The Crown Conflict

It had been over a week since the Scallendovian bombing of reactor 4. In that time, the slowly rising water level had triggered a steam explosion strong enough to wipe out the other three reactors. The stream of civilians fleeing the city were severely hampered by the destruction along the main route caused by the Scallendovian airstrikes. As well as trying to pass the rubble choked streets, the refugees also had to find their way past the flow of engineers heading the opposite direction. At the reactor facility itself, casualties were mounting, attempts to send robots in to begin repairs had failed after the radiation levels had fried their circuits, leaving the dangerous task in the hands of the sappers and engineers being sent in waves. It had gotten so bad within the facility that the men of the now nicknamed "Damned Brigade" had stopped coming out to die, working within the dangerous environment until their bodies failed, and the next wave of martyrs came to pick up the fallen tools and continue the job. The workers were giving their lives trying to repair the destroyed barriers to contain the radiation, while outside the fears were growing as it became apparent that the fuel of the 4 destroyed reactors was melting down towards the water table at a slow but constant rate. A call went out for experienced miners for an emergency project.

As the Goyanne representative approached Zhukov and Varus an aide headed him off. "So sorry sir, but the Chairman has imorportant matters to discuss with the gentleman ahead of you. if you would follow me, I can bring you to a waiting area where you can witness proceedings" leading the rep to the side office he waited there to provide refreshment or anything else he may need while he waited.
For Zhukov there was no time to sit and relax, the pace of events were close to overtaking him and a simple rest might see them pulling away from his careful ministrations. Within the main meeting room of the Rig he had been in discussion with the Ceretisian Tsar and Rokotov over the August documents and proposal. Inside that discussion a new framework had been hammered out in order to create a new nation, a new empire. Catherine stood now before the few hastily assembled cameras, wearing the trademark greatcoat of the Cogorian army with the unit tabs of the 142nd rifles,behind a small podium she made ready to make a speech to the world.

"My people. Sons and daughters of Cogoria. For generations this nation has been shunned by the world. Laughed at for its belief, that everyone is equal. Our forefathers forged this nation, my ancestor lead us to greatness, before my great grandfather shattered that dream. He betrayed the people of Cogoria, he was unworthy of ruling a nation such as this. The nation saw this unworthiness and punished him for it. His body ROTS in the wastes of the north! But the nation does not rot with him. Over the years, under the stewardship of the party, this nation became great once more, despite the scorn of those abroad. In the 27 years since Zhukov took power, he has sought to rebuild our strength and pride. And our victory today over the Cimmerien and Scallendovian machinations is a testament to the Chairman's success, a monument to the people of Cogoria's strength. A strength that the world has not witnessed since the days of the Czars feared armies. The party have seen this, the people have seen this. They see the fortitude our forces, our people and our nation have shown. And they have identified the source of such patriotism. The nation was united. There was no old enemies in the shadows. There were no fears of those dark days one hundred years ago. As such, the people have spoken, the party have spoken. A Cogoria united can never be broken, a Cogoria united will march ever onwards towards a greater tomorrow. With one hand, one heart and one soul. So it is, I proudly declare my intention to wear the Cogorian crown. To rule equally alongside the Party, as monarch of the First People's Empire of Cogoria. With a united Cogoria we will improve this world for all workers, for all peoples. One hand! One heart! One soul!" As the speech ended the image of the new monarch faded to reveal the flag of the new First People's Empire

The Kanadian Prime-minister had barely entered the base when a small troop of soldiers quick marched over, snapping a smart salute the sergeant led the way and allowed them into the negotiation room where Wrong sat across from the Cimmerien delegation. Only a few moments passed before the Scallendovian delegation was also showed into the room. Smiling at the assembled diplomats, the Kanadians in particular he decided to continue the talks. "Welcome, I was just listening to the Cimmerien delegation's disturbing explanation for the conflict. Well now that you're all here I believe we can get on with the signing. As we are the nes that the war was instigated against, we have taken the liberty of writing up the treaty, however our most honoured Kanadian allies will not find themselves wanting." Knocking twice on the table loudly, the door behind him opened at the signal. A Guardsman entered carrying a folder and a large black case. Wrong took both, reaching into the folder he slid the document across the table.




We the Representatives of the First People's Empire of Cogoria and Constitutional Monarchy of SAA Kanada hereby state that with the signing of this treaty, and acceptance of it's articles, that a state of peace shall exist between allied nations of Cogoria and Kanada and beligerent nations of Cimmerien Scallendovia.
Article one (1)
-The nations of Cimmerien and Sallendovia shall pay war reparations to the value of 6101Billion Cogors and 9151.5Billion Cogors respectively. The reparations by Cimmerien shall be taken in their entirety by Cogoria while the Scallendovian reparations shall be split in a ratio of 3:2 in Cogoria's favour.
-This value shall be repaid within 5 years until such a time as the full debt is payed.
-Should the parties fail to maintain payment Cogoria and Kanada shall be permitted to seize assets of equivalent value
Article two (2)
-Cimmerien shall accept full blame for the conflict, and as such recognise itself as the instigator of the violence
-As instigator of the aggression Cimmerien shall meet with representatives of the Pact against Cimmerien Aggression and agree on repartions for the mobilisation of their forces
-As the instigator of the aggression Cimmerien shall remove the current standing government, and all politicians who stood in power during the conflict shall be barred from standing in the elections.
-Scallendovia having already replaced its government, shall block members of the previous government from acquiring office once more.

Article three (3)
-Cimmerien and Scallendovian armed forces shall be restricted constitutionally in action as a self defence force. Deployment of Cimmerien or Scallendovian forces abroad in any capacity outside of internationally recognised peacekeeping missions shall constitute as an act of war against the People's Empire.
-Scallendovia and Cimmerien shall disarm any nuclear weapons in their possession and are prohibited from attempting to acquire any nuclear armaments.
-To facilitate this, the Belligerent nations shall permit an inspection team to enter their territory, and afford them every authorisation required to carry out their duties.

Article four (4)
-The nation of Scallendovia shall hand over a major port city over to the Constitutional Monarchy of SAA Kanada. This port city shall be recognised as the sovereign territory of the nation of Kanada.
-The ownership of this Port shall never be in dispute, it shall not return to Scallendovia without the express consent of the Kanadian Government and Monarchy.

Article five (5)
-In order to facilitate a swift completion of reparations, Scallendovian industry will submit to a taxation of 15% on monthly revenue. The finances generated by this tax shall be collected by the Cogorian government, split with our Kanadian allies along the above ratio and deducted from the remaining reparation amount. This tax shall remain in force until such a time as reparations are completed



Smiling as the others around the table examined the document he had one other thing to encourage the signing, clicking open the large black case he revealed a satellite phone. "Seeing as this treaty is to bring an end to this conflict. I hardly need to tell you that a failure to sign it would result in an immediate resumption of hostilities. The only suggestions we are willing to entertain are those suggested by our Kanadian colleagues."
 
As the Cimmerian delegation examined, there are left with whether or not the should sign the treaty. They know that their nation was facing inflation, and that paying reparations for the mobilization of the other nations may put Cimmeria in a recession. They also know that if they don't, they'll find the nation at the whim of a Cogorian attack, whether its a invasion, or a bombing run. Also, Cimmerian law in foreign policy states that the foreign minister, the Minister President and monarch must must together sign documents that determine the future of Cimmeria in the world stage. This means that the signatures of the King and the Minister President are also needed. Realizing this, the foreign minister, after reading the terms of the treaty, said, "Mr. Wrong, I afraid cannot sign this alone to make it complete. The other people that are also needed to make this official is the Minister President, and the King himself, seeing as he is the sovereign head of state."

Ms. Brooks and Mr. Lavaud sat down at the negotiating table, silent and nearly emotionless as the folder containing the treaty was passed to them. Christine had no reason to say anything; the conflict wasn't her doing. She was there for one reason: to sign the treaty no matter the cost and have hostilities stopped. She reviewed the document, unsurprised by the massive reparation demands that would strain the government budget for the next five years. Pulling out her phone, she ran the conversion from Cogors to Spences to better understand the cost. One hundred eighteen and a half billion Spences, nearly a third of the government's budget if it were paid off at once, or further taxing the people another seven percent for the next five years. Christine continued reading through the provisions for the nuclear inspectors and the surrender of a port town, which considering the toll of the war did not seem out of the ordinary. She grimaced at the provision about directly taxing Scallendovian businesses, fearing that they may rather relocate to other nations than pay the tax. She thought better about raising any concern, remembering her objective just to sign it.

Christine went bug-eyed as Minister Tsopic of Cimmmeria declined to sign the treaty, and addressed him directly.
"You came to a treaty signing without the necessary people to make it legal or at least their authorization to speak for them? Really?" she said, shaking her head in disbelief.

"Now, Mr. Wrong, I'm not inclined to dispute any of this," she said to Mr. Wrong. "As far as the port town to be handed over to Kanada, Dominion Town is now theirs. I only ask for sufficient time to move our citizens who wish to leave and their belongings out of the town. Treat the ones who stay fairly and with dignity, as none of this was their fault."

With that said, under her authority as Acting President of Scallendovia, Christine Brooks signed the treaty. She then took her phone out to send a message to a waiting Dorsettian princess who was anxiously waiting for the treaty to be signed. "It's signed. Bring them home," she sent.

The previous threat of Sil Dorsett being engulfed in the war, whether from being caught in the middle of a conflict between Scallendovia and Cogoria or Scallendovia's own retaliation against the Phoenix Union for their dismissal from it, was once high enough to have a concerned Claidie send her sister and the Prime Minister out of the country. Her thought was to preserve the continuity of the government should anything happen in the capital city.

Claidie was relieved to see the text message from Christine come through indicating the end of the war between Cogoria and her northwestern neighbor. With the threat of conflict now gone, Claidie sent her a message to her sister and the Prime Minister looking after her, both still stuck at the Phoenix Union Parliament building.

"Madeline, it's done. Bring my sister home."

The delegation, in disbelief, became worked up over the the negligence of the foreign minister. The secretary responsed by immediately sending a message to the Minister President's office back at Dinsmark, where both him, and the king are waiting for the confirmation of the signing.

The following message:

"Yes. I need to speak with the President. We have a situation here. Yes! this is very important!"

20 seconds later.

"Sir, the foreign minister says he can't sign the treaty without authorization from you and the king. Does he have permission to do so?
Response:
"Did he forget?! Me and His Majesty said yes!!!"

"Okay"

The secretary approaches the minister that he can now sign e treaty on their behalf. The only that is conflicting him is he believes that the nation will be weak should he sign. But he know that if doesn't sign, the war will resume, and there may be more bloodshed, mostly, if not entirely, because of his nation's government. With this, the future of the course of the war now depends on his decision to sign the treaty.


DINSMARK

Meanwhile, the Corporation of Cimmerian Broadcasting (CCB) TV News reports on the progress of the signing of the treaty by the foreign minister, when suddenly, they receive word that the Wellington Royal Palace has somewhat been bombed, as well the Senate of Parliament.

"We are currently waiting for the Minister President to announce that...
Wait. We have received word the royal palace has been breached, and a bomb has been set off on the outside yard. We have also received word that bomb has been set off at the House of the Senate. Police and other emergency services are rushing towards the government district to handle the situation."

Varus smiled brightly, offering a hand to take hers. He seemed almost proud of her - indeed, he viewed the People's Empire as something of his brainchild, and the honourable Empress Rokotov as his metaphorical ward.

"It was an excellent beginning, Honourable Czarina. I cannot wait to see the rest. What stylings do you intend to use?" He stepped lightly to one side, creating an opening for Zhukov to insert himself into the conversation if he wished.

"Now, what can I do for you? The August representation in Cogoria will, of course, be staying as long as you need them. Many are military folk, but I believe that there is a half-strength media and counterintelligence team that can help you consolidate your state agencies, if you need it. We can bring in other specialists, as required, of course."

His face did a reasonable job at hiding the elephant in the room - his awareness of the recent nuclear meltdown.

With the decision to either sign the treaty, or to reject it, the foreign minister sat there, thinking. He thought that if he signed, the kingdom would be permanently placed at the whim of communism, an ideology that Cimmeria disliked, but then he knew that if he didn't, hostilities would resume, hostilities that may put the nation at the level of condemnation. With the future of Cimmeria and the Crown Conflict in his hands, he did the one thing that has set the course of the war.

"Mr. Wrong, you're wrong. Our nation was at a time, respected. Today, people condemn it for doing things our way. We were trying to help you end the civil war your nation was entangled in."

Secretary and the Chamberlain (in unison): "Sign the treaty."

Foreign Minister: " I'm not finished. We tried to help you, and this is how you repay us? By making US the ones to surrender?! By making US the ones to brown nose, and beg for mercy?!?!

Chamberlain: "Sign the treaty!!"

Foreign Minister: "Never! I won't do it! Not if it weakens our nation! Not if we can't protect it from utter eradication!! Not if-"

Chamberlain: " Will you be silent an-"

Foreign Minister: " NO! NO, I WILL NOT BE SILENT!"

Secretary: "Sir, please!"

Foreign Minister: NO!

Chamberlain: "SIGN IT, OR ELSE WE-"

Foreign Minister: "NNNNEEEVVVVEEERRRR!!!!!!!!!!

Rest of the Delegation: "NOO!!!"

After this, they try to stop him, but to no avail, as he goes paranoid, and rips the treaty into little pieces.

The secretary reaches for his phone, while the rest call in their security escorts to take him away. With most of the delegation feeling embarrassed, they walk out of room, while the secretary informs the Office of the Minister President that the foreign minister has rejected the treaty. With this said, he asks Mr. Wrong to give them a extended amount of time to clear the confusion before leaving.

Three days after hearing that the treaty was rejected, William Brighton, the interim Minister President did not know what to do. With the terror attacks happening on the day the treaty was to be signed, the low rate of popularity he had, and the inflation the nation was going though, he decided that the nation needed a new leader to help the country solve these issues. In other words, he had decided to resign his post. He was about to head back to his office at 15 Cambridge Road, when suddenly, the vehicle he was in exploded, and went into flame. The news spread all over Cimmeria. The CCB also mafe a story of this. As a result, people were generally in shock, but there was one thing that was shocking; a majority of the citizenry's response was quite positive, as the majority wanted their nation's government to invade Cogoria, as the majority disliked communism, and even feared it.

With Brighton, the interim Minister President, dead, the king is worried about the government being destabilized even further. So he announced to the parliament that he must be granted emergency powers to maintain order, and to finally end the hostilities with Cogoria.
 
The Flakeyland Government is unsure if the king will support communism, so they decide to keep an eye on Cimmeria by placing a fleet near their coast.

Since the king, Miles III, made his announcement, many of the citizens started to protest in the streets, only for the demonstrations to be suppressed by police all across the country. Then, after the king made his speech, asking the Parliament to grant him emergency powers, the Parliament learns that the government of Flakeyland plans on placing a fleet near the coast. They suspect that Flakeyland is communist, and that the king plans on letting them take control over Cimmeria. With this said, they secretly order the military to attack their own capital, and make it make it look like they did. So, they secretly got an bomber squadron to mobilize for their arrival.
