That is "Robert the Doll". He can be visited at the East Martello Museum in Key West. Interesting that he creeps you out, because he is supposedly demonic.

Phoenix is a great guess, location-wise. But Phoenix is a BIG city, and this is an itty bitty place, albeit with a BIG view!
