Delegate Directive 0x01
Government Guidelines
This document is a directive from the Delegate on the organization of the Executive Branch. Violations of these directives are punishable by removal from the appropriate executive role.
Section 1: Alteration
1.In an emergency the acting legal Delegate reserves the right to alter this document unilaterally so long as there are not two objections by any Regional Assembly members. An emergency alteration is effective immediately but voided with immediate effect by the second objection.
2.Otherwise, an absolute majority of the Council of Six may alter this document with immediate effect.
3.If any part of this document is illegal or unconstitutional, it and it alone is void. When any part is found to be illegal or unconstitutional by the Court, any member of the Council of Six may remove it.
Section 2: Council of Six Elections
1.At any time when there are fewer than Six Councillors, the Delegate may call an immediate election.
2.At any time 25 days have passed since the conclusion of the last election, the Delegate may call an election.
3.Nominations will take place on the regional forum and last 3 days. Candidates must be eligible to be Executive Officers. Candidates must be members of the Regional Assembly who are not the Speaker or a Justice.
4. The Delegate will operate a voting system on forum. Regional Assembly Members and TNP Citizens shall vote in a thread, numbering the candidates 1 for there highest preference, down to their lowest preference.
5.Voting will take place over the course of 7 days.
6. At the conclusion of voting the Delegate will declare the results and the new councillors will swear oaths of office.
Section 3: Council of Six Meeting Protocol
1.The acting legal Delegate will open any meeting.
2.The acting legal Delegate is the first person in the legal order of succession (Delegate, Vice Delegate, ordered list of Security Council members under the order of succession) who has been active in the last 24 hours either onsite or offsite.
3.The presence of a majority of the council members or their deputies is necessary for the meeting to take place.
4.Deputies may vote for their superiors in their absence. Such a deputy will be considered a councillor for the purposes of this section.
5.All minutes and transcripts of any Council of Six meeting must be published publicly unless a majority of present councillors vote to classify some segment.
Section 4: Structure of Government
1.There will be Five ministries:
a.The Defence Ministry, led by the Minister of Defense (MoD), filling the legally mandated role of military affairs.
b.The Communications Ministry, led by the Minister of Communications (MoC), filling the legally mandated role of governmental communications.
c.The Foreign Affairs Ministry, led by the Minister of Foreign Affairs (MoFA), filling the legally mandated role of foreign affairs.
d.The Culture and Entertainment Ministry, filling the legally mandated role of welcoming.
e.The World Assembly Affairs Ministry, led by the Minister of WA Affairs (MoWA).
2.The Delegate shall have an automatic seat on the Council of 6. The Delegate shall have a vote on all matters put before council, as well as a casting vote in the instance of a tie.
3.No member of the Council of Six may decline service as a Minister if asked to serve by the Council.
4.If a Council member is removed, their Deputy will take their place on the Council.
5.If a Council member serving as MoD, MoC, MoFA, or MoIIA are replaced by the Regional Assembly, they are not replaced as a Council member.
6.Every Minister will endeavor to have a Deputy Minister. If a Minister fails to appoint one, the Council may select one for them.
7.If a Minister is unavailable for 24 hours or more, their Deputy will act as Minister until their return.
8.Every Council member who is not a Minister will endeavor to have a Deputy Council member. If they fail to appoint one, the Council may select one for them.
9.Ministers may be assigned mentors from the Regional Assembly to advise them by the Council.
10.Only Council members, Ministers, Deputy Ministers, Deputy Council members, and mentors of Ministers may be considered Executive Officers and required to post oaths of office.
Section 5: Defense Ministry
1.The Defense Ministry will be in charge of the North Pacific Army (NPA).
2.The NPA is required and categorically authorized to defend our allies. Actions in the defense of our allies may be taken when legally requested or when an invasion of the ally is actually in progress.
3.The NPA is categorically authorized to attack any region we are in a declared state of war with or which the Council recognizes as hostile.
4.The NPA is categorically authorized to defend against any attack by a region or organization we are in a declared state of war with.
5.Two members of the Council may expressly authorize any NPA mission on behalf of the Delegate so long as the mission is not prohibited by any law or treaty.
6.The NPA may fly the Flag of The North Pacific or variants thereof indicating rank.
7.The Minister may adopt a Code of Governance for the NPA with the consent of its members. Such a code must include the applicable rules from this Section.
8.These guidelines may be enforced by demotion or removal from the NPA. Violations which are also crimes may however be prosecuted in the Court of The North Pacific as well.
9.Promotions and demotions take place at the discretion of the Minister within the parameters of this section and the NPA Code of Governance.
Section 6: Communications Ministry
1.The Minister may employ any number of citizens to assist them in their duties.
2.The Ministry will publish information about events in TNP and abroad on a regular basis in a publication entitled The North Pacific Wire.
3.The Ministry will promptly publish the public minutes and transcripts of Council of Six meetings.
4.The Ministry will maintain a topic for submissions from citizens.
5.Any subject which two or more citizens deem worthy of coverage, for which there has been a submission, will be reported on within a week unless the Council deems it not worthy of coverage.
6.The Delegate will ensure the transmission of these reports to all nations in TNP that do not opt out of this TNP bulletin, with credit appropriately given, within 48 hours of receiving the bulletin.
Section 7: Foreign Affairs Ministry
1.The Minister may employ any number of citizens as Ambassadors or Envoys to assist them in their duties.
2.An Ambassador is assigned to one or more regions or organizations as the Ambassador from TNP to that region or organization.
3.An Envoy is dispatched to a conference or other interregional meeting.
4.The Minister may grant ranks within the Ministry to respect the service and competence of Ambassadors.
5.The Minister will approve a template for reports for every region TNP has an embassy with, unless that region is exempted from reporting by the Minister.
6.Ambassadors will report to TNP in the appropriate board about their assigned region(s) at least once every week, unless their region is exempted from reporting by the Minister.
7.Ambassadors will post TNP updates to their assigned regional embassies within 3 days of being notified of the update and reminded of their assigned regions.
8.The Minister will prioritize allies of TNP when assigning ambassadors, and will seek to avoid exempting them from reporting.
Section 8: Culture and Entertainment Ministry
1.The Minister may employ any number of citizens to assist them in their duties.
2.The Ministry will ensure that every nation founded in TNP receives a telegram welcoming them to TNP and introducing them to NationStates, including a link to the regional forum and an invitation to join the World Assembly.
3.The Ministry will publish and maintain Regional FAQs.
4.The Ministry will maintain an information desk for questions and answers.
5.The Ministry will establish a roster and seek to have at least one person on in #tnp at all times who has the responsibility of greeting new arrivals to #tnp and addressing questions they may have.
6.The Ministry will identify any suspicious newcomers they observe to the appropriate TNP authorities.
7.The Ministry will be responsible for promoting cultural activities on forum, including but not limited to roleplay, spam games, and other activities
8.The Ministry will encourage activity through holding regional tournaments and competitions
9.The Ministry may plan joint cultural events with other regions with the consent of the Council
Section 9: World Assembly Affairs Ministry
1.The Minister may employ any number of citizens to assist them in their duties.
2.The Minister should employ at least one assistant with differing WAGA ideology (NatSov/IntFed) from their own.
3.The Ministry will post topics in the appropriate areas for new proposals. While these topics may be posted before a proposal enters the queue, they must be posted within 24 hours of the proposal entering the queue.
4.The Ministry will prepare brief summaries for the information for voters service as to what a proposal does, the arguments in favor, and the arguments in opposition, within 48 hours of a proposal entering the queue in either the GA or the SC.
5.The Delegate will ensure the transmission of these summaries to all WA nations in TNP that do not opt out of the information for voters service, with credit appropriately given, within 12 hours of receiving the summaries.
6.The Ministry shall oversee and recognize the following WA voting policy for The North Pacific.
7.The Delegate's vote on all WA resolutions shall be determined by referendum conducted on The North Pacific's offsite forum and open to all residents of The North Pacific.
8.The Delegate may require residents to disclose any other region(s) in which they have voted or will vote upon a particular WA resolution. The Delegate must clearly indicate that such disclosure is required before voting begins.
9.The Delegate shall penalize failure to disclose WA voting in other regions through the following "three strikes" system:
a.Strike 1: The Delegate will issue a warning that the resident has failed to disclose other regions in which he or she has voted.
b.Strike 2: The Delegate will reject the resident's vote on that particular WA resolution.
c.Strike 3: The Delegate will bar the resident from voting on WA resolutions for a temporary period of time, up to three months.
10.The Council of Six shall be empowered to override the results of a referendum on a WA resolution when:
.A majority of votes cast were cast by residents who have voted in multiple regions; and
a.The Delegate judges that the vote determined by the referendum would be detrimental to the interests of The North Pacific.
