Ancient Past - 1010 R.R.D. > The ten tribes of Kaltias, Iceni, Ilvata, Arveni, Morini, Andaluc, Salasia, Demerta, Vardulias and Atacolva have settled down in what would become known as the Land of Solais, named after the sun itself. Soon, the Andaluc tribe has conquered their far eastern neighbor, the Salasia tribe and is soon wanting more land which leads them to turn their gaze north to the Ilvata, Iceni and Kaltias tribes. In a surprise attack that overwhelms their defenses, the Ilvata tribe is absorbed into the ever expanding lands of the Andaluc. In response, the Kaltias and Iceni tribes form an alliance and just barely manage to beat back the armies of Andaluc and settle into an uneasy truce. Further south, the Vardulias tribe has entered into a pact with the Atacolva tribe which comes to be known as the White Cloud. The Demerta tribe manages to hold off both the armies of the Andaluc and the armies of the White Cloud and remain an independent entity. Up north, the Morini and Arveni tribes have settled into a truce to keep to themselves and to stay on their halves of the island with the Morini tribe claiming the western half and the Arveni tribe claiming the eastern half.

(Kalti) 1000 R.R.D. > The Kaltias organize their tribe along with the Iceni, Morini and Arveni tribes into a loose federation that comes to be known as the Tribal Federation of Kaltias (Cónaidhm Treibhe na Kaltias). Once the tribes are united under one banner, they launch a surprise war against the newly founded Alliance of the Plains (Caidreachas na Raointean) whose army is off fighting against the White Cloud. They are successful in recapturing the homelands of the Iceni tribe and freeing her people who swiftly join the Tribal Federation. Pushing further south, the combined might of the Kaltias, Iceni, Morini, Arveni and Ilvates tribes is enough to hold the line against the Andaluc and force a new, more stable peace treaty that is put into place that stands for thousands of years despite the occasional border skirmishes.

(Andalucia) 1000 R.R.D. > Ten years following the dramatic events that shaped the Land of Solais, the Andaluc tribe has founded the Alliance of the Plains (Caidreachas na Raointean). The Alliance’s first conquers the Demerta tribe which had held off their attacks for the previous decade and finally caved in the name of peace. Following this, the armies of the Andaluc head south and wage war against the White Cloud which consists of the Vardulias and Atacolva tribes. While the majority of the Alliance’s military is off fighting in the south, they are attacked from the north by the newly founded Tribal Federation of Kaltias (Cónaidhm Treibhe na Kaltias). Very quickly the war with the White Cloud is ended in a white peace with neither side gaining or losing anything. Following this peace, the Alliance turns their attention north where at first they are unable to fight back due to the southern location of their military. Soon, the Alliance of the Plains regroups in the Andaluc tribes homeland and holds the line after the fall of the Iceni homeland. With neither side able to gain an advantage, a new, more stable peace treaty is put into place that stands for thousands of years despite the occasional border skirmish.

The Story of Nature




Preface
The Tuatha De Danann:

Millennia ago, at the birth of creation, the Lord and Lady created the Aos Si as the guardians and spirits of the elements. There were four that were created: Eolande representing the element of Air; Durin representing the element of Earth; Alesdir, representing the element of Fire; and Saoirse, representing the element of Water. Together they came to call themselves the Tuatha De Danann, the People of the Goddess Danu. This marked the first time the Lady had been called by a true name and to honor both the Lady and the Lord, the Tuatha De Danann came to call the Lord by the name of Dagda. One of the first tasks the Tuatha De Danann set about doing was the creation of a homeland for themselves amongst the vastness of the cosmos. Their efforts were led by Durin and together they crafted a perfect world for themselves that they called Tir na nOg, the Land of Youth. As the centuries passed and the cosmos settled into a quiet harmony, the Lord and Lady along with the Aos Si grew lonely once more of only having themselves for company. Earth [Midgard] was the shining jewel of the Lady’s creation and with her life mate and companion, the Lord, they gave birth to the birds, animals, fishes and peoples of the world. All of these new creations on Earth [Midgard] were blessed by the Aos Si, the Elemental Lords and Ladies, and from this point on, humanity grew and prospered. As they did so, the Aos Si reached out to the Lord and Lady once more and asked for children of their own. Thus were the Sluagh Sidhe, the Fairy Host, born and who were blessed by the Lord and Lady as the spiritual embodiment's of nature, the world and the cosmos. As a further gift to their new children, the Aos Si were led by Eolande and together they crafted a new realm for the Sluagh Sidhe that came to be called Dun Ailinne, which was both its own world as well as being tied together with the realm of Tir na nOg. Following this, the cosmos once more settled into a quiet calm and as the millennia passed and humankind grew, Abracham, the leader of a large group of humans who had come to call themselves the Iceni, had a dream of the Lord and Lady where all of their virtues and deeds as well as the existence of the Aos Si and the Sluagh Sidhe were made known. Through this dream, the Lord and Lady declared that humankind was to become the third pillar of the Tuatha De Danann, alongside the Aos Si and the Sluagh Sidhe, and usher in a reverence of the natural world and all of the creatures who inhabit it. In the four weeks that followed this dream, Abracham was visited by each of the four Aos Si, the Elemental Lords and Ladies and leaders of the Tuatha De Danann, who helped him craft a new religion that came to be known as Wicca (Witchcraft) with its practitioners knows as Witches.




Chapter (Caibidil | Caibideil) 1
The Void (An Neamhní | Tha gun Stàth):

Long ago, there was only darkness - a deep, ebony ocean of empty infinity - the void that was no place.

From this place of nothingness, the Spirit drew in upon itself and, with a mighty burst of joyful vibration, our Lady exploded into being.

Her essence was the totality of perfect love and perfect trust.

In delight, our Lady danced among the heavens.

Her bare feet beat out the rhythm of all creation, giving birth to every pattern of energy as sparks of light catapulted from Her flying hair and extended fingertips.

She created the stars and the planets, and bid them to dance with Her.

As they began to move, so was the cycle of the year born, and the divine symphony of the universe came into form.

When Her dancing quickened, She formed the seas and mountains of Earth.

She chanted words of love and joy, and as these sounds fell to the Earth, the trees, flowers and grasses were born.

From the pure, white light of Her breath came the colors of the universe, turning all things to vibrant beauty.

From the bubbling laughter in Her throat sprang the sounds of running water of the streams, the gentle lapping vibrations of the lake, and the roaring of the ocean.

Her tears of happiness became the rains of our survival.





Chapter (Caibidil | Caibideil) 2
The Beginning (An Tús | Tha Toiseach):

When Her dancing slowed and She sought a companion to share the wonders of the world, the Spirit created The Lord as Her life mate and companion.

Because She so loved the Earth, the Spirit made Her companion half spirit, half animal, so that together the Lord and Lady could populate the Earth.

The Lord's power moved through her and She showered the Earth and all upon it with Her blessings.

Together, the Lord and Lady gave birth to the birds, animals, fishes, and people of our world.

To protect and guide the humans, the Lord and Lady created the Aos Si, guides and spirits of power.

These beings walk with us always, though we may not often see them.

To each being our Lady bestowed a unique vibration in which to communicate.

To each being our Lord bestowed the fires of passion and the burning instinct to survive.





Chapter (Caibidil | Caibideil) 3
The Lord and Lady (An Tiarna agus Bhean | Tha Mhorair is Baintighearna):

Our Lady has many names: Andraste, Brighid, Cerridwen, Danu, Eostre, Maeve, Morrigan, Rhiannon and more.

The Lady walks beside us and resides in each woman and man.

She is the Maiden, Mother and Crone and is the sacred trinity.

Our Lord has many names: Arawn, Balor, Bran, Cernunnos, Dagda, Lugh, Myrddin, Nuada and more.

He guards and guides us and resides in each man and woman.

The Lady has taken on the image of the Moon as her symbol of gentle light and perfect peace.

The Lord has taken on the vibrant rays of the Sun as his symbol of strength in perfect love.

When thunder roars in the heavens and lightning cracks, the Lord and Lady dance the divine myth of creation so that we may remember Them and know that we are never alone and that we are one.

When the sun rises each morning, we bask in the joy of His love for us.

Our Lady taught of the wisdom of the Universe and we were instructed on how to cast the circle and how to communicate with the Spirit.

Within each person, She imprinted the patterns of all the energies in the solar system, and how to work magick by the moon and the stars.

Our Lord taught us how to meld with the elements and the spirits of air, fire, earth, and water and to commune with the animal and plant kingdoms.

He taught us weather magick and the healing arts with energy and plants.

He taught us how to protect ourselves and how to survive.

Each of us was given the rites of purification and the ability to tap into our lineage of creation.

There are many sports played and followed in the Federation of Kalti and the Commonwealth of Andalucia. The four major sports constitute the Merilian Games (Jogos de Merilian) and include Merilian Football (Futebol Merilian), Hurling / Camogie, Baseball (Basebol) and Fencing (Esgrima). They are overseen at a professional by the Merilian Athletics Association (Associação Merilian de Atletismo), the Premier Baseball Association (Associação Premier de Beisebol) and the National Fencing Association (Associação Nacional de Esgrima). Merilian Football (Futebol Merilian) and Hurling / Camogie are considered the national sports and pastimes of the Federation of Kalti (Federação de Kalti) and the Federation of Andalucia (Federação de Andalucia).

All sports outside of the Big Four (Quatro Grandes) are overseen by the Merilian Sports and Recreation Confederation (Confederação de Esportes e Recreação Merilian) and include athletics (track and field, road running, cross country running and mountain running), auto racing, basketball, canoeing, climbing, cycling, diving, extreme sports, golf, gymnastics, horse racing, kayaking, martial arts, orienteering, target shooting (pistol, shotgun, rifle, archery and crossbow), tennis, triathlon, rowing, skiing, snowboarding, surfing, swimming, volleyball and water polo.

Spring Training > A series of practices and exhibition games preceding the start of the regular season of baseball. Spring training allows new players to audition for roster and position spots, and gives existing team players practice time prior to competitive play. The Kaltian League teams practice at various stadiums scattered throughout the Free City of Navia-Askontar while the Andalucian League teams practice at various stadiums scattered throughout the Free City of Rhayader. Spring training lasts almost two months, starting in mid February and running until just before the season opening day, traditionally the first week of April. As pitchers benefit from a longer training period, pitchers and catchers begin spring training several days before the rest of the team.

Regular Season > Consists of one hundred and forty four games per team and begins on the first Sunday in April and ends on the first Sunday in October. The majority of the team’s schedule is organized into a three-game series with each team playing twelve games against each of its four division opponents (two home series and two away series) [48 games]. Each team plays one home series and one away series, amounting to six games, against the five teams that make up the other division in their country [30 games]. Furthermore, each team plays one home series and one away series, amounting to six games, against their “natural rival” from the opposing country [6 games]. Lastly, each team plays one home series and one away series, amounting to six games, against the ten teams in the opposing country [60 games]. A team's series are organized into home-stands and road trips that group multiple series together. Teams generally play games five or six days per week, commonly having Friday and/or Saturday as their days off. Games are frequently scheduled at night while Sunday games are generally played during the afternoon, allowing teams to travel to their next destination prior to a Monday night game. In addition, teams will play day games frequently on Opening Day, holidays, and getaway days.

Midsummer Classic > In early-to-mid July, just after the midway point of the season, the Premier Baseball Association Midsummer Classic Game is held during a four day break from the regular season schedule. The Classic game features a team of players from the Kaltian League, led by the manager of the previous KL Merilian Series team, and a team a team of players from the Andalucian League, led by the manager of the previous AL Merilian Series team. The players for each team are selected by fans for starting fielders, by managers for pitchers and by managers and players for reserves.

Kaltian League Championship Series > A best of five games series played between the champions of the Highland League and the Island League. The game is traditionally played in October and the winner advances to play the winner of the Andalucian League Championship Series in the Merilian Series, the Premier Baseball Association’s championship series.

Andalucian League Championship Series > A best of five games series played between the champions of the Bay League and the Mountain League. The game is traditionally played in October and the winner advances to play the winner of the Kaltian League Championship Series in the Merilian Series, the Premier Baseball Association’s championship series.

Merilian Series > The Premier Baseball Association’s annual championship series contested between the Kaltian League champion team and the Andalucian League champion team. The winner of the Merilian Series is determined through a best of seven games series.

The first Merilian Series was held in 1881 between the Athlonian Raiders of the Kaltian League and the Gairlochian Sabres of the Andalucian League with 135 championship games being played thus far. The Kaltian League has won 73 championship games while the Andalucian League has won 62 championship games.

The Merilian League (Liga Merilian)
The Merilian League (Liga Merilian) is a dualistic state and union of the Federation of Kalti (Federação de Kalti) to the north and the Federation of Andalucia (Federação de Andalucia) to the south with governance of the Merilian League (Liga Merilian) being vested in the Ministry of the League (Ministério da Liga), the Council of the People (Conselho do Povo) and the Merilian High Court (Tribunal Superior de Merilian).

There are two Prime Minister's, one from the Federation of Kalti (Federação de Kalti) and one from the Federation of Andalucia (Federação de Andalucia) with both sharing equal governing power. They are elected for ten year terms by the populations of their countries and may serve a grand total of two terms, either consecutive or nonconsecutive.

Should a Prime Minister (Primeiro Ministro) be found committing treason, bribery or other high crimes and misdemeanors [perjury of oath, abuse of authority, bribery, intimidation, misuse of assets, failure to supervise, dereliction of duty, conduct unbecoming, and refusal to obey a lawful order], the Senate of Kalti (Senado de Kalti)/Senate of Andalucia (Senado de Andalucia), under the oversight of the Court of Kalti (Tribunal da Kalti)/Court of Andalucia (Tribunal da Andalucia), shall open an investigation to determine whether a crime has been committed. Should it be determined that a crime has occurred, impeachment proceedings shall commence with the trial being conducted by the Merilian High Court (Tribunal Superior de Merilian). Traditionally, should a Prime Minister (Primeiro Ministro) be removed from office in this manner, emergency elections shall commence immediately to replace the disposed Prime Minister (Primeiro Ministro).

While the entire ministry is responsible for overseeing all external affairs of the Merilian League (Liga Merilian), each Minister (Ministro) heads one of the four ministries which are: the Ministry of Merilian Affairs (Ministério de Assuntos Merilian); the Ministry of Humanitarian Affairs (Ministério de Assuntos Humanitários); the Ministry of Diplomatic Affairs (Ministério de Assuntos Diplomáticos); the Ministry of Intelligence Affairs (Ministério dos Assuntos de Inteligência). Each Minister (Ministro) is considered primus inter pares, having no power above and beyond the other three ministers.

The members of the Ministry of the League (Ministério da Liga) are nominated for a term of ten years by the Council of the People (Conselho do Povo) and are only appointed once they have received approval from both the Prime Minister (Primeiro Ministro) of Kalti and the Prime Minister (Primeiro Ministro) of Andalucia. Each Minister (Ministro) is elected individually by secret ballot by an absolute majority of votes. The voting is conducted in several rounds, under a form of exhaustive ballot: in the first two rounds, anyone can enter their name; but in subsequent rounds, the person receiving the fewest votes is removed from the race until one candidate gains an absolute majority. Once elected, a Minister (Ministro) remains a member of their political party, but holds no leading office with them. In fact, they usually maintain a certain political distance from the party leadership, because under the rules of collegiality, they will often have to publicly promote a Ministry (Ministério) decision which does not match the political conviction of their party (or of themselves). Furthermore, a Minister (Ministro) can neither be voted out of office by a motion of no confidence nor can they be impeached. Re-election is possible for an indefinite number of terms, and it has historically been extremely rare to not re-elect a sitting Minister (Ministro). In practice, they serve until deciding to resign and retire to private life, usually after three to five terms of office.


Council of the People (Conselho do Povo)
The Council of the People (Conselho do Povo) is the legislative branch of the Merilian League (Liga Merilian) and is composed of 84-seats, 42 of which go to the Federation of Kalti (Federação de Kalti) and 42 of which go to the Federation of Andalucia (Federação de Andalucia) with each state being granted four seats and each free city being granted one seat. The entire Council (Conselho) is elected in full by the populations of Kalti and Andalucia once every five years and may serve a grand total of four terms, either consecutive or nonconsecutive.

Laws are initially proposed to the Council of the People (Conselho do Povo) as bills. They become acts after being approved three times by Council (Conselho) votes and then receiving Merilian Assent (Merilian Assentimento) from the Prime Minister (Primeiro Ministro) of Kalti and the Prime Minister (Primeiro Ministro) of Andalucia. The majority of bills are promulgated by the government of the day (that is, the party or parties that have a majority in the Council (Conselho)). It is also possible for individual Members of the Council (Membro do Conselho) to promote their own bills, called member’s bills - these are usually put forward by the minority parties, or by MCs who wish to deal with a matter that parties do not take positions on.

The first stage of the process is the First Reading (Primeira Leitura). The MC introducing the bill will give a detailed speech on the bill as a whole. Debate on the bill generally lasts two hours, with 8 MCs making fifteen-minute speeches (although they can split their speaking time with another MC) on the bill’s general principles. Speaking slots are allocated based on the size of each party. The MC introducing the bill will generally make a recommendation that the bill be considered by an appropriate Select Committee (Comitê Seleto). Sometimes, it will be recommended that a special Committee (Comitê) be formed, usually when the bill is particularly important or controversial. The Council (Conselho) then votes as to whether the bill should be sent to a Committee (Comitê) for deliberation. It is not uncommon for a bill to be voted to the Select Committee (Comitê Seleto) stage even by parties which do not support it - since Select Committees (Comitê Seleto) can recommend amendments to bills, parties will often not make a final decision on whether to back a bill until the Second Reading (Segunda Leitura).

The Select Committees (Comitê Seleto) are:
  • Aid and Relief (Ajuda e Alívio) [internal and external disaster relief, humanitarian aid, medical supplies, temporary shelter]
  • Business (O Negócio) [administration of the Council of the People (sitting programs, order of business, speaking allocations, select committee membership, etc.)]
  • Diplomatic Affairs (Assuntos Diplomáticos) [peace and war, embassies, ambassadors]
  • Finance and Expenditure (Finanças e Despesas) [audit of the financial statements of the Rose League, the Federation of Kalti, the Commonwealth of Andalucia, the ministries and the federal departments, Government finance, revenue, taxation]
  • Foreign Affairs and Defense (Relações Exteriores e Defesa) [defense, armed forces and arms control, foreign affairs, immigration]
  • Intelligence Affairs (Assuntos de Inteligência) [internal and external security, military disclosure]
  • Law and Order (Lei e Ordem) [corrections, courts, criminal law, serious fraud, electoral matters, human rights, justice]
  • Regulations Review (Revisão dos Regulamentos) [administration of government regulations]
The Select Committee (Comitê Seleto) will scrutinize the bill, going over it in more detail than can be achieved by the whole membership of the Council (Conselho). The public can also make submissions to Select Committees (Comitê Seleto), offering support, criticism, or merely comments. Written submissions from the public to the committee are normally due two months after the bill’s first reading. Submitter's can opt to also give an oral submission, which are heard by the committee in Caerleon. Select Committees (Comitê Seleto) frequently recommend changes to bills, with prompts for change coming from the MCs on the Committee (Comitê), official who advise the Committee (Comitê), and members of the public. When a majority of the Committee (Comitê) is satisfied with the bill, they will report back to the Council (Conselho) on it. Unless the Prime Minister (Primeiro Ministro) of Kalti or the Prime Minister (Primeiro Ministro) of Andalucia grant an extension, the time limit for Select Committee (Comitê Seleto) deliberations is six months.

The Second Reading (Segunda Leitura), like the first, generally consists of a two-hour debate in which MCs make fifteen-minute speeches. Again, speaking slots are allocated to parties based on their size. In theory, speeches should relate to the principles and objects of the bill, and also to the consideration and recommendations of the Select Committee (Comitê Seleto) and issues raised in public submissions. Parties will usually have made their final decision on a bill after the Select Committee (Comitê Seleto) stage, and will make their views clear during the Second Reading (Segunda Leitura) debates. At the conclusion of the Second Reading (Segunda Leitura) debate, the Council (Conselho) votes on whether to accept any amendments recommended by the Select Committee (Comitê Seleto) by a simple majority of votes. If a bill receives its Second Reading (Segunda Leitura), it goes on to be considered by a Committee (Comitê) of the whole Council (Conselho).

When a bill reaches the Committee (Comitê) of the whole Council (Conselho) stage, the Council (Conselho) resolves itself "Into Committee (Em Comitê)", that is, it forms a committee consisting of all MCs (as distinct from a Select Committee (Comitê Seleto), which consists only of a few members). When the Council (Conselho) is "In Committee (Em Comitê)", it is able to operate in a slightly less formal way than usual. During the Committee (Comitê) of the whole Council (Conselho) stage, a bill is debated in detail, usually "part by part" (a "part" is a grouping of clauses). MCs may make five-minute speeches on a particular part or provision of the bill and may propose further amendments or changes to the bill.

The Final Reading (Leitura Final) takes the same format as the First and Second Readings (Primeira e Segunda Leituras) — a two-hour debate with MCs making fifteen-minute speeches. The speeches once again refer to the bill in general terms, and represent the final chance for debate. A final vote is taken. If a bill passes, it is passed on to the Prime Minister (Primeiro Ministro) of Kalti and the Prime Minister (Primeiro Ministro) of Andalucia, who may give it Merilian Assent (Merilian Assentimento) whereupon the bill becomes an act and thus law.


Merilian High Court (Tribunal Superior de Merilian)
The Merilian High Court (Tribunal Superior de Merilian) is run by judges who are appointed by the sitting Prime Minister (Primeiro Ministro) of Kalti and the Prime Minister (Primeiro Ministro) of Andalucia for a twenty-five year term and is the highest court along with having final say on all rulings of law.

The Merilian High Court (Tribunal Superior de Merilian) is the final arbiter on disputes in the field of the public arena (citizen-league), as well as in disputes between constituent countries or between constituent countries and the Merilian League (Liga Merilian). It protects the rights that the citizen have according to the Constitution. During a dispute, the Merilian High Court (Tribunal Superior de Merilian) examines the application of the law and the facts of the other courts below.





Federation of Kalti (Federação de Kalti) / Federation of Andalucia (Federação de Andalucia)
Kalti and Andalucia are democratic federal republics and are unique in sharing the same government structure with the main difference being social and cultural issues. The federal executive power is vested in the Federal Council (Conselho Federal) and is composed of seven Councilors (Conselheiros) who are elected by the Parliament (Parlamento) of their country. The federal legislative power is vested in the Parliament (Parliament of Kalti (Parlamento de Kalti)/Parliament of Andalucia (Parlamento de Andalucia)) which is composed of the Senate (Senado) and the House of Commons (Câmara dos Comuns). The judiciary power is vested in the Court of Kalti (Tribunal da Kalti)/Court of Andalucia (Tribunal da Andalucia), whose judges are elected by the Parliament (Parlamento).

Federal Council of Kalti (Conselho Federal de Kalti) / Federal Council of Andalucia (Conselho Federal de Andalucia)
The Federal Council of Kalti (Conselho Federal de Kalti)/Federal Council of Andalucia (Conselho Federal de Andalucia) is a seven-member executive council that heads the federal administration, operating as a combination cabinet and collective presidency. While the entire council is responsible for leading the federal administration and overseeing all internal affairs of the Kaltian Federation (Federação Kaltian)/Andalucian Federation (Federação Andalucian), each Councilor (Conselheiro) heads one of the seven federal departments. The largely ceremonial President of the Kaltian Federation (Presidente da Federação Kaltian)/President of the Andalucian Federation (Presidente da Federação Andalucian) and Vice-President of the Kaltian Federation (Vice-Presidente da Federação Kalti)/Vice-President of the Andalucian Federation (Vice-Presidente da Federação Andalucia) are elected by the Parliament of Kalti (Parlamento de Kalti)/Parliament of Andalucia (Parlamento de Andalucia) from among the members of the Federal Council (Conselho Federal) for one-year terms that run concurrently. By convention, the positions of President (Presidente) and Vice-President (Vice-Presidente) rotate annually, each Councilor (Conselheiro) thus becoming Vice President (Vice-Presidente) and then President (Presidente) every seven years while in office.

The President of the Kaltian Federation (Presidente da Federação Kaltian)/President of the Andalucian Federation (Presidente da Federação Andalucian) is the second highest-ranking Kaltian/Andalucian official. He/She presides over Council (Conselho) meetings and in urgent situations where a Council (Conselho) decision cannot be made in time, he/she is empowered to act on behalf of the whole Council (Conselho). Parliament of Kalti (Parlamento de Kalti)/Parliament of Andalucia (Parlamento de Andalucia)
The Parliament of Kalti (Parlamento de Kalti)/Parliament of Andalucia (Parlamento de Andalucia) is bicameral, being composed of the 250-seat House of Commons (Câmara dos Comuns) and the 42-seat Senate (Senado) with the houses having identical powers. Members of both houses represent the states, but, whereas seats in the House of Commons (Câmara dos Comuns) are distributed in proportion to population, each state has four seats and each free city has one seat in the Senate (Senado). Both are elected in full once every five years and Members of Parliament (Membros do Parlamento) may serve a grand total of five terms, either consecutive or nonconsecutive.

The Senate (Senado), together with the House of Commons (Câmara dos Comuns), forms the Parliament of Kalti (Parlamento de Kalti)/Parliament of Andalucia (Parlamento de Andalucia) and exercises the highest legal authority in the Federação de Kaltian/Federação de Andalucian, subject to the rights of the people and the states. The Senate (Senado) and the House of Commons (Câmara dos Comuns) may come together as the Parliament of Kalti (Parlamento de Kalti)/Parliament of Andalucia (Parlamento de Andalucia) in certain circumstances such as to elect the Federal Council (Conselho Federal) and the Federal Judges (Juízes Federais). The Senate (Senado) and the House of Commons (Câmara dos Comuns) are constitutionally completely equal - a bill is only law when it has been accepted by both chambers in the same version. All business is considered by both chambers in turn. The Senate President (Presidente do Senado) and the House President (Presidente da Câmara) decide together which chamber will handle a given matter first. Sometimes, after the first reading, the Senate (Senado) and the House of Commons (Câmara dos Comuns) end up producing different texts, in which case a difference resolution procedure takes place, in which the bill is sent back and forth between the two chambers. After a bill has been sent back three successive times, the two chambers must meet together to discuss the matter.

The Senate (Senado) and the House of Commons (Câmara dos Comuns) do not meet daily, but meet regularly for sessions. Traditionally, there are four sessions in a year, each lasting four weeks, with between three and five sittings per week. The spring session begins on the first Monday in March, the summer session on the first Monday in June, the Autumn session on the first Monday in September, and the winter session on the first Monday in December. During the sessions, proposed legislation is debated. If there is not enough time in the regular sessions, an extra session can be convened. In special situations (political crises, wars, etc.) a quarter of the members of either the Senate (Senado) or the Federal Council (Conselho Federal) can convene an extra session.

Each election cycle (every five years), the Senate (Senado) and the House of Commons (Câmara dos Comuns) elect a Senate President (Presidente do Senado) and a House President (Presidente da Câmara) who lead sessions of their respective chambers. Both of these offices are distinct from and rank lower than the President of the Kaltian Federation (Presidente da Federação Kaltian)/President of the Andalucian Federation (Presidente da Federação Andalucian).


Court of Kalti (Tribunal da Kalti)/Court of Andalucia (Tribunal da Andalucia)
The Court of Kalti (Tribunal da Kalti)/Court of Andalucia (Tribunal da Andalucia) is run by judges who are appointed for ten-year terms by the Parliament of Kalti (Parlamento de Kalti)/Parliament of Andalucia (Parlamento de Andalucia). The function of the Court of Kalti (Tribunal da Kalti)/Court of Andalucia (Tribunal da Andalucia) is to hear appeals of district courts or the administrative rulings of the federal administration. As the Federation of Kalti (Federação de Kalti)/Federation of Andalucia (Federação de Andalucia) does not have a Constitutional Court, the Court of Kalti (Tribunal da Kalti)/Court of Andalucia (Tribunal da Andalucia) cannot comment on law put forward by the either the Senate (Senado) or the House of Commons (Câmara dos Comuns). This role is assumed by the people, who act as guardians and can repeal any legislation or enact any constitutional change.

As a state agency, the Court of Kalti (Tribunal da Kalti)/Court of Andalucia (Tribunal da Andalucia) examines the uniform application of federal law. It protects the rights that the citizen have according to the Court (Tribunal) and the Constitution. During a dispute, the Court (Tribunal) examines the application of the law and the facts of the other courts below. Voting in the Merilian League (Liga Merilian), called votation, is the process by which Kaltian and Andalucian citizens make decisions about governance and elect officials. Voting is compulsory for the elections of the Prime Minister of Kalti (Primeiro Ministro de Kalti)/Prime Minister of Andalucia (Primeiro Ministro de Andalucia), the Council of the People (Conselho do Povo) [the Merilian League’s Parliament], the Parliament of Kalti (Parlamento de Kalti)/Parliament of Andalucia (Parlamento de Andalucia) while voting on mandatory referendums (referendos obrigatórios) and popular initiatives (iniciativas populares) is voluntary though there is generally a high turnout among the citizens. People who fail to vote are asked to explain their failure and if no satisfactory reason is provided (for example proof of an illness or proof of traveling abroad), a fine of up to ƒ75 ($150) is imposed, and failure to pay the fine may result in a court hearing and additional costs.

The League’s voting system is unique in that it practices direct democracy in parallel with representative democracy. The Merilian Constitution (Constituição Merilian) defines all areas subject to League and Federal legislation and jurisdiction. Anything not explicitly mentioned is left to the legislation and jurisdiction of the Shires (Condados). Therefore, it is necessary to update the Merilian Constitution (Constituição Merilian) from time to time to take into account changes in society and technology that demand for standardized solutions throughout the Merilian League (Liga Merilian). The Merilian Constitution (Constituição Merilian) may only be changed if an overall majority of the electorate and a majority of the Shires (Condado) agrees in a referendum (double majority). This can be a challenging process as the more liberal or more conservative electorate bases and Shires (Condados) must be convinced of the merits of changing the Merilian Constitution (Constituição Merilian).

The initiative must have 1,250,000 signatures in each country within 24 months for a total of 2,500,000 signatures.
  • Federal Popular Initiative (Iniciativa Popular Federal): A modification of the Shire Constitution (Constituição Shire) and its laws that is made by either the citizens of the Federation of Kalti (Federação de Kalti) or the Federation of Andalucia (Federação de Andalucia). The initiative must have 750,000 signatures in the respective country within 6 months.



Voter registration in the Merilian League (Liga Merilian) is automatic with all citizens of the Federation of Kalti (Federação de Kalti) and the Federation of Andalucia (Federação de Andalucia) being included in their nations register, the Kaltian Population Register (Registro de População de Kaltian) or the Andalucian Population Register (Registro de População de Andalucian). Permanent residents are recorded in the register even if they are not citizens, and their citizenship status is indicated as such. Each citizen is assigned a Personal Register Number (Número do Cadastro Pessoal) at birth while permanent residents are assigned a number after having received their permanent resident card from the League Migration Board (Placa da Migração da Liga). The Personal Register Number (Número do Cadastro Pessoal) consists of fifteen characters of the form DDMMYY-XXX-XX-XXXX, where DDMMYY is the date of birth and XXX-XX-XXXX is the randomly generated individual number.

The Kaltian Population Register (Registro de População de Kaltian) and the Andalucian Population Register (Registro de População de Andalucian) are used for tax lists, voters lists, membership in the universal health care system, official record of residence, and other purposes, and it is maintained by the Federal Department of Kaltian Affairs (Departamento Federal de Assuntos Kaltian) or the Federal Department of Andalucian Affairs (Departamento Federal de Assuntos Andalucian). Citizens and permanent residents are legally obliged to notify the register keeper of changes of address. Changing the address in the register automatically notifies all other public bodies, for example the tax district for local taxation and the social security authorities) and certain trusted private ones, for example banks and insurance companies. This makes the process of moving residence very simple and should a Kaltian or Andalucian wish to move between countries, their register file shall be transferred to the Federal Department (Departamento Federal) of the country that they are moving to. A month before elections, everyone receives a card in the mail which shows the voting date and local polling locations. Only citizens may vote in national and local elections.

I'm a quarter Irish but mainly I love Celtic mythology so I use Irish as the basis for Kalti and Scots Gaelic for Andalucia. It also ties into the overarching role play backstory that Kaltians and Andalucians are related over the vast course of history as they both originate from what is today Andalucia but the Kaltians left and found their own society to the East.

Detailed and gave a little more backstory on the main religion of my nations (Wicca). A lot of elements have been tweaked to fit a slightly different narrative that I have crafted and it draws on inspiration from the Tuatha De Danann, the Aos Si, the Sluagh Sidhe and elements of modern day neo-paganism and Wicca.
