I took a few minutes and wrote up a quick overview of an act to outlaw gambling. I would love if you guys would give constructive criticism and help me fine-tune my first World Assembly Proposal:

Outlaw Gambling Act:
Name: Outlaw Gambling Act
Category: Gambling

DEFINES gambling the wagering of money or something of material value on an event with an uncertain outcome with the primary intent of winning additional money and/or material goods.
OFFICIALLY BANS all forms of government funded gambling, including but not limited to: casino games, lottery machines, and sports betting.
ESTABLISHES the right of the people to gamble within private organizations that do not receive funding from the government, and within the privacy of their own homes.
ACKNOWLEDGES the effects that gambling has on the mentally unstable of the world.
FORMS the International Association of the Outlaw of Gambling (from now on called the IAOG, which will provide the following services
a)Mandates the outlaw of gambling in all World Assembly nations.
b)Sets the standards of what is and is not gambling.
c)Provides a safe haven for those who have been ruined by the damages of gambling

This could easily outrage many nations and cause a mass resignation of WA nations, including myself, if passed.

Gambling is a great way to socialize, casinos are just plain awesome, and many memories can be made during gambling outings. It's fun to just go hang out with your friends and play a game of roulette, or possibly PUSH START TO RICH.

Though, in a purely writing sense, this is spot-on, but try and change some stuff.

Example:

This act is more for the excessive forms of gambling. It does give the right to gamble, but not government funded gambling.
 
Well then, amend it to just prohibit stuff like illegal gambling, illicit drug consumption, mafia activity, etc. Right now it looks like it prohibits any and all gambling, at least from a reader's viewpoint.
 
How would one go about banning illegal things, Syrixia?
Also the proposal clearly bans government-funding gambling in the second clause.
5a does seem to imply all gambling is banned, but that is not the case.

Seems like a good start, Bootsie. You will need much more justification, since this a very heavy ban. Hopefully you will get some support from big WA names.
 
Yeah, this is only the rough template of the final act and I hope some of the big legislators will help me revise it before it goes to vote.
 
Agreed; this would be extremely controversial. If this gets passed I will literally start a religion around you.

This question gets asked a lot on the NS forums, and I don't like it that much but:

How is this an international issue?
 
It has been a long time since I appraised anything but lets have a wee looksie here:

Despite the fact the title does what it says. It feels... Clumsy. But thats a minor knitpick.

Ok, by the above definition with this mandate you've just banned the state Lottery, any form of scratchcards including those you routinely find charities selling, the old birds bingo nights, and last but not least, raffles.

Ok wait, so we're now saying that NONE of the above is banned, as long as the government isn't funding it? So in one swift move you've actually mooted the point of "outlawing gambling". The gambling industry is HUGE do you really think it's utilizing government funds? If anything, what you've done is killed the national lottery, state savings bonds etc... but allowed me to run a seedy poker game out of my living room. Nice.

And the stable too. You don't have to be mentally unstable to be afflicted by a gambling problem.

Everything about this is clunky and syntaxically wrong. You really need to revise all of this section.

All in all though, I can't see this floating, even with serious revisions. The thought process if I'm following it correctly is not something I see the major nations getting behind.
