If you know anyone else who’d be interested, too, go ahead and direct them to me.

Our priority for this term will solely be focused on the operations of the Speaker’s Office. Making sure citizenship applications are processed on time, RA business is conducted on schedule, and regular sheet checks are done. Our goal for this term would be to keep the Speaker’s Office running as smoothly as possible for the duration of the entire term.

Once again, thank you for electing me! I’ll commit to serving the mandate that you gave me to the best of my ability.

Audit of the Citizens/Residents Sheet+Forum Group
It’s been a while since the last audit was conducted (November 2025!) so I figured another one was due.

And indeed another audit was overdue. Though no discrepancies have been found in the citizens forum group and sheet, there are quite a few in the residents. The Speaker’s Office apologises for the increased number of discrepancies and commits itself to a higher standard of record keeping.

I made many adjustments regarding this matter when I took office. I reorganized the citizens' group. But I might have missed the residents group. I make additions and deletions almost every day.

If you mean the checks, those are routine. We add and remove from the citizens and resident sheet all the time. Audits are another thing. When you audit both the Citizens and Residents sheet and forum group, you check them both simultaneously (citizen group+sheet at the same time for example) to see if anyone is missing from the other, why, and make the appropriate correction. Unless this is what you are indeed referring to, then I apologise for misunderstanding. :P

I'm not talking about routine procedures. When I first started my job, I checked the citizen group and list. I eliminated inconsistencies. :)

However, due to not being mentally capable or interested right now, I feel I can no longer continue to serve. I want to thank the Speaker and previous speaker for giving me the opportunity to serve. I hope I’ll come back someday, but for now, I wish the Office nothing but the best.

Good day.

My third term as Speaker was never supposed to happen. I never planned for an actual third term, which is why I didn’t put up a campaign thread when I ran. I thought I had it in me to keep going and to keep the ship afloat after I won, but after taking a good look, I realised that I was the one sinking it.

I do not want to burden the Speaker’s Office with my slipping activity and me losing motivation. This region certainly deserves someone who can commit to the role and remain consistent. I am no longer that person. I’m burnt out, I’m exhausted, and I am spent. I no longer have it in me to carry out an elected mandate, and I am sorry. I’m also about to enter my senior years in high school (11 and 12), and with college being on the horizon, I feel that I should focus on that because I want to have a secure future for myself.

Before I leave, I conducted one final audit of both the Citizens and Residents sheet and forum group. No discrepancies were found. For my final act as Speaker, I’m appointing @St George as Acting Speaker. He will no doubt serve greatly, which is why I chose him for this and why I’m glad and very grateful that he agreed. I would like to thank my deputies, @Ayuzh, @Meteturan, @Petronellania, and @St George for stepping up and helping me keep the machine running. Y’all are the best, and I couldn’t have done this without you.

Thank you all for your trust and patience. I’m forever grateful for this opportunity, but I need to move on.

Acting Speaker's Address

Hello, I like at 7-wait, not that kind of address.

Uhm, yeah. Back as Acting Speaker. Thanks to @Cloud for reaching out to me to ask me to join the office as a deputy. Hear to help keep the ship stead and I'll decide in a bit if I want to run for the job full time. I do have things I'd like to do or am actively in the process of doing, however. And this is what they are:
  1. I've made a formatting change to the Citizenship Sheet so that Government Officials are more easily identified - this will help, I believe, in tracking the activity of those who could be at risk of vacating office. I'm not currently committed to actively pursuing those at risk of such with pings etc, but at least we can keep it under review this way.
  2. There's a proposal for a Constitutional Amendment currently in the Assembly that I've proposed to allow the Speaker to do minor edits to the legal code correct typographical errors and the like.
  3. I plan to amend the Standing Procedures to explicitly lay out a set of duties and permissions Deputy Speakers have by default. I find the current system, whereby every Deputy Speaker needs to have specific permissions requested from forum admin in order to get anything done, tedious and over restrictive. I also plan to rename the Standing Procedures to the Standing Orders, because I like that name more.
  4. I plan to appoint Deputy Speakers if potential Deputy Speakers approach me, because I believe that even if my time in this role will be short, the office should be left in a more secure position than that which I found it. I also plan on retaining the existing Deputy Speakers and ensuring they are fully trained and knowledgeable on all aspects of the role.
  5. I do not plan to get sued.
  6. I may even touch some grass.
So yeah, that's the plan, let's get to it.
